The older Marine warns, "THIS WILL KILL THE MORALE OF EVERY MARINE AND WEAKEN THE WHOLE NAVY. IF WE DON'T NEUTRALIZE THIS 'CROSS GUILD' GROUP SOON..." A woman with long hair replies about Kujaku teaming up with Koby. Someone yells "WHATI!" upon hearing about Hachinosu. Sound effects like "んごっ" and "がくがく" show reactions. A sign reads "正々" on a Marine's back.

A massive cheering crowd fills the stands of a grand circus arena on Emptee Bluffs Island in the New World. Banners wave as the audience roars. A large sign reads "EMPTEE BLUFFS ISLAND, NEW WORLD". Narration and voices proclaim: "BE PROUD! THE EMPERORS OF THE UNDERWORLD ARE SMILING BECAUSE OF YOU!" and "EVERYONE IS PROCLAIMING THE BIRTH OF A NEW STAR! A CHAMPION OF EVIL!" Someone calls out "THANK YOU..." while another says "GOOD JOB CROSSING THE SEAS AND MAKING IT HERE!" In the foreground, a wild-haired man with a hook hand laughs uproariously "GYA HA HA HA HA!!" and shouts "YOU'RE 'EVIL CHARISMA' INCARNATE! STOP BEING SO HUMBLE!" and "DON'T MENTION IT! YOU TOOK DOWN ONE OF NAVY HQ'S FINEST VICE ADMIRALS!" A scarred, curly-haired man clutches a sack and replies "THANK YOU SO MUCH. I HEARD MY FAMILY RECEIVED THE PAYMENT..." Buggy's crew surrounds him in excitement. One growls "HE'S ON ANOTHER LEVEL. THE TWO-BIT PIRATES YOU'VE MET BEFORE AREN'T FIT TO LICK HIS BOOTS!" while another cheers "GET ITI ONE OF THE EMPERORS IS TAKING YOU UNDER HIS WING, THE BOMBASTIC CLOWN HIMSELF! BUGGY-SAMA!" Buggy himself grins widely and declares "REST EASY, FRIEND! WE'LL TAKE CARE OF YOU. AS A FELLOW PIRATE!" A crew member questions "AS A PIRATEI" The crowd erupts with "BUGGY IN THE FLESH!! BUGGY IN THE FLESH!! YAAAAH! IT'S BUGGY-SAMA IN THE FLESH!" and "NEVER FORGET THIS MOMENT! YOU'RE STANDING FACE TO FACE WITH A LIVING LEGEND!" Buggy waves them off, saying "SORRY TO INTERRUPT YOU, BARLEY-SAMA! YOU'RE SO FRESH! THAT MAKES ME SOUND LIKE SOME KIND OF CEREAL!" In a quieter panel a woman with long hair states "I'VE GOT SOME TALENTED SHIPWRIGHTS UNDER ME! LEAVE THE SHIP TO ME!" The final panel shows a massive serpentine creature declaring "A SHIP WORTHY OF CROSS GUILD! WE'VE FINISHED IT, SIR!"

Buggy strikes a dramatic pose on stage amid fireworks and cheering, his striped hat and cape flowing. A terrified crewmate screams "KYAAAAA AAAH!!!" while Buggy laughs triumphantly. A voice notes "MAKING YOU THE FIGUREHEAD WAS THE OBVIOUS CHOICE, CHAIRMAN BUGGY ♡" and another adds "I THINK IT TURNED OUT GREAT!" In a side panel Buggy tells a subordinate "LET'S TAKE THIS TO THE MEETING ROOM." The next scene shows a dark figure in a feathered hat standing before a massive cage as someone protests "YOU EXPECT US TO USE THIS THING...I!" A sign marks "IN THE MEETING ROOM..." with sound effects "ギギギ ワラワラ" as two figures enter. The final wide shot reveals the full Cross Guild stage with the logo "CROSS GUILD" and the massive crowd chanting "YOU GUYS REALLY OUTDID YOUR-SELVES!! LET'S HEAR IT FOR THE GREATEST SHIP EVER!!"

