Unprecedented

At the Enies Lobby Tower of Justice, Spandam runs with the frantic sound of "Dadadadadada" before theatrically presenting the Golden Den-Den Mushi. He announces, "Behold, Funk Freed!" while his elephant sword answers, "Paoo!" Spandam explains, "The 'Golden Den-Den Mushi'...!! It bears the same authority as the 'Buster Call' itself..." He says that none other than the boss of Marine HQ is allowed to have it, calling it "a precious species" and adding, "It was given to me by Aokiji to invoke the 'Buster Call.'" Spandam's ambition spills out as he declares that if the revival of the weapon becomes reality, he will no longer receive this from the admiral, but instead own it himself and become a man who controls the troops as he pleases.

Spandam toys with the Golden Den-Den Mushi and boasts, "One push of this button and an island disappears. Waha haha... Even those bastards known as the 'Authority'... seem like weapons." Then his finger nearly slips. The room explodes in panic: "Director Spandam!!!" and "Uwa--!!! You scared me!!! What's wrong with you!!! Can't you even knock!!!" Spandam admits, "I almost pushed the button by mistake!" A subordinate apologizes, "I... I'm terribly sorry... but this is an emergency... It's a Den-Den Mushi from Enies Lobby's main island...!!" Spandam snaps, "Who the hell keeps doing this every time?!" and complains when told, "Hey!! It's disconnected!!" The call had almost reached him and almost triggered a catastrophe.

Spandam returns to Robin and Franky while grumbling about the interruption. Franky, chained beside Robin, watches him approach, and Robin whispers, "Spanda...!" Spandam laughs, "Waha-haha," then says, "Hey... Nico Robin. Seems there's an emergency over on the main island... This so-called emergency probably isn't all that bad, but... let's make some predications, shall we?" He begins with cruelty: "Trampled your comrades..." then wonders aloud, "I wonder how the strongest gatekeepers, Oimo and Kaashii, defeated five of our soldiers." Robin stiffens. Spandam continues, "Together, let's ask about the fate of those fools that defied the World Government..." and specifically says, "I wonder what happened to 'Straw Hat Luffy.'"

The Den-Den Mushi call finally connects and Spandam roars into it, "Hey, guard!! Yes... this is Spandam!!!" The guard panics, "Ahh!!! Is this the Director?! Th... thank goodness, we can finally report! Sir!! Where do I begin...?" Spandam snarls, "Quiet, you hoodlum!! You're scum!!! Calm down, you fool!!!" He assumes it is about the Straw Hat pirates and asks, "Did you kill them already? ...Oh well, it's a shame they were so weak..." The answer overturns his confidence: "About 60 pirates have invaded!" Spandam screams, "About 60 pirates have invaded!" and demands details. The report comes clearly: "Currently, the final area of Enies Lobby's main island, the courthouse front plaza, has been invaded!!!"

At the courthouse front plaza, Gomorrah collapses after carrying the crew all the way through. The Straw Hats, the Franky Family, and their allies stand around him while the Government's report spreads: "The pirates have reached the courthouse front plaza!!!" Another order blares, "All hands to the Enies Lobby main island!!!" and "All guards, report there immediately!!!!" The allies thank the fallen bull as they arrive: "Woo--!!! We've gotten in, you bastards!!! We're gonna rescue Big Bro Franky!!" and "Well done, Gomorrah!!!" Someone promises, "We won't waste you and your brother's run!!!" while another shouts, "Hurry to the courthouse!!!" The page is a victory paid for by Sodom and Gomorrah's suffering: the rescue force has finally reached the plaza at the base of the courthouse.

The crew looks up at the massive courthouse facade. Sanji asks, "You see him?" and someone answers, "Nope." Another asks, "Luffy?" The building's smooth height makes the problem obvious. If Luffy is on that roof, "there's no way to climb up there," unless someone is "made of rubber." The Straw Hats and allies stand below the impossible wall, tiny against the courthouse's arched windows and towers. Their route to Robin has been reduced to a vertical obstacle, but Kokoro's earlier information still matters: the drawbridge mechanism and the courthouse towers are the real way forward. The question is no longer whether they reached the courthouse, but how they can turn this unreachable building into a path.

