A huge striped officer greets the arrivals with a sinister smile: "Welcome... to my Impel Down!!!" He immediately corrects himself, saying, "Ah, excuse me, 'my' is a bit of an exaggeration." He introduces himself as the vice-warden, Hannibal, and Momonga returns the greeting. Hannibal has an imposing body, a trident, and a title box that identifies him as "Great Prison Impel Down Vice-Warden Hannibal (Ambitious)." When he addresses Hancock, he slips again, saying "My... 'Empress,' Hancock? Ah!! Ah!! Excuse me!! My ambitions are showing again." The page introduces Hannibal as both a real authority in the prison and a comic figure whose hunger for the warden's seat leaks through every sentence.

Hannibal explains that the warden, Magellan, is in the office on Level 4, so the vice-head jailer Domino will guide Hancock and Momonga. Domino apologizes to the vice admiral but says a body check is required. She explains what would happen to a normal prisoner: after passing the bars, the prisoner would be stripped and dumped into the "Bath of Hell," an iron kettle filled with boiling water. After sterilization and disinfection, the person is "baptized" and taken into the prison. Domino says each prisoner also has a character aborter. She notes recent major prisoners: Fire Fist Ace, one of the Shichibukai, Jimbei, and former Shichibukai Crocodile, adding that they did not even flinch during their baptisms.

Domino brings Hancock to the room where visitors are checked and asks her to rest easy. Hancock privately says that if possible, she wants Luffy to remove her mantle. Domino explains that every room in Impel Down is monitored by surveillance Den Den Mushi, and the images are constantly sent to security monitors. She says this is not because Hancock is suspected, but so she will not take any improper actions. Luffy and Hancock both realize hiding him in the room afterward would be the easiest plan, but the cameras make it impossible. Domino then orders Hancock to put on Kairoseki handcuffs first. Hancock smiles at Domino and says, "Please be gentle..." while Luffy watches tensely from beneath the mantle.

Hancock uses a small heart-shaped move to petrify the surveillance Den Den Mushi and Domino, turning both stiff with stone effects. Luffy slips out from under the mantle and gasps that it was close, saying he was about to jump out and take his chances on not being seen. Hancock tells him this is as far as she can take him. From here on, she cannot use her powers without her mantle, and there will be no place for Luffy to hide. Luffy says that if he had come alone he would not even have gotten this far, and that getting him onto the warship and into the building is plenty. Hancock warns that this fortress was built to keep people in, and if he is caught, he will never get out again.

Luffy accepts the danger and promises Hancock, "All right, I got it! It's a promise!! Thanks for everything, Hancock!! I'll never forget this debt!! I'll definitely repay you one day!!!" Hancock is struck by him calling her Hancock and mishears or imagines the emotion as "I love you," swooning so hard that she thinks she can die with no regrets. Luffy tells her to undo the petrification and says he will take care of the rest. Hancock calls this "mutual love" in her own mind. Just then a voice from the security system rings out: "Vice-Warden Hannibal!! The picture from the Den Den Mushi in the examination room has been cut." Hannibal and Momonga ask whether anything is going on in Domino's room.

Hannibal knocks at the examination room door and calls, "Domino!! Is something wrong?" Hancock has already restored Domino and the Den Den Mushi, and Domino answers with no memory of the gap. She says, "My apologies, did I take too long? I've finished the body check," while noting only a strange gap in her memory. The security monitor reports that the picture has been restored and there is no problem. Hancock complains that the handcuffs are uncomfortable and reminds them she is not a prisoner. Hannibal says they mean no disrespect but these are the rules. The group then proceeds toward the large elevator, with Luffy no longer under the mantle and Hancock acting as if the inspection passed normally.

At the large elevator, Hannibal explains that it can reach the fourth floor. They will go to the Scorching Heat Floor, where Warden Magellan is, and he warns that it will get a little hot. He also says they will pass through Levels 1 through 3 and that Hancock will be able to feel and hear the screams of the prisoners. As Hancock steps toward the elevator, she thinks of Luffy and says in her heart, "I'm praying for your fortune..." Luffy, now separated from her and hanging upside down nearby with food in his mouth, answers quietly, "Thanks!!" The page splits the infiltration into two paths: Hancock continues downward under escort, while Luffy must now find his own route to Ace.

