The left head declares "AND I, IN THE MIDDLE OF THE THREE, AND I AM 'LEFT BASKERVILLE' ON THE LEFT!!" while the right head adds "AND I AM 'RIGHT BASKERVILLE' ON THE RIGHT!!" Spandam is shown nearby with a sign reading "INSIDE THE COURT-HOUSE". Onlookers react with confusion: "THE SITUATION IS... NOT SO MUCH ABOUT THE PLAZA, BUT INSIDE..." "HRMMM, THE SITUATION...!!" Chaos erupts inside the massive courthouse. A massive impact SFX "ドッカーン" shakes the building as debris and people fly through the air. A narration box states "THE WORST HAS OCCURRED." Spandam and Baskerville react in panic. One head yells "SILENCE!!!" while another announces "WE WILL NOW ANNOUNCE A VERDICT THAT WILL SEAL YOUR FATES!!! THIS IS THE HOLY BUILDING OF JUDGEMENT!!" Sanji appears among the fighters. Voices cry out: "I GUESS WE CAN PROCEED AT ONCE, BUT..." "IT SEEMS LIKE THERE AREN'T THAT MANY PEOPLE HERE." "WHOA!! A THREE-HEADED MAN!! I'VE HEARD OF THREE-HEADED WATCHDOG, BUT..." "WHAT IS THAT THING...!I" "WHAT THE HECK IS THAT...I" "WHAT!!!I" Someone reports: "YOUR HONOR! HERE'S MY REPORT!! THE GIANT STONE DOORS OF THE COURTHOUSE HAS BEEN CUT OPEN... AND PIRATES ARE POURING IN!!" Spandam shouts "I CAN SEE THAT, YOU IDIOT!!!" as more screams echo: "GU-HEH!!" "OO-GAH!!!"

Inside the grand hall of Enies Lobby, chaos erupts as the Straw Hats and allies charge forward. "GOTCHA!!!" someone yells. "WE'VE GOT YOUR BACKS, SO YOU GUYS JUST CHARGE ON THROUGH!!!" another shouts. "YOKOZUNA AND A FEW OTHERS WILL STOP THE PURSUERS AT THE DOOR." A voice urges, "RIGHT!! GUYS, JUST RUN TOWARDS THE ROOF, WHERE STRAW HAT-SAN IS!!!" Franky points ahead yelling, "HEY, LOOK AT THAT!! IT SEEMS LIKE THE TRIAL HAS BEGUN!!" while Sanji and Nami press on amid the fighting. "BAM!!" and "GERO!!" sound effects punctuate the melee. Below, the massive staircase of the World Government courthouse looms. "LOOK UP TOWARDS THE FRONT... THERE'S A STAIRCASE ON EACH SIDE!!" one ally calls. "WE CAN GO UPSTAIRS USING THOSE." A large sign reads "A PROPERTY OF THE WORLD GOVERNMENT, IS---" as pursuers yell "FIRST!! THE ONE STEPPING INTO ENIES LOBBY," "YOUR CRIME ARE AS FOLLOWS," and "IGNORE IT; TOO MUCH TROUBLE!! WHICH WAY IS ITI" The crowd surges upward with massive "わあああああああああ!!" roars.

Zoro clashes fiercely with two swordsmen. Close-ups show Yonezu and Enbima with flickering blades. "WHAT!I HIS SWORDS SEEM TO BE BENDING." The foes taunt, "UNFORGIVABLE!! THEY'RE MAKING A MOCKERY OF THE JUDICIAL ISLAND." and "WHOOOAA!! HOW RUDE! THEY IGNORED THE HOLY TRIAL!!!" Zoro's attack unleashes massive "GIRI!!!" and "ONI..." impacts, sending enemies flying amid "KYAAH!" screams and debris. The swordsman presses his assault through the crumbling architecture.

