CLASS-2 CRIMINALS

A massive impact shakes the ground as a huge figure crashes down, the enormous onomatopoeia "ズリズリ ズリズリ...!!" dominating the top panel while the man lies prone with clenched fists and a furious glare. THIS IS A PICTURE TAKEN WITH A VISION DIAL!!" A woman in a hat reacts with "HUHI WHAT'S THATI" while another figure exclaims "EH!!I" and "ILLEGAL TRESPASSERS!!I" with a large "ガーン!!" effect. In the jungle clearing, the Straw Hats face a crowd as someone protests, "...THIS CAN'T BE!! IT'S NOT POSSIBLE!! THERE MUST BE A MISTAKE, CAPTAIN MCKINLEY!! THEY'RE NOT BAD GUYS..." McKinley continues from his platform, "...THERE'S NO NEED TO PANIC, THOUGH. PLEASE STOP MAKING EXCUSES. JUST ADMIT YOUR GUILT!" The group on the dock reacts with confusion: "...BUT, THAT OLD LADY SAID... WE COULD PASS!!" "IS IT ABOUT THE 1 BILLION EXTOL ENTRANCE FEEI WE CERTAINLY DIDN'T PAY IT." and "...WHY'S HE CALLING US ILLEGAL TRESPASSERS...I"

On the shore of the strange island, a winged man in a flowing robe addresses the group with calm authority. "IS ONLY A CLASS-2 CRIME. AFTER SERVING THE PUNISHMENT, YOU WILL IMMEDIATELY BECOME REGULAR TOURISTS." Another voice adds, "ACCORDING TO HEAVEN'S JUDGEMENT, ILLEGAL TRESPASSING..." The winged man gestures toward the distant ship and small boat on the water. In the next panels, a stern man with a headband and braided hair declares, "IT'S VERY SIMPLE. JUST PAY A FINE THAT IS 10 TIMES THE ENTRY FEE!" Sanji, cigarette in mouth and arms crossed, replies, "YOU SHOULD HAVE SAID THAT EARLIER! I DON'T LIKE IT, BUT WHAT'S THE PUNISHMENTI" Nami stands nearby with hands on hips. Suddenly a shocked local man with a mask-like face yells, "WHA...WHATI 70 BILLION EXTOL...!I...HOW MUCH IS THAT IN BELII" The winged man explains from behind, "EACH PERSON IS NOW 10 BILLION EXTOL... WHICH MEANS 70 BILLION EXTOL FOR SEVEN PEOPLE. PAY NOW AND YOUR CRIMINAL STATUS WILL BE ERASED IMMEDIATELY!!"

Sanji throws his head back in outrage, shouting, "WE RISKED OUR LIVES TO GET HERE. WHY DO WE HAVE TO PAY THAT MUCH MONEY!!!I" Usopp gestures wildly, "TOO MUCH!! WITH THAT MUCH MONEY I COULD BUY TONS OF RICE!!" and "SO 70 BILLION EXTOL WOULD MEAN 7 MILLION BELI....WHICH MEANS HOW MUCHI" Zoro growls from the side, "BELI... THAT'S THE CURRENCY OF THE BLUE SEA, ISN'T ITI IN BELI...10,000 EXTOL IS 1 BELI." Sanji clutches his head in frustration while Nami watches. Usopp waves it off, "HEY... FORGET IT. JUST IGNORE THEM." The winged man continues, "IF YOU HAD PAID THE ENTRANCE FEE IN THE BEGINNING, IT WOULD HAVE BEEN ONLY 700,000 BELI." In the distance the ship rocks on the waves. Below, a panicked blonde girl cries out, "THIS IS BAD! SOMEBODY'S THERE!! I WONDER IF THEY'RE THE NAKAMA* OF THOSE GUYS FROM EARLIERI...PLEASE DON'T DO ANYTHING STUPID, GUYS!!" as impact lines and "AH!!" burst around her. *NOTE: NAKAMA - IN ITS MOST SIMPLEST TERM, MEANS FRIEND

