Explosions rock the Judicial Island as massive cannon fire from warships devastates the city and bridge. Narration boxes state: "THE CRIMINAL NICO ROBIN, WHO IS ON THE BRIDGE OF HESITATION, WILL BE EXCLUDED FROM THE TARGETS!! HOWEVER, UNDER THE PRIVATE AGREEMENT WITH ADMIRAL AOKIJI, APPROXIMATE COUNT: 60. TARGETING THE PIRATE STRAWHAT LUFFY AND HIS GANG, TRIGGERING THE BUSTER CALL!!!" A massive ship labeled "MARINE" fires relentlessly. Civilians scream "UWAA- AAH!!!" and "THE BOMBARDMENT HAS BEGUN!!" while others shout "RU- UUUUIN!" and "WE KNOW THAT!!! TRY TO ESCAPE!!" The narration adds: "OTHER DETAILS ARE UNIMPORTANT!! DESTROY THE ENTIRE JUDICIAL ISLAND - ENIES LOBBY!!!"

Panic spreads among the Straw Hats and allies. A character yells, "HE SAID, 'EVEN IF IT WAS INDISCRIMINATE BOMBARDMENT, IT WOULD AVOID ME'!!" Another laughs, "WAHAHA, IT'S ALL BECAUSE I'M HERE!! RIGHT, MY DAD SAID SO, TOO!!" Voices cry, "THOSE WARSHIPS WILL BYPASS THIS BRIDGE! THERE, LOOK, GUYS!! DON'T RUN!!" and "ALL SHIPS, TAKE POSITIONS!!" A figure shouts, "IT'S ALL BECAUSE I'M THE CHIEF OF CP9!!" On the bridge, someone says, "IT'S SAFE HERE!! THERE, LOOK, GUYS! THE BRIDGE THE CRIMINAL NICO ROBIN IS ON WILL BE TEMPORARILY EXCLUDED FROM THE TARGETS!!" Robin stands alone trembling, "I CAN'T STOP TREMBLING...!!" while a large character reacts in horror, "HRMI HEY... YOU...!!... WHAT A HORRIBLE SCENE." Explosions continue with SFX like "ドドドドン!!" and "ゴゴゴ..."

Intense close combat erupts inside a building. A large round character bursts through debris shouting, "MOVE IT!!! HURRY, GUYS!!!" Sanji and others fight while one says, "IT'S OKAY. YOU HAVE MORE THAN THAT... YOU'RE GIVING US TOO MUCH TROUBLE." An injured fighter groans, "I'VE GOT INJURIES ALL OVER MY BODY... ALL MY RIBS ARE BROKEN!!" Another warns, "DON'T SQUAWK LIKE YOU'RE ALL GREAT AND WHATNOT!!" In the next sequence, a character threatens, "DON'T MAKE ME RUN, PLEASE. ALL MY RIBS ARE BROKEN. YOU HAVE MORE THAN THAT..." while another yells, "JUST SHUT UP, BASTARD, OR I'LL MAKE YOU RUN!! LET ME EXPLAIN!! THE WEAPON 'KABUTO' THAT SOGEKING HAS IS...!!!!" The reply comes, "... BY THE WAY, GUYS! DO YOU WANT TO KNOW THE SECRET OF MY NEW WEAPON, KABUTO!I" SFX include "ドドドン!!" and impact sounds.

Signs mark the underground passage beneath the sea. In the flooded chamber, water bursts violently through the walls. A man in a top hat screams in panic, "WHY WATER!!!I WHA!!!I WHY!!!I THERE IS NO ESCAPE HATCH OR ANYTHING!!!" Nearby, another figure yells, "WHAD IN DAH NAME O' BEER IS THIZZZI" A small rabbit-like creature cries "GNYAA!! GNYAA!!" while someone else shouts "WATER~~~!!!" Nami stands amid the chaos, wide-eyed as massive onomatopoeia "どどーん" and "どどどどどど" shake the frame. Water sprays everywhere. In the lower panels, several figures flee down a corridor, one screaming "HEEEELP!!!" as Japanese text "いゃぁぁぁぁぁ" trails behind them.

Water surges through the Bridge of Hesitation. A sign reads "Bridge of Hesitation Luffy vs Rob Lucci." The massive circular chamber floods rapidly. Rob Lucci, in leopard form, clings to a railing and states, "THE PATH TO THIS PLACE HAS BEEN CUT OFF... WHETHER OR NOT ANYONE IS IN THE PASSAGE," as huge SFX "どどーん" and "どど" echo. Below, debris tumbles in the rising tide. In close-up, Lucci warns, "IT IS ONLY A MATTER OF TIME UNTIL THIS ROOM IS COMPLETELY FILLED WITH WATER." Luffy glares furiously, shouting "BAS-TARD!!!"

