Far across the seas, lightning flashes over Whole Cake Island. Big Mom's voice erupts in fury: "ARE YOU KIDDINGI! I REFUSE!" Inside a lavish room, Big Mom lounges on her throne surrounded by her children and subordinates. She declares, "IT'S JUST THAT IF I'M NOT THE ONE TO TAKE STRAW HAT'S HEAD, I'LL BE SHAMED FOREVER! HE HAS SOMETHING HE NEEDS TO RETURN TO ME!" Kaido, shown in close-up with a wide grin, replies, "LOOK, IT DOESN'T REALLY HAVE ANYTHING TO DO WITH YOU." He continues, "YOU STILL OWE ME ONE BIG TIME, KAIDO." Big Mom retorts, "THAT'S ALL IN THE PAST!" and "NOPE, THAT DEBT IS LIFE-LONG." A wanted poster for Monkey D. Luffy lies on the table nearby.

Kaido snarls with rage, veins bulging, "IF YOU COME HERE, I'M KILLING YOU, LINLIN! I'M THE ONE WITH A BONE TO PICK WITH THAT KID!" Big Mom leans in close with a menacing smile, "LET'S STAY FRIENDLY ON THIS, EHI! LIKE GOOD OLD TIMES!" Kaido's silhouette appears in a side panel as he warns, "DO YOUR WORST, THEN. I JUST FIGURED I'D DROP YOU A LINE." Big Mom's expression turns deadly serious as she states, "LISTEN UP. I'M GOING TO BE THE ONE TO KILL STRAW HAT."

At Marine HQ, a massive floating fortress looms under the clouds. A voice reports, "SHE'S GOING TO MAKE CONTACT WITH KAIDO!" Another adds, "BIG MOM'S ON THE MOVE!" Below, senior officers debate the threat. One Marine growls, "THE MIGHT WE HAVE THAT COULD POSSIBLY STOP THIS ARE... THE ADMIRALS OR THE SHICHIBUKAI, THAT'S IT." Another warns, "WHICH MEANS THEY'RE PROBABLY SAYING, 'COME AND STOP US IF YOU CAN,' RIGHTI!" A third notes, "IT'S ALMOST TOO EASY FOR US TO TAP INTO!" while a fourth states their signal is unencrypted. A sleeping figure is labeled "STAY FRIENDLY...THIS." In close-up, Sakazuki declares, "THE STRENGTH OF THE ARMIES OF THE WANO COUNTRY ARE AS YET UNKNOWN. THE SAMURAI, EH..." Borsalino (Kizaru) replies calmly, "HOLD, BORSALINO. SHALL I GO, THEN, SAKAZUKII"

Over the Red Line at the World Government, Garp laughs uproariously. "PPPPFFFFFTTT! HILARIOUS! THEY'RE AFTER YOUR GRANDSON! STRAW HAT LUFFY! ARE YOU SERIOUS, GARPI!" A Marine officer snaps, "IT'S REVERIE RIGHT NOW. THE PEOPLE THAT COULD STOP THIS MEETING ARE ALL HERE, AS ROYAL BODYGUARDS!" Another retorts, "'LET'I YOU DON'T GET IT. DO YOU REALLY WANT TO JUST LET TWO YONKOU MEET EACH OTHER LIKE THISI! IT'S NO LAUGHING MATTER!" A plaid-shirted man apologizes, "SORRY TO BUTT IN, LADY, BUT ABOUT BIG MOM... SHE'S DEFINITELY TAKEN ALL THAT INTO ACCOUNT! WHAT DID BOSS SAKAZUKI SAYI" A woman with a cigarette answers, "BUT, GARP... ALL THIS TALK OF BIG MOM AND KAIDO..." Garp chuckles, "BUWA-HAHA! I KNEW IT! NOT MESSING WITH THEM RIGHT NOW IS OUR BEST BET!" while another figure adds, "'BECAUSE THE WANO COUNTRY IS NOT PART OF THE WG ALLIANCE, THEY ARE OUTSIDE OUR JURISDICTION.' UGH!"