Inside the meeting room Crocodile and a bearded man in a black hat sit at a table while a hanging prisoner pleads "JUST KILL ME ALREADY... PLEASE." Crocodile states "AND BECOME A STRONG MILITARY STATE... BUT BEFORE ALL THAT WE NEED TO ESTABLISH... WE NEED TO HAVE UNPARALLELED INFLUENCE TO FORM OUR UTOPIA... THE NAVY IS STARTING TO UNDERSTAND THE THREAT WE POSE... PUBLIC AWARENESS OF CROSS GUILD IS GROWING AS PLANNED." The prisoner mutters "THE PAIN..." Buggy bursts in yelling "HOW CAN YOU CALL YOURSELF PIRATES WITH SCHEMES LIKE THATI!" Crocodile snaps back "YOU'RE DOING IT ALL BACKWARDS!!" A crewmate asks "WHAT DID THIS COCKROACH JUST SAY...I" while another warns "A-AND I-I KNOW YOU MAY DO AWAY WITH ME FOR SAYING THIS, BUT...!! WEALTH, YOU'RE SAYING WE NEED WEALTH AND POWER, RIGHTI I-I MAY BE OUT OF LINE HERE..."

In a dimly lit stone room filled with chains and tools, a large silhouetted figure sits at a table facing young Buggy and Shanks. The figure asks, "...Circumstances prevented us from going to Laugh Tale with the others...! We used to be on the Pirate King's crew together, but... You know red hair is making his move too! You must have heard, rightI Now tell me... Way back when... What did you guys want to beI!" Young Shanks replies, "You said your crew would reach Laugh Tale one day too! You said it yourself, ShanksI!" Buggy answers, "Yeah..." A caption reads, "24 years ago. The day Gold Roger was executed..." Shanks continues, "I knew I couldn't measure up, so I let go of my real dream...! When I sailed with Shanks... He shone so brightly with potential..." Buggy snaps, "I'm not going to work under you, idiot! Come with me, Buggy! You're not the next generation's kingI! I misjudged you Shanks!! You coward!!" Shanks responds calmly, "I'm not ready to go for it yet. But I've still changed my mind... For now at least. I'm still gonna be a pirate." Buggy yells, "WHAA AAATI!"

The argument escalates as Buggy rages, "That no-good Shanks is finally making his move... But what good is it nowI!" A voice replies, "... I don't know why, but somehow, through luck or chance or whatever... We're on equal footing again! I still haven't forgiven you for that!! It's my fault I lost that treasure map!! You better watch your back next time we meet!!" Another figure shouts, "Don't you care about following in Captain Roger's footstepsI! You haven't forgotten, have youI!" Buggy then roars with a massive close-up, "I WANNA BE KING OF THE PIRATES!! And if that's the way it is, I may as well go ahead and say it!" Shanks and the others respond, "Let's go for it! Let's go and claim the ultimate treasure! PowerI WealthI Why stop there when we can have it allI!"

The scene intensifies with chaotic action panels. A voice urges, "Every moment you cling to life might be your last, so why ignore that screaming urge inside youI! It's time for us to set sail, to reach out and grasp what we all desire most! Chairman Buggy wants to give us back that spark...I! Oh man, I'm not sure I'm ready for this!!" Buggy yells, "Huff... Huff... What dream drove you all to the seaI! Stop it, Buggy!! Listen up, men!!" Explosions erupt as figures clash. A massive spread reveals a grand circus-like structure with the words "...THE ONE PIECE!!" and "WOOOO OOOO!!" A voice declares, "IT'S TIME FOR US TO FINALLY GO AND CLAIM..." Other voices argue, "You think we're just going to carry you to the topI I can't believe you're deluded enough to buy your own con. Remember, we're only letting you keep that title of yours because it benefits us. G'YAAA AAAA!! With red hair, Blackbeard, and Straw HatI Do you really expect us to just pick fights... You don't have a clue, let alone a plan. We're not 'playing pirates' here!! This is serious business. There are some words that light a fire in the heart of every pirate! Let me show you!! We only need to beat them to it! It's a scramble for the treasure!! And it's because they all set sail for the same reason!"

