Ordinary Citizen

A massive fire engulfs the Galley-La Company building as smoke and flames billow outward. "WHOOSH" and large Japanese sound effects fill the air. A speech bubble shouts "FIRE!!!". Panicked citizens yell "WAH!!! THE COMPANY'S BURNING!!!" and "HEY!! EVERY-BODY, WAKE UP!!!". In the chaos below, a man with a topknot clutches his head in despair while others run. Lower panels show frantic workers: "WE HAVE TO HURRY!!! WE CAN'T LEAVE HIM BEHIND!!!", "WHAT'S UP WITH THE THIRD FLOOR!I WHERE'S ICEBERG-SAN!!I", "EVERY-BODY EVACUATE!!!", "WE CAN'T EXTINGUISH IT!!! WE WERE TOO LATE.", and "IT MUST BE THE PIRATES!!!". Coughing figures stagger through the smoke.

Explosions rock the burning interior with "ゴォオオオオ" effects. A voice cries "TO ICEBERG-SAN'S ROOM!!". A massive shadowy hand reaches down amid the flames as someone screams "GYAA AAAA!!! GYAA AAAA!!!". A close-up shows a wide-eyed figure asking "WHAT THE HECK ARE YOU...!!!" while another says "LUCCHI...!!!". The narration states "IT SEEMS THE FIRE HAS BEGUN TO SPREAD." Below, Luffy stares in shock and shouts "WHICH FRUIT WAS IT!!I". Nami looks on tensely as a voice declares "A DEVIL'S FRUIT......!!!".

The transformation completes as a giant leopard-man looms over the scene. Speech bubbles read "NEKO NEKO NO MI...", "MODEL...", and "LEOPARD." The massive figure, wearing a top hat and tie with leopard-spotted fur, smokes a cigar and grins menacingly while saying "COO COO". Smaller panels show close-ups of the leopard face and Luffy yelling "HE'S HUGE!". A stern man with a scar remarks "...!! A LEOPARD MAN, EH...". Debris and smoke fill the ruined hall as onlookers react in horror.

Inside the ruined room, a tall man in a top hat and leopard-spotted coat explains, "THERE ARE MANY UNIQUE ABILITIES... BUT FOR ZOAN... IT'S OUR SPECIAL QUALITY TO STRENGTHEN OURSELVES PHYSICALLY." A leopard-masked figure adds, "LOGIA, ZOAN, PARAMECIA..." The bear-like Zoan recoils in panic, "A CARNIVOROUS ZOAN IS A LOT MORE VIOLENT!!!...!!! THIS IS BAD..." The leopard-masked man continues, "ZOAN IS THE STRONGEST KIND IN CLOSE COMBAT. OUR POWERS INCREASE THE MORE WE TRAIN." Below, the goggled man stares in shock at the floor, "WHAT THE HELL... IS THIS...!!" while a bandaged figure lies nearby with ".........!!!!"

The leopard-masked man stands tall as someone reports, "LUCCHI, THE OTHER SHIPWRIGHTS ARE COMING UP!" A checkered figure warns, "NO, THEY CAN'T..." The leopard man suddenly spins and unleashes a powerful kick, shouting "RANKYAKU." The devastating Rankyaku slices through the air with "ビェッ!!" impact, striking the ceiling. Debris rains down as voices scream, "WAIT!! GET AWAY FROM THERE!! THE CEILING'S GOING TO COLLAPSE!!!" and "GREE...!!!" Outside, the Galley-La building begins to crumble with massive "パキ...!!" sounds and "EH!I" reactions from the crowd below.

The Galley-La Company building explodes violently under massive "ドゴゴゴゴォォォン!!" impacts. A masked swordsman is hurled through debris with "KYA!!" and "レェェェ!!" A woman cries "OW!!!" as rubble crashes. Nami and Chopper are caught in the blast; Nami shouts "CHOPPER!!!" while Chopper yells "NAMI!!!" and "UNG!!!" Onlookers react with "!!!!I" and "WAH!!" as the structure collapses. A voice screams "GET AWAY FROM THE WALL!! CHOPPER!! NAMI!!!" amid flying debris and smoke.

Paulie shouts "PAULIE!! WHAT'RE YOU...!!I" as Chopper yells "SCAMPER!! CHOPPER!!!" The leopard-masked man looms over the injured Paulie, who is on the ground. The leopard man growls, "HOW CAN YOU WITH THOSE WOUNDS!!!I I'M GETTING YOU OUT OF HERE!!!" Paulie struggles, "HAA..." while the leopard man declares, "GIVE UP, PAULIE." Background figures watch silently as the building continues to fall around them.

