The kingdom's leaders explain that their nation has no choice but to wage war because the loot from conquest is their only way to pay the Celestial Tribute; if they fail, they will lose their standing in the world. Kaido asks why the Celestial Dragons get to boss them around, then is offered up for navy enlistment and a seat at the next Reverie. Furious, he shouts that he is not a political bargaining chip.
Kaido's early legend grows through escapes and violence. He escapes from a Marine prison ship, leaving people shouting, "Kaido escaped!!" and wondering whether he really escaped again after they already caught him. Someone remarks that a prison ship is not a buffet and that he only gets caught when he is hungry. Forty-four years ago on Pirate Island Fullalead, Kaido's strength shocks everyone. People ask who this kid is and how he can only be fifteen. He then meets Whitebeard, who says, "Hey, brat! You wanna be a pirate? Rocks wants to meet you. What will you do?" Kaido joins the Rocks Pirates, and soon word spreads that they are unstoppable and heading to God Valley.
