The Shells Town conflict uses Zoro’s imprisonment and Morgan’s rule to test what kind of people Luffy chooses to trust. Helmeppo: I'm ordering you to throw that little brat over the fence! Helmeppo: Are you going to disobey a direct order!? Morgan: I'll tell Daddy on you! Morgan: Yah! Morgan: You still here? Helmeppo: Better not let Helmepo's father catch you. Helmeppo: Look... Morgan: I'm looking for good men to join my pirate crew. Helmeppo: pirate crew? Helmeppo: You think I'd lower myself to that level? No thanks! Morgan: What's WRONG WITH IT!? Helmeppo: I'm gonna join your pirate crew? Morgan: Well, anyway, I don't go for that kind of deal.
