The Buster Call command continues over the burning island. A Marine asks, "VICE ADMIRAL, SIR! HOW SHOULD WE CAPTURE NICO ROBIN ON THE BRIDGE OF HESITATION?" The answer comes coldly: "JUST LEAVE HER ALONE." When someone protests, "...!? BUT..." the battlefield itself answers with smoke and cannon fire. A voice asks, "THERE WAS ONCE A KINGDOM WHERE 500 SOLDIERS WERE CAPTURED BY PIRATES?" The story returns to the Marine legend of Rob Lucci. Fifteen years ago, a boy was sent by the World Government to rescue hostages after a pirate captain demanded the throne in exchange for their lives. The boy did not simply save them. He "SNEAKED INTO THE PIRATES' HIDEOUT..." and the kingdom, considering the hostages lives, was about to surrender. The page frames Lucci as a weapon the Government once used when ordinary rescue was not enough.

The legend of Lucci darkens. When the boy turned his back on the mountain of corpses, all 500 soldiers of the kingdom had been obliterated along with the hostages. The narration explains that "DARK JUSTICE" was his true vocation and that he entered CP9 at the age of thirteen. The Marines describe him as "THE BOY WHO CARRIED MANY BULLET SCARS" and say he was already a secret agent. The pirates who had become angry and fired bullets at him were settled in the incident, and the rumor became that he is the strongest. The most cold-blooded "murdering weapon" in CP9's history was sent to take Nico Robin. The scene makes clear why the Marines fear and trust him at the same time: if that man is on the mission, mercy is not part of the plan.

The Marines decide there is nothing left for them to do except destroy everything beyond the Bridge of Hesitation. The order is blunt: "DESTROY EVERYTHING EXCEPT THE BRIDGE OF HESITATION." A soldier shouts, "WATCH OUT!! I'M GONNA DIE~~!!!" as the Sea Train rushes through chaos toward the bridge. Another panics, "NO~~~!!!" and asks, "ARE THERE ANY DRIVERS AROUND!?" Someone realizes, "THE SEA TRAIN ISN'T WORKING!!" while another shouts that the water from the ocean has entered the underground passage. The flood below and the bombardment above are now part of the same disaster. Someone cries, "ACK...!!!" while another says, "I KNEW IT!!!" because the strange water sound from below confirms that Lucci's attack has trapped the escape route.

In the flooded underground passage, Nami, Chopper, Kokoro, Chimney, and Gonbe are driven forward by the rising water. Franky's warning reaches them in spirit through the danger: the passage will be filled with water soon. Nami is alarmed: "NAMI-SAN IS..." and someone says, "THEY ARE BEING CHASED BY WATER!!" She asks, "HOW CAN YOU BE SO POSITIVE!!?" while another voice insists, "GONNA JUMP INTO MY ARMS!!" The water cuts off choices quickly. "THEN WE DON'T HAVE ANYWHERE TO RUN~~!!" someone cries. Chopper realizes, "THIS IS AN UNDERGROUND PASSAGE AT THE BOTTOM OF THE OCEAN. IT MUST HAVE BEEN STRENGTHENED BY SOME THICK-ASS STEEL." The group is trapped in a room built to hold back the sea, and now the sea is inside it.

The force of Gear Third continues to drive Rob Lucci through stone and metal. Luffy's giant fist sends him smashing across the structure while Lucci struggles to keep control, thinking, "I CAN'T... FALL INTO THE OCEAN LIKE THIS...!!" and "I'M LOSING CONSCIOUSNESS..." The impact hurls him through debris, breaks the outer tower, and carries the fight out toward the sea. Lucci is not merely knocked back; for a moment, even his hardened body is overwhelmed by the absurd weight of Luffy's giant fist.

Lucci crashes onto the deck of a Marine ship with the sound of tearing wood and metal. The sailors look up in horror as a leopard-form body slams down among them. Someone shouts, "A BEAST!?" Another realizes, "NO!! A DF USER!!" The soldiers point rifles and panic over what they have seen: "WHO ARE YOU?" "ON THE WARSHIP... I'M SAVED..." Lucci barely has time to breathe before the Marines understand who he is. "MR. ROB LUCCI FROM CP9!!" one calls out. The shock turns into confusion because the man they know as CP9's strongest has been blasted all the way onto their ship.

The Marines nearly open fire on Lucci before recognizing him. "ADMIRAL, SIR!!" someone shouts. Another officer snaps, "CUT IT OUT, IDIOTS!! LOWER YOUR GUNS!!!" The soldiers stammer, "I SAID, WHO ARE YOU!? ANSWER ME!!!" while the realization spreads: "HE IS A DF USER!!" Then something else erupts from the same direction. A Marine points and cries, "SOMETHING POPPED OUT!!!" Luffy rockets after Lucci with "GOMU GOMU 'ROCKET'!!!" and lands on the warship deck, turning the Marines' confusion into outright terror. He warns them, "P-PLEASE SPARE OUR LIVES!!!" and, through the chaos, keeps his focus on Lucci.

