At the massive Marine Naval Fortress, Captain Morgan sits in his grand office, smoking a cigar. A Marine officer, Lieutenant Rokkaku, flatters him, saying, "You certainly are, sir! You're the great Captain Morgan, sir!" Morgan angrily questions why the tributes from the townsfolk are getting smaller. Rokkaku nervously explains, "Yessir, regarding your tributes... I believe the townspeople are now too poor to raise--" but Morgan cuts him off, declaring, "It's not a question of how much they can pay... It's a question of their respect for me!

Helmeppo bursts into his father's office crying, slamming the door and shouting, "Daddy!! I want you to kill someone for me!!" Morgan looks at his son in annoyance, asking, "What's wrong, Helmeppo? Why the commotion?" Meanwhile, back at the execution ground, Luffy approaches Roronoa Zoro again. Zoro is annoyed, saying, "You again... If this is about me joining your pirate crew, my answer is still no!" Luffy cheerfully replies, "Call me Luffy! I'll untie you if you'll join my pirate crew, okay!?" Zoro sighs, grumbling, "You don't listen, boy!
