Ordinary Citizen

Outside the burning Galley-La Company headquarters, chaos erupts. Flames and smoke billow from the windows of the grand building. Shipwrights run around in panic, shouting. One yells, "FIRE~~~~!!!" and another screams, "WAH!!! THE COMPANY'S BURNING!!!" A crowd gathers, coughing from the smoke. They shout in confusion: "WE HAVE TO HURRY!!! WE CAN'T LEAVE HIM BEHIND!!!", "WHAT'S UP WITH THE THIRD FLOOR!? WHERE'S ICEBERG-SAN!!?", "EVERYBODY EVACUATE!!!", "WE CAN'T EXTINGUISH IT!! WE WERE TOO LATE.", and "IT MUST BE THE PIRATES!!!"

Inside the burning building, the path to Iceburg's room is blocked by smoke and debris. Suddenly, a massive shadow looms. A shipwright screams in terror, "GYAA AAAA~~~~!!!" as he sees the monstrous transformation. Another shipwright gasps, "LUCCHI...!!! WHAT THE HECK ARE YOU...!!!" A massive, clawed hand is shown in silhouette. The transformed figure says, "..........!!!" and "IT SEEMS THE FIRE HAS BEGUN TO SPREAD." Luffy, Zoro, Nami, and Chopper stand shocked in the background as the giant silhouette of Rob Lucci in his hybrid leopard form towers over them. Luffy asks in shock, "WHICH FRUIT WAS IT!!?" Nami gasps, "A DEVIL'S FRUIT...!!!"

Rob Lucci's full hybrid form is revealed: a massive, muscular leopard-man wearing his black suit and top hat, with his pigeon Hattori perched on his shoulder cooing "COO COO". His hands have turned into massive, spotted leopard paws with sharp claws. Kaku, Kalifa, and Blueno stand behind him. Lucci explains, "NEKO NEKO NO MI... MODEL... LEOPARD." Luffy is stunned, sweating as he says, "HE'S HUGE!" Zoro, holding his swords, grinds his teeth and says, "...!! A LEOPARD MAN, EH...........!!"

Chopper, in his heavy point or hybrid form, sweats profusely and says, "...!!! THIS IS BAD.... A CARNIVOROUS ZOAN IS A LOT MORE VIOLENT!!!" Lucci continues explaining the nature of Devil Fruits: "LOGIA, ZOAN, PARAMECIA... THERE ARE MANY UNIQUE ABILITIES... BUT FOR ZOAN... IT'S OUR SPECIAL QUALITY TO STRENGTHEN OURSELVES PHYSICALLY." A close-up of Lucci's fierce leopard eyes is shown as he adds, "OUR POWERS INCREASE THE MORE WE TRAIN. ZOAN IS THE STRONGEST KIND IN CLOSE COMBAT." Meanwhile, Paulie lies heavily injured on the floor, barely conscious, thinking, ".......!!!" Kaku looks down at him, sweating under his cap, muttering, "WHAT THE HELL... IS THIS...!!"

Kaku warns Lucci, "LUCCHI, THE OTHER SHIPWRIGHTS ARE COMING UP!" Lucci calmly replies, "... NO, THEY CAN'T..." Suddenly, Lucci unleashes a powerful kick, shouting "RANKYAKU." A massive, sharp air slash slices through the room, cutting the structural pillars. Outside, the building begins to groan and crack with a loud "CREEE...!!" and "PAKI...!!" The shipwrights outside look up in horror as the ceiling begins to collapse. One shouts, "WAIT!! GET AWAY FROM THERE!! THE CEILING'S GOING TO COLLAPSE!!!"

With a massive "DOBOBOBO!!!" explosion of debris, a large section of the Galley-La headquarters collapses. Nami is thrown through the air, screaming "KYA!!" and landing hard with an "OW!!!". Chopper, in his small form, runs through the falling rubble, crying out "NAMI!!!" and "UNG!!!". Outside, the shipwrights scream, "GET AWAY FROM THE WALL!! CHOPPER!! NAMI!!!" as the building crumbles around them.

Amidst the smoke and falling debris, Paulie struggles to stand, desperately trying to carry the unconscious Iceburg on his back. Kalifa watches him coldly. Paulie pants, "I'M GETTING YOU OUT OF HERE!!!" Iceburg, barely conscious, mutters, "PAULIE!! WHAT'RE YOU...!!?" Paulie replies, "HOW CAN YOU WITH THOSE WOUNDS!!?" But before they can escape, the towering figure of hybrid Lucci, along with Kaku, Kalifa, and Blueno, blocks their path. Lucci says coldly, "GIVE UP, PAULIE."

