A foot steps onto a platform as a voice asks, "ACCELERATORI THISI" Another speech bubble states, "JUST STEP ON THIS, RIGHTI" The scene cuts to a tropical shoreline where the vehicle launches with a loud "WAH!" and a distant explosion. In the next panel the craft speeds wildly across the water, the rider gripping the handlebars and shouting "IT'S MOVING!!" while another voice screams "WAAAA AAAAA AAAAA AAAH" and a third cries "OOOH!!I"

The vehicle flips violently through the air amid large impact SFX "ガワン!! ガワン! ガワン!". The panicked rider yells "WHY IS IT SHAKING SO MUCH...!!! I CAN'T STOP!!!" while a spectator shouts "WOW!! HE DID IT!!!" and another laughs "YAH! WAH! HABABA!!!". The craft crashes into the sea with a splash; onlookers react with "IT FLIPPED.", "EEEK!!", and "PRETTY BIG FLIPS, TOO!". On the beach, the Straw Hat crew and Skypieans watch anxiously. Usopp notes "*GURGLE*...", Sanji remarks the sea is different, Nami worries "OH NO... I'M SO SORRY. IT'S MY FAULT FOR LETTING HIM BORROW MY WAVER.", and Vivi cries "OH NO! IS HE HURT!I" while a background sign reads "NO GOOD, HUHI HE SANK."

The group argues on the shore. Nami snaps "WHY DID YOU JUMP DOWN TOO!I" Pagaya apologizes "NO, IT'S MY FAULT FOR LENDING MY WAVER TO A BEGINNER. I'M VERY SORRY." Sanji blames "IT'S ALL BECAUSE OF YOUR STUPID BABBLING!!" while Usopp adds "THAT WAS CLOSE!! HE ALMOST SANK ALL THE WAY TO THE BOTTOM!!" and someone mutters about feet passing through clouds. Pagaya explains wave mechanics: "THUS, ONE MUST UNDERSTAND THE SEA VERY WELL AND BE ABLE TO PREDICT THE WAVES. I'M SORRY!!" and "SO EVEN THE SMALLEST WAVE CAN CAUSE IT TO TURN." Usopp protests "HEY--!!" as Pagaya continues teaching about training and patience. Conis asks if it is really that hard while a large "ガーン!!" sound effect erupts near Usopp.

High above the sea of clouds, Nami rides a waver at incredible speed, the small craft kicking up massive sprays. A massive close-up of a wide-eyed observer shouts, "SHE'S RIDING IT!!!" while a speech bubble above the distant waver reads "THIS IS AWESOME". Enormous sound effects "ゴーン!!" shake the panel. In the next tier, Luffy clings to the waver controls as it bucks wildly; someone yells "IT'S TOO DELICATE FOR SOMEONE LIKE YOU, LUFFY!!" while another voice insists "CONTROLLING THIS REALLY REQUIRES A CERTAIN LEVEL OF SKILL." Nami speeds past in a blur as Luffy gapes in shock. Sanji and Usopp stare in awe, with Sanji declaring "NAMI-SAN, YOU'RE THE BEST--" and Usopp crying "WHAT...!! UNBELIEVABLE...!!" Below, the crew stands on a cloud shore watching the distant waver. Luffy shouts "YOU GUYS GO AHEAD!! MISTER, CAN I PLAY A LITTLE LONGER!I" while Sanji snaps "HURRY UP AND COME BACK, STU--PID--" and Usopp adds "STUPID--!! HEY, NAMI!! WE'RE GOING TO THE MISTER'S HOUSE! COME BACK NOW!!" Chopper replies "YES, PLEASE, BUT BE CAREFUL!!" as a small sweat drop falls and someone mutters "WHY YOU..."

Nami leans into a sharp turn on the waver, wind whipping her hair as she thinks "IT'S LIKE I'M IN A DREAM! THERE ACTUALLY EXISTS SUCH A BOAT THAT CAN SAIL FREELY WITHOUT WIND!!" and wonders "I WONDER IF THIS WORKS ON NORMAL SEAS...!I" Far below, the tiny waver races across the clouds toward the distant Going Merry. Nami continues, "I REALLY WISH I COULD BRING A WAVER BACK WITH US!!" while noting "THE ONE THAT LUFFY BROUGHT BACK WAS BROKEN FOR SURE." On the shore, Sanji yells "SINK!" as Luffy stares up with wide eyes and an open mouth, asking "LUFFY, WHAT'RE YOU DOINGI WE'RE" and adding "BUT IT LOOKS SO FUN...!!" Usopp panics "ARE YOU A KID!I" while Luffy sticks out his tongue with a "GACHIN!" sound. In the final panel Nami steers the waver past a tall tower as the crew watches from below, one asking "...HOW CAN SHE NAVIGATE IT SO EASILY" and another noting "WHEN IT SHAKES SO BADLYI"

