CLASS-2 CRIMINALS

A group of men wearing white berets are shown crawling on their bellies across the ground. The sound effect "ZURI ZURI ZURI ZURI...!!" accompanies their movement. Luffy looks on in shock, his mouth wide open, yelling. Behind him, Conis and Pagaya watch with confused expressions. The men in white berets continue to crawl across the sandy beach towards the Straw Hats' ship, the Going Merry, which is anchored near the shore. A speech bubble from the crawling men shouts, "HALT~~~~!!!" and another says, "SQUAD".

Luffy yells, "UH, WHAT ARE YOU TALKING ABOUT!?". Conis and Pagaya greet the crawling men, saying "HELLO, HESO!!", "HESO!!", and "HESO!!". The men in white berets stand up, revealing their leader, a large man with a prominent chin and a white beret marked with "WB". On the Going Merry, Sanji says, "HEY, LUFFY, IGNORE THEM!! LET'S GO GET NAMI-SAN!!". Usopp adds, "THAT'S WHY I TOLD LUFFY TO GET ON BOARD QUICKLY...". Chopper, looking through binoculars, says, "DUNNO... MAYBE THEY'RE JUST PERVERTS!!!". Sanji replies, "EH--SO THAT'S A PERVERT?". Usopp asks, "WHY WERE THEY CRAWLING ON THE GROUND?". The leader of the White Berets points accusingly and shouts, "YOU!! YOU ARE THOSE CITIZENS OF BLUE SEA! THE SEVEN ILLEGAL TRESPASSERS!!!".

McKinley holds up a photograph and says, "THERE'S NO POINT IN DENYING IT. WE ALREADY RECEIVED THIS FROM THE WATCHER OF HEAVEN'S GATE, AMAZON... THIS IS A PICTURE TAKEN WITH A VISION DIAL!!". Luffy looks at it and asks, "WHAT'S THAT?". Conis and Pagaya are shocked, exclaiming, "EH!!? ILLEGAL TRESPASSERS!!?". Conis pleads with McKinley, "THEY'RE NOT BAD GUYS......THIS CAN'T BE!! IT'S NOT POSSIBLE!! THERE MUST BE A MISTAKE, CAPTAIN MCKINLEY!!". McKinley responds calmly, "...THERE'S NO NEED TO PANIC, THOUGH. PLEASE STOP MAKING EXCUSES. JUST ADMIT YOUR GUILT!". Usopp yells from the ship, "...BUT, THAT OLD LADY SAID... WE COULD PASS!!". Sanji asks, "IS IT ABOUT THE 1 BILLION EXTOL ENTRANCE FEE? WE CERTAINLY DIDN'T PAY IT.". Robin wonders, "...WHY'S HE CALLING US ILLEGAL TRESPASSERS...?".

McKinley explains the situation to Luffy, Conis, and Pagaya. "ACCORDING TO HEAVEN'S JUDGEMENT, ILLEGAL TRESPASSING... IS ONLY A CLASS-11 CRIME. AFTER SERVING THE PUNISHMENT, YOU WILL IMMEDIATELY BECOME REGULAR TOURISTS." Sanji asks, "WHAT'S THE PUNISHMENT?". Usopp complains, "YOU SHOULD HAVE SAID THAT EARLIER! I DON'T LIKE IT, BUT". McKinley states, "IT'S VERY SIMPLE. JUST PAY A FINE THAT IS 10 TIMES THE ENTRY FEE!". Usopp is horrified, his eyes bugging out. "WHA...WHAT!? 70 BILLION EXTOL...!?...HOW MUCH IS THAT IN BELI?". McKinley clarifies, "EACH PERSON IS NOW 10 BILLION EXTOL...WHICH MEANS 70 BILLION EXTOL FOR SEVEN PEOPLE. PAY NOW AND YOUR CRIMINAL STATUS WILL BE ERASED IMMEDIATELY!!".

Usopp yells angrily, "WE RISKED OUR LIVES TO GET HERE. WHY DO WE HAVE TO PAY THAT MUCH MONEY!!?". Sanji agrees, "TOO MUCH!! WITH THAT MUCH MONEY I COULD BUY TONS OF RICE!!". Usopp calculates, "SO 70 BILLION EXTOL WOULD MEAN 7 MILLION BELI......WHICH MEANS HOW MUCH?". McKinley answers, "BELI...THAT'S THE CURRENCY OF THE BLUE SEA, ISN'T IT? IN BELI...10,000 EXTOL IS 1 BELI." Sanji turns away, saying, "LET'S GO FIND NAMI-SAN. SHE MAY BE LOST SOMEWHERE AND CRYING RIGHT NOW!". Usopp says, "HEY... FOGET IT. JUST IGNORE THEM. THAT'S STILL A LOT!". McKinley adds, "IF YOU HAD PAID THE ENTRANCE FEE IN THE BEGINNING, IT WOULD HAVE BEEN ONLY 700,000 BELI." Suddenly, Nami arrives riding the waver, shouting "AH!!". Conis notices her and warns the others, "THIS IS BAD! SOMEBODY'S THERE!! I WONDER IF THEY'RE THE NAKAMA OF THOSE GUYS FROM EARLIER?...PLEASE DON'T DO ANYTHING STUPID, GUYS!!".