Garp continues reminiscing, "YES, BEFORE ROGER, THE AGE WAS THEIRS! BUT THAT WAS MORE THAN 40 YEARS AGO, NOW. THE PAST HAS PASSED." Hina stands nearby as chaos erupts around the table with overturned chairs and spilled drinks. Someone remarks, "OH, 'LOCKS,' EHI HINA, YOU'RE WELL-INFORMED FOR SOMEONE AS YOUNG AS YOU." Another notes, "THEY'RE THE REASON YOU'RE CALLED THE HERO OF THE MARINES, AREN'T THEYI" In close-up, a Marine growls, "WHY DOES THAT THOUGHT MAKE YOU SMILE LIKE THATI!" A voice insists, "THERE'S NO POINT WORRYING! IF THEY RETURN, THEY'LL BE A HUGE THREAT." A woman concludes, "THIS SITUATION, THOUGH, WILL GET FAR BIGGER THAN ANY OF US ARE IMAGINING RIGHT NOW! EVEN IF THEY'VE LOST THEIR CAPTAIN, THEY'VE ONLY BECOME STRONGER. I'M WORRIED."

At the Holy Land Mary Geoise Pangaea Castle, a massive ornate structure rises. A voice announces, "KING STELLY, OF THE GOA KINGDOM." Another mutters, "HUHI" Narration states, "THE OATH." The title "THE EMPTY THRONE" dominates the grand hall. Figures stand before an enormous empty throne on a raised dais. A voice asks, "CAN I SIT ON ITI" Another replies, "EVEN AS A JOKE, SUCH A THING WOULD BE UNTHINKABLE!" Narration explains, "IT IS THE EMPTY THRONE! AN OATH THAT THE KINGS OF THE VARIOUS COUNTRIES ARE EQUAL, AND THAT NONE MUST HARBOR THE GREED TO RULE THEM ALL, THE GREED OF DICTATORSHIP. NONE MUST SIT ON THAT THRONE." A shocked "!I" echoes as two figures stand at the base of the stairs amid guards and banners.

The massive Empty Throne towers in the center of the chamber, surrounded by twenty weapons thrust into the floor. Narration explains: "JUST AS THE HIGHEST AUTHORITIES OF THE WORLD, WHO SIT ATOP EVEN THE CELESTIAL DRAGONS, ARE FIVE, 'THE FIVE ELDERS' SO TOO SHALL THIS WORLD NOT HAVE BUT ONE KING." Additional narration states they placed this place at the center of the world, with the fact that it cannot be sat upon as a symbol of peace. The twenty weapons that protect the throne represent the oath that, 800 years ago, the architects of this world, the "FIRST TWENTY," took. A man with a long beard and crown gulps in shock. In a lower panel a frantic figure with wild hair and a helmet yells, "I WANNA SIT THEEEERE!" Another voice calls out "KING STELLYI!" A cloaked man with a crown approaches the throne from behind, thinking, "IF I SAT THERE, I'D BE KING OF THE WORLD!" Two figures nearby react: "NOW THE, THE OATH, KING STELLY."

At Pangaea Castle Mingling Plaza, chaos erupts as Saint Charlos rides a massive sea cow-like creature. Shirahoshi screams while chained, "PLEASE STOP, SAINT CHARLOS! WHAT ARE YOU DOINGI! PLEASE STOP!" Saint Charlos laughs "MUFUFU FUNGHHH!" and declares "YES! PUT HANDCUFFS ON IT AND CAPTURE IT!" Rebecca and others yell "STOP, REBECCA! THAT'S A CELESTIAL DRAGON!" and "STOP! WHAT ARE YOU DOING, PRINCESS OF ALABASTAI! SHIRAHOSHI!" The crowd panics with cries of "KYAAH!" and sound effects "わぁ きゃぁ ぁぁぁ" as the mermaid princess struggles.

