At the Impel Down rear entrance, Marines prepare for Ace's transfer and the looming execution. On Momonga's ship, a Marine reports urgent news from the New World: "It seems that Red Hair has gotten into a little dispute." Momonga reacts, "The Red Hair!? There must be some mistake... Why now...? With whom...?" The report says it is with one of the Four Emperors, Kaidou. Headquarters believes Kaidou went to take down Whitebeard, but Red Hair interfered, throwing everyone into a cold sweat. Momonga calls the sea unstable and orders, "Hurry, to Marineford!!"
Inside the chimney between Level 3 and Level 4, Bon Clay warns, "The Inferno Hell's down there, you know!!?" The prisoners panic: "We're not going to Level 4!!" and "We want to escape here! Escape!!!" Luffy, still hurt, notices, "Uwah! A huge lump of blood came out of my nose!" Bon Clay snaps, "Are you even listening!!?" Elsewhere Buggy yells, "Who're you calling a big-nosed clown!?" and starts turning a mechanism. Luffy notices the ceiling getting higher as the trick activates.
The floor gives way and the escapees plunge downward. Everyone screams, "We're falling!!!" Buggy brags or panics, "Oh, crap! My Muggy Ball was so strong that it broke the floor!" Mr. 3 insists, "No!! It was because my punch was too strong!!!" Bon Clay claims his kick was too violent, and Luffy tries to join in before admitting he has nothing. Below, at Level 4's Lake of Blood, Magellan oversees punishment while a prisoner begs, "Please stop...!! I'm gonna die!!!"
The chapter reveals Level 4, The Inferno Hell: a vast furnace-like prison floor centered on the boiling Lake of Blood, with smoke, chains, stone ramps and prisoners forced to labor in the suffocating heat. Screams fill the page: "Gyaa-aaahh!!!" "Help...!!!" "Carry that firewood!! Don't drag your feet!!" The prison staff watch the crisis from Level 4. Guards wonder what is happening because Magellan, Hannibal and the Beast Guards are gathered there. At the passage between Levels 3 and 4, guards wait with flame-resistant armor and say that if Luffy's group comes down, it will be through that door. Magellan grumbles about Hannibal's cramped chair placement, while Sadi-chan wants to go up to Level 3. Magellan stops her: "Don't be in such a rush, Sadi-chan... It's not me, it's them."

A report says Strawhat Luffy is entering the chimney on Level 3, though he cannot yet be visually confirmed. A guard bursts in to Magellan: "Chief Warden Magellan!!! I have a report!!! The intruder Strawhat Luffy has already reached this floor!!!" The staff are stunned because the chimney should only lead to the Lake of Blood. They theorize that the huge rubble pieces fell with the intruders and helped them evade the blood lake. Another report adds that the Demon Beast Guard Minotauros also fell, and when they found him, he was not moving. Sadi-chan reacts in horror: "Don't tell me they beat him...!?"

Magellan immediately organizes the response. He says there are only two staircases the intruders can use without the guards' permission and decides, "We'll split up into three groups." Hannibal is ordered to leave the stairs to Level 3 to him, while Sadi-chan must take the Demon Beast Guards and protect the stairs to Level 5. Sadi-chan complains that she wants to attack and hates defending, but Magellan says, "After we capture them, you can do whatever you want." The remaining guards are told to kill the intruders if necessary.

On the bank of the Lake of Blood, Luffy, Buggy, Mr. 3 and Bon Clay stagger through the suffocating passage. The air itself makes them cough and pant: "The hot air... is making my lungs hot!!" and "It's hot!!! Hot hot hot! Even this passage is gaudily hot!!!" Bon Clay says if they clear their minds even fire is okayama, but admits it is hotter than upstairs. Luffy yells, "It's so hoooot!!!" while Buggy and Mr. 3 shout back that he is suffering the most and should shut up.

Bon Clay sketches his vague map of Level 4, showing the Lake of Blood, Inferno Hell, the kitchen, food supplies and storage, Magellan's office, lifts, and routes to Level 3 and Level 5. He wonders, "...!! What's in the direction Straw-chan headed...?" Luffy has already run toward the smell of food, yelling, "The kitchen is that way!!! I'm starving too!!!" Luffy attacks the guards while still thinking about food. He declares, "But if I eat something, I'll be a hundred times stronger!!!" and launches "Gomu Gomu..." then "Hanabi!!!" The move, translated as fireworks, sends fists and bodies flying through the stairwell as guards cry out, "Guah!!" and "Uuhh!!" One guard is shocked by the sudden blast. Luffy's reckless charge clears a path downward through the crowded Level 4 passage, even as the chaos draws more attention.

Buggy and the others realize the danger of Luffy's direct path. Buggy snaps, "What's wrong with you, partner!? You must be crazy hungry too!!" He points out that Level 4 is usually filled with screams and cries of agony, yet there is not a single guard in the fire-torture area. Mr. 3 reasons that the soldiers will soon check entrances and exits and they could be trapped. Because the guards know their names and faces, he fears every one of Impel Down's stars has gathered on this floor, including Magellan and the three remaining Demon Beast Guards.

Luffy skids to a halt as Chief Warden Magellan appears directly in front of him, huge and menacing in the smoke of Level 4. The sight shocks everyone. Luffy notices something dropping into the heat and says, "Wah!!" then, "What is it? Jelly? Poop?" before realizing the real threat. Bon Clay calls out, "Straw-chan!!! Look up!!!" Magellan glares down and says, "You rats...!!!" Luffy asks, "Who's that!?" while Bon Clay cries, "M... Magellan!!!" The chapter ends with the confrontation finally beginning.
