The Ninth Justice

Zoro stands amidst a crowd of defeated Galley-La shipwrights, sheathing his sword with a sharp click. He calmly explains, 'Don't worry... I used the back-side of my sword...' Nami, furious and exasperated, screams at him, 'Why did you have to knock out all of the shipwrights!!!' while Chopper looks on in awe, cheering, 'Zoro sure is strong~~~!!' Realizing they need to move, Nami urges, 'Whatever, let's go!!' Chopper points the way, shouting, 'Zoro, this way!!' Zoro follows with a simple 'Yeah,' but Nami can't help but yell back, 'How can you not know where to go!!?' as they rush through the building.

Luffy, who was previously wedged tightly between two walls, stretches his face and neck to pop himself free with a loud 'NIII~~...' sound. Standing tall and raising his arms in triumph, he declares, 'I'm through!! 'Cause I'm rubber.' He looks around the grand hallway, catching his breath with a 'HAA...', and shouts, 'Good job!! Now, get mine off!!!' He then grits his teeth, determined to find his friends, muttering, '...... That cow and skull better be prepared!!!' as he runs off.

Inside Iceburg's office, the CP9 agents—Rob Lucci, Kaku, Kalifa, and Blueno—stand before the injured Iceburg, who sits helplessly on the floor. Lucci, wearing his signature top hat, speaks coldly: 'We've been concealing ourselves for 5 years... Don't worry, we did our jobs properly.' Iceburg can only stare in shock and betrayal. Lucci continues, 'I understand your discouragement... But... The time allowed for us on this case has approached its limit.' He steps closer, warning, 'From now on, we will do our best to accomplish our goals. Be prepared. It would be better for you to not plan any thoughtless resistance.'

Lucci explains the nature of their organization to Iceburg. 'I assume you are aware of the name Cipher Pol....The commonly known ones are CP1 through CP8. The government has an excellent secret service, each stationed at 8 points in the world. With a single order, they are able to locate information in any location. But only up to CP8.' Iceburg replies, 'I know of them.' Lucci then reveals their true identity: 'Yes...... But we are CP9. The 9th Cipher Pol that shouldn't exist. Because of a certain privilege we have... Our existence can't be known to the world.' Nico Robin stands quietly in the background as Lucci adds, 'We.... have permission... from the government... In the name of "Justice"...'

Lucci, with his pet pigeon Hattori perched on his shoulder, delivers a chilling declaration: '...To kill... Any citizen who doesn't cooperate with us.' Iceburg is horrified, sweating as he retorts, 'That's selfish...!! There shouldn't be any killing in the name of justice!!!' Lucci counters, explaining the World Government's shift in perspective: 'Rather than fear the resurrection of the weapons... The World Government has... changed their opinions. Why not awaken it and put an end to this period of the pirates. Let it become the power of justice...!!!'

Lucci continues to press Iceburg, arguing that by refusing to cooperate, Iceburg is turning his back on the victims of piracy: 'But you refuse to cooperate with us.... You're saying "no" to all those people in the world who are suffering from pirate attacks.' Iceburg firmly rejects this logic, sweating as he argues, 'That's not the point...!! If the weapon is re-awakened, the whole world will fight over it, the suffering will only increase...!!' Lucci observes, 'Iceburg-san. You don't trust the government, do you,' to which Iceburg glares back intensely, replying, 'Brat... I only know... about the nature of humans,'

Suddenly, Iceburg is struck down or collapses, coughing up blood with a painful 'Cough!!!...!?' Lucci looks down at him coldly, saying, 'Be discreet... How long do you plan to pretend you're still the boss...' Kaku steps forward and kneels beside Iceburg, grabbing his wrist. Lucci instructs, 'Take his pulse... Kaku...' Kaku complies, saying, 'Excuse me.' Lucci then explains their method: 'Iceburg-san, we have actually come up with a theory now... You need only to listen... Your blood will tell us the truth.'

Lucci lays out his deduction while Kaku monitors Iceburg's pulse. Lucci explains that Iceburg showed them a fake blueprint, assuming they were government officials. However, if the intruders had been simple criminals holding a grudge who intended to kill him, the real blueprint would have been lost forever. Lucci reasons, 'You're not so foolish as to have not thought of that. The real blueprint would lose its proprietor. You knew that, and you still didn't... try to hand it over to anyone. Unless you've... already entrusted it to someone.' Iceburg lies on the floor, sweating profusely in silence.

