Combat Power

Inside a grand burning building, smoke and flames fill the air as bodies lie on the checkered floor. Narration states: A NUMBER OF ROOMS ON THE FIRST FLOOR SOON. THE FLAMES WILL RISE FROM. THESE THINGS HAPPEN. BUT THE CULPRITS WERE PIRATES.... In the lower section, Luffy glares angrily while Sanji stands ready with weapons. A masked man with a target on his chest shouts at them: YOU USE THE MASKS OF OTHER PEOPLE TO GET AWAY WITH WHATEVER YOU LIKE. TALK ABOUT RUDE!! Luffy and the others react with visible tension as someone replies YOU.....!!! Large SFX ゴォオオオオ...!!! echoes overhead.

A tall man in a black-and-white checkered cloak and pearl necklace declares: THEY'RE ALREADY TAINTED MASKS. I SEE NO PROBLEMS WITH THAT. Nearby stand a woman in an ornate dress and two other cloaked figures. A small inset shows a person trapped inside a barrel with motion lines and a ticking clock displaying 11:24. Luffy suddenly shouts in panic: WAIT!!! ROBIN!!! I WON'T ACCEPT IT!!! A man in a top hat replies calmly: YES. YOU'VE DONE YOUR PART. Nico Robin, hand to her face, says: I'LL BE GOING THEN. as she turns away.

Multiple panels erupt with urgency. Voices cry: DON'T LET NICO ROBIN....!! HAA DON'T LET HER GO....!! ROBIN!! A figure flees with the word GOODBYE.... Luffy lunges forward yelling: WHERE ARE YOU GOING NOW!!!I The checkered-cloaked man blocks him, roaring: WE JUST FOUND YOU!!! and declares TEKKAI. Luffy is sent flying by a powerful impact, shouting GET OUTTA MY WAY!!! as massive SFX and motion lines fill the panel.

The CP9 agent stands tall, explaining his technique with calm confidence. "OUR BODIES ARE TRAINED TO THE POINT OF MIMICKING AN IRON SHELL. WE CAN HEIGHTEN OUR RESISTANCE." Luffy stares in shock, sweat flying, as the agent grins widely. "KAMIE." The agent blurs forward with lightning speed, arms outstretched. "I SAID, GET OUTTA MY WAY!!!" Multiple "FWIP" sounds echo as his strikes land. Luffy yells desperately toward the background, "ROBIN!! WAIT!!!" Onlookers react in awe: "IT'S LIKE HE'S A PIECE OF PAPER, FLOATING... WHOA!! HE'S NOT GETTING HIT AT ALL!! AND HE'S SO HUGE!!" The agent's body remains untouched despite the barrage.

Luffy's eyes narrow with fury. "YOU...!!!!" He stretches back his arm. "GOMU GOMU NO...!!!!" The CP9 agent vanishes with "SORU." A massive "WHIFF!" misses as the agent reappears mid-air. "BUL-LET!!!" Luffy is sent flying backward amid debris and impact lines. The agent lands and remarks, "IT ONLY SEEMS AS THOUGH I'VE DISAPPEARED." Luffy recovers instantly, grabbing the agent's arm with a "SNAP!" "WITH THE EXPLOSIVE POWER OF MY LEGS..." The agent looks surprised. Luffy shouts, "HE DISAPPEARED AGAIN!!"

The CP9 agent kicks the air, declaring "GETSU-POU." He floats unnaturally as Luffy gapes, "HE'S FLYING!!!" Background figures react with shock. The agent then unleashes a powerful slash. "RAN-KYAKU." A massive air blade erupts with "BUH!!I" Luffy is struck hard, body twisting from the impact as debris flies. The agent presses the assault while Luffy struggles to regain footing amid the swirling dust and motion lines.

Luffy is hurled through the air by the Rankyaku. "WHY!I GET DOWN!!!" A massive cutting wave tears across the battlefield, shattering structures with "DA DA DA" impacts and flying debris. The narration notes, "A CUTTING TECHNIQUE!!I" Luffy crashes down. An observer explains, "IF YOU HAVE THE SPEED TO CREATE A KAMAKAZE, THEN IT'S POSSIBLE... THAT'S RANKYAKU." Luffy yells back defiantly, "LUFFY!!" while clutching his head, "OW!!" The devastating slash continues ripping through the environment.

Roronoa Zoro clashes swords fiercely with a masked opponent on the deck. The swordsman presses forward, blades locked. "UNFORTUNATELY FOR YOU... I WAS SERIOUS WHEN I APPRAISED IT," the opponent declares. Zoro grits his teeth as the blades grind. "WE MET ON THE SHIP, RORONOA," the man continues. "YOU'RE NOT A SHIP-WRIGHT!! SO YOUR INSPECTION AT THE TIME..." A sharp metallic clash rings out with a "ギャリ" sound as sparks fly from the crossed swords.

The masked swordsman smirks, "THAT'S TOO BAD." Zoro's eyes widen in shock as a massive impact erupts. The opponent delivers a devastating strike, sending Zoro flying backward with a huge "ドン" explosion of force and debris. "!!!!" Zoro grunts as he is hurled through the air. Below, Luffy reacts with alarm, shouting "LUFFY!!" as a loud "ボン" impact sounds nearby, with Usopp also visible in the chaos.

