The chapter opens by explaining the new shape of Marine power after the Summit War. Two years earlier, the battle between Marine HQ and the Whitebeard Pirates devastated Marineford, leaving the Marines with a victory that was costly and hollow. Under new Fleet Admiral Sakazuki, the Navy rebuilt its headquarters as New Marineford, a bastion of justice at the entrance to the New World. The map places Old Marineford at the current G1 base, the Holy Land of Mariejois on the Red Line, and New Marineford facing the other side. The narration stresses that though the precise location may have changed, Marine HQ remains the World Government's dog guard for the home of the Celestial Dragons. Sakazuki then erupts over a report: "Fujitora's appeared in Mariejois?!"

Inside Marine HQ, Sakazuki fumes that Issho has returned without fulfilling his order. "I thought I said that until he brings me Straw Hat's and Law's heads, I refuse to allow him to cross a Navy threshold!" he shouts. His subordinates try to reason with him, but he snarls, "How dare he bring that lousy face of his back here! That brat." When someone says there are no "Navy thresholds" in Mariejois, Sakazuki snaps that this is only semantics and demands they drive Issho out. Sengoku, half-retired and needling him, tells him to keep his trap shut because he is no longer fleet admiral. Sakazuki is then informed that Admiral Ryokugyu is also at Mariejois now, adding another unpredictable force to the Reverie.

At Red Port, the enormous harbor on the back side of the Grand Line's G1 base, the world gathers beneath the Red Line. The port is a governmental route across the wall to the ocean on the other side. More ships arrive, and people call, "Look! There's more ships arriving now!" and "Make way! Royals are coming through!" The bubble lifts, called Bondolas, rise along the massive cliff and lead travelers to the Holy Land of Mariejois. Royal delegations converge from across the world, emphasizing that the Reverie is not just a meeting but a concentrated procession of power moving upward through the World Government's infrastructure.

The royal arrivals turn Red Port into a parade of strange nations. From the Russian Kingdom come the Russian king and Matryo Princesses, admired as cute. King Han Burger of the Ballywood Kingdom moves slowly and insists, "I may walk slowly, but I never turn back!" Queen Mororon arrives from the Tajin Kingdom and raises a toast: "Cheers, to the eyes of the world!" King Tacos of the Chichano Kingdom declares, "It is better to die on your feet than live on your knees." Citizens cheer and point at the spectacle, crying, "They're finally here!" The page presents the Reverie as a carnival of national symbols, titles, vanity, and politics packed into a single harbor.

The Ryugu Kingdom's arrival becomes the port's main event. The narration says the kingdom has belonged to the World Government alliance for over two hundred years, yet this is only its second participation in the Reverie. The crowd erupts at the sight of "the Mermaid Princess" and "Princess Shirahoshi," while Neptune arrives as "the Paladin of the Seas, King Neptune," with Prince Fukaboshi beside him. Shirahoshi looks upward, overwhelmed, and asks, "So this is the world aboveground..." Garp walks casually with them, identified as Marine HQ Vice Admiral Monkey D. Garp, Luffy's grandfather. He laughs that he thought he would go down on the ocean floor and notes that this is already quite the event.

Shirahoshi's beauty overwhelms the crowd. Reporters ask whether this goes beyond the rumors and should get a special edition, while someone says Morgans has fallen for her. Others compare her to the Pirate Empress Hancock, saying the rumors of Fishman Island's beautiful mermaid princess were true and that she is even more beautiful than the rumors say. Shirahoshi, however, only asks Garp about the strange "forest" aboveground, and Garp laughs that it is just a tree. When he is recognized as "Mr. Luffy's grandfather" and "Garp, the hero," the port reacts with awe. Garp is relaxed, but his presence anchors the Fishman Island delegation amid the frenzy around Shirahoshi.

Stelly enters the scene as king of the Goa Kingdom and Sabo's adopted brother. A sidebar explains that the Goa Kingdom is where Luffy, Ace, and Sabo spent their youth; Sabo was once nobility, and Stelly was his adopted brother. With ruthless ambition, Stelly married Princess Nantokanette and took the throne after the mysterious deaths of the former king and prince. In the present, he insults Garp, asking, "Who are you, ya little shit?! Get out of my way!" Then he recognizes Garp and panics at his own rudeness. Stelly declares himself king of Garp's homeland and calls Garp his subordinate, while thinking about setting himself up with the nobility and aiming to become a Celestial Dragon one day. Garp bluntly tells him to get lost.