Paulie, tears and sweat streaming down his face, glares at his former coworkers in absolute betrayal. He screams, "I REALLY THOUGHT THAT WE WERE FRIENDS!!!" Lucci, completely unmoved, raises his hand and says coldly, "ONLY YOU THOUGHT THAT." Luffy, watching from the side, is enraged. He lunges forward, winding up a punch, screaming, "PIGEON GUY!!!"

Luffy's fist flies toward Lucci, but Lucci easily dodges, his eyes glinting. With lightning speed, Lucci counters using his finger-pistol technique, shouting "SHI-GAN." His leopard-clawed finger pierces directly into Luffy's chest with a sickening "PIERCE!!" and "!!!" sound effect. Luffy gasps, "UH... OH..." as blood splatters. Paulie screams in horror, "LUFFY!!!" Luffy falls backward, coughing up blood.

Lucci grabs the bleeding, semi-conscious Luffy by the head with his massive leopard hand. He lifts him effortlessly, saying, "..... I'LL SEND YOU... OFF THIS ISLAND!!!!" With a massive swing, Lucci hurls Luffy out of the shattered window of the burning building. Luffy flies through the air, screaming, "WAAAAAAAAAAH~~~....." as he plunges toward the city below.

Nami screams in terror, "LUFFY~~~~!!!" Zoro, enraged, charges at Lucci with his swords drawn, yelling, "YOU!!!" Lucci stands completely still, bracing himself and uttering, "TEKKAI." Zoro's swords strike Lucci's hardened body with a loud metallic clang, but they fail to cut him. Zoro's eyes widen in shock as Lucci counters instantly, striking Zoro with a powerful blow that makes him cough up blood with a "GUHA!!!"

Nami screams, "ZORO!!!" as Zoro is sent flying out of the building by Lucci's devastating strike. Lucci watches him go, saying coldly, "YOU, TOO..." Zoro plunges through the air and falls straight into the ocean near the shipyard docks with a massive "SPLOOOSH!!"

Outside, the fire rages completely out of control. The shipwrights stand helplessly before the inferno, shouting, "IS EVERYONE OUT!!?", "DAMN... THIS IS AWFUL.", "WE CAN'T GO BACK IN!!", "IT'S COMPLETELY SURROUNDED BY FLAMES!!!", and "DID ICEBERG-SAN MANAGE TO EVACUATE TO SAFETY!!?" They discuss the situation: "HE MUST HAVE!! THREE OF THE LEADERS WERE WITH HIM. PAULIE, KAKU AND LUCCHI." "IT'S HARD TO IMAGINE THAT THEY'D BE TRAPPED IN THERE." Suddenly, someone notices Nami lying unconscious on the ground nearby and shouts, "HEY!! A GIRL FELL FROM THE UPPER FLOORS!!" Another shipwright recognizes her: "SHE IS!!! SHE'S...!!! A MEMBER OF THE STRAW HATS!!" The angry crowd surrounds her, shouting, "LET'S MAKE HER TELL US WHERE THE OTHER MEMBERS ARE!"

Back inside the burning room, a heavy door slams shut with a "SLAM!" and "GARA GARA..." sound. Iceburg and Paulie are left tied up back-to-back on the floor, completely helpless as the flames close in around them. Paulie's pet mouse, Tyrannosaurus, squeaks "CHUU! CHUU!" next to them. Outside, Lucci (now back in his human form, wearing his coat and hat) walks away from the burning building. He thinks to himself, "THE PIRATES' TESTIMONY WON'T MEAN A THING... AND NOW, THE INCIDENT HAS BEEN OBSCURED... ICEBERG-SAN... THOUGH YOU MAY BE... A VERY TALENTED SHIPWRIGHT... AND THE MAYOR OF A BIG CITY..."

Lucci, Kaku, Kalifa, and Blueno stand in silhouette against the roaring flames of the burning Galley-La headquarters. Lucci finishes his thought: "AN ORDINARY CITIZEN... SHOULDN'T DEFY A LARGE GOVERNMENT...!!!" He then speaks aloud to his comrades: "LET'S GO!!! WE HAVE TO GET THE BLUEPRINTS FROM TOM'S OTHER DISCIPLE." In a close-up, Lucci's cold face is shown as he says, "FRANKY... NO, KATI FRAM!!!"
