    At the massive Marine Naval Fortress, Captain Morgan sits in his grand office, smoking a cigar. A Marine officer, Lieutenant Rokkaku, flatters him, saying, "You certainly are, sir! You're the great Captain Morgan, sir!" Morgan angrily questions why the tributes from the townsfolk are getting smaller. Rokkaku nervously explains, "Yessir, regarding your tributes... I believe the townspeople are now too poor to raise--" but Morgan cuts him off, declaring, "It's not a question of how much they can pay... It's a question of their respect for me!"
