The chapter opens with the battle already at "Gear" full throttle. Gear Fourth Luffy drives into Doflamingo with overwhelming force, grinning and panting, "Haa-haa," as the blow sends Doflamingo flying through the district. Below, Dressrosa citizens stare up in disbelief. They shout, "Doflamingo!" and try to process the sight, saying that the rubber ball is beating the living crap out of him.

Luffy hammers Doflamingo across the central district while people shout, "Who in the world is that guy!?" and another answers, "Who cares! Go, rubber ball!" At the sunflower field on the plateau where the royal palace is located, the allies react to Luffy's new form: "What a transformation!" and "Did you see that!? Is that really Straw Hat!? What strength!" Someone notes that Luffy still had an ace up his sleeve, but Law watches closely and warns, "He's overusing his Haki, though..."

Elsewhere, Jesus Burgess laughs, "Uiiii! Hah hah ha!" and comments, "So they've gone and moved the party somewhere else, eh?" At the Corrida Colosseum, Viola tracks the situation and notices that Jesus Burgess is really going for Luffy and the others, wondering, "What's he after!?" Burgess debates whether he should follow them or just wait where he is. Viola reports to King Riku that all they have remaining is Luffy and his final battle. Riku asks if that is right, and Viola confirms that no executives are left standing save Doflamingo.

At the Smile Factory, the Tontatta are ordered, "Tontatta! Evacuate the factory immediately!" They have destroyed enough of the internal systems already, so everyone begins running out. The dwarves cry, "The factory is moving!" Outside, people note that the outer wall of the factory is made of sea stone, meaning a thread created by a Devil Fruit user should not be able to cut it. Even so, the Birdcage is powerful enough to start shifting the factory, and someone shouts, "Look... It's started shifting it!"

Citizens spot the allies and shout, "Whoa... it's Zoro-land!" and "Franky! Robot-dono!" Someone warns Zoro and Kin'emon that the center of the country is the other way, so if they are trying to run, they are going in the exact opposite direction. Zoro answers, "We're off to try and stop those threads! We might be able to buy everyone some time!" The crowd is stunned that he even thought to try it. Back at the central district fight, Law analyzes Luffy's Gear Fourth, realizing that he is freely controlling the expansion and contraction of his rubber with Armament Haki: a fusion of Armament and rubber.

Luffy presses the attack but thinks that if he just sits back, Gear Fourth may hit its time limit. He launches "Gomu Gomu no Double Culverin!" Doflamingo admits Luffy has a good grasp on his abilities, but asks at what burden and how many more seconds he can last, insisting there must be a risk to the form. Laughing, he brings threads up from the ground and uses "Off-White Thread," with the note that it reads as "Shield White Thread." Luffy is startled: "The threads are coming out of the ground!!"

Doflamingo explains a higher stage of Devil Fruit power. He tells Luffy to listen carefully: beyond the powers of a little baby, there is another world of power known as "awakening." In rare cases, one's abilities awaken and begin to affect not only the user's own body but the surroundings. Around them, the buildings turn into string. Citizens panic, shouting, "Wahh! The buildings have become threads!" and remarking that it is almost like he is not a Paramecia user. Everything in the district begins becoming string.

Twenty minutes later, the Birdcage has contracted further and the whole country is being squeezed inward. Citizens scream, "We're gonna get cut to pieces! Run!" A child calls, "Grand-ma!" while others warn the old woman that she will be cut by the threads, but she gasps that she cannot run anymore. At the hospital, people cry that there are still patients inside and they cannot possibly carry them all. Elsewhere, one woman tells another, "Just leave me!" but her companion refuses. People begin saying that running all the way to the central districts is impossible and that there is no hope either way.

The panic deepens as a parent cries, "My child!! Has anyone seen my child!?" They describe him as a five-year-old wearing a shirt with a bear on it. Other citizens begin to despair, saying, "We're all gonna die anyway..." and asking why they should put up a fight. No matter how much they run, they believe they will end up slaughtered by Doflamingo. Then a voice reaches everyone over the broadcast: "Everyone... listen to me! I am the former king of Dressrosa... Riku Dold the III!" The crowd recognizes him in shock: "K... King Riku!"

Riku begins his broadcast, saying he will explain what is currently happening in the country. As a result of the "game" begun by the current king, Doflamingo, Dressrosa is surrounded by a giant "Bird Cage." Furthermore, that cage has begun contracting and is carving up the city itself. Citizens listen in stunned silence, murmuring, "King Riku..." Riku says he knows it has been all but impossible for the people to respond adequately to the sudden turn of events. Most of them are doing their level best just to stay alive, but he tells them to make no mistake: this is no dream.

Riku tells the people that they have all been confined for the past ten years, so this is not a tragedy that began only today. For ten years, they have lived as dolls being toyed with by their puppeteer. He names their prison: the Birdcage known as Dressrosa, built by the pirate who now rules the country. He says that this is the truth, yet even this is soon to pass. The speech frames Doflamingo's rule as one long cage that is finally reaching its end.

Riku announces that the Donquixote Family, which everyone thought none could hope to match, is now mere inches from total defeat thanks to the efforts of stalwart warriors who happened to be in the country. The citizens react in shock: "Eh!? The executives of the family have all already been defeated!" Riku says that the only foe remaining before them is none other than the current king of Dressrosa, Donquixote Doflamingo. The page returns to the fight, where Luffy continues standing against him.

Riku tells the country that the man standing against Doflamingo is Straw Hat Luffy, and that Luffy is surely the man who will deliver them from the Birdcage. Whether he wins or loses will be decided in a matter of minutes, so Riku begs everyone to keep running no matter what. None of them should meet their end crushed under the bars of the prison that holds them. He pleads, "You must run on! Even if you cannot draw breath, even if your legs break... Just a few minutes more... Live on! I beg of you!"

Riku ends his appeal with hope: "We yet have hope!! Do not dare give up!" His words stir the exhausted citizens back into motion. The elderly woman tells herself to stand and says it is time to run while the child calls, "Grandma!" Across the country people rally: "To the central districts!" "You heard King Riku!" "Carry the wounded!" and "Live on till this is all over!" Despair gives way to one last desperate push for survival.

The battle surges again as Luffy charges through the awakened strings, shouting, "Outta my way!" Doflamingo fires back that death would be so much easier for him and unleashes "Billow White," noted as "Great Wave White Thread." Luffy pants, "Haa-haa... I don't have any time left!" With the Birdcage closing and Gear Fourth nearing its limit, he declares, "This ends now!!" He draws both compressed fists back and begins the attack with "Gomu Gomu no," driving straight toward Doflamingo through the mass of white threads.

Luffy completes the attack with "Leo Bazooka!" and slams both Haki-coated fists into Doflamingo at point-blank range. The note identifies the kanji as "lion." Doflamingo is blown away by the full force of Gear Fourth, crashing backward as the impact dominates the battlefield. The final caption declares, "Utter domination! A decisive fatal blow!" The chapter ends on the image of Doflamingo overwhelmed by Luffy's finishing strike, followed by "Ch. 785 END."
