Queen Otohime

Narration boxes recount the past: "...ARLONG'S HATRED FOR HUMANS GREW STILL STRONGER, AND HE TURNED UPON THEM VICIOUSLY..." and "FOLLOWING THE DEATH OF FISHER TIGER, HERO OF SLAVES..." A Marine base marked G-2 appears in the rain. Another box states "...ONLY TO BE CAPTURED...". Inside, a man in a hat and a fish-man discuss: "IF WE HAD ONLY HAD SOME FISHMAN BLOOD... FISHER TIGER WOULDN'T HAVE DIED!!" and "IF IT WEREN'T FOR THAT DAMN REFUSAL... HE COULD HAVE LIVED!!!!". A close-up shows Arlong's furious face with sharp teeth as he roars, "...PROVE HIM TO HIS DEATH!!!!" and "YOU FILTHY HUMANS..." while glaring intensely.

Narration continues over the sea: "...FISHER TIGER, CAPTAIN OF THE SUN PIRATES......MET HIS END." A ship labeled "THE GRAND LINE; THE SUN PIRATES' SHIP" sails in the distance. Inside a room, Jinbe reads a newspaper while others watch. He states, "DUE TO THE HUMANS REFUSING TO OFFER A BLOOD TRANSFUSION..." and "...IT IS NOT FAR FROM THE TRUTH...". Discussion follows: "AFTER ALL, THE ULTIMATE BLAME FOR HIS DEATH......DOES LIE WITH THE HUMANS...", "ARLONG WOULD NOT REVEAL SUCH THINGS.", "AND OF COURSE, THERE IS A SLAVE PAST AS A SLAVE... THE TRUTH IS CRUELER STILL.", "IT WAS THE HUMANS THAT BETRAYED HIM... AND HIS GRUDGE AGAINST THE HUMANS THAT LED HIM TO REFUSE THE TRANSFUSION.", "ARLONG MUST HAVE LIED TO THE MARINES...", and "IT WOULD CAST A STAIN UPON HIS HONOUR...".

The Sun Pirates react with resolve. One declares, "...WE CAN NO LONGER TURN BACK FROM THIS PATH...!!!!" while another adds, "EVEN WITH OUR LEADER GONE...". A distant ship approaches as voices shout, "IT'S AN ENEMY VESSEL!!!" and "NYUUUU!!! CAPTAIN JIMBEI!!!". The crew prepares: "YEAH HHHH HHHH HH!!!", "AND REMEMBER - WE WILL NOT TAKE A LIFE!!!", and "PREPARE FOR BATTLE!!!". Jimbei stands ready in the foreground. Narration boxes conclude: "...CONTINUED TO LIVE OUT THEIR DAYS OF INEVITABLE CONFLICT." and "...UNDER THEIR NEW CAPTAIN, 'JIMBEI, KNIGHT OF THE SEA'... THE SUN PIRATES..." with sound effects like "ワオオ" and "ピゴォォォン".

A tall Marine officer stares forward with a grim expression. "...IS THAT JIMBEI!!" he exclaims. "HIS STRENGTH IS NOTHING LESS THAN ASTOUNDING...!!!" Another voice adds, "THE REAL DANGER..." The scene shifts to Fish-Man Island - Ryugu Palace. A fish-man in a striped hat writes letters while declaring, "JIMBEI, CAPTAIN OF THE SUN PIRATES." He continues, "...BECAUSE I FEEL THAT YOU, AT LEAST, HAVE THE RIGHT TO KNOW THE ENTIRE TRUTH." and "I WRITE TO YOU OF THESE MATTERS..." In the palace, a mermaid with flowing hair clutches papers and cries out, "...!! SO TIGER HAD NO CHOICE BUT TO CHOOSE THE PATH HE DID..." while another figure states, "THE HOLLOW SCREAM THAT I HEARD IN HIS HEART THAT DAY... IT MAKES SENSE NOW." A young mermaid watches nearby. The fish-man finishes, "...BUT FEAR NOT...!!! I WILL NOT GIVE IN!!" and declares with fierce determination, "I HAVE MADE MY DECISION!!!"