Zoro reflects, "I GUESS HE WAS THE ONE WHO CUT THE DOOR OPEN EARLIER." Sanji, Nami, and the crew regroup. "...AND WHY ISN'T HE THE CAPTAINI" Sanji growls. "LET'S MOVE, THE PATH'S CLEAR NOW." Nami replies "OKAY!" Suddenly a wild figure dashes in shouting "WAIT, WAIT, WAAAAAIT!!!" while yelling "GET OUTTA THE WAY, REINDEER AND IDIOT SWORDSMAN!!" Sanji snaps "YOU WANNA FIGHT, PUNK!!I" as Chopper panics "WHOA!! WATCH OUT!" and Usopp cries "THAT NAMI-SAN TAKES!!! GET OUTTA THE WAY!!!" Zoro appears in the foreground, declaring "THIS IS A DANGEROUS ENEMY TERRITORY!! I WILL CLEAR THE PATH..."

Sanji urges, "NAMI-SAN, THIS WAY, PLEASE!!! JUST FOLLOW ME, ONLY ME!!!" while thinking "WAITING FOR MY RESCUE!!!" and "I WONDER IF SHE'S CRYING FROM THE LONELINESS." Nami responds, "OOOH... YEAH, ROBIN-CHAN IS...!!!" Usopp adds, "YOU KNOW, WE CAME HERE TO RESCUE ROBIN, RIGHTI" Chaos breaks out as someone yells "AAAAH!! ZORO WANDERED OFF SOMEWHERE WHILE WE WEREN'T LOOKING!!!" Nami shouts "WAIT UP, ZORO, THAT'S NOT THE WAY!!!" and "I SAID THE STAIRCASE! HOW COULD YOU POSSIBLY GO THE WRONG WAY!I" Chopper panics in the background. Zoro climbs onward muttering "I WONDER IF BRO WILL BE OKAY." while others argue "THEY'LL DO FINE WHEN THE TIME COMES." and "ZORO, I WONDER IF BRO WILL BE OKAY." A note identifies a creative individual as "FANTASISTA". Robin's name echoes through the stairwell chase.

Chopper stares in shock, "HUHI" The three judges confer grimly. "THIS IS A SERIOUS CRIME." "...THIS IS A GREAT SIN...!!!" They declare, "THEN!! WE'LL MAKE A DECISION DOWN THE MIDDLE, THE DEATH PENALTY." "AGREED." Suddenly the Presiding Judge bursts from his seat in a massive explosion of debris and smoke, roaring, "DON'T IGNORE ME, THE PRESIDING JUDGE—!!!" The impact sends people flying as screams erupt: "KYAH!!!" "OO-WAA AH!" "!!I"

The Presiding Judge snarls at the pirate, "WHAT AN IMPERTINENT PIRATE. I'LL SHOW YOU HOW FRIGHTENING I CAN BE..." while yanking a massive chain, "PULL!!!" "HRM!II" Elsewhere, a swordsman says, "I'LL FOLLOW AFTER I FINISH THIS UP." Luffy shouts, "CHOPPER, NAMI, GO ON AHEAD!!" Nami yells in alarm as the Franky Family charges in. "FRANKY FAMILY!!!" A masked fighter warns, "NOO, STOP IT!" "WHOA!" "WHO IS IT!II" The group declares, "LET'S GO!!!" "WE'LL BE YOUR OPPONENTS, CERBERUS!!" Chopper replies nervously, "AH... OKAY."

On the courthouse rooftop, a close-up shows Blueno's stern face with the label "COURTHOUSE ROOFTOP LUFFY VS BLUENO." Blueno stands silhouetted against smoke and rubble. Below, Luffy and Blueno face each other. Luffy hops with a cheerful "HOP!" Blueno counters with "HUP." Rubble clatters to the ground, "CLATTER."

Blueno explains, "IF A DOOR OPENS, IT'LL CLOSE. OF COURSE. THE DOOR ON MY FACE." Luffy presses his face against an invisible surface, "IT'S CLOSED NOW..." Blueno notes, "GOOD JOB ON AVOIDING MY RAN-KYAKU." Luffy admits, "IT WAS UNEX-PECTED." Blueno replies, "YEAH, WELL, IT'S NOT THAT BIG OF A DEAL." In a sudden burst of motion, Blueno lunges forward with a powerful kick, sending Luffy flying amid heavy impact lines and debris.