The bearded man with goggles asks "ARE YOU TALKING ABOUT THE 'CLOUD CUTTING FACTORY'I" while another voice wonders "OHI WHATI" and points out "HEY, THERE SEEMS TO BE SOME SORT OF CONSTRUCTION SITE ON THE OTHER SIDE!!" A small figure cries "OUCH!! I BIT MY TONGUE, SANJI--!!" and "BITE HARDER!!" The group stares at a distant factory built into the clouds. The man explains "THE FACTORY CUTS THE CLOUD INTO BLOCKS FOR VARIOUS PURPOSES" and "CLOUDS CAN BE CUT INTO BLOCKS...I" while another notes "EVERYTHING IS SO ILLOGICAL." They descend wide cloud steps toward the site. The curly-haired man asks "THE ROUTE THAT LOOKED LIKE A FLAT NOODLEI" and "DO YOU MEAN WHERE THE SHRIMP HAULED US THROUGH..." as a girl exclaims "MILKY...!!I" The bearded man replies "TO GET HERE TO THE WHITE-WHITE SEA, DIDN'T YOU PASS THROUGH THE 'MILKY ROAD'!I"

The bearded man with goggles continues his explanation, pointing at diagrams of clouds: "THE FLUFFY TYPE THAT YOU CAN WALK ON IS CALLED 'ISLAND CLOUD.'" "THE KIND YOU SAIL YOUR SHIPS ON IS CALLED 'SEA CLOUD.'" "THERE ARE TWO NATURAL CLOUD TYPES IN THIS PLACE." and "THAT IS AN ARTIFICIAL CLOUD CANAL." He gestures toward labeled illustrations of "ISLAND CLOUD" and "SEA CLOUD." The crew listens as he adds "YES, THAT MINERAL CONTAINS A SPECIAL SUBSTANCE... WE CALL IT 'PYROBLOIN'..." while another voice reacts "KAIROUSEKI!I IT'S BECAUSE OF THATI" and notes "ON THE BLUE SEA, I HEARD THAT THERE IS A MINERAL CALLED 'KAIROUSEKI'*" and "THAT'S RIGHT. THIS IS BECAUSE THE MOLECULAR MAKEUP OF EACH CLOUD IS DIFFERENT." The man concludes "BUT THEY AREN'T JUST NORMAL CLOUDS, RIGHT!I YOU CAN SWIM AND SAIL..." A note reads "*NOTE: KAIROUSEKI - THE SUBSTANCE THAT SUPPRESSES DEVIL FRUIT ABILITIES." In the final panel the man spreads his arms and explains "SEA CLOUDS AND ISLAND CLOUDS ARE CREATED." "IT'S A MOLECULAR SUBSTANCE THAT GETS EJECTED INTO THE AIR BY VOLCANIC ERUPTIONS. WHEN IT COMES IN CONTACT WITH WATER IN THE AIR..."

Usopp leans forward with a nostalgic grin and declares, "YEAH~~~~!! THAT'S RIGHT. WHEN I WAS LITTLE, I OFTEN PLAYED WITH IT...THAT 'MOLECULAR SUBSTANCE.'" A small angry figure snaps back, "YOU CAN'T PLAY WITH THAT!!!" Luffy, eyes sparkling, shouts, "OH~~~~ I GET IT!!" while laughter erupts across the panel: HAHAHAHAHA! The conversation shifts to the island's cloud-cutting factory. Usopp explains, "ANYWAYS, THOSE WERE ORIGINALLY PRODUCED BY CUTTING THE ISLAND CLOUD AT THE CLOUD CUTTING FACTORY..." and continues, "AND THEN AFTER SOME DENSITY MANIPULATIONS, THESE ARTIFICIAL CLOUD PRODUCTS WERE CREATED." Luffy wonders aloud, "ARE THOSE TWO SPIRAL SLIDERS ALSO LIKE THAT...I" Usopp answers, "AS WELL AS THE CHAIRS MADE OF CLOUD ON THE BEACH..." and adds, "--NONETHELESS, THE MILKY ROAD I MENTIONED BEFORE... THOSE ARE ALSO MILKY ROADS." The scene changes to a grand building on a cloud. Nami stands at the entrance and calls out, "THIS IS MY HOME! PLEASE COME IN." Luffy stares in awe and yells, "WHAT A COOL PLACE~~~~!! THE VIEW IS GREAT!!" while another voice notes, "I CAN SEE NAMI'S WAVER!"

