Sanji is running frantically down a street, a cigarette clenched in his teeth, his face contorted in panic as he yells at the top of his lungs, 'HEY, HEY!!! THERE'S A FREAKIN' GIANT HIGH TIDE CALLED AQUA LAGUNA COMIN' THIS WAY-----!!!' Running right beside him is Chopper in his Heavy Point form, looking equally terrified with his mouth wide open as he screams, 'YEAH, YEAH!!! THIS TOWN'S GONNA SINK AT AROUND MIDNIGHT!!! THE BEACH IS GONNA GO "BLOOP"!!!' The two of them sprint desperately, with Sanji urging them forward, 'THIS'S BAD!!! WE CAN'T JUST STAND AROUND DOING NOTHING!!! WE GOTTA GET TO A HIGHER PLACE!!!' Chopper wholeheartedly agrees, crying out in fear, 'YEAH, YEAH!!! WE GOTTA TAKE REFUGE!!! REFUGE!!! REFUGE!!!' As they dash past, an unidentified man leaning casually against a wall glances at them silently, observing their frantic escape with a string of ellipses.

A wide, panoramic view of the city of Water 7 shows the intricate waterways and buildings. The wind is blowing strongly across the city, indicated by a large 'FWOOSH' sound effect. Someone remarks silently with ellipses and an exclamation mark in a speech bubble. In another part of the city, Usopp, who is heavily bandaged and wearing his signature goggles, looks up thoughtfully, wondering to himself, '... WHAT WAS THAT CONVERSATION...?' Meanwhile, panic ensues elsewhere as people run away in fear, shouting, '...?? RUN AWAY...!!!' Down at the docks, the Going Merry is moored, its pirate flag flapping violently in the strong wind. Usopp continues his train of thought, saying, 'SOMETHING ABOUT A HIGH TIDE... NOW THAT I THINK ABOUT IT, THE WIND'S KINDA STRONG TODAY...' In the background of the dock scene, the tiny figures of Sanji and Chopper can be seen running and yelling in the distance.

A massive, angry crowd has gathered in front of the large gate of Dock 1, shouting, 'GET EM!!!' and 'DON'T LET THE ASSASSINS GET AWAY~~~!!!' In the midst of the chaos, Paulie has grabbed Nami roughly by the collar of her shirt. He glares at her, yelling, 'DON'T PLAY DUMB WITH US, YOU ASSASSIN!!! HOW DARE YOU SHOOT ICEBERG-SAN?!! I WON'T LET YOU GET AWAY!!!' Nami struggles against his grip, protesting loudly, 'STOP IT!! LET GO OF ME!! I DIDN'T DO ANYTHING!!' Standing a short distance away, Luffy faces Paulie and the other Galley-La foremen—Rob Lucci, Kaku, Tilestone, and Peeply Lulu—who are lined up behind Paulie. Luffy demands, 'HEY!! STOP IT!!!' Nami reiterates, 'WE DIDN'T DO ANYTHING!!!' Paulie remains silent, while Luffy mutters, 'DAMN!!'

Paulie, smoking his cigar, adds ominously, 'AND THIS CITY... WATER SEVEN ALSO BECOMES YOUR ENEMY!!!' The crowd behind the foremen cheers aggressively, 'CRUSH THEM!! GALLEY-LA COMPANY!!!' Suddenly, Franky, wearing his sunglasses, interrupts the scene, looking annoyed. He tells the Galley-La workers, 'GET OVER IT, PIRATES.' Luffy, frustrated by the accusations, yells out, 'YO!!! The crowd of Galley-La workers, believing Luffy was hit, cheers enthusiastically, shouting, 'BULLS-EYE!!!' and 'WOW!!!' Someone in the crowd remarks, 'THAT WAS CLOSE!'

Luffy finds himself suddenly pinned against a solid stone wall, his arms trapped by two swords thrown by Peeply Lulu that have embedded themselves deeply into the wall on either side of him. Luffy struggles against the blades, gritting his teeth and saying, '!!! DAMN, I CAN'T MOVE!' He pants heavily, 'HAA HAA,' desperately trying to free himself from the trap. Just then, Tilestone aims his massive shoulder cannon directly at the trapped Luffy. Luffy looks on in horror, yelling, '!!? WAH AH' as he realizes he cannot dodge. Tilestone fires, and a massive, deafening explosion obliterates the section of the wall where Luffy was pinned, sending a huge plume of thick black smoke and debris high into the air.

The crowd of Galley-La workers cheers wildly, raising their arms and shouting, 'THEY GOT HIM!!!' and 'LUFFY!!' Meanwhile, Franky is laughing uproariously, surrounded by his followers, Mozu and Kiwi. He throws his head back and yells, 'AHAHAHAHA!! YIAAAAAY!! WE'RE IN A REALLY GOOD MOOD RIGHT NOW! YEAH, HE CAN JUST GO FLYING AWAY FOR ALL I CARE!!' Franky then points an accusing finger at the Galley-La foremen, continuing, 'AND I WAS SUPPOSED TO BE THE FIRST ONE TO FIGHT HIM! NO, NO, NO, BUT SEE... THAT STRAW HAT MIDGET'S SUPPOSED TO BE HATED BY THE FRANKIES! SO, AS I SAID, DON'T COME STEALING MY PREY, YOU BASTARDS, RIGHT...' Tilestone, grinning broadly, ignores Franky's complaint and boasts, 'THIS IS JUST WHAT WE EXPECT FROM OUR PROUD GALLEY-LA COMPANY!!!'