Nami cries out "ROBIN!!!" in panic. Robin stands firm, her expression resolute. "NO, I'M DONE," she states. "WE WILL NEVER MEET AGAIN." Luffy shouts desperately from the side, "DON'T GO, ROBIN!! I'M NOT DONE TALKING TO YOU!!!" The masked swordsman draws a pistol with a sharp "!!!" reaction. He fires at close range, the bullet striking with a loud impact as Robin turns away. A "TAP" echoes as the swordsman lands on the ground below.

Luffy yells in desperation, "UWOOO!!!" while pointing frantically. "LUFFY!!! HURRY UP AND CATCH ROBIN!!!" he urges Zoro. Zoro leaps into action, charging forward with powerful strides amid motion lines and debris. A large "ピシ" sound effect marks the movement. In the lower panels, Zoro lands and points accusingly. "RORONOA... YOU'VE GOT GUTS, LOOKING AWAY," the masked man remarks as the confrontation intensifies.

Zoro's face twists in shock as he screams "ZORO!!!" A leopard-hybrid fighter with wild hair and claws lunges forward, blades flashing. The cloaked figure in a top hat and long coat counters with a blinding thrust, impact lines exploding around them. "SHIGAN," the cloaked man declares coldly. Below, the leopard-man lies sprawled and bloodied. The cloaked figure stands over him, hands still smoking from the strike. "WE DON'T NEED BULLETS...," he states. "TO PIERCE HUMAN FLESH."

A massive clawed hand slams down with a thunderous "ばん!!" impact, fingers spread wide. The cloaked man's intense eyes glare forward as he commands, "GO, NICO ROBIN." In the next instant he leaps, shouting "LEAP," and drives a brutal kick into Luffy's midsection. Luffy's body folds from the blow, hat flying, as he grunts "GUH!!!" Debris and curtains whip wildly from the force of the strike.

Lucci's hand presses against the wall with a "CREAK," leaving deep cracks. Nami and Chopper stare in horror from the balcony, Nami crying "LUFFY WAS CAUGHT SO EASILY....!" while Chopper howls "ROBIIIIN!!!" A colossal shockwave erupts across the room with the massive onomatopoeia "ビュオオオオオオ...." Lucci stands alone amid swirling dust and debris, the ruined chamber stretching behind him. Below, his face twists in a low growl "GRRR" as Luffy lies crumpled, muttering "SHIT...."

Lucci unleashes a devastating strike with a roaring "ドゴォン!!!!" that shatters the surroundings. "WOOSH!!" he appears in a blur, coat flaring. Zoro's voice rings out "ZORO!!!" as Luffy shouts "LUFFY!!" The cloaked man stands over the fallen Straw Hat, whose body crumples with a heavy "CRUMPLE." Onlookers watch in stunned silence. Nami's eyes widen in disbelief: "WHAT'S WITH THEIR STRENGTH...I!!" Chopper echoes, ".... WHAT...!I" while Luffy remains downed amid the settling dust.

Rob Lucci stands in shadow, declaring, "OUR SURROUNDINGS HAVE CHANGED...!!!" Jabra, face bandaged and scarred, glares and shouts, "WHO THE HELL ARE YOUI" Kalifa, glasses glinting, stands beside a massive CP9 agent with a wide, toothy grin who explains, "WE'VE TRAINED OUR BODIES TO GREAT EXTREMES SINCE WE WERE YOUNG." Another agent adds, "PREPARED TO GIVE OUR LIVES FOR THE GOVERNMENT." Lucci continues, "WE, OF THE CP9, HAVE BEEN..." The group reveals their elite training: "I THINK IT HAS FINALLY SUNK INTO YOUR HEARTS. US FOUR ARE ASSIGNED BY THE GOVERNMENT TO EXTREME MISSIONS. AND..." Lucci's silhouette looms as he states, "THUS, WE'VE GAINED THE 6 SUPER HUMAN STRENGTHS... ROKUSHIKI." Debris and a distant figure in a long coat fill the ruined hall behind them.

Rob Lucci's intense close-up fills the panel as he growls, "YOU LOWLY PIRATES... CAN SEE THE HUGE DIFFERENCE IN OUR COMBAT POWER...!!!" Sweat drips from Luffy's battered face as he pants, "HAA..." Zoro stares silently with a grim expression. In the wrecked hall, an agent warns, "IT'S NOT SOMETHING YOU CAN TOUCH!!!" while another states, "THIS INCIDENT IS OF THE UTMOST SECRECY." Scattered rubble and broken architecture surround the tense standoff.

Lucci's group prepares to leave. One says, "WE SHOULD HURRY..." Kalifa notes, "IT'S ABOUT TIME THE FIRES SHOULD BE STARTING. LUCCHI," as a clock reads near 1:24. Lucci replies, "YEAH." Turning with a predatory grin, he tells the pirates, "I THINK... I'LL SHOW YOU SOMETHING INTERESTING... BUT IT'S SUCH A PITY." His body begins a massive transformation into a dark, hulking leopard form. The agents recoil in shock: "WHAT!!!I" "...!!I" Luffy's eyes widen in alarm. A huge "UWA AAA AAA AAA!!!" roar erupts as the silhouette looms, with the "ONE PIECE" logo appearing at the bottom.
