Resurrection

The chapter title page reads ONE PIECE, CHAPTER 358: "RESURRECTION." Its cover illustration shows the Straw Hat skull motif on a small ship or float surrounded by sea creatures and fish-like shapes, with playful nautical imagery rather than active plot. No dialogue from the Water 7 story appears on this page beyond the chapter title. The word "Resurrection" prepares the chapter's double movement: Franky's survival after being hit by Puffing Tom, and the return of the old Pluton blueprint conflict into the present day.

Four years after Tom's arrest, Water Seven still speaks of Cutty Flam as a dead man. Someone asks, "HAVE YOU HEARD...? TOM'S VIOLENT PUPIL, CUTTY FLAM..." Another answers, "...... HAS DIED ... HE WAS RUN OVER BY THE SEA TRAIN." The rumor hangs over the city while Iceburg remembers Tom. Tom had told him, "YOU CAN DO IT... YOU'RE THE FIRST STUDENT OF THE WORLD'S GREATEST SHIP-WRIGHT, TOM..." Iceburg had answered, "YEAH. IT'LL BE FUN ... LET'S HAVE DRINKS SOMEDAY." Now, with Tom gone and Franky presumed dead, Iceburg's face hardens into purpose. He says, "TOM-SAN, I... I WILL CHANGE THIS TOWN!!!" The page marks the transformation of Tom's surviving student into a man determined to rebuild Water Seven from grief.

A body that should have died still moves. Under the hot sky, a wounded Franky thinks, "DAMN ... MY BODY... FEELS HOT...!!!" Birds cry "KUU..." above the wrecked shoreline. He is alive, but barely: "BUT ... I'M STILL ALIVE. I'LL LIKELY DIE LIKE THIS." He drags himself to a scrapped ship where "NO ONE'S HERE" and notes, "IT'S A SCRAPPED ... SHIP ..." Inside, among pipes and broken machinery, he understands the only way forward. "SCRAP METAL..." he thinks, then forces himself to act: "WITH THIS USE-LESS BODY OF MINE!!! FIRST... I GOTTA DO SOME-THING...!! IT'S A REALLY CALMING PLACE FOR ME." The page shows the beginning of Franky's reconstruction, not as a clean miracle, but as a desperate self-repair inside abandoned metal.

The story jumps ahead: "4 YEARS LATER--" Water Seven is "FINALLY GETTING ON TRACK." The city is alive with canals, trade, and music, and Galley-La Company has become central to its revival. Townspeople talk excitedly: "DID YOU KNOW? FOR THE NEXT MAYOR ELECTION ..." and another announces, "ICEBURG WAS NOMINATED." The response is hopeful: "THAT'S GOOD!" They already imagine the result: "IF HE BECOMES THE NEXT MAYOR... WE'LL BE DAMN PROUD!!" The page makes Tom's dream visible in civic form. The sea train and the shipwrights did not simply save commerce; they gave Water Seven enough confidence to rally around Iceburg as a public leader.

Inside Galley-La Company, Iceburg is told, "ICEBURG-SAN... YOU HAVE A VISITOR ..." He asks, "NMA. WHO IS IT?" The answer unsettles the room: the visitor said, "TELL HIM CUTTY FLAM." Iceburg reacts, "FRANKY...!?" and the secretary explains, "HE'S A VERY STRANGE MAN... SO WE STOPPED HIM AT THE FACTORY. DO YOU KNOW HIM?" Iceburg asks, "DID HE REALLY SAY THAT...!!?" and decides at once: "KICK HIM OUT ...!!" When asked, "WOULD YOU LIKE ME TO ESCORT HIM HERE ...?" he refuses, "NO." The description of the visitor is unmistakable: "YES... HE'S NOT VERY WELL DRESSED... AND... HE'S WEARING SWIM TRUNKS..." The dead name has returned, and Iceburg's first response is not joy but anger.