A woman in a long patterned dress points at a broken waver on the shore and declares, "IF YOU BROKE IT, THEN IT'S A CLASS-10 CRIME." Nearby, a large man with a scar and beret warns, "--ALSO, THAT WAVER LOOKS BROKEN!" and continues, "AND IF YOU CONTINUE TO DENY YOUR GUILT, YOUR CRIMINAL STATUS WILL BECOME WORSE! THIS IS ONLY A WARNING, BUT WE ARE THE WHITE BERETS, THE DIRECT SERVANTS OF THE HIGH PRIESTS." The narration box states, "THE ONE ABOUT CITIZENS OF THE BLUE SEA BREAKING SKY ISLAND PROPERTY..." Luffy, wearing his straw hat, snaps back, "SHUT UP! I'M GONNA KICK YOUR ASS!" while Nami protests, "PLEASE WAIT!!!!!!" The woman replies, "IF THIS WAS STOLEN FROM SKY ISLAND, IT'S A CLASS-9 CRIME." Luffy questions, "THEIRSI THAT'S STRANGE. THERE SHOULDN'T BE ANY WAVERS ON THE BLUE SEA." The woman insists, "NO, NO, NO, I'M SORRY, THIS WAS THEIRS TO BEGIN WITH..." as a small voice adds, "YEAH, IT'S MINE!" In the next panels, the woman stands on the waver saying, "...THAT'S GOOD! SO WE CAN STILL JUST PAY THE FEE...7 MILLION BELI..." Luffy yells, "DON'T OPPOSE THEM...I HEY, NAMI!!" and "CAN WE AFFORD TO PAY AN ENTRY FEE OF 7 MILLION BELI!I" Nami shouts, "LUFFY!! DON'T OPPOSE THOSE MEN!!" while another voice warns, "BUT THESE GUYS..." The final panel shows Nami with hearts around her head exclaiming, "AAAAH!! NAMI-SAN, YOU'RE SAFE!"

A massive close-up shows a masked man in a white beret uniform yelling furiously, "THAT'S TOO DAMN EXPENSIVE!!!!!!" as he hurls a large mechanical waver through the air. The vehicle arcs high over the beach and crashes into the distance. On the ground, Conis clutches her head in panic and cries, "CRAP!! BECAUSE OF THEIR RIDICULOUS HIGH FINE, I LOST IT...!!!!" A small voice yelps, "AH!!" In the final panels, a man with curly hair shouts, "CAPTAIN--!!!" while another figure points and calls out, "HEY!" as "GUA!!" and impact sounds "!!" echo near the distant crash site.

The crew panics after an accidental collision. "WHAT!! WHYI DIDN'T YOU ALREADY ATTACK THEM!I" someone yells as figures tumble across the sand. "LET'S RUN NOW, LUFFY!!" Luffy is urged to flee. A polite voice replies, "NO, NO. DON'T MENTION IT... IT WAS VERY FUN!!" and "OH, MISTER, THANKS FOR LETTING ME USE THE WAVER." The situation escalates when an imposing silhouette blocks their path. "HOLD IT~~~!!!" the figure roars. "BESIDES, THAT WAS JUST AN ACCIDENT!! IF WE MESS WITH 'GOD,' IT'LL BE A REAL PAIN!!" another warns. The official declares, "HOWEVER, YOU ARE IN BIG TROUBLE....!! HER ACTION HINDERED A PUBLIC OFFICIAL, WHICH IS A CLASS-5 CRIME....!" The shadowed priest continues, "...THERE IS NO ESCAPE!!! NOT ONLY WERE YOU IMPOLITE TO US," as the threat looms. Nami stares in horror at drifting clouds. "CLOUD DRIFTING...THI... THIS CAN'T BE!!!" she cries. The priest raises his hand and intones, "WITH THE POWER INVESTED IN ME BY GOD ENEL, I SENTENCE YOU TO CLOUD DRIFTING!!"