Luffy leaps across collapsing walkways as gunfire erupts, SFX "タタタン!!" and "ばっ!!" ringing out. He dodges mid-air while Rob Lucci watches from above. In a lower sequence, Luffy swings on railings amid "GRRR!!" and "KURUPPO-" sounds. Lucci, now in full leopard-man form, looms over the scene and declares, "YOU CAN HEAR THE WARSHIPS' BOMBARDMENT, CAN'T YOU," followed by "THIS PLACE IS LOCATED ABOVE SEA LEVEL, SO THE WATER WON'T REACH HERE." A distant voice asks, "WHAT HAPPENED TO THE PIRATES...I" and "WHAT HAPPENED TO NICO ROBIN...I"

Luffy stares intensely at Lucci, vowing "I WILL NOT TAKE MY EYES OFF OF YOU." Lucci replies, "IF YOU WANT TO SAVE THEM, GO AHEAD AND DO SO... YOU MUST BE WORRIED TO DEATH ABOUT THEM." Luffy shouts back, "I WILL NOT TAKE MY EYES OFF OF YOU!!! NO MATTER WHAT THEY ARE GOING THROUGH NOW, THEY WILL SURELY SURVIVE!!! BUT IF I LET YOU GET AWAY HERE... YOU WILL GO KILL MY NAKAMA...!!!" Lucci smirks "FUFU...!" while Luffy yells "NO~~~!!" In the final panels, the bombardment begins; Sanji tells the group "YOU, SHUT UP!! BY THE WAY, GUYS... THE BOMBARDMENT HAS ALREADY BEGUN."

A leopard-spotted fighter glares and speaks: "BUT WILL YOUR ABILITIES MEET THAT RESOLUTIONI" Another voice adds, "I WANT A CERTAIN IDIOT TO HEAR THAT. YOU'RE REALLY CUT OUT TO BE THE BOSS." The leopard man lunges with a flying kick as motion lines streak across the panel. "SAME THING WOULD HAPPEN IF YOU DIED, TOO!!" he shouts. The leopard fighter closes in, yelling "SHIGAN!!!" while delivering rapid strikes. "ZAK!!" and "RAN-KYAKU" echo as the attacks land. Luffy reels from the impact, eyes wide, grunting "UGH!!"

Luffy is hurled through the air by a massive tail strike, the impact marked "HYOUBI*!!!" and "BEP!!" He crashes through debris with a pained "UWAH!!" The leopard fighter looms over him. "CAN YOU DEFEAT ME!I" the spotted man demands. Luffy looks up defiantly from the ground. The leopard man presses the assault as Luffy is sent flying again with "UGH!!" and heavy impact effects.

Luffy, bruised and intense, declares, "IF I CANNOT DEFEAT YOU, I WON'T BE ABLE TO PROTECT ANYBODY!!" His arm stretches and coils with "GOMU GOMU" as he prepares a massive strike. The leopard fighter counters with "TEKKAI" while Luffy unleashes "RIFLE!!!" The spiraling punch rockets forward amid speed lines and impact bursts.

Luffy's fist smashes through the leopard fighter's Tekkai defense with "UTSUGI*!!!" The leopard man explains, "IT'S A COUNTER-ATTACK USING 'TEKKAI.' IF IT WERE AN ORDINARY PERSON'S FIST, IT COULD BREAK INTO PIECES." Luffy is knocked back but recovers. The leopard fighter notes, "FLYING 'SHIGAN'" and "BACHI*!!!" while commenting, "BUT I GUESS I WAS WRONG... AFTER ALL, THE EFFECTS OF THE EARLIER DOPING ARE NOW GONE....I THOUGHT I MET SOMEONE WITH GUTS." Luffy pants heavily amid the ruined arena.

A devastating kick launches a figure backward with explosive force, the impact marked by huge lettering "ドキューン!!!" as the victim cries "UGH!!". In the next exchange the attacker shouts "BE PREPARED!" while driving the opponent down with another crushing blow that draws an "ACK!!!". The defender then calls out "RANKYAKU." The strike lands with a sharp "ドキューン!!!", prompting panicked reactions of "SHIT!!" and "UWAH!!" as the target is hurled aside amid swirling dust and impact lines.

Luffy, breathing heavily "HAA...", unleashes a massive spinning strike labeled "STAMP" that sends debris flying. The leopard-patterned fighter, bloodied and gasping, challenges him: "LET ME SHOW YOU... MY OTHER TECHNIQUE...!!!" and "HAA... HAA... IF YOU WANT TO HAVE A BATTLE OF FORTITUDES,". Luffy responds by declaring "GEAR" then, in close-up with intense eyes and a grin, finishes with "THIRD."

Luffy's left arm inflates into a gigantic balloon-like limb accompanied by the sound "ぼーんっ!!!" and the cry "HONE FULI-SEN!!!". The leopard-patterned fighter reacts with shock "BONE...!I" and "MOK!!". Narration explains "THE POWER OF AIR THAT TRAVELS FROM BONE TO BONE!!". Luffy then announces "BEHOLD!! THIS LEFT ARM IS..." as the massive limb swings forward with a heavy "BOK!!".

The enormous fist is revealed with the declaration "THE ARM OF THE GIANTS!!!". Luffy swings the giant limb downward. The leopard-patterned fighter braces with "TEKKAI!" while Luffy's stretched arm strikes with repeated "ゴム ゴム..." impacts and "ムキ!!" sound effects. The fighter yells "IF IT'S JUST ALL LOOKS, DON'T EVEN BOTHER...!!!" as the blow connects.

A colossal fist smashes into a massive stone fortress rising from the sea. The impact erupts in a violent explosion of shattered stone, metal scaffolding, and flying debris as the structure partially collapses. Massive waves crash around the base of the tower. Sprawling across the upper left, bold Japanese sound effects read "ドゴォォン!!!". On the right side of the page, Monkey D. Luffy appears with an intense, wide-eyed expression, mouth open in a shout. A speech bubble declares "GIGANT PISTOL"!!! A small reaction bubble near the bottom left shows "!!I" amid the surging water and destruction.