Lucci continues his theory, noting that they found no clues during their five years of investigation because the person Iceburg entrusted the blueprint to must be highly skilled. Iceburg reacts with a silent gasp. Kaku warns him, 'It's useless, don't move around...' Lucci then reveals a crucial detail: 'Let's continue with my theory. The fun part is here..... Just now, the blueprints we have, if you look at them carefully..... The designers' signatures are on there.' Lucci holds up the blueprint scroll, preparing to read the names.

Lucci reads the signatures aloud: '"Tom", "Iceburg", "Kati Fram". And, finally, the company name, "Tom's Workers"'. Upon hearing the name Kati Fram, Iceburg's pulse spikes violently, shocking Kaku. Lucci smiles, noting, 'I don't know if you were hoping to outwit your enemies, but you wouldn't have ever dreamed... That your enemies were so close. That's your miscalculation.' He explains that while the name would mean nothing to recent thieves, CP9 has been living in Water 7 for five years, making the name highly significant to them.

Lucci explains that Tom's Workers and the legendary shipwright Tom hold many mysteries. While the government knew Tom had two disciples on the island, there were no official registrations. Lucci notes, 'An agent confirmed the death... of one of them in an accident 8 years ago,' showing a brief flashback of a young Franky being struck by the Sea Train. Lucci continues, 'Supposedly... But I remember this name, Kati Fram.'

Lucci recalls an event from four years ago: 'A man entered through the gates of Galley-La Company, and came to see you. He named himself only once...!!' Kalifa and Kaku both confirm they remember this encounter as well. Lucci concludes, 'Which means... Tom's other disciple, "Kati Fram", is still alive... still in this town...' Iceburg's pulse beats frantically under Kaku's fingers, his face covered in sweat as he realizes they have figured it out.

Lucci delivers the shocking revelation: '...UNDER THE NAME OF "FRANKY"!!!' A dramatic split panel shows Franky laughing wildly alongside Lucci's intense glare. Iceburg's pulse pounds furiously. Lucci admits they initially overlooked Franky, viewing him merely as a lawless dismantler and hoodlum with no traceable origin, never imagining the deep connection between the two former disciples.

Lucci explains how the pieces of the puzzle fit perfectly. Since Franky and his family frequently visited the shipyard to sell materials, they maintained a natural, unsuspicious distance. Lucci reasons that Iceburg's confident attitude makes sense if he didn't entrust the blueprints to anyone in Galley-La, but rather to his fellow disciple. Lucci's eye glares with absolute certainty as he declares, 'PLUS, THE PULSE IN YOUR VEINS... HAS CONFIRMED IT!!!'

Meanwhile, Luffy, Nami, and Chopper are sprinting down the hallway. Nami points ahead, shouting, 'There!! That door in front of us has to be it!!' Chopper adds, 'There's a lot of people lying in front of it!!' Luffy yells, 'NOW!! GO STRAIGHT!! WE'LL CRASH THROUGH THE DOOR!!' Nami snaps back, 'DON'T ORDER ME AROUND!!' Luffy charges forward with a loud 'UWOOOOO~~~!!!' and smashes through a door, only to realize he broke into the wrong room. He screams, 'MORON, IT'S NOT THIS ROOM!!' Nami yells, 'IT'S THE ONE NEXT DOOR!!' and Luffy asks in confusion, 'IT'S THE NEXT ONE?!'

Back in Iceburg's room, Iceburg lies defeated on the floor. Lucci tells him, 'It's not your fault... Being unable to hide your emotions on a night where so much happened... It's just proof that you're a warm-blooded human.' Kaku bids him farewell, saying, 'Thank you, for all that you've done for me before this,' while Kalifa adds, 'You've done all you can.' Lucci decides, 'Let's hurry and find Franky.' Iceburg mutters, 'Bastards...!!!' Suddenly, loud cracking sounds echo from the wall. Nico Robin turns her head in surprise, noticing the disturbance.

With a massive explosion of debris, Luffy and Zoro burst violently through the wall of Iceburg's room! Luffy screams at the top of his lungs, 'WHERE'S ROBIN~~~~~!!!!' while Zoro slashes through the obstacles. The CP9 agents and Nico Robin are caught completely off guard by the sudden intrusion. Lucci glares at the Straw Hats, muttering, 'A hindrance.'
