The final minute of fate begins. The Birdcage had stopped once, but it starts moving again, and the people shout, "Don't let up! Mooore!" At this rate, the central district is only inches from becoming mincemeat, and even the Royal Plateau starts getting carved up. Citizens and fighters hurry, yelling for Tank and Commander Tank. King Riku is among the people trying to understand what is happening as the cage closes in around them.

King Riku tells the fighters that everyone is in their debt for what they have done; had they not been there, there is no telling how many thousands or tens of thousands of lives would have already been lost. Tank takes command of the pushing line, ordering everyone to put their backs into it and not let the Birdcage shove them around. The people answer, "Yes sir!" and keep pushing with everything they have, trying to force the cage back.

Viola, bloodied and exhausted, keeps facing Doflamingo while Rebecca begs her to stop, crying, "Viola-san! Please, you've done enough!" Doflamingo strikes Viola down and says she spent a decade with him as part of his family. He asks whether she really thought he would hesitate to kill her just because of that. Calling her "my sweet Violet," he says he does not chide his allies and underlings when they fail, but he does not look kindly upon betrayal.

Doflamingo strings Viola up helplessly and turns the cruelty toward Rebecca. He orders, "Kill her!" while Viola warns him not to drag Rebecca into this. Rebecca realizes her own body will not obey her, saying, "My body... I can't..." She begs herself to stop and asks what she is doing as Doflamingo manipulates her movements. Against her will, Rebecca raises her sword and is forced to face Viola, who looks at her sadly.

A map-like view shows the resistance lines across the central district: the Tontatta, Franky, and citizens on one side; Kanjuro, Kin'emon, Zoro, Fujitora, and citizens on another; and the Colosseum Army led by Bartolomeo with civilians elsewhere. But the Birdcage is already full of people and right in front of the central district. Citizens yell to go deeper into the city while the fighters scream and keep pushing. In the chaos, someone notices Rebecca has vanished and asks where she went.

The defenders continue shouting, "Stop the cage!" while Princess Mansherry spreads healing tears from above. Her power is meant so that everyone may be as safe as possible, and the Dande-healions continue drifting over the country. Gats inhales deeply, preparing to address the whole city, while the Birdcage creaks and advances. He calls out, "Now then, everyone!" asking the people to hold on just a little while longer.

Gats's voice echoes over the battlefield, and citizens ask whose voice it is. Someone recognizes him as the announcer from the Colosseum. Gats asks whether everyone has forgotten the man who appeared radiant in today's tournament, the country's gallant, daring star. Some people ask why he is starting this now, while others say the country is on the brink of total destruction. Gats insists they could not actually forget him: not even King Riku outshone the man on that soapbox that day.

Cavendish hears Gats praising a "star" and wonders if they are talking about him, but the crowd begins remembering Lucy. Gats recalls that this man tamed the terrifying, murderous bull, brought down a giant tall enough to touch the clouds, and shattered Don Chinjao, the living legend. He says that in the hearts of everyone in the Colosseum, and in the whole country, that small gladiator lit a fire of passion. Gats declares that he has not forgotten him in all his years.

The people remember the gladiator's name. Citizens say they saw him from the stands and on the monitors, and that they had never seen a man fight as freely and captivatingly as he did. Gats shouts, "His name is... LUCY!" The name spreads through the crowd. Some people ask what Lucy has to do with anything, but Rebecca, still being forced toward Viola, cries out, "Save me, Lucy!" She sobs that she does not want to kill Viola while the name Lucy rings across the city.

Gats reveals the truth: Lucy is also known by another name, Straw Hat Luffy. The people realize that the person under Lucy's mask was Luffy. Gats says the pirate is nothing like the Donquixote who appeared ten years ago wearing the illusionary mask of a hero. The people may have trouble placing faith in one pirate after being deceived and ruled by a pirate for so long, but the true king, Lord Riku, has declared this man their hope. Gats calls to Dressrosa to know this and quake with happiness: Lucy has promised them the following.

Gats declares that Lucy will knock out Doflamingo in a single blow. The crowd erupts in cheers and cries of "Lucy!" Doflamingo hears Gats and asks whether he can hear him, accusing him and the people of being manipulated by the false ruler who deceived the world. Gats continues even as Doflamingo notices him. The people answer that Luffy will defeat Doflamingo, and the roar of faith grows louder while the Birdcage keeps closing.

Gats points himself out as Doflamingo's target and shouts, "Your gallows!" He says he can see everything Doflamingo is doing and challenges him to come if he is going to come. He tells Doflamingo to step away from Miss Viola and Rebecca. Until that moment comes, Gats says, "Lucy shall rise again!" Only ten seconds remain. Doflamingo and the crowd react as Hajrudin suddenly falls, and the tense final countdown begins.

The time limit for Mansherry's healing has been reached. The people who first received the power of the Dandehealions hit their limit, and the healing no longer works on them. Mansherry apologizes through tears, saying she showed them hope for only a brief moment and then stole it away; she blames herself for not being strong enough. Leo comforts her, saying she is wrong. Had it not been for her Dandehealions, countless people would already have died, and her power has worked a miracle. Luffyland will handle the rest.

The defenders scramble to hold out as the countdown continues. They shout, "We've gotta hold out!" and call for more helpers, exchanging places with those who have fallen. Six seconds remain, then five and four. People keep screaming that they know Luffy will get rid of the cage for them. Gats tells everyone that Luffy is listening somewhere and urges them to call out their star's name. The crowd chants "Lucy!" again and again as three seconds remain.

The countdown reaches two, then one, as Gats continues shouting "Lucy!" and Doflamingo says the farce ends now. The people lift their fingers and voices in unison. At zero, the Birdcage still looms over the city, and the whole country cries out for Lucy. The defenders strain against the cage, determined to hold just long enough for Luffy to move again.

Doflamingo moves to finish the scene, telling them to sink with just one of their stars and saying, "Die, Doflamingo!" is their cry. Viola tells Rebecca she does not have to look at anything because it is all just a nightmare, and begs her to close her eyes. The forced attack begins. Viola says she will not hate Rebecca or hold a grudge, tells her to forget all of it because none of it is her fault, and asks forgiveness because she is going to leave a deep wound in Rebecca's heart. Rebecca screams "Nooooo!" as the sword comes down.

At the final instant, Law gives the word: "Go." Luffy appears in front of Viola and Rebecca just as the sword falls. With a clang, he blocks Rebecca's blade and saves Viola from the forced attack. Rebecca cries out, "Luuuucyyy!" while Gats shouts, "He appears!" Doflamingo stares in disbelief, and Law, barely standing nearby, watches the rescue. Luffy grins fiercely at Doflamingo and says, "Straw Hat!" The chapter ends with Luffy back in the fight, ready for the final confrontation.