Luffy's group processes the sentence. "I SEE...NO WONDER SHIPS WOULD FALL FROM THE EMPTY SKY..." a woman observes. "WHATI" another asks. The explanation follows: "THE GALLEON THAT FELL FROM THE SKY... IT PROBABLY RECEIVED THE SAME SENTENCE 200 YEARS AGO." Nami realizes the horror. "IT'S NOT GOOD AT ALL!!! IT MEANS PUTTING YOU AND YOUR SHIP ON A PIECE OF ISLAND CLOUD SO YOU WILL DRIFT IN THE SKY UNTIL YOU DIE." Luffy reacts with shock. "WHAT'S THATI CLOUD DRIFTING SOUNDS COMFORTABLE!" he blurts. The priest laughs, "HAH!!" and orders, "GET THEM!!!!!!" Nearby, a skull-faced man and a terrified curly-haired man react with panic. Below, archers draw their bows in unison, strings taut with a sharp "GIRIRIRI...!!" sound as arrows are aimed skyward.

A stern man with a headband and facial scar glares intensely, shouting, "YOU SOUND LIKE YOU'RE TRYING TO HELP THE CRIMINALS!" Nearby, another voice warns, "DON'T SAY THAT, MISS." Nami, looking terrified with wide eyes and sweat drops, yells desperately, "RUN!! YOU GUYS CAN'T BEAT THEM!!" Below, soldiers aim weapons as one shouts "FIRE!!" A massive impact erupts with the cry "MILKY ARROW!!!" as a winged figure launches a glowing projectile. Sanji stands ready with a sword, while Zoro grips his blade nearby and Nami watches in shock with a visible "!I" reaction. SFX like ギロッ emphasize the tense standoff.

Luffy sits on wooden planks, startled, asking "WHAT ARE THOSE THINGSI" as he spots a massive creature. He shouts urgently, "NAMI!!! YOU'RE IN THE WAY. GET BACK TO THE SHIP!!!" Nami cries out "KYAAA!!" and "...OK!!!" while dodging. A huge snake-like beast lunges with sounds "TON!!" "BAH!!" "BAH!!" and "OHH!!" Someone yells "CLOUD!I" amid flying debris and impact lines. Explosive sound effects "ギエッ" and "ズゴ" mark the violent clash. In a close panel a wide-eyed character realizes "OH--I SEE!!" Another panel shows a figure shouting "SUKAH!!" as motion lines streak past. "OH!!I" cries a surprised voice. Someone exclaims, "50,000!I... THAT'S ITI" "50,000 BELI." On the ground below, a winged girl notes, "WHITE BERETS... CITIZENS OF BLUE SEA USUALLY HAVE PROBLEMS FIGHTING HERE..." A small figure with a hat gasps, "...THEY DEFEATED THE... REALLY!I" A bandana-wearing woman states, "GOOD. MY 'FORMATION B' BATTLE PLAN WORKED PERFECTLY JUST NOW." with the sound "カパッ --w!" and "H" reactions nearby.

On a tropical shore under cloudy skies, the White Berets confront the group. One declares, "WE, THE WHITE BERETS, ARE THE NICEST LAW ENFORCERS IN GOD LAND." Another warns, "IT WOULD HAVE BEEN FINE IF YOU HAD DONE AS I SAID..." A third laughs, "HA...HAHAH. YOU FOOLS..." Luffy stares with wide, shocked eyes. The White Berets continue, "NO MATTER HOW MUCH YOU CRY OR SCREAM..." and "WITH THIS, YOU BECOME CLASS-2 CRIMINALS." They add, "THEY, ON THE OTHER HAND...WON'T BE SO FORGIVING...!!!" Nami sweats nervously nearby while a blond man and others stand by a docked ship. In a dramatic close-up, a priest-like figure with a headpiece sweats heavily and shouts, "WILL PERSONALLY JUDGE YOU!!! THE PRIESTS OF 'UPPER YARD'..." He finishes with a loud "HESO!!!!" as impact lines and sweat drops emphasize the threat.