Franky suddenly attacks the Galley-La foremen, swinging a large, heavy object and smashing it into them. He yells angrily, 'SO HOW MANY TIMES'RE YOU GONNA MAKE ME SAY IT??!!!' The foremen are knocked backward by the impact, and someone shouts, 'GALLEY-LA!!!!' Paulie, recovering, tells Franky, 'JUST WAIT A BIT. WE'LL TAKE CARE OF YOU WHEN WE'RE DONE WITH HIM.' Franky ignores him and attaches a metal pipe to his forearm, saying, 'CONNECTOR SET...' The crowd panics, realizing what he's doing. They scream, 'FRANKY IS GONNA DO SOMETHING REALLY BAD!!!' 'RUN AWAY, GALLEY-LA!!!' and 'PAULIE, WATCH OUT!!!' Paulie looks confused, a question mark above his head. Franky glares at them, his arm now modified, and says, 'I'M ASKIN'...!!! WHY ARE YOU TAKIN' MY PREY...?!! YOU KNOW WHAT? FINE, I DON'T THINK YOU'LL UNDERSTAND WITH WORDS ALONE...'

The crowd of workers flees in terror, shouting, 'GALLEY-LA, RUN AWAY!!' 'A CANNON?' 'THE CRANE...?' and 'HE USED THIS TO BREAK THAT HUGE CRANE EARLIER!!!' Franky aims his modified, swollen left arm, which has a large black star tattooed on it, toward the docks. He declares, 'OH NO, THERE WON'T BE ANY BULLETS COMIN' OUTTA THIS THING. IT'S ONLY THE "AIR BULLET" THAT'S GONNA FLY....' Behind him, Mozu and Kiwi cheer him on, yelling, 'DO IT, BRO~~~!!' Franky unleashes his attack, shouting, 'ALTHOUGH... IT'S WAY FASTER THAN A NICE BREEZE. COUP DE VENT!!!!' The workers scream in panic, 'AIR?' 'IT'S DANGEROUS! RUN!!!' and 'AAAAAAAHHHHH!!!' as the massive blast of air is fired.

A massive, devastating double-page spread showcases the sheer destructive power of Franky's 'Coup de Vent' attack. A gigantic blast of compressed air tears through Dock 1 with unimaginable force. The sheer power of the wind obliterates buildings, scaffolding, and ships, sending massive chunks of wood, metal, and debris flying violently into the air. In the bottom left corner, tiny figures of Galley-La workers can be seen being blown away by the massive shockwave, screaming 'WHOAAA!!!' as they are tossed around like ragdolls. Franky laughs maniacally at the destruction he caused, 'AHAHAHA! YEAH, JUST GO AND BE CRUSHED.' The massive crane at the dock begins to topple over, prompting screams from the fleeing workers: 'RUN AWAY! IT'S COMING THIS WAY!!!' and 'WAAAH!!! THE CRANE'S GONNA FALL OVER AGAIN!!!' Paulie is shown being blown backward by the residual wind, shocked. He stammers, 'OH...!!! WHAT...!!? IT WAS LIKE... BEING HIT BY SOME MASSIVE WIND PRESSURE...!!!' The destruction continues to spread across the shipyard, with buildings collapsing and people screaming, 'BE DESTROYED!!!' 'THIS SHIPYARD SHOULD AAAAAHHHH!!!' The Galley-La workers watch in despair as their workplace is ruined. One cries out, 'THE FIRST DOCK IS COLLAPSING!!!' while another adds, 'EVEN THE UNFINISHED GALLEON...!!'

Amidst the chaos and dust, Luffy is seen running away, carrying Nami under his arm. He yells, 'NAMI!!! RUN!!' Nami, looking relieved but shocked, replies, 'LUFFY!! YOU'RE OK!?' Luffy, looking frustrated, complains, 'I DON'T GET IT. LIKE I'M GETTING SCREWED BY THAT!!...HAA...' Nami retorts, 'WHAT!? HOW CAN WE IN THIS UPROAR?!!' The workers give chase, yelling, 'AFTER THEM!!' and 'THEY RAN AWAY!!' Luffy continues to run, telling Nami, 'DON'T LET GO!!' while she cries out, 'WAH!! WAIT!!'

The dust finally begins to settle over the completely ruined Dock 1. Franky stands amidst the extensive wreckage, but his appearance has drastically changed: his signature towering pompadour hair is now completely flat and drooping over his face. His followers, Mozu and Kiwi, approach him cautiously, calling out, 'BRO.' Franky replies with a simple, 'HM?' He explains his deflated appearance to them, saying, 'I'M ALL TAPPED OUT... LOOK AT MY HAIR. WITH MY COUP DE VENT'. One of his followers notes, 'NAH. THEY RAN AWAY. YOU'RE NOT GOING TO CHASE THEM?' Franky grins wickedly, his flat hair making him look entirely different, and laughs confidently, 'MWAHAHAHA, SO HE REALLY IS WORTH 100 MIL. HE'S GONNA BE TOUGH. WE WERE INTERRUPTED. I'LL MAKE HIM DISAPPEAR AFTER I REFUEL.'