McKinley points at the waver Nami is riding. "THIS IS ONLY A WARNING, BUT WE ARE THE WHITE BERETS, THE DIRECT SERVANTS OF THE HIGH PRIESTS. AND IF YOU CONTINUE TO DENY YOUR GUILT, YOUR CRIMINAL STATUS WILL BECOME WORSE! --ALSO, THAT WAVER LOOKS BROKEN! IF YOU BROKE IT, THEN IT'S A CLASS-10 CRIME. THE ONE ABOUT CITIZENS OF THE BLUE SEA BREAKING SKY ISLAND PROPERTY..." Nami quickly denies it, "NO, NO, NO, I'M SORRY. THIS WAS THEIRS TO BEGIN WITH... YEAH, IT'S MINE!". McKinley is suspicious. "THEIRS? THAT'S STRANGE. THERE SHOULDN'T BE ANY WAVERS ON THE BLUE SEA. IF THIS WAS STOLEN FROM SKY ISLAND, IT'S A CLASS-9 CRIME." Sanji gets angry, "SHUT UP! I'M GONNA KICK YOUR ASS!". Usopp tries to stop him, "PLEASE WAIT!!!!!!!". Sanji then swoons over Nami, "AAAHH!! NAMI-SAN, YOU'RE SAFE!". Usopp warns Luffy, "LUFFY!! DON'T OPPOSE THOSE MEN!! BUT THESE GUYS...". Luffy asks Nami, "DON'T OPPOSE THEM...? HEY, NAMI!! CAN WE AFFORD TO PAY AN ENTRY FEE OF 7 MILLION BELI!?". Nami, looking panicked, replies, "...THAT'S GOOD! SO WE CAN STILL JUST PAY THE FEE...7 MILLION BELI...".

Nami loses control of the waver and drives it right over McKinley's face. McKinley screams in pain, "THAT'S TOO DAMN EXPENSIVE!!!!!!". The waver crashes onto the sandy beach, sending Nami flying. Nami looks shocked and frustrated, thinking, "CRAP!! BECAUSE OF THEIR RIDICULOUS HIGH FINE, I LOST IT...!!!". The other White Berets rush towards their fallen captain, yelling, "CAPTAIN--!!!", "AH!!", "GUA!!", and "HEY!". Usopp watches the chaos unfold.

Conis politely says to Nami, "OH, MISTER, THANKS FOR LETTING ME USE THE WAVER. IT WAS VERY FUN!!". Pagaya adds, "NO, NO. DON'T MENTION IT...". Luffy suggests, "LET'S RUN NOW, LUFFY!!". Usopp questions him, "WHAT!! WHY? DIDN'T YOU ALREADY ATTACK THEM!?". McKinley rises from the ground, his figure cast in a dark silhouette, trembling with rage. "...THERE IS NO ESCAPE!!! NOT ONLY WERE YOU IMPOLITE TO US, HOWEVER, YOU ARE IN BIG TROUBLE...!! HER ACTION HINDERED A PUBLIC OFFICIAL, WHICH IS A CLASS-5 CRIME...!! HOLD IT~~!!! BESIDES, THAT WAS JUST AN ACCIDENT!! IF WE MESS WITH "GOD," IT'LL BE A REAL PAIN!!". McKinley then shouts his verdict, "WITH THE POWER INVESTED IN ME BY GOD ENEL, I SENTENCE YOU TO CLOUD DRIFTING!!". Conis is horrified by the sentence, gasping, "CLOUD DRIFTING...THI... THIS CAN'T BE!!!".

Luffy asks, "WHAT'S THAT? CLOUD DRIFTING SOUNDS COMFORTABLE!". Conis frantically explains, "IT'S NOT GOOD AT ALL!! IT MEANS PUTTING YOU AND YOUR SHIP ON A PIECE OF ISLAND CLOUD SO YOU WILL DRIFT IN THE SKY UNTIL YOU DIE. IT'S A DEATH PENALTY!!". Robin realizes the implication, "I SEE...NO WONDER SHIPS WOULD FALL FROM THE EMPTY SKY... THE GALLEON THAT FELL FROM THE SKY. IT PROBABLY RECEIVED THE SAME SENTENCE 200 YEARS AGO.". Usopp is shocked, "WHAT?". McKinley commands his men, "GET THEM!!!!!!". Luffy looks determined and ready to fight, saying "HAH!!". Usopp is terrified, his eyes wide and a skull appearing behind him for comedic effect. The White Berets draw their bows, aiming arrows at the Straw Hats with a "GIRIRIRIRI...!!" sound.

