A second panel shows him pointing urgently: "IT'S OKAY! LOOK!"

Explosions rip across a stone bridge. "PAULIE-SAN!!!" a voice yells as debris flies. A figure tumbles through the air. "WAA AAH...!!!" someone screams. "NGUH...!!!" grunts another. In the chaos, Luffy plummets with wide eyes and an open mouth, shouting "PUH WAA AAH!!!" while clutching at the air amid falling rubble.

Luffy's face twists in shock. "WE'VE BEEN SAVED..." he says. Nearby figures grunt "OOF!!!" "KYA!!" and "GYAH!!" as impacts land. A massive blast erupts across the bridge. "WAA AAH!!!" echoes as someone yells "HURRY!! HEAD FOR ZOUSEN-JIMA!!!" The narration states, "THE BRIDGE COLLAPSED!!!" A final panel shows frantic figures running: "HURRY—!!!"

A colossal wave slams into the city, sending buildings and people flying in a massive explosion of debris and water. Crowds scream and flee in panic as the torrent sweeps everything away. "WAA AAA AAH!!!" "RUN!!" "RUN ~~~!!!" A figure with a long nose and goggles shouts amid the chaos. In the lower panels, Luffy stares upward with wide, horrified eyes as the destruction unfolds around him, the massive wave towering over the streets.

The enormous wave continues its rampage, towering over the flooded city. "THAT WAS ONE SCARY WAVE...!!!" "I CAN'T BELIEVE THE SEA LEVEL ROSE ALL THE WAY TO ZOUSENJIMA...!!!" "WE'RE IN DANGER, EVEN WITH STANDING UP HERE...!" The water surges violently with repeated massive impacts. On a rooftop, a man in a black hat yells, "WE SHOULD GET INLAND FOR SAFETY..." while others reply, "FOR A SECOND TIME, AND A THIRD TIME...!!! IT'LL KEEP COMING BACK!!" YOU CAN'T SET SAIL IN THIS WEATHER!!!" "IT'D BE SUICIDE!!!" A woman with short hair turns her back and states flatly, "I WON'T GIVE YOU A SHIP JUST SO YOU CAN DIE OUT THERE!!! The discussion continues on the wet plaza. Someone suggests, "WON'T IT BE TOO LATEI" Another replies, "IF WE WAIT UNTIL MORNING..." A government official with a cigar answers, "WE'RE DONE WITH THE SEARCH. THE REST OF YOU, GO TO THE SHELTERS. WAIT 'TIL MORNING. AFTER THE TIDES SUBSIDE, I'LL GIVE YOU A SHIP." Nami stares toward the distant silhouette of a massive gate and asks, "ISN'T THAT WHERE THE 'GATE OF JUSTICE' ISI" The official confirms, "I REMEMBER YOU'D SAID THAT IT'S THE GOVERNMENT'S ISLAND. I KNOW WHAT KIND OF PLACE ENIES LOBBY IS..." Nami's eyes widen in shock as she realizes, "IS WHERE THE INFAMOUS CRIMINAL COURT IS...!!!! THE JUDICIAL ISLAND OF THE GOVERNMENT, ENIES LOBBY..." The final wide panel reveals the towering Marine Headquarters building silhouetted against the storm, its flag bearing the word "MARINE." A massive iron gate looms as narration describes the Great Prison of the Deep Blue... Impel Down. The other is an island covered with interrogation chambers and execution rooms, housing all kinds of dangerous criminals from all over the world. In a street scene at Enies Lobby, a scarred man with a headband and cigar asks, "AM I RIGHT!I" A voice replies, "IT'S A PLACE THAT'S JUDICIAL IN NAME ALONE!!" Another states, "ENIES LOBBY HAS NO SYMPATHY FOR CRIMINALS, THEY'RE SENT DIRECTLY TO JAIL." Nami leans forward with a furious expression, sweat flying, shouting, "HOW CAN WE POSSIBLY WAIT UNTIL MORNING!I ROBIN IS A WANTED CRIMINAL! NO MATTER WHERE SHE'S TAKEN, ONLY HELL AWAITS HER! WHILE WE'RE WASTING TIME HERE, SHE'S GETTING CLOSER AND CLOSER TO THE GATE OF JUSTICE!"