Garp treats Stelly's ambitions with open contempt. When Stelly says he wants to be set up with the nobility and become a Celestial Dragon, Garp answers, "To a shitstain like you? Fat chance." Stelly reels, wondering if that insult should carry the death penalty, then Garp casually says he missed up and tells him to forget he said it. The Bondola prepares to depart, and the Fishman Island group thanks Garp. The sight of the fish-men and merfolk terrifies Stelly and his guards; they mistake them for giants and monsters, asking if giants eat humans and whether fish saliva dissolves solid rock. The Ryugu group boards Bondola #2, while Garp tells them to have fun and the crowd says the journey together was enjoyable.

The Bondola rises toward the Holy Land, lifting Shirahoshi and her family into sunlight. Shirahoshi gasps, "Father... it's the sun!" Fukaboshi asks what is wrong, and she says, "Brother! Look! The sun is shining so brightly!" The narration of wonder spreads through her words: the heights of the skies are without limit, the gleaming light of the sun sparkles all the way down to the sea, and the light of the Sunlight Tree on the seafloor pales in comparison. She says, "Yaaaah! It really is gorgeous, Mambo!" and then, "What a beautiful world!" For someone who lived under the sea, the simple sight of sky and sun becomes a revelation.

Shirahoshi's wonder becomes political hope. She tells Neptune, "Father! If it were to come true... I would wish to live aboveground! I want to show everyone of our kingdom this world of the sun!" Neptune answers, "Let us wish, then. That is what the Reverie is for, after all." In Mariejois, Issho sits with Ryokugyu and says Sakazuki wants him found and kicked out. Issho says he is not trying to catch that, and that they probably should not destroy the whole place if they can help it. He then states his deeper goal: "I want to destroy something else entirely. A system." Ryokugyu, still in shadow, laughs, thanks him for the food, and says truth be told, none of that is particularly important now.

Ryokugyu speaks from the shadows as Marine HQ Admiral Ryokugyu. He tells Issho that the food is something he should have some of, or asks whether Issho is still on his fast. Ryokugyu then makes the extraordinary claim that he has not eaten anything in three years, joking that if a pretty sister were feeding him, he would gladly eat. Issho mentions Vegapunk, and Ryokugyu says Issho has been on quite the journey and must know how old man Vegapunk is doing. He adds that Vegapunk has built incredible things. The conversation then lands on the Warlord system: Issho says "The Ouka Shichibukai are no longer needed!" while Ryokugyu laughs that he is a madman for real.

Back at Kamabakka Kingdom, the Revolutionary Army discusses the Ryugu Kingdom's participation. Someone says it is for the sake of the fishmen peoples, and Belo Betty asks if it is complicated because they fight the World Government. Koala corrects the point: their true foe is not the World Government itself, but the Celestial Dragon class that controls it. On the Red Line, Stelly panics in the rising Bondola. He yells that the wind is strong and the lift is rocking, then insists he saw a giant peek out of the cliff holding a harpoon. Others dismiss it as hallucination from the height, but the image confirms Morley is concealed in the cliffside with the Revolutionary Army's infiltration already underway.

Karasu's crows appear in the sky around the Bondola. The riders cry, "They're birds!" and "Crows!" One warns that if the crows pierce the bubble, they will fall, because crows have never before broken the bubbles of the lifts. Guards order, "Shoot them down! They're going to pop the bubbles!" and raise their guns, but the infiltration is already in motion. Stelly panics until a hidden voice tells him, "Do not worry, King Stelly." A face grins from the side of the lift, revealing that the Revolutionary Army has penetrated the Red Line transport system itself. The chapter ends with the threat now inside the route to Mariejois.

The final image holds on the disguised infiltrator near King Stelly, smiling beneath a hat and scarf as the Bondola rises toward Mariejois. The line "Do not worry, King Stelly" is calm, but it carries menace because the Revolutionary Army has slipped into the most protected route in the world. Above, guards panic over crows and bubbles; below, the Red Line route continues to lift the royals toward the Holy Land. The page closes Chapter 905 by leaving the Revolutionary Army embedded inside the Reverie approach, while the official world remains focused on protocol, royalty, and appearances.