Queen Otohime stands before a crowd on Fish-Man Island, raising her arms passionately. "THE DAY WILL SURELY COME WHEN WE CAN ACHIEVE TRUE UNDERSTANDING WITH THE HUMANS!!" she proclaims. "WE MUST LIVE UNDER THE RAYS OF THE SUN!!!" Angry fish-men shout back, "...YET THE HUMANS LEFT HIM TO DIE!! HOW CAN WE FORGIVE THEM FOR THATI!" and "TIGER-SAN WAS A RIGHTEOUS HERO WHO RESCUED ALL SLAVES, WITHOUT REGARD FOR RACE..." A mermaid pleads, "YOUR MAJESTY, PLEASE!!! I NEED YOUR SUPPORT FOR THE RELOCATION!!" while another cries, "I CAN'T DO IT!! YOUR MAJESTY... IT'S JUST NOT POSSIBLE!!" Young Princess Shirahoshi (Age 4) looks up with concern as her mother comforts her. "YOU OKAYI YOU OKAYI" someone asks. Otohime replies softly, "AH, SHIRAHOSHI... MY HAVEN AND COMFORT..." Shirahoshi asks, "MOTHER, ARE YOU OKAYI"

Otohime gently holds a child's hand underwater. "FOR THE SAKE OF YOUR FUTURES...!!" she says. "I PROMISE YOU STILL." A young mermaid smiles, "BUT WORRY NOT." Flashbacks show Otohime saving survivors from shipwrecks as text reads, "DAY AFTER DAY, OTOHIME BUSIED HERSELF..." and "SAVING SURVIVORS FROM SHIP-WRECKS..." Pirates attack while voices yell, "HANG IN THERE!!" and "LET US TAKE YOU BACK TO THE ISLAND." Later, Otohime teaches children about the surface world, pointing to pictures of trees. "THIS IS A PLACE WHERE THERE ARE LOTS OF 'TREES' I TOLD YOU ABOUT YESTERDAY." she explains. "IT IS CALLED A 'FOREST'." A child exclaims, "A FORESTI! LIKE THE OCEAN FORESTI!" while others gather signatures on the streets with signs reading "CAMPAIGNING ON THE STREETS" and "WAIT!!"

In Ryugu Kingdom, Otohime continues her campaign. A guard asks, "HOW MANY SIGNATURES HAVE YOU GATHERED SO FARI" She answers, "THAT'S RIGHT... WE HAVE A REQUEST TO MAKE." and "AH! SOME OF THE KIND PEOPLE WHO HAVE OFFERED THEIR SIGNATURES!" A fish-man minister notes, "I SEE. WELL, MOVING ON TO OUR REQUEST..." while another adds, "...I FEEL IT IS SOMEWHAT LACKING..." Otohime explains, "...WITH TEN SIGNATURES ON EACH SHEET, WHICH MAKES AROUND ONE THOUSAND SUPPORTERS. SINCE THE POPULATION OF FISHMAN ISLAND IS AROUND FIVE MILLION..." She continues, "I HAVE BEEN GATHERING THEM FOR OVER FIVE YEARS NOW... BUT I STILL HAVE ONLY AROUND ONE HUNDRED THOUSAND SHEETS..." A dragon-like guard says, "YOUR MAJESTY..." Otohime requests, "IF POSSIBLE... WE WOULD LIKE TO TAKE BACK AROUND FIFTY OF THOSE SHEETS..." A minister replies, "WHAT...I"