Conis yells to the Straw Hats, "RUN!! YOU GUYS CAN'T BEAT THEM!!". McKinley glares at her menacingly and warns, "DON'T SAY THAT, MISS. YOU SOUND LIKE YOU'RE TRYING TO HELP THE CRIMINALS!". McKinley then orders his men, "FIRE!!". The White Berets release their arrows. The arrows fly towards Luffy, Zoro, and Sanji. As the arrows travel, they leave thick trails of cloud behind them. The attack is called "MILKY ARROW!!!".

Luffy dodges the incoming arrows and yells, "NAMI!!! YOU'RE IN THE WAY. GET BACK TO THE SHIP!!!". Nami runs away, screaming "...OK!!! KYAAA!!". Luffy looks at the trails left by the arrows and asks, "WHAT ARE THOSE THINGS?". The arrows strike the ground, and the cloud trails solidify into paths. Someone exclaims, "CLOUD!!?". The White Berets then use dials attached to their shoes to skate rapidly along the newly formed cloud paths, moving swiftly towards the Straw Hats.

A White Beret skates quickly along a cloud path towards Luffy, swinging a sword. Zoro easily dodges an attack from another White Beret, observing, "OH--I SEE!!". Luffy also dodges an attack, looking surprised, "OH!!?". One of the White Berets skates up a cloud path that spirals around a palm tree, gaining height. Luffy is impressed, saying, "YOU GUYS HAVE SOME COOL STUFF!!". Usopp watches in disbelief, asking, "HOW DID THAT GUY...?".

Luffy smiles confidently and winds up his arms, preparing an attack. "GOMU GOMU NO...". Conis and Pagaya watch in astonishment. "EH!!? HIS ARM STRETCHED.", "WHAT!!?". Luffy spins his arms rapidly, creating a blur of motion. McKinley watches in shock, sweating profusely as he realizes what he's seeing. "COULD IT BE... DEVIL FRUIT...!!".

Luffy unleashes his attack, a massive barrage of punches and kicks that strike in all directions. "HANABI*!!!". A note explains that Hanabi means Firework. The White Berets are caught in the flurry of blows and are sent flying through the air, screaming "GUWAAAH!!". The bottom panels show the aftermath: the White Berets are defeated, lying unconscious or groaning on the ground, their weapons scattered.

Sanji stands victorious, his foot resting on a defeated White Beret. He asks, "--BY THE WAY, NAMI... HOW MUCH MONEY DO WE HAVE ON BOARD NOW?". Nami replies, "50,000 BELI.". Sanji is surprised, "50,000!?... THAT'S IT?". Usopp adds, "YEAH, NORMALLY IT WOULD ONLY LAST US FOR 1 OR 2 DAYS!". Nami angrily lectures them, "WHY ARE WE SO POOR!? I'M THE CAPTAIN, SO I'LL SAY SOMETHING... YOU GUYS SHOULD THINK ABOUT HOW YOU SPEND OUR MONEY!!". Luffy retorts, "IT ALL GOES TOWARD FEEDING YOU!". Usopp proudly declares, "GOOD. MY "FORMATION B" BATTLE PLAN WORKED PERFECTLY JUST NOW.". Conis is amazed, "REALLY!!?". Pagaya is stunned, "...THEY DEFEATED THE... WHITE BERETS...!! CITIZENS OF BLUE SEA USUALLY HAVE PROBLEMS FIGHTING HERE...".

McKinley, battered and lying on the ground, chuckles darkly. "HA...HAHAH. YOU FOOLS... IT WOULD HAVE BEEN FINE IF YOU HAD DONE AS I SAID... WE, THE WHITE BERETS, ARE THE NICEST LAW ENFORCERS IN GOD LAND.". Nami looks concerned. McKinley continues his warning, "THEY, ON THE OTHER HAND...WON'T BE SO FORGIVING...!! WITH THIS, YOU HAVE BECOME CLASS-2 CRIMINALS. NO MATTER HOW MUCH YOU CRY OR SCREAM... HAHAHAHA HAHA...". Luffy listens with a serious expression. McKinley shouts his final threat, "THE PRIESTS OF "UPPER YARD"... WILL PERSONALLY JUDGE YOU!!! HESO!!!!".