Luffy is hurled violently through the air after a brutal strike, his body twisting as impact lines and debris explode around him. "SHIT!!!" he curses. A heavy blow lands with "ZAZAK" and "バキッ!!!" sounds, sending him spinning. In the next sequence he recovers mid-fall, eyes wide as an unseen voice shouts "HE JUMPED!!". The attacker closes in with blinding speed and drives a finger forward in a piercing thrust. "SHIGAN!!" the technique is named as the strike lands, launching Luffy backward amid shattering stone and swirling dust.

Luffy vanishes with a burst of speed marked "SORU" and "エッ". The note "*SAI MEANS SMASH" appears as the opponent slams down with "SAI* TEKKAI", shattering the ground in a massive shockwave. Luffy reappears in close range, face set in determination. He stretches his arm back and launches a rapid series of strikes. "GOMU GOMU..." he begins, the rubber limbs blurring toward the CP9 agent amid flying rubble and impact stars.

The CP9 agent hardens his body with "TEKKAI" just as Luffy's fist connects, the collision marked by "BULLET!!!" and a thunderous "ドカッン!!!". Both fighters are thrown apart by the force, the agent yelling "NWAH!!!" while debris and shockwaves fill the air. Luffy presses the assault with a spinning kick labeled "RAN-KYAKU", the agent barely blocking as "WHOOSH!!" and "バキン!!!" ring out. The two trade furious blows, each impact sending cracks through the ruined surroundings.

The massive impact "ビグゥン" hurls both combatants backward across the broken plaza. Luffy lands on his feet, breathing hard, while the horned agent stands tensed. Close-up, Luffy's face shows strain as he mutters "I'M NO GOOD." and "にぃ…". The agent thinks to himself, "HE HAS UNBELIEVABLE PHYSICAL ABILITY… HE CAN KEEP UP TO MY SPEED PERFECTLY. HE EVEN ALTERED THE PATH OF MY RANKYAKU…". Luffy turns away, back to the viewer, declaring "I WON'T BE ANY GOOD…" and "I WON'T BE ANY GOOD IF I STAY THE WAY I AM…", the agent's eyes widening in shock with "!I".

Luffy stands on the rooftop, sweat dripping as he reflects on his recent defeat. "BECAUSE OTHERWISE I CAN'T PROTECT MY NAKAMA...!!" he thinks. His mind races: "THEN I HAVE TO BE STRONGER..." "IF THERE ARE MORE STRONG GUYS LIKE HIM IN THE OCEAN AHEAD OF US," "I STARTED THINKING ABOUT IT..." "... AFTER I WAS DEFEATED BY AOKIJI." A small "..." bubble lingers. Close-up on Luffy's intense face: "SO, I HAVE TO BE STRONGER THAN ANYBODY ELSE..." "OR I'LL LOSE THEM ALL!!!" He continues, "... I HAVE NAKAMA WHO'RE NOT STRONG..." "BUT I STILL WANT THEM TO BE WITH ME...!!!" He crouches, body trembling with resolve. "I'VE THOUGHT OF A WAY TO FIGHT WITH ALL MY MIGHT... SO I WON'T LOSE ANYBODY...!!!" The horned man watches and asks, "THEN... WHAT WILL YOU DOI" Luffy's expression hardens as he prepares to act.

Luffy declares, "YOU WON'T BE... ABLE TO FOLLOW ME ANYMORE..." The horned man reacts with shock: "WHAT!I" Luffy adds, "ALL OF MY TECHNIQUES... WILL EVOLVE ONE STEP." Smoke and motion lines erupt around him as his body begins to change. "SHU SHU" sound effects pulse repeatedly. The horned man stares in disbelief: "WHAT IS HE DOINGI... SOMETHING'S HAPPENING IN HIS BODY." Luffy's form blurs with speed. In a dramatic full-page spread, Luffy crouches low amid swirling clouds and steam, hat tilted, muscles pumped. Large text declares "SECOND." and "GEAR..." as the transformation completes.