Luffy lands among the Marines and demands their attention by presence alone. The soldiers beg, "P-PLEASE SPARE OUR LIVES!!!" and "WE... WE'RE SORRY, SIR!!!" while others cry, "WHA...!!? ERM...!!?" Lucci, still breathing hard, asks, "WHO ARE YOU?" and Luffy answers by refusing to let the noise matter: "DON'T OPEN YOUR MOUTHS. YOU OFFEND MY EARS." Then he prepares another strike, calling, "GOMU GOMU 'ROCKET'!!!" The Marines understand that something has gone terribly wrong: the battlefield from inside the tower has exploded directly onto their own ship.

Luffy's inflated body and giant techniques continue to disrupt the ship. The Marines scream, "FIRE!!!" but the sight only deepens their disbelief. "THAT'S THE 100 MILLION BERI BOUNTY HEAD!! STRAWHAT LUFFY!!!" one of them yells. Another is stunned: "HE'S FATTER THAN I THOUGHT!!" Luffy is still in the aftermath of Gear Third, trying to move in the strange inflated state. He draws in air and begins another attack, "GOMU GOMU," while Lucci watches. The Marines' bullets and panic cannot change the fact that Luffy has brought the duel onto the Buster Call fleet itself.

Luffy's enlarged leg drops from above as he calls out "GIANT AXE!!!" The blow crushes the ship's deck with enormous force, sending sailors flying and splintering the vessel beneath him. The impact is so huge that the Marines can only scream, "WHAT IS IT!? A GIANT!?" and "OWAA!!" Lucci is caught in the chaos as the ship buckles under a technique built from the same impossible scale as the Giant Pistol. The fight has moved from hidden chamber to open warship, but Luffy still uses Gear Third as if the entire ship is now part of the battlefield.

Lucci roars, "GRRR-RRR!!!" and launches himself back into the fight. Luffy is still swollen from Gear Third and struggles with the shifting deck, while Marines scatter beneath them. Lucci's leopard body cuts through the wreckage, landing and springing again as Luffy is tossed through the destruction. The page shows both men fighting with the ship falling apart around them: Luffy's power is enormous, but Lucci is not finished, and every movement sends more debris and sailors into panic.

Luffy stretches upward from the damaged ship, calls "GOMU GOMU," and swings another huge limb across the deck. The attack becomes "GIANT WHIP!!!" and the inflated leg sweeps through the ship's mast and rigging. A Marine shouts, "HE BROKE THE MAST!!!" while another screams, "IT'S FALLING DOWN!!!" Lucci answers from close range with "SHIGAN," and the clash continues amid collapsing wood and ropes. The soldiers understand that their own vessel has become too fragile for the battle they are trapped inside.

The falling mast crashes into the deck while Marines shout, "UWAAAAH, WATCH OUT!!!" and "THEIR BATTLE IS TOO MUCH TO HANDLE!!!" Luffy and Lucci keep moving through the wreckage, exchanging strikes as the ship breaks under them. Lucci's attacks, including "BACHI!!!" and the pressure of Shigan-like blows, keep Luffy from simply overwhelming him. The scene makes the scale of Gear Third clear: Luffy can smash a warship apart, but Lucci's speed and technique still make the fight dangerous enough that neither side has secured the win.

Lucci adapts to the giant attacks and presses Luffy again. He lands on and around Luffy's enlarged limbs, forcing Luffy to react as the ship cracks beneath them. Lucci observes the weakness plainly: "IT SEEMS THAT WHILE YOUR POWER INCREASES, YOUR SPEED DECREASES, HUH?" He follows with another "RANKYAKU" and a heavy bird-shaped strike, "GAICHOU!!!" Luffy is hit and slammed through the chaos, the force marked by a huge crash. Gear Third gives him overwhelming size and power, but Lucci is already reading the tradeoff.

The ship is falling apart. Luffy narrowly avoids being cut in half and says, "THAT WAS CLOSE. I ALMOST GOT CUT IN HALF!!" Marines shout, "A CUT ON THE STEEL DECK!!!" and "THIS SHIP IS DONE FOR!!!" On another ship, officers report that Rob Lucci from CP9 and Strawhat Luffy are fighting and "THEY'RE COMPLETELY WRECKING THE SHIP." The commander refuses to believe the scale at first: "WHA...!? VICE ADMIRAL, SIR, YOU MUST BE JOKING! THERE ARE 100S OF OUR SOLDIERS ON BOARD!!" The order comes anyway: "ARTILLERY-MEN IN ALL SHIPS, AIM AT WARSHIP NUMBER 4. FIRE AT ONCE IN EXACTLY 5 SECONDS." The Buster Call's logic is clear: even a Marine ship full of soldiers can be sacrificed.

On the damaged warship, Marines raise their weapons around Luffy and Lucci. The narration frames the horror of the moment: "DUE TO A MOMENT OF HESITATION, FROM BRUTAL CRIMINALS WHO SLIPPED THROUGH YOUR FINGERS, HOW CAN YOU... PROTECT THE FUTURE?" A soldier screams, "ARGH!! GYAAH!!!" and the command arrives: "FIRE!" The fleet opens fire on its own ship. Cannon blasts swallow the deck and throw up smoke while the people aboard cry out in disbelief. Luffy and Lucci are still in the middle of the ship when the World Government decides that destroying them is worth destroying its own men too.
