The City of Water, Water Seven

A tall man in a formal black outfit and top hat with a large pompadour hairstyle smiles widely while holding a bottle. He hands over a rolled paper and says, "TAKE THIS. IT'S A SIMPLE MAP OF THE ISLAND AND A LETTER OF RECOMMENDATION." He continues, "LET THESE GUYS RESTORE YOUR SHIP TO TOP SHAPE. ALSO, WATER SEVEN IS BIG, SO BE CAREFUL NOT TO GET LOST." In the lower panel, the Going Merry is docked at a seaside station as the crew prepares to depart. A speech bubble states, "IT TAKES ABOUT 1 WEEK FOR THE LOG TO RECORD WATER SEVEN, SO YOU WILL HAVE PLENTY OF TIME TO PLAY AROUND." Someone replies, "REALLYI I HOPE WE SEE YOU AGAIN!" The tall man adds, "I'LL DEFINITELY TAKE YOU TO A NICE BAR FOR A FEW DRINKS. IF WE MEET AGAIN, WE PLAN ON GOING BACK TO WATER SEVEN SOON."

Luffy sits on the railing of the Going Merry, shouting excitedly, "OH!! GET READY TO SET SAIL, CREW!! THANKS FOR THE INFO, KOKORO AND CHIMNIE!! LET'S GO!!" Nami studies the map closely, murmuring, "OH, I SEE," as it shows a marked spot labeled "HERE" pointing to "WATER SEVEN." She realizes, "SHE SAID TO GO TO THE MARKED LOCATION TO FIND SOMEONE CALLED ICEBERG." Below deck, Luffy holds up a crude sketch of a long-nosed figure labeled "Mechanic 5 meters" and declares, "LOOK HERE. LET'S FIND SOMEONE THAT LOOKS LIKE THIS!!" Zoro remains cool with a simple "..." as the Going Merry approaches the massive city rising from the sea.

The city rises like a colossal layered fortress with numbered docks and cascading waterfalls. A large sign reads "Grand Line 'Water Seven'." Dramatic sound effects fill the page as the crew approaches the legendary shipyard city.

The Straw Hats arrive by sea train and stare in awe at the massive stone station ahead. Nami looks surprised as Usopp shouts, "NO WONDER THE SEA TRAIN GOES HERE..." Sanji exclaims, "MAN! THAT LOOKS LIKE A METROPOLIS!!!" Below, the grand facade of Blue Station looms with its arched entrance and statues. Someone notes, "LOOK, IT SAYS 'BLUE STATION' OVER THERE." Another wonders, "SO WHERE IS THE DOCKI" and suggests, "MAYBE IT'S ON THE OTHER SIDE." The crew then moves through the bustling waterway filled with ships. A local sailor calls out, "GO FROM THE BACK!! PIRATES CAN'T GO IN FROM THE FRONT LIKE THAT." Luffy waves and replies, "OK!!" while someone else shouts, "THANK YOU!!" A voice calls, "HEY! YOU THERE!" as the ship approaches the dock.

The Going Merry sails into the heart of Water Seven, a city built on water with floating buildings and canals. The crew reacts with excitement: "EVERYTHING'S FLOATING ON WATER....!" At the dock, a dockworker directs the crew: "YOU CAN ANCHOR THERE. HEAD THAT WAY UNTIL YOU SEE A SMALL PENINSULA." The man replies, "OK. THANK YOU." The helmeted captain, identified as Mikazuki of the Big-Helmet Pirates with a 36,000,000 beri bounty, looms in close-up. "I AM GRATEFUL FOR THE REPAIRS ON MY SHIP. HOWEVER, THE PRICE IS WAY TOO HIGH FOR WHAT YOU DID. AFTER MUCH, CAREFUL CONSIDERATION,"

Mikazuki laughs and refuses payment. "I WON'T PAY EVEN ONE BERI FOR IT!!! HAHAHAHA!" "YEAH!! HAHAH! THANKS FOR REPAIRING OUR SHIP!!" "THEREFORE, DON'T DISTURB ME, I'M WORKING." "SURA..." Nearby, Iceburg and Kalifa observe the commotion. "IS REFUSING TO PAY FOR THE REPAIR." "LOOKS LIKE TROUBLE, ICEBERG." "SOUNDS TROUBLESOME INDEED." "KARIFA, WHAT'S GOING ON OVER THEREI" "UM... A CLIENT" At the dock, shipwrights confront the pirates. "YOU SHOULDN'T PICK ON THE HARD WORKING FOLKS." "WE WON'T TAKE IT SILENTLY." "YOU KNOW..."

Chaos erupts as Mikazuki swings his massive weapon. "WHOOSH" "!!!" A shipwright yells, "LOOK WHERE YOU MOVE THAT THING, IDIOT!!" Mikazuki replies, "AH... MY BAD." His crew panics, "B... BOSS!!!" A massive explosion rocks the dock, sending smoke and debris everywhere.
