Chapter title page: "Chapter 796: Soldier-san's Decision." On the south coast of Dressrosa, three days after the end of the battle, Sengoku visits Fujitora. A Marine confirms, "Yes, we've confirmed it. He's quite injured," and Fujitora answers, "Isshou!" Sengoku teases him: "Wahaha! Boy, am I glad I'm ain't Fleet Admiral anymore!" Maynard asks if Fujitora really wants to apprehend the pirates, but the inspectors have no way to catch an admiral. Sengoku is introduced as Marine HQ Inspector, "Sengoku the Buddha."

Fujitora and Tsuru discuss the situation while Fujitora eats noodles. Tsuru says, "The severely wounded pirate that saved this country... should I make an enemy out of him... or should I let him remain, to this country, a hero?" Fujitora says, "This is not a game, Isshou!" while the die lands. He replies, "A die?" and says, "A man with nothing has twice been saved by this thing..." Since the die has not cheated, he tells Tsuru, "Please... do the honors for today." Tsuru agrees to allow his methods, while noting that if they get anything besides one, they move to take Law and Straw Hat's heads.

Mansherry and the Tontatta heal the wounded. A note explains that "donation" and "dandelion" are puns in Japanese. Mansherry says, "Everyone from the Marines, help me with the Kenpopo!" and another voice asks, "So you've come today as well..." She introduces herself: "I'm Mansherry of the Tontatta tribe," and someone notes she is a princess. She insists she is here on Dressrosa, not with the royal family, because she wants to heal everyone's wounds. Others praise her: "Oh my, how adorable!" and "Have more respect, you big louts!"

In the central district, Gats announces, "Today, on this day, our king returns!" The crowd roars, "King Riku!" and he explains that after a span of ten years, King Riku has declared he will return to the throne. Elizabello laughs that Riku was tricked by a pirate and then tricked the king in turn, but the people cheer anyway. The narration says the country is amped up, and Riku reflects that although the people endured poverty and pain after facing the horrors of death, they now wish with all their hearts for peace.

King Riku wonders whether he has it in him to make the people happy, wishing he were "a godlike king that could sweep aside even storms with a wave" of his hand. Elizabello responds that no one could find the situation funny if it were not so tragic, and Riku says, "In all honesty, I'm so glad they managed to make it through all of that." Elizabello tells him not to get ahead of himself; Riku replies, "I will continue giving it my best. That is all I know." He admits he will not give the throne over until the day comes for Rebecca, asking whether Elizabello remembers how strong-willed Scarlet was.

Inside the palace, Rebecca is dressed up in formal clothes. A woman says, "Oh my! How pretty! Girls really do look much better in dresses than suits of armor!" She asks, "Oh, by the way, I heard about your father!" and explains the rumor: Miss Scarlet and the prince of a faraway country supposedly fell in love and eloped, leaving King Riku no choice but to declare Scarlet had passed on. Rebecca silently asks, "Why must we lie?" The answer given is, "Because Kyros wishes it."

In the central district, the invented story spreads. People ask, "A prince? From where?" and imagine Scarlet "trapped by a forbidden love" with a prince whose romance happened in the middle of a war. The rumor says the prince died and left behind Lady Scarlet and Rebecca. Others conclude that the royal line has been preserved without taint or blemish. Kin'emon notices how strange the rumors are, and a citizen recognizes Mansherry's flower medicine, saying, "Oh! That is Mansherry-dono's flower medicine!" The healing flowers are expected to be especially effective that day.
At the Marine tent, people line up for Mansherry's healing. Voices say, "Everyone'll get a turn! Form a line, please!" and "Thank you! This medicine works wonders!" Mansherry's power heals wounds before everyone's eyes; a healed man says, "Whoa! It healed perfectly!" and another says it is like magic. Someone explains, "It works quite like a blood donation. With these flowers, you can share your healing powers with everyone. It really is a wonderful fruit, the Chiyu-Chiyu no Mi." Mansherry offers to let people take ten people's worth from her, but the others stop her before she overdoes it.

At Kyros' house, Luffy loudly eats while the others discuss the rumors. Kyros says, "Well, they were saying... Rebecca's father was some prince, or something... rumors of that sort were the talk of the town." Luffy answers through a full mouth and asks what the rumor is supposed to mean, then shouts, "Rebecca's dad is Soldie-" before being punched quiet. Kyros tells him, "I don't care if you get mad or cry or hurry or sleep or eat, just choose one!" and Usopp adds that looking at Luffy is giving him a migraine because Luffy still has not fully recovered.