Luffy suddenly clutches his head and roars, "USOPP IS STUPID!!!" while Usopp, startled, cries, "AH, WHY MEI" and a large impact SFX "どーん" shakes the panel. Usopp examines the shell and mutters, "BUT PRESSING IT WON'T DO ANYTHING..." Nami points and says, "HUHU...NOW, PLEASE PRESS THAT BUTTON ON SHELL'S APEX!" Usopp presses down and yelps, "WAH! IT CAVED IN!! IT'S SOFT ON THIS SPOT!!" Luffy asks, "WHAT'S AN APEXI" The shell begins to record. Usopp exclaims, "EH---!! IT CAN RECORD SOUNDI" Nami confirms, "NO! THAT'S YOUR VOICE!!" Luffy cheers, "WOW!! EVEN CALLED YOU STUPID!!" while the shell replays Nami's voice saying, "HUHU...NOW, PLEASE PRESS THAT..." and Luffy's voice shouting, "USOPP IS STUPID!!!" Usopp panics again, "AH, WHY MEI" as the shell continues echoing, "USOPP IS STUPID!!!"

Inside the elegant room, Luffy keeps yelling, "USOPP IS STUPID!!! AH, WHY MEI" while laughing, "AHAHAHA!" Usopp explains the device: "IT'S MAINLY USED TO RECORD MUSIC. IT RECORDS SOUND AND THEN REPLAYS IT LATER. IT'S A SPECIAL SHELL FOUND ONLY IN THE WHITE-WHITE SEA." Nami adds, "YES, THAT'S A TONE DIAL." Sanji lounges on the sofa and remarks, "THIS SOFA IS KIND OF STIFF--" while Chopper sits nearby. Someone comments, "I SEE. THAT'S REALLY SOMETHING!!" The view shifts to Conis speaking with a man: "WE GET THEM FROM THE SHALLOWS OF THE BEACH." The man asks, "THERE'S NO BOTTOM IN THIS SEA. HOW DO THESE THINGS SURVIVEI" Nami stares thoughtfully and says, "I DON'T UNDERSTAND HOW IT CAN MAKE THE WAVER MOVE..." and adds, "IF THIS IS WHAT A DIAL IS..."

Nami holds up a small shell and states, "A BREATH DIAL." Usopp points excitedly and explains, "EVEN THOUGH IT'S SMALLER, THIS IS THE WAVER'S POWER SOURCE." Luffy watches curiously from the side. Usopp demonstrates the breath dial, shouting, "IT WILL BE ABLE TO RELEASE 30 MINUTES WORTH OF WIND." He blows into it with a powerful gust, creating swirling wind effects and SFX "ブン ブン" and "ブン!!" while yelling, "IF YOU HAVE IT FACE THE WIND FOR 30 MINUTES," and Luffy reacts with "WOAH--" as the dial spins wildly. The scene returns outside the building where Luffy realizes, "SO THAT'S A WAVER...!!!" Nami continues, "THE SIZE OF STORAGE IS DEPENDANT ON THE SIZE OF THE DIAL. BUT BY PLACING IT AT THE STERN, IT CAN EASILY POWER A LIGHT SHIP." Luffy exclaims, "I SEE. SO IT MOVES USING THE WIND FROM THIS THING!I"

Conis smiles while holding up a small shell-like object and explains, "THERE ARE ACTUALLY MANY DIFFERENT TYPES OF DIALS. THERE ARE SKATE AND BOARD TYPES AS WELL... ALTHOUGH THE WAVER IS THE ONLY ONE I CAN HANDLE." Below, Usopp gestures excitedly toward a broken-looking vehicle on the railing and says, "PLUS, IT'S BEEN 200 YEARS. THERE'S NO WAY IT CAN STILL MOVE!" Luffy sits on the strange craft with his back to the group as someone remarks, "WE DO, BUT IT'S BROKEN." and "WE HAVE ONE, TOO~ THAT'S NICE~ I WANT TO RIDE ONE, TOO~ SHE'S SO LUCKY~" A small sound effect "はー..." floats near Luffy. In the bottom panel Conis continues, "REALLY!I HEAR THATI! BUT YOU STILL CAN'T RIDE IT." while a large building complex on a cloud is shown. She adds, "NOT NECESSARILY. THE DIAL ITSELF IS THE REMAINS OF A SHELLFISH. AS LONG AS THE SHELL ISN'T BROKEN, IT WILL RETAIN ITS POWER." A sound effect "がくーん" appears as someone says, "SO LUCKY".