Franky appears in the factory with his rebuilt body and strange style. Someone says, "YOU HAVE A STRANGE WAY OF MEETING WITH PEOPLE." Franky answers with his usual bluntness: "NMA... WHAT'S WITH YOUR UNUSUAL APPEARANCE ..." He explains exactly what happened after the sea train: "SHUT UP!! MY BODY HAD BECOME USELESS. SO I HAD TO FIX IT WITH SCRAP METAL AND STUFF!!!" Then the reunion turns furious. Franky has heard that Iceburg took a government job and shouts, "AND I HEARD THAT YOU ACCEPTED A JOB FROM THE WORLD GOVERNMENT!!! YOU'VE GOTTA BE KIDDING!!! I WONT EVER FORGIVE YOU!!!" He adds the wound beneath it: "DON'T HELP OUT THE GOVERNMENT!!! THEY'RE THE GUYS WHO KILLED TOM-SAN!!!" Franky has survived, but the old grief still rules him.

Iceburg answers Franky's accusation with his own. He says, "AND WHO MADE THE WEAPONS ... THAT GAVE THEM THE EXCUSE?!!" Franky reels, but Iceburg does not soften. "YOU DON'T HAVE ANY PLACE TO SAY ANYTHING TO ME...!!" he says. "DON'T THINK THAT I'VE FORGIVEN YOU IN JUST 4 YEARS!!! HOW DARE YOU SHOW YOUR FACE TO ME AFTER WHAT HAPPENED?!!" Franky can only answer, "YOU...!!!" Iceburg reveals what he had believed all this time: "I THOUGHT YOU WERE DEAD...!! THAT'S WHAT THE GOVERN-MENT TOLD US ..." Then he draws the emotional boundary sharply: "EVEN IF TOM-SAN FORGIVES YOU... I NEVER WILL...!!!" The page keeps both truths alive: Franky did not cause Spandam's malice, but his weapons gave the government the opening Iceburg cannot forget.

Franky reveals why he came. Holding the papers, he asks, "WHAT ... IS THIS ...? ISN'T THIS THE BLUEPRINT FOR THE ANCIENT WEAPON ...!!" Iceburg knows exactly what it means. Franky tells him to abandon the name that the government knows: "THROW AWAY THE NAME, CUTTY FLAM ....!! THE GOVERNMENT WASN'T ABLE TO GET THIS FROM TOM-SAN..." He urges him, "TAKE THAT THING AND GET OFF THE ISLAND... FRANKY." The logic is practical and painful: "AS LONG AS YOU DON'T CALL YOURSELF THAT... THE CUTTY FLAM FROM TOM'S WORKERS IS DEAD. THEN THERE IS NO LINK BETWEEN YOU AND ME." Franky starts to protest, "WAIT A MINUTE!!" but Iceburg explains the danger: "PLUS, IF YOU GET OUT OF HERE... THE WHEREABOUTS OF THE BLUE-PRINT WILL FADE AWAY."

Iceburg tries to send Franky away forever. Franky asks, "WHAT'S GONNA HAPPEN TO YOU IF THEY COME AND YOU DON'T HAVE THE BLUEPRINT?" Iceburg answers, "...... THAT'S ALL I HAVE TO SAY." As he walks away, Franky shouts, "HEY!! ICEBURG!!" and "WAIT!!" Iceburg warns him that keeping the blueprint means carrying Tom's burden: "DO YOU WANT TO SUFFER THE SAME FATE AS TOM-SAN!!?" He gives Franky the choice: "YOU HOLD ON TO IT, AND WHEN YOU'RE IN DANGER, JUST GIVE IT TO THEM!!! IF YOU DON'T WANT TO HAND IT OVER, THEN BURN IT...!!!" Franky asks, "IF YOU HAD TO CHOOSE... WOULD YOU?" Iceburg answers that he would not surrender it even if his life depended on it, because "HE STAKED HIS OWN LIFE TO PROTECT THAT BLUEPRINT" and because "AS LONG AS THERE IS THE DANGER THAT NICO ROBIN... WILL RESURRECT THE EXISTING WEAPON ... THAT THING IS NEEDED TO DEFEND AGAINST IT!!"

