One Piece Chapter 14, page 3-4: Chapter 14: RECKLESS

At the townspeople's refuge, a sign reads "THE REFUGE OF THE TOWNSPEOPLE." Suddenly, the dog Chouchou limps into the camp, heavily injured. The townspeople notice him, shouting, "WHAT'S THAT!?" and "HEY! IT'S CHOUCHOU FROM THE PET FOOD SHOP!" A man with short dark hair and glasses kneels down to tend to the dog, saying, "WE'RE GLAD YOU'RE OKAY, BOY! WE WERE WORRIED ABOUT YOU." Another man with slicked-back light hair and a plaid shirt remarks, "HE'S HURT BAD. CURSED PIRATES! LET'S TAKE CARE OF HIS WOUNDS." The crowd begins to murmur in worry, asking, "BUT WHERE'S THE MAYOR?" and "THAT'S RIGHT...! MAYOR BOODLE WENT TO FEED CHOUCHOU. WHAT'S CHOUCHOU DOING HERE WITHOUT HIM?

The townspeople continue to discuss Mayor Boodle's safety. One worried woman asks, "YOU DON'T THINK SOMETHING HAPPENED TO THE MAYOR?" and a man replies, "THIS ISN'T GOOD... I'LL GO FIND HIM!" However, the man in the plaid shirt reassures them, "NOW DON'T GO OFF HALF-COCKED! THE MAYOR'S TOO CLEVER TO LET HIMSELF GET CAPTURED. HE KNOWS THIS TOWN BETTER THAN ANYONE." An older man with a mustache adds, "BUT HE ALSO CARES ABOUT THE TOWN MORE THAN ANYONE. MAYBE TOO MUCH. DON'T TAKE ANY UNNECESSARY RISKS NOW, MAYOR." He recalls warning Boodle earlier: "I WARNED HIM NOT TO TAKE ANY RISKS. I JUST HOPE HE HEARD ME." Meanwhile, back in the town, Luffy and Nami are walking together, with Luffy looking around curiously.