Queen Otohime stands among a crowd of fish-men children, holding up a piece of paper. One child says, "...THIS PIECE OF PAPER, FROM BEFORE..." Another adds, "MY MUM ASKED ME TO COME AND GET..." Otohime smiles warmly and asks, "DO YOU WANT TO HEAR MORE ABOUT THE SURFACEI" The children cheer, "OH - HELLO, CHILDREN!" and "QUEEN OTOHIME!" Nearby adults grumble: "...IF YOU'D STOP MAKING THOSE SPEECHES, TOO..." "WE'D APPRECIATE IT..." "IT'S THE HUMANS THAT ARE IN THE WRONG, SO..." "WE LISTENED TO WHAT YOU HAVE TO SAY... SINCE YOU ARE OUR QUEEN... BUT..." and "EVERYONE'S TIRED OF HEARING THEM..." Otohime looks down sadly at an empty box. Later, she returns home exhausted. Her young children greet her excitedly: "WELCOME HOME, MOTHER!!" and "AHHH... THE END OF ANOTHER TIRING DAY!!" Otohime replies gently, "HELLO, MY ANGELS! COULD YOU LEAVE ME ALONE FOR A LITTLE WHILE TODAYI" while one child cries out in distress with large sound effects.

Otohime's broadcast reaches across Fish-Man Island as she passionately addresses the nation from a large screen. A voice yells, "YOU'RE BROADCASTING TO THE ENTIRE COUNTRY...!!!" The Left Minister panics, "Y-Y-YOUR MAJESTY...!!!" and "SH-SHADDUP, LEFT MINISTER!!" while asking if she has been drinking. Otohime continues her speech with tears: "WHY IS IT THAT WE... WE WHO CAN EASILY LIVE ANYWHERE IN THE OCEAN...!! OUT OF THE WHOLE WIDE WATERS... THE WHOLE DARK SEABED...!!! WHY IS ITI!!!" She declares, "YOU CLEARLY ARE!!" and "SHADDUP!!" A spectator notes, "THAT'S QUEEN OTOHIME'S VOICE..." Otohime questions why they choose to live in their small place when the surface world is bathed in sunlight. The crowd reacts with shock and confusion as she cries out her message.

Otohime continues her emotional broadcast, asking why their children sneak up to see glimpses of the surface world and why they convince themselves to give up on it. She urges, "IF IT'S THE HUMANS THAT ARE STOPPING US, THEN WE SHOULD GO UP THERE AND FACE THEM!!!" The Left Minister mutters, "YOUR MAJESTY..." Otohime insists they must have the courage to seek what they truly want. In a close-up, she cries with heavy tears and sweat, declaring that if they do so, "...MIGHT CHANGE A LITTLE FOR THE BETTER!!!" and "...THEN THE FUTURE THAT AWAITS THE CHILDREN OF OUR LAND..." The surrounding crowd watches in stunned silence, some with worried expressions.

Far away on the open sea, a pirate ship sails under a sky with bats and sound effects "KIIII!" A narrator box reads, "AND THEN, ONE DAY..." and "AN INVITATION..." The crew discusses, "SO THEY'RE STARTING TO TAKE US SERIOUSLY, EHI...LET'S SEND THEM A FLAT REFUSAL..." and "THIS MEANS THEY'VE REALISED JUST HOW BIG A THREAT YOU COULD POSE TO THE GOVERNMENT IN THE FUTURE!!" One pirate notes, "WELL, YOUR BOUNTY HAS REACHED TWO HUNDRED AND FIFTY MILLION BELI...!!!" Another suggests sending infamy soaring, addressing "CAPTAIN JIMBEI!! CHU!" A large, fierce fish-man with sharp teeth and a dark coat growls, "EHHI!!" and "...ACCEPT THEIR OFFER...!!!" while another replies, "No... I THINK I MIGHT..."