Franky tests the trust beneath Iceburg's anger. He asks, "WHAT IF I DECIDE TO MAKE THIS THING!!?" Iceburg answers with a question: "DO YOU TRUST ME?" Franky falls silent, and Iceburg presses the point: "DOESN'T THE FACT THAT I GAVE IT TO YOU... ANSWER YOUR QUESTION?" The two men remain separated by grief, but not by cowardice. Iceburg says, "WE NEVER CHANGE, DO WE ... WE YELL AT EACH OTHER AS SOON AS WE LOOK..." Franky listens. Iceburg admits, "I WON'T FORGIVE YOU... AND YOU PROBABLY WON'T FORGIVE ME EITHER, BUT FRANKY ..." Then his true feeling breaks through his anger: "......!! IDIOT ... I'M GLAD .....!! THAT YOU'RE ALIVE .....!!!" The reunion does not heal everything, but it resurrects the bond Tom left between them.

Franky refuses to leave. Iceburg is startled, "ICE-BURG!!!" while Franky shouts back, "I'M NOT LEAVING THIS ISLAND!!!" Iceburg tells him, "LISTEN TO ME!!!" but Franky answers from outside the room and the storm of debris, "SHUT UP!! I'M NOT LEAVING!!!" The scene then shifts to the present of the CP9 attack, with Franky bound on the floor and the agents standing over him. A voice says, "THE TOM THAT WE... WERE TOLD ABOUT ..." The flashback's emotional argument gives way to the current interrogation. Franky's decision to stay on Water Seven has led directly to this moment: the blueprint remained near Iceburg, and CP9 has finally closed in to force the secret out.

CP9 discusses Franky and Tom with cold distance. One says Tom "HAD GENUINE SKILL, BUT WAS A VIOLENT MERMAN WITH INCREDIBLE POWER." Another adds, "AND THE TOWNSFOLK ONLY FURTHER SULLY HIS REPUTATION. IT MUST BE DIFFICULT, HAVING TO BE HIS PUPIL, CUTTY FLAM." Franky spits back, "...ALL YOU GOVERNMENT PEOPLE ARE SHIT!!!" and says, "I DON'T GOTTA SAY ANYTHING ....." Lucci answers with the official version of Franky's past: "BACK THEN, YOU HURT OVER 100 CITIZENS AND WORKERS. THAT'S THE KIND OF CRIMINAL YOU ARE." He continues, "YOUR BURDEN WAS ALREADY GREAT, HAVING DONE ALL THOSE 'THINGS' TO THE 'WORLD GOVERNMENT', BUT BECAUSE YOU HAD BEEN CONFIRMED AS DEAD THAT DAY DUE TO THE ACCIDENT, YOUR CRIME WAS DISMISSED..."

Lucci states the threat: "WE WILL ESCORT YOU TO ENIES LOBBY... AS A CRIMINAL." Franky is told, "YOU SHALL ANSWER SLOWLY ... REGARDING THE WHERE-ABOUTS OF THE BLUEPRINT FOR PLUTON." The phone rings. Blueno answers, and the call connects to Enies Lobby. A voice says, "BLUENO." Blueno replies, "YEAH... IT JUST CONNECTED ....." The caller asks, "WHEN WE TOLD OUR CHIEF ABOUT THIS INCIDENT ... HE SAID HE WISHED TO SPEAK TO YOU IMMEDIATELY." Blueno asks, "CHIEF?" Kalifa arrives with coffee and says, "HERE, CHIEF." Spandam complains, "HOT HOT HOT!! I SPILLED MY COFFEE!! HOT!! DAMN YOU, COFFEE!!" Then he speaks to Franky through the Den Den Mushi: "CUTTY FLAM ...!! ARE YOU THERE ... BEEN A LONG TIME." The old CP5 trap has returned through CP9 command.

From the Enies Lobby command room, Spandam reveals himself fully. He says, "I CAN'T BELIEVE YOU'D STILL BE ALIVE AFTER THAT INCIDENT." Franky replies, "I CAN'T BELIEVE IT... BUT IT'S HAPPY NEWS." His anger remains alive: "IT'S BEEN 8 YEARS... EVERYTIME MY WOUNDS HURT, I WAS TORTURED BY MY UNDYING ANGER. BECAUSE THE CRIMINAL WHO MADE ME THIS WAY WAS DEAD." Spandam asks, "YOU DON'T REMEMBER!!?" and then identifies himself: "I'M THE MAN WHO ARRESTED THE TOM'S WORKERS 8 YEARS AGO, AS PART OF CP5!!" The page labels him: CIPHERPOL NO.9 COMMANDER IN CHIEF, SPANDAM. The man who ruined Tom's trial has not vanished; he has been promoted, and he is now speaking from the government's own judgment island.