Kyros reveals that he started the rumors himself: "I'm the one that started those rumors." He says only a few people knew Rebecca's true parents, a few members of the royal family, and the few Donquixote Family members who investigated them; the rest of the country only knows of Rebecca's mother. Kyros explains that by spreading the false story, he prevented the leak of his own identity as Rebecca's father. He says, "I have some skeletons in my closet... and I wasn't exactly raised in the most noblest of fashions. I'm not cut from the kind of cloth people want to see joining their royal family." Law says he has sent Rebecca a letter detailing his life honestly.

Kyros says Rebecca may be teased for it someday, but she is still a child, and he cannot let a moment's passion preclude a lifetime of happiness for her. He says he has reasoned with King Riku as well. Luffy keeps eating and says, "Luffy definitely is not buying any of it!" while Usopp and Zoro sit unimpressed. Bartolomeo bursts in and shouts, "Waah, Luffy-senbai! So you're awake! Good morning!" He greets "Zoro-senbai!" and tells Kyros that Leo sent him, while a Den Den Mushi begins ringing.

Bartolomeo is overwhelmed by seeing the Straw Hat crew together: "Guoooaaah! With 5 members of the Straw Hat crew together in one place, it's too bright for me to even see! A laser beam of epicness!" The others tell him to quit babbling and explain why he came. Leo reports, "There's some movement in the Marine encampment! Things will start getting dangerous here soon!" He says Vice Admiral Tsuru and former Fleet Admiral Sengoku have both arrived. Kin'emon shouts, "O-Tsuru and Sengoku!?" and someone notes those Marines are on the move.

Fujitora rolls the die again and says, "And so... destiny wills." He orders, "All Marine squads!!! The Straw Hat crew, and Trafalgar Law, as well as those criminals being housed in the royal palace... capture them all!" A Marine warns, "Admiral! We haven't received permission to enter the palace from the king!" Fujitora says not to worry and that he shall take responsibility for everything. The Marines answer, "Roger!" and "Understood!" as the operation to arrest Luffy, Law, and their allies begins.

At Kyros' house, the allies panic as the Marines move in. Bartolomeo screams, "Gyaaaa! It's all over! The Marines are coming!" Kin'emon asks why everyone is so anxious when they were prepared to leave from the beginning, and someone says they were only waiting for Luffy-dono to awaken. Leo reports that everything is as requested: Chicken-san looks like the pope heading to the palace, the warriors are in danger, and the Marines are moving. Luffy asks, "What are we gonna do without a ship?" Leo answers that they have been keeping their own tabs and that the warriors are going to capture those pirates.

Leo explains the escape plan: "Luffy-senpai, everyone! I will guide you! Just keep running east, straight for the harbor!" He says there is a ship in the eastern harbor as well, with waiting allies along the route. Luffy, still eating, stares in shock as the plan is laid out. Bartolomeo says the Sunny left without them, so they are in trouble, but Leo insists, "Of course! We're all fighters on the same team!" The Dressrosa fighters block the Marines and shout that it is as if they would let them take their king now, buying time for the Straw Hats and Law.

Luffy declares, "I can run!" and tells Bellamy, "Can you stand?" Law, still bandaged, complains, "Why didn't you kill Trafalgar?! I've lost my place to die!" Law tells him that Straw Hat insisted he be brought here, and if Bellamy really has a death wish from here on out, he can be Law's guest. Bellamy says that thanks to the dwarves he has healed like crazy, and jokes that now he has to meet his maker at the hands of a bunch of Marines. Luffy calls, "Yo, yo. We don't have time for this. Run, comrades!" and the group charges out under Marine fire, hoping they do not run across Fujitora.

As everyone flees, Luffy suddenly stops and says, "I just remembered; I've got something I need to do. Go on, I'll catch up later." His allies shout, "What!?" and "Luffy-senpai!?" while Rebecca hears that Lucy and the others are being chased and will embark soon. She says, "No! I... I didn't get a chance... to thank Lucy yet!" At the same time, Fujitora asks, "Now then... has your luck run dry?" and grips his sword, declaring, "Allow me the courtesy of finding out... with all my might!"