A furious masked face looms large, sweat flying as the character roars, "I REALLY THOUGHT THAT WE WERE FRIENDS!!!" Nearby panels show a tense leopard-faced fighter muttering "......" and "I THOUGHT!!!" while breathing heavily "HAA...". Luffy glares with gritted teeth and wide eyes. The leopard man strikes from behind, sending Luffy flying with a massive impact. Luffy yells "PIGEON GUY!!!" as the blow lands, the sound effect "ドカァン" exploding across the page.

The leopard man lunges forward with a glinting finger strike. Luffy is sent reeling as the attack connects, labeled "SHI-GAN." and "PIERCE!!" with a huge impact sound "ドガァン". Luffy tumbles across the ground. Below, the leopard man pants heavily "HUU... HUU..." while shouting "LUFFY!!!" in shock. Luffy lies sprawled, groaning "UH..." and "OH..." as debris scatters.

The leopard-faced fighter declares "I'LL SEND YOU..." while Luffy is hurled through the air. The man in the black hat snarls "OFF THIS ISLAND!!!!" as a massive spinning kick "UBA!!!" smashes into the leopard man, sending him crashing with debris flying. The leopard man is slammed down hard, screaming "WAAAA AAAAA AH~~~" amid the rubble and impact lines.

A short-haired girl shouts "YOU!!!" and "LUFFY ~~~~!!!" in alarm. The leopard-faced fighter activates "TEK KAI." and blocks a powerful punch, the impact creating starburst effects. Below, the fighter's face twists in pain from a direct hit. Luffy is then impaled through the torso by a massive spinning spear-like weapon, blood spraying as he cries out "GUHA!!!" with the sound effect "ドガァン".

Zoro is slammed violently from above, his face twisted in pain as massive impact SFX erupt: ガブッ!! and バコ. A huge voice yells "ZORO!!!" as debris flies. Below, turbulent waves crash against a stone fortress marked with a large "5". A fishman-like figure clings to the structure and mutters, "YOU, TOO...". Massive splashes and roaring water SFX fill the lower panels: ヒュオオオオオオ and SPLOOSH!! as the sea surges violently around the building.

A man with a headband shouts, "DID ICEBERG-SAN MANAGE TO EVACUATE TO SAFETY!!I" Nearby voices cry, "WE CAN'T GO BACK IN!!" and "IS EVERYONE OUT!!I" while flames engulf the area with CRACKLE sounds. Someone adds, "IT'S COMPLETELY SURROUNDED BY FLAMES!!!" and "DAMN... THIS IS AWFUL." A crowd reacts as a voice yells, "HEY!! A GIRL FELL FROM THE UPPER FLOORS!!" Observers note, "IT'S HARD TO IMAGINE THAT THEY'D BE TRAPPED IN THERE." and "THREE OF THE LEADERS WERE WITH HIM. PAULIE, KAKU AND LUCCHI. HE MUST HAVE!!" A woman with a "3" on her outfit lies on the ground; someone exclaims, "SHE IS!!! SHE'S...!!! A MEMBER OF THE STRAW HATS!!" Another demands, "LET'S MAKE HER TELL US WHERE THE OTHER MEMBERS ARE!"

A heavy door SLAMs shut amid smoke and debris. A massive explosion erupts with huge SFX ゴォオオオオオオオ as a large man in a black outfit is hurled backward, smoke and flames billowing around him. A small creature at his feet squeaks "CHUU! CHUU!" Narration and dialogue reflect on the scene: "A VERY TALENTED SHIPWRIGHT... AND THE MAYOR OF A BIG CITY..." while another states, "ICEBERG-SAN... THOUGH YOU MAY BE..." and "THE PIRATES' TESTIMONY WON'T MEAN A THING... AND NOW, THE INCIDENT HAS BEEN OBSCURED..."

Franky, his face intense, declares, "LET'S GO!!! WE HAVE TO GET THE BLUEPRINTS FROM TOM'S OTHER DISCIPLE." A large SFX ゴォオオオオオオ shakes the burning cityscape. Silhouetted figures stand amid smoke and rubble. One large bubble reads "AN ORDINARY CITIZEN..." A voice calls out, "FRANKY... NO, KATI FRAM!!!" Another warns, "SHOULDN'T DEFY A LARGE GOVERNMENT...!!!!" The chapter ends on the smoking ruins with the title "AN ORDINARY CITIZEN" prominently displayed.