Franky recognizes the voice and name: "YOU'RE SPANDA!!" Spandam screams back, "...M! WAHAHAHAHA!!! I'LL BE AWAITING YOUR ARRIVAL AT ENIES LOBBY." He gives the order, "HURRY UP AND BRING HIM HERE!!!" and his subordinate answers, "YES, SIR." Lucci turns to leave with Franky. Franky strains against his bonds and shouts, "DAMMIT, LET GO, YOU...!!!" and "AH...!! H...H..!!!" Usopp, still nearby, calls out, "HEY, WAIT!!! LET GO OF HIM!!!!" A sharp glance from Lucci stops the moment. Usopp freezes under the pressure, marked by "GLARE," and the agents continue. The page shows that Franky is now CP9's cargo, while Usopp is powerless to stop the transfer.

Usopp tries to stand against CP9 for a moment, but even that defiance falters. He begins, "YOU'RE ... ONE OF THE ..." before shouting, "HEY!!! YOU ONLY SHINE FOR A MOMENT?!!" Franky, bound and carried away, says simply, "SORRY." Then Usopp notices the wider disaster: "AH." He realizes the battle is not only inside the building and names the attackers: "STRAW-HATS..." The scene cuts outside to Galley-La Company headquarters, where flames and smoke pour through the structure as the wind batters the city. The label reads "GALLEY-LA COMPANY HEAD-QUARTERS." The present story has fully returned: while CP9 takes Franky, Luffy and the others are still fighting through a burning building.

Outside Galley-La headquarters, the fire is spreading and the weather makes rescue almost impossible. Someone shouts, "WE'RE LOSING TO THE WIND!!" Another cries, "THE FIRE'S NOT GOING OUT!!" The danger is urgent: "IF THERE'RE PEOPLE STILL INSIDE...!! THEY WON'T BE SAVED!!" Usopp reacts in shock, "HUH!!?" Then the smoke and flames split as a figure bursts out of the burning structure with a huge crash. The crowd recognizes an impossible sight and shouts, "A REINDEER!!!" The figure is Chopper in a massive form, carrying people from the flames. The page turns the word "Resurrection" toward rescue: while CP9 drags Franky away, Chopper emerges from destruction with the injured still alive.

Chopper staggers out through smoke and wreckage, enormous and wounded, carrying Iceburg and Paulie. People shout, "HE'S CARRYING ICEBURG-SAN-----!!" and "AND PAULIE-SAN!!!" Chopper breathes heavily, "HAA ... HAA ..." as the crowd realizes others are still trapped: "THEN... WHAT ABOUT LUCHI AND THE OTHERS ...?!" Someone says, "THEY WERE STILL INSIDE!!" Chopper sways under the strain, and the panel lingers on his damaged body and shaken hands. Nami sees him and cries, "NAMI ...!!" or is called by someone as attention shifts to her. The rescue is incomplete, but Iceburg and Paulie are alive, and Chopper has forced them out of the burning headquarters at terrible cost to himself.

Nami lies injured nearby and realizes she cannot stay down. She thinks, "NO GOOD ... I HAVE TO... HEAL HER ....." but then Paulie collapses with a "CLATTER" after carrying her out or shielding her through the chaos. The crowd gathers around the wounded, and the mood shifts from suspicion to urgent rescue. Someone says, "H...!!! HURRY UP AND LOOK AT THEM!!!" Another warns, "THEY'RE BURNT PRETTY BADLY!!!" A third voice objects, "HEY!! WHAT DO WE DO WITH THE REINDEER?" while another insists, "HELP HIM TOO!! HE SAVED THEIR LIVES!!!" The last page closes on the civilians recognizing that the so-called intruders have saved Iceburg, Paulie, and others from the fire. The chapter ends with survival, confusion, and rescue tangled together.