The scarred man warns, "DON'T FORGET THAT YOU'RE PIRATES YOURSELVES!! YOU SHOULDN'T GO THERE!!" A background voice adds, "EVEN IF THE SEA CALMS DOWN LONG ENOUGH FOR YOU TO SAIL AWAY... IF YOU'RE FINISHED, LET ME REMIND YOU OF SOMETHING..." Luffy stands with tears and sweat, wide-eyed, as the man continues, "KNOWING WHAT WILL DEFINITELY HAPPEN IF YOU GO... NO MATTER WHAT KIND OF PIRATES YOU ARE... THERE'S NO WAY YOU CAN GO AND GET YOUR FRIENDS OUT OF THERE SUCCESSFULLY... ENIES LOBBY IS THE FRONT DOOR TO THE CENTER OF THE WORLD GOVERNMENT, THERE HAS TO BE VERY STRONG MILITARY FORCES DEFENDING IT." In a wide shot of the ruined plaza, the man demands, "DO YOU STILL PLAN TO WAGE WAR IN THE CENTER OF THE WORLD GOVERNMENT!!!I"

Voices shout warnings: "YOU'LL NEVER MAKE IT!!!" "EVEN IF YOU MAKE IT THERE, YOU'RE STILL DOOMED!!" "AQUA LAGUNA'S TOO STRONG, YOU WON'T BE ABLE TO SET SAIL BEFORE MORNING!" "YEAH!! JUST FORGET IT!!!" Luffy stands silently with a serious face. Suddenly he declares, "WE'LL TAKE THE SHIP BY FORCE!" A massive impact erupts with "DON!!!" as Luffy leaps forward, kicking up debris and sending people flying. "WHAT!I" "WE'RE LEAVING NOW!!!" The crowd reacts in shock: "EVEN THE SHIPWRIGHTS ARE ANGRY!" "SHOCKING..." "HE'S GOING ALL OUT!I" "WHA..." "!!!I"

Luffy's face fills the panel in a fierce close-up, yelling, "DON'T GET IN OUR WAY!!! OUR FRIENDS ARE WAITING FOR US!!!" Paulie blocks him with a long staff, shouting "PAULIE-SAN!!!" as Luffy grabs it with "FWIIP!!" Paulie replies, "FINE. THEN YOU'LL HAVE TO GET THROUGH ME FIRST." Nami appears tense, a voice cries "HOLD IT RIGHT THERE!!!" and Usopp (in top hat) and Zoro stand ready with weapons drawn as the crew prepares to move.

Luffy glares angrily from the upper left panel, shouting, "YOU'RE ANNOYING! IT'S NOT LIKE YOU KNOW..." In the next panel a group stands in a ruined area as someone says, "PALLIE IS RIGHT. YOU'RE NOT THINKING STRAIGHT, STRAW HATS." and another voice adds, "KOKORO-SAN..." Below, the crew discusses their options: "YEAH, BUT WE CAN'T DO ANYTHING ABOUT THAT HERE... WE HAVE TO USE A SHIP..." and "IF YOU'RE DETERMINED TO PUT YOUR LIVES ON THE LINE FOR THIS..." Franky looms large, warning, "LISTEN CAREFULLY, IF THERE'S ANYTHING THAT CAN SURVIVE THIS UNPRECEDENTED AQUA LAGUNA... IF WE LET YOU GO LIKE THIS, YOU'LL JUST END UP DEAD IN A FLASH. YOU THINK I DON'T KNOWI YOU SHOULD HEAR ME OUT FIRST. IT'S 'THE SEA TRAIN' MADE BY THE MAN IN THE LEGEND..."