The crew quickly decides that catching up to Luffy matters more than guessing the whole enemy formation. Nami asks, "How many CP9 members did you see?" Zoro answers, "Just the huge horned guy. He's only one person, but..." Sanji reasons, "They probably took Robin and Franky somewhere other than that roof. It's hard to think that everyone's up there." Someone insists, "At any rate, we've gotta catch up to Luffy!! We've gotta hurry and save Robin!!!" The crowd surges toward the courthouse: "Hurry--!! To the front of the courthouse--!!!" They know the bridge is still up and the enemy is closing in, so the order becomes, "They haven't lowered the bridge yet! Corner them--!!!" Then Zoro and Sanji see the next threat and the tension spikes with "Geroo!!!"

The enormous steel ball that defeated Gomorrah swings back into the plaza. It crashes down with a huge impact and the allies scatter, shouting "Wah!!!" and "!!!?" Someone recognizes it immediately: "It's the same steel ball that beat Gomorrah!!!!" Another cries, "What a guy!!!" and a guard reacts to the frog-like figure with, "Whoa!!! That frog's amazing!!!" The creature looms from behind the ball, growling "Gero!!!" as it blocks the way. The battle has shifted from pursuit to interception. Even after reaching the courthouse, the rescue force is met by another special enemy who can stop their charge as brutally as the mortars and chains did.

Three figures run through the street and the Government forces misread the danger. A soldier shouts, "There are three people escaping!!!" and another asks, "Why are they running!?" The answer comes from the frog side: "They're the ones who challenged us..." Zoro snaps at the pursuers, "Hey, you morons, chasing fleeing enemies one by one is a waste of time!!!" Sanji tells him, "Shut up already!" Suddenly the steel ball slams into the ground with a massive crash, stopping the enemy line. Zoro points to the fallen special unit and says, "Here's our 'confirmation.' We should know what kind of enemies we're up against, right?" The page reveals that the apparent retreat was bait: they have measured the enemy and now know what stands between them and the courthouse.

The defeated special unit lies sprawled across the plaza while the allies assess the result. Guards ask, "What is this guy?" and "He's super-strong!" Another wonders, "Is this another special unit like the Houbantai?!" Sanji warns, "There are still a bunch of people hiding, right? Be careful!" The enemy, however, is already moving to trap them. Orders ring out: "Corner them!!! At any rate, don't let them open the courthouse's heavy stone doors!!!" and "Stop them at this plaza!!!" The Franky Family worries, "What're we gonna do about that huge gate?" while someone else warns, "Now, let's hurry! The guards are on their way!!!" The immediate problem becomes brutally practical: the courthouse doors are massive, and the enemy only has to keep them shut.

The allies prove that the stone doors are not enough. Someone shouts, "Uooo!! You cut through that thick stone!!!" while the leading fighters blast their way into the courthouse. Their friends yell after them, "You guys are lagging behind again!! We're going ahead!!!" Behind them, the Franky Family immediately divides the work. One says, "Sanbai, the two of us will split up to the left and right and pull the levers for the drawbridge!!" Another answers, "Got it! I'm counting on you!!!" and the rest are assigned: "We'll split into three teams!!!" "Whoever's with me, we're gonna do some spring cleaning inside the courthouse!!" "Only a few of you will do!!" Then everyone scatters through the broken entrance with "Okay, wish us luck!!" and "Scatter!!!"

The report from the main island grows worse for Spandam. A voice announces, "Next is the matter of the giant gatekeepers of the main island front gate." Spandam reacts, "Huh?" as the report continues: "Oimo and Kaashii have gone over to the pirates' side!" Even more alarming, "Right now, the area around the center of the main island is being evacuated!!" and "The soldiers around there have been almost completely wiped out!" The voice explains the scale of the disaster: the strength of two thousand men is not five, because each giant has taken down more than a thousand men. Spandam then hears that the captain, "Straw Hat Luffy," has suddenly disappeared and they are searching for him as they speak. He stares at the Den-Den Mushi and says, "It's not five..." as the situation slips beyond anything he expected.

Spandam begins to understand the scale of the collapse. The report says, "This is probably the first time in the history of Enies Lobby that something like this has happened!" and calls it "the worst possible situation!!!" Spandam sweats and asks, "!? Blueno...!? What are you doing over there...?" As he looks out over the island, he can only demand, "What the hell's going on...? What's happening on this island!!!" The final image of Enies Lobby under the roaring sky captures that loss of control. Robin, still bound beside him, reacts with a quiet "..." and then, in a small panel, "Uhahaha," not because she is safe, but because the impossible is happening. The island that claimed absolute judgment is being shaken from every side.