Hancock clutches her face, blushing and convinced that Luffy said "I love you." Luffy, meanwhile, hangs upside down and wonders which way to go. He recalls that the elevator goes underground and that Hancock said Ace is probably on the sea floor too. He then notices the vivre card and realizes it can guide him, saying, "Ah! That's right!! I can use... the vivre card!!" The Blugori prison guards return from outside the prison, and a report says ration collection is complete. A guard orders the hatch opened, and the huge round Blugori come dripping in with massive weapons while a superior says, "Good work." In the monitor room, a report comes through: "We've found him!!" The missing prisoner is identified as Buggy the Clown, who disappeared from the Number 4 mixed residence cells on Level 1. He has been sighted in the passage in front of cell block 22. The page reintroduces Buggy inside Impel Down and shows how quickly the surveillance system tracks escapees. The prison is not only physically fortified; every movement is watched and reported from the monitor room.

Buggy runs along the prison passage and curses, "Damn it!! They found me!!" as guards order him captured immediately. When he sees Luffy, he screams, "It was you!! You piece of shit!!!" The monitor room reports that the image has been lost from surveillance Den Den Mushi number 71, and prisoners in the cells laugh that this is Buggy, the man trying to escape on his own. They say he is headed for a hell of a torture session and cheer for the Blugori to go get him. The barred prisoners watch eagerly as the huge Blugori charge through the corridor. Buggy's solo escape, which he hoped would stay sneaky, has become prison entertainment and a full chase.

Luffy follows the vivre card and says it looks like the card is telling him to go down. He wonders whether he has reached a dead end, but he is sure he needs to go down. Nearby, guards identify Buggy by prisoner number 8200 and say it seems he has a Devil Fruit power, warning others not to forget the Kairoseki. They split up to flank him. Luffy opens a hatch and slips into the prison passages while hearing the Blugori and guards hurry behind. The scene connects Luffy's route to Ace with Buggy's escape chaos: Luffy needs downward movement, Buggy needs any exit at all, and the guards are already using the prison's systems and sea-prism tools against Devil Fruit users.

The prisoners laugh at him and say Ace was brought there recently, but he was definitely put in Level 5, the floor where they keep everyone with a bounty over 100 million. They say it is totally impossible for Luffy to get close. Another prisoner tries to use the meeting, begging Luffy to go to the guard room and pick up their keys. Luffy reacts to the phrase "Level 5" while another scream suddenly draws his attention.

A prisoner shouts that the Blugori are coming, and Luffy sees someone being chased down the corridor. The giant round guards swing their huge axes and rush after Buggy, who screams that they will kill him. Luffy asks what Blugori are, and a prisoner warns him to get out because they will kill him too. Buggy charges past, split into pieces from an axe slash, shouting, "He cut me in half!!!" Luffy is horrified and runs beside him, yelling, "UWAAH!!! What's with these guys!?" Buggy complains that it is hard to run while his body is separated. The page brings Luffy and Buggy physically together in the chaos of Level 1, with the Blugori turning the prison halls into a killing ground.

Buggy is insulted, yelling that Luffy is as impudent as always and that he never heard Luffy had been caught too. Luffy corrects him: "I came in on my own, I wasn't caught!" Buggy calls that impossible and asks what kind of idiot would enter a prison on his own. The two old enemies immediately fall into bickering even while prison guards chase them.

Luffy tells Buggy there is something wrong with him if he doubts the story, and says he promised Hancock he would not draw attention to himself. Buggy snaps, "What the hell are you talking about!?" Luffy accuses him of coming along and screwing everything up. Buggy says it is not like he is doing it on purpose, because he was about to enact his plan. Luffy bluntly says, "You totally ruined my 'Buggy sneakily escapes' plan!!" As the Blugori close in from the front too, Luffy asks if there is any way to get away. Buggy panics that if they are caught, they will torture the hell out of them, and warns that the guards do not have blood or tears. Their argument keeps escalating while the escape route disappears.

Luffy admits that he cannot get caught now because he is in a hurry, and now that he thinks about it, things are already messed up. Buggy complains that this optimism is exactly what he hates about Luffy and Red Hair, saying they are both optimistic to a fault. Then he gives in: "All right, fine, I get it... we've just gotta do this, right?" Luffy understands immediately. Together they change to the "make a huge uproar" plan. In the final panel, Luffy and Buggy smash forward into the Blugori with a huge impact, fists and split body parts flying as the stealth mission becomes a loud prison fight. The page ends the chapter by replacing careful infiltration with open chaos on Level 1.