The scene shifts to a coastal area in the New World. A large goat-like figure and a woman with a mechanical arm stand with several men. Speech bubbles read, "Kamabakka Queendom, New World. Who it beI Or whatI! It enemy...I! About shipI! What you think...I!" The woman extends her mechanical hand as sounds of "CRASH, CLANG! WHIRR!" ring out. A man with goggles says, "Sounds good to me. I'll put one mil on it being Sabo, making a safe return. Wanna bet on itI I wager it's an enemy. Who's inI" Another exclaims, "You whatI!" Labels identify the group: "REVOLUTIONARY ARMY. VICE CAPTAIN OF THE SOUTH ARMY JIRON (KARASU'S SUBORDINATE)", "REVOLUTIONARY ARMY. VICE CAPTAIN OF THE SOUTH ARMY GYAMBLE (LINDBERGH'S SUBORDINATE)", "REVOLUTIONARY ARMY. VICE CAPTAIN OF THE EAST ARMY AHIRU (BELO BETTY'S SUBORDINATE)", and "REVOLUTIONARY ARMY. VICE CAPTAIN OF THE WEST ARMY USHIANO (MORLEY'S SUBORDINATE)".

Revolutionary Army members react with shock and joy as Sabo returns. Dragon stares in disbelief while Ivankov shouts, "SSO HE MADE IT HOME OKAYI! THANK GOODNESSSSSS!" A crowd cheers, "DRAGON-SAN! IVA-SAN! SABO-SAN'S BACK!!" with hearts and motion lines filling the air. Sabo stands tall in his black top hat and coat, pointing forward as he declares, "THAT'S A LULUSIAN SHIP." A young woman with pigtails gasps, "LULUSIAI YOU MEAN THE COUNTRY THAT VANISHEDI" Nearby voices argue over binoculars: "NAH, I'LL WRING IT OUT OF YOU!" "I AIN'T COUGHING UP A SINGLE BERRY!" "I KNEW SOMETHING WAS UP WHEN YOU SAID YOU'D GET A MILLION!" A massive ship looms in the background as the crowd yells, "WELCOME BACK, SABO!! YOU THINK YOU CAN GET AWAY WITH IT BY EATING THEMI!" Sabo replies calmly, "I'LL EXPLAIN LATER. FOR NOW, PLEASE HELP THESE GUYS." An emotional figure cries out, "SABO-KUUUUUUN!" while another exclaims, "SABO! YOU SAFE! ME HAPPY!"

Koala confronts Sabo about his silence, shouting, "YOU JUST WENT RADIO SILENT!! HOW COULD YOU DO THAT TO USI!" Sabo explains, "I WASN'T EVEN ON LULUSIA WHEN IT HAPPENED! I USED THE USUAL THREE BEAT CODE TO SIGNAL. I WAS ALRIGHT. DIDN'T YOU HEARI!" Koala retorts, "ALL MY CALLS WOULD'VE BEEN MONITORED! MY BAD, KOALA! I COULDN'T GET MY HANDS ON AN ENCRYPTOR TRANSPONDER SNAIL!" Morley bursts in dramatically with "SAAAAA-BOOOO!!" startling everyone as they yell, "UWAAH! MORLEY! DON'T SCARE US LIKE THAT AGAIN, SILLY! WHY ARE ALL YOU BOYS LIKE THATI!" Belo Betty takes charge, ordering, "FIRST THINGS FIRST, GET SOME REST! WE'LL STRAIGHTEN YOU OUT AFTER THAT." A group responds, "YES, MA'AM!" while she notes, "BUT I HEARD YOU WERE HOPING TO JOIN OUR CAUSEI IT'S A REAL SHAME WHAT HAPPENED TO YOUR HOMES... YOU'VE COME A LONG WAY! I REMEMBER YOU LOSERS FROM LULUSIA!"

In a stone-walled room, Emporio Ivankov lounges while asking, "...SSO, SABO... YOU DON'T WANT THE CAPTAINS HEARING WHAT YOU'VE GOT TO SSSAYI" A figure replies, "YEAH, JUST HEARING IT MIGHT PUT YOUR LIFE AT RISK." Another adds, "HE MIGHT'VE BEEN PROGRAMMED TO RETURN TO MARY GEOISE AS A CONTINGENCY..." Sabo sits silently as voices discuss, "I HEARD ABOUT KUMA-SAN... SORRY ABOUT THAT. WE LET EVERYONE'S WORK GO TO WASTE... DON'T WORRY, I KNOW YOU TWO ARE TAKING IT THE HARDEST." Tension rises with "WHAT THE HELLI! THERE WAS SOME MAJOR TROUBLE AT THE REVERIE." Sabo stands, face intense with scars and a headband, declaring, "...AT THE HOLY LAND OF MARY GEOISE!! I'LL TELL YOU ALL ABOUT WHAT REALLY HAPPENED..."