Inside a room, Conis holds up a glowing shell and says, "YES, THIS IS A LAMP DIAL. IT IS USED TO STORE LIGHT." Luffy stares at it with wide eyes while Nami and Sanji watch from nearby. Someone asks, "THIS THING IS ONE, TOOI DIAL! EHI" Conis replies, "OTHER THAN THOSE TWO, THERE SEEM TO BE MANY TYPES OF DIALS." In a close-up she continues explaining, "ADDITIONAL TYPES OF DIALS INCLUDE THE HEAT STORING FLAME DIAL, THE SCENT STORING FLAVOR DIAL, AND THE IMAGE-RECORDING VISION DIAL, AMONG OTHERS. ALTHOUGH NOT A DIRECT FORM OF RESOURCE, SKY ISLAND'S CULTURE IS ONE THAT HAS EVOLVED TO COEXIST WITH DIAL ENERGY." Suddenly Luffy coughs violently with a huge "グォーン" sound effect and screams "GUAH!!!!" while clutching his throat. Conis and Usopp react with surprise as someone comments, "THEY ARE IMPORTANT TOOLS FOR LIVING IN THE SKY. SO INTERESTING SO INTERESTING".

In the kitchen Sanji tastes a dark sauce from a bottle and reacts with shock, "I'VE NEVER SEEN THIS CYAN-COLORED SAUCE BEFORE, SO I TASTED IT. HOW DO I PUT IT... THE FLAVOR IS VERY STRONG... I CAN'T EVEN FEEL MY TONGUE..." A winged man with a spiral shirt stands nearby asking, "WHAT IS ITI" while Sanji coughs. Usopp comments, "HE PROBABLY FELL IN LOVE WITH SKY ISLAND'S CUISINE." Luffy grins and says, "SANJI SOUNDS HAPPY." Sanji suddenly spins in panic, "DON'T KEEP STUFF LIKE THAT!!! AH, IT'S GONE BAD ALREADY. I'M SO SORRY. ARE YOU TRYING TO KILL SOMEONE!I" In the final panel a massive feast is laid out as Sanji proudly declares, "THIS IS MY 'SKY ISLAND FULL COURSE SPECIAL WITH FRUIT AND SKY SEAFOOD.' OK, FINISHED!!" Luffy cheers, "LOOKS TASTY---!!!"

Sanji looks around the room in alarm, hand on his head, shouting, "HEY!! WHERE DID NAMI-SAN GO!I" while Luffy and Usopp sit at the table. He adds, "THIS SHRIMP!! HOW CAN I DESCRIBE HOW GOOD IT IS!!! YUM---!!! SHE SHOULD BE ON THE SEA... NO, SHE'S NOT ON THE SEA... THEN SHE PROBABLY WENT OUT TO EXPLORE. JUST FORGOT ABOUT HER!" In the next panel Luffy asks, "WHATI WHAT'RE YOU TALKING 'BOUTI" as the winged man sweats and says, "OOH, CONIS-SAN, I HAVE A BAD FEELING ABOUT THIS, TOO... F...FATHER, WILL IT BE ALRIGHT!I" Conis, looking worried with sweat drops, replies, "THAT PLACE IS VERY CLOSE TO THIS ISLAND. AND CAN BE EASILY REACHED WITH A WAVER... IN SKYPIEA, THERE IS ONE PLACE... WHERE NO ONE SHOULD EVER ENTER."

Nami stares in wide-eyed shock at a small cylindrical object clutched in her hand, sweat flying as impact lines surround her. "WHAT IS THISII" she blurts. "...SO...SO HUGE..." she adds in disbelief. The view widens to reveal an enormous forest of colossal trees wrapped in thick vines and roots, their trunks towering like ancient pillars. "...IT'S THE HOLY LAND," a voice states. "THE PLACE NO ONE SHOULD EVER ENTER...WHAT'S THATI" another wonders. Far below, a tiny figure stands on the rippling surface of a vast body of water. "IT'S WHERE GOD LIVES... 'UPPER YARD,'" the narration continues. "THERE'S REAL LAND HERE..." a final caption notes.