Inside the grand hall of Ryugu Palace, Jinbe kneels before the throne where King Neptune sits. Neptune speaks: "...Then the government will grant us a pardon... Aladdin, and all the others who have no desire to live a life of piracy, to return here and live their lives in peace." A voice replies, "If I join the Shichibukai..." Neptune continues warmly, "It is good to see you again, Jimbei." Jinbe answers thoughtfully, "I believe that this is what the late Tiger would have wanted. If I can do anything to make up for the trouble we have caused Her Majesty... Perhaps I can help our people grow a little closer to the world government. What is more, if I accept this position..." Neptune notes, "We would be most grateful, the Queen has been in low spirits lately..." Jinbe adds, "...About the granting of this pardon... However... there is one thing that bothers me..."

A massive close-up shows Arlong's furious face with impact lines as narration states, "Arlong, member of the Sun Pirates, is released..." At the docks of Fish-Man Island, Arlong shouts angrily while boarding a ship, "Lowering yourself to serving... the filthy human government!!! So, old brother Jimbei... I hear you're becoming a Shichibukai!!!" Crew members cheer "Arlong-san!!" Arlong declares, "Our big bro is dead!! So I'm going back to my old crew - the Arlong Pirates!! And I'm taking my old comrades with me!!!" Jinbe warns, "If I joined you again, I'm sure I could be safe as anything, but I ain't gonna do that. You've gone soft, brother." Arlong snarls back, "Have you forgotten the words of our brother Ti, ArlongI!...It is wrong to live a life of hatred!!!"

Arlong yells at Jinbe, "This is your last chance!! If you really want to stop me... If you can't do it, then I walk free. Kill me where I stand!!!" Jinbe stands firm as Arlong charges. Crew members cry out "Arlong-san!!" and "Jimbei-san!! Stop this, please!!!" Arlong roars, "Don't talk such nonsense!!! I am the wrath of the Fishman race!!!" while swinging wildly with massive impact effects and sound effects like "DODODODON!!" and "DONG!!" Jinbe blocks and counters as the fight erupts on the dock.

Jinbe stands resolute, declaring, "You are brothers in arms, born and raised together in the Fishman District!! No matter the reason... There is no need to trouble yourself over him, Jimbei." A ship labeled "TAIYO" sails away in the background. Later, among a crowd of fish-men, one figure says, "No matter where he chooses to go... if he causes trouble, the Marines will move against him! And if they do not, then we will find him and stop him ourselves!! That fool... why does he not understand our brother Ti's true wishes...I! Nobody could expect you to take his life." The narration explains, "The Sun Pirates split into three groups, each following a different path... With Jimbei's instatement into the Shichibukai, and Arlong's return from captivity..." In the present, someone urges, "Hurry up, Hachi!!!" as the group moves, with one replying "NYUU... We're gonna do as we like, just like the old days, Captain Jimbei!!!" while another groans in pain, "Ughhh...! Damn that bastard and his herculean strength...!"

At the Fish-Man Island main entrance, border guards urgently call out across the water: "THIS IS THE BORDER GUARD!! THERE IS A GIGANTIC, HEAVILY DAMAGED VESSEL REQUESTING ADMISSION TO THE ISLAND!!" and "CALLING RYUGU PALACE! CALLING RYUGU PALACE!" A massive, battered ship approaches the ornate palace bridge while bubbles rise through the water. Inside the palace, a guard reports in panic, "THERE SEEM TO BE TENRYUUBITO ON BOARD!!!" as shocked faces react with "!!I" Another guard adds, "THERE'S JUST ONE PROBLEM..." while a mermaid attendant waits nearby. A voice commands, "WELL, WHAT ARE YOU WAITING FORI LET THEM IN IMMEDIATELY!" Queen Otohime, her long flowing hair and ornate headpiece visible, leaps forward with a determined expression and declares, "I WILL BE THERE AT ONCE!!!" Guards bow and respond, "YOUR MAJESTY YYY!!!" and "ALLOW THEM ADMISSION!! DISPATCH AN EMERGENCY SQUADRON TO THE COAST!!!" as soldiers rush down a corridor, shouting "UNDERSTOOD!" and "YOUR MAJESTY!!"
