One Piece Chapter 20, page 9-12: A Thief's Philosophy

Buggy continues to scream and laugh hysterically. Nami yells at Luffy, "STOP IT YOU IDIOT!!" She then realizes she must take advantage of the distraction, declaring, "THE ONE THAT'S GOT TO STOP...!" She prepares to tie up Buggy's floating torso.

Nami wraps Buggy's floating torso tightly in a sheet, shouting, "IS YOU!!" Buggy's head is shocked, and Luffy watches in amazement, saying, "OOH!!" Nami grins as she successfully binds Buggy's main body parts.

Buggy's head and hands float in shock, realizing his torso is tied up: "THE TREASURE... HAS BEEN RETURNED...!" Buggy's hands try to pull the treasure sack away from Nami, yelling, "HUH...!! LET GO!" Nami pulls back fiercely, shouting, "LET GO...? THE ONE WHO SHOULD LET IT GO IS YOU!!!

Buggy's hands desperately pull the sack, screaming, "IT'S MY TREASURE!!" Nami holds on tight. Luffy runs forward to intervene, shouting, "I JUST TOLD YOU THAT YOUR OPPONENT..." Buggy's head turns in surprise.
