Spandam drags Robin onward in a panic, shouting into the Den Den Mushi, "Hurry up!!!" He cannot understand how the invasion has reached this deep: "Damn it, what the heck? How did the pirates manage to intrude deep down here!?" He screams for his agents: "Hey!! Respond, everyone!! 'CP9'!! Guys, what were you doing!!? One of the pirates marched in here!! Are you listening to me!!? Answer me, damn it!!!" Then he freezes. "Wait...!! That's...!!" The small device is labeled "Golden Denden-mushi," and Spandam's terror breaks loose as "EEE-EEE-EEH!!?" and "G-Golden..." Robin, beside him, understands enough to go silent with "...!!"

Across the sea and sky, the signal races with "VEEEEEE..." and "VEE VEE VEEEEEE!!!" At Marine Headquarters on the Grand Line, a huge alarm explodes from the Silver Den Den Mushi: "Silver Denden-mushi has received a signal!!!" The message is unmistakable: "Request to trigger 'Buster Call'!!! Request to trigger 'Buster Call' from Admiral Aokiji!!!" Marines scramble. Someone asks, "Location!?" and the answer comes back: "It's from 'Enies Lobby'!!" Another voice calls, "Five Vice Admirals in the vicinity, please respond!!" A commander calculates, "Considering the distance, it's probably faster to head there from the headquarters!!" and another demands, "What about the time!?" The reply: "We can get there in 30 minutes!!!" Orders slam down immediately: "Prepare ten warships to depart immediately!! Gather five vice admirals." "Act promptly!!!" "Yes, sir!!"

Back in Enies Lobby, Spandam is already unraveling. He barks, "Hey, hey!!" and, when a subordinate answers, "Yes, chief?" he screams, "Damn it, I screwed up. This is the Baby Denden-mushi!! What have I done!? I was so careless!! How could I have pressed the Golden Denden-mushi!?" Robin stares at him in horror. Below them, the whole island hears the announcement: "I triggered the 'Buster Call'~~~!!!" People in the streets gasp, "Bu... 'Buster Call'...!? No way." "What is it? An announcement?" Luffy, hearing Robin's voice from beyond the door, asks, "...!! What have you done...!?" Robin, desperate, shouts through the broadcast, "Cancel it immediately!! ...!! It's Robin's voice!!"

The emergency broadcast spreads through the island and catches everyone mid-crisis. In the stairway, Sanji hears "Robin!!" while another voice warns, "It'll have very serious consequences!!" The people below react in confusion: "Cancel it?" "Whaaat!?" "... Hey, hey, look who you're talking to!!!" and someone asks, "... What is this broadcast?" Marines level rifles at the tied-up Franky Family and Galley-La men: "Hey, don't move." The captives protest, "We can't!!" and the officer says nothing, only watches. At the bottom of the page, the bound men laugh in the face of disaster: "Whee-ze whee-ze," "Wa ha ha ha, bring it on, 'Buster Call'!!" The crowd realizes, "That's the chief's voice, isn't it...?" while another asks, "What's wrong with it?"
Spandam tries to recover his authority by pretending the mistake was intentional. He says, "That's right... it's okay. I'm the chief of Cipher Pol No. 9. In order to deliver you to the Government without fail, I triggered 'Buster Call'!! Ha ha... that's a good cause, isn't it...!?" Robin understands what that means and yells back, "How foolish... I've told you!! It won't end just there." Spandam drags her up the stairs anyway: "So, in case anything does happen here, at least we will certainly slaughter all the pirates!!" Outside, officials and Marines are stunned: "That attack doesn't involve any human emotion!!" "Chief and... who is this female voice...?" "Buildings and humans!! Even the island itself...!!" "It'll burn down everything on this 'Enies Lobby'!!" The crowd can only answer with "!!?"

Robin, furious and terrified, forces the truth into the broadcast: "It'll sacrifice everything to carry out the goal; a diabolical focus-fire!! That is the 'Buster Call'!!! You're like that because you don't know what happened 20 years ago in Ohara...!!!" Spandam answers with pure calculation. "That's fine... That just means this is such an important case for the Government...!! Now that that idiot Cutty Flam has burned Pluton's blueprints, your existence is the only way for us to get the ancient weapon." He grins and reduces mass death to policy: "Military strength that will overturn an era is dependent upon it...!!! Even if several thousand soldiers die in the process of burying the idiots who are trying to take you away, we can say that it's simply an unavoidable sacrifice for the glorious future!!"

The soldiers listening outside recoil from Spandam's words. "Most of all, my promotion depends on this, too!!" he says, making the catastrophe even uglier. Men below shout, "EEEEH!? What is he talking about!?" and "Us, a sacrifice!? Don't joke around!!" Robin answers with the question at the heart of the page: "What do you think human lives are?" Spandam replies without shame: "Don't forget. CP9 is the Government's secret intelligence organization. If we need 100 deaths in order to save 1000 lives, then we'll kill those 100 people on the spot, without hesitation. For true justice, sacrifices are needed, too." Then he spits at his own men: "Either way, those useless soldiers are better off dead! They couldn't even stop the intruding pirates, idiot bastards!!!" Robin can only stare, shaken: "...!!" and "!?"

The baby Den Den Mushi suddenly clicks out: "That Baby Denden-mushi... is off hook." Spandam panics again: "!!? Eh!!? Ugee!!! Shit!!!" Everyone realizes the worst part at once: "Everyone heard the conversation just now!?" and a Marine says, "... B-b-by the way, this is Strawhat Luffy." Another can only answer, "...!!" The lie is immediately called out: "What a liar!!!" Robin seizes the moment and shouts into the open broadcast, "Everyone, please leave the island!!! 'Buster Call' is aimed at Enies Lobby!!! If you stay on the island, you won't survive!!!" Spandam cuts her off with violence. With a huge impact and Robin's cry, "Argh!!!" he slams her down, shouting, "Don't say unnecessary things!!!"

The warning continues to echo over Enies Lobby as the signal tower beeps: "BEEP," "CLICK," and "THUD!!!" In the streets, Marines mutter, "'Buster Call'..." and "Bu-..." Elsewhere, Kaku pauses midbattle and asks, "What is that guy doing...?" while Jyabura mocks him: "Poor darling... you... Don't even have hope anymore." On the bridge-side path, Zoro faces Kaku with blades ready and admits only the practical truth: "... I guess we're in danger..." Jyabura, hearing that, screams the selfish version louder: "I'm in danger!!!" The alarm has reached every fight, but nobody can afford to stop fighting.

Nami, bruised and sweating, hears the islandwide alarm and refuses to be impressed by the enemy's calm. "We're used to... situations like these!!" she declares. Far away, Jyabura laughs up at the signal, "Ngagagaga... those pirate brats. Under Wild Star... were ye born...!?" Big Mom watches from her own corner of the chaos with interest: "It's getting... Even more interesting!! Ngagaga." Then panic finally breaks the island open. From the streets comes the announcement: "'Buster Call' has been triggered!!!" and "Warships are coming!!!" People scream and run beneath the booming SFX, the city itself seeming to shake as the impossible order becomes real.

Luffy stands in the great room, looking toward the door marked with the World Government symbol. He realizes where the voice came from: "What was that just now? Where was Robin speaking from!!?" Lucci answers from the side, "... Behind that door." Then he adds a line that turns the room into a battlefield: "I can't let you pass. At least let me say that." Luffy launches instantly. With a massive crash and "!!!" he strikes, but Lucci meets him head-on, blocking the blow with the cold force of a trained assassin. The path to Robin is visible, close, and sealed by Rob Lucci's body.