The plaza descends into further violence. Shirahoshi is dragged while people shout "GYAH!" and "GO, SLAVE #3!" Saint Charlos yells "DON'T GET INVOLVED, PEOPLE!" and "D'YA HAVE NO COMMON SENSEI! IF YOU ANGER HIM, ALL OF DRESSROSA COULD BE DESTROYED! AND WHY SHOULD I CAREI! LET ME GO!" Leo attacks with a massive impact "ドシャン!!" shouting "URGH!" and "WHY ARE YOU ALL JUST STANDING AROUNDI! HOW DARE HE DO THAT TO A FRIEND OF THE BOSS!" A soldier cries "NO! KANO COUNTRY SOLDIER, STOP!" while others yell "DAMN AND BLAST IT! YOU FOOL!" and "WE'LL SAVE YOU NOW, MERMAID PRINCESS!" Saint Charlos gloats "I CAUGHT A BIG MERMAID! SHE'S GONNA BE MY PET! MUFUNGH!" as Shirahoshi screams "AAA AGGG HHH!" The label reads "WORLD NOBLE (CELESTIAL DRAGON) SAINT CHARLOS."

Rob Lucci stands tall in the plaza as chaos continues around him. A voice demands "WHO THE HELL ARE YOU LOTI!" Lucci replies "YOU SHOULD THANK US, FIRST." Kaku states "KNOW THAT US STOPPING YOU JUST NOW SAVED SEVERAL COUNTRIES FROM LITTER DESTRUCTION. EVEN KIDS KNOW NOT TO MESS WITH CELESTIAL DRAGONS." Sound effects include "KURUPPO" and "KAKU." Stussy appears beside him with the label "CIPHER POL 'AIGIS' ZERO ROB LUCCI STUSSY." A close-up shows Lucci saying "IN EFFECT, THIS MAN IS ONE OF THE KINGS OF THIS EARTH. THE WANTS OF A GOD ARE TO BE YIELDED TO HIM. IT IS INEXORABLE." Another figure adds "THAS RIGHT! YOU DUMMIES!" while background figures react with "!!!" and "ゴゴゴゴ."

Vivi lies injured on the ground, whispering "VIVI...". A man in a hat declares, "A GOD NEED NOT TO MAKE SENSE." Shirahoshi cries out in distress, "THAT DOESN'T MAKE ANY SENSE! LEO! SAI!" as the scene shows chaos with Sai and Leo reacting. King Neptune roars, "WAIT, PRINCESS OF ALA-BASTA! GIVE SHIRAHO-SHI BACK! SHE'S MY FRIEND!" while grabbing toward the conflict. Neptune continues, "AND THEN WE WILL RETURN TO THE SEA FLOOR! IF THIS IS WHAT THE WORLD ABOVE IS LIKE, I CANNOT BRING MY PEOPLE HERE! NO! THIS ISN'T WHAT IT IS LIKE!" Shirahoshi pleads, "I WILL BEAT THESE FOOLS TO A PULP!" as Neptune is struck. A voice responds, "THANK YOU! I SHALL NOT FORGET YOUR KINDNESS." Vivi shouts in horror, "THIS ISN'T WHAT HUMANS ARE LIKE! KING NEPTUNE!" Neptune concludes with heavy resolve, "BUT IT IS WITH A HEAVY HEART... THAT I MUST GIVE UP."

King Neptune answers firmly, "YES." He glares and commands, "YOU DARE FIGHT BACKI KILL THEM, CPO!" Shirahoshi weeps, "ONLY A LITTLE LONGER UNTIL WE'RE ALL UNDER THE SUN! FORGIVE ME, OTO-HIME..." Neptune's children cry out, "FATHER! NO! YOU MUSTN'T HATE ANOTHER!" and "MAYBE THEN, JUST MAYBE, OUR CHILDREN'S FUTURE MIGHT TURN OUT DIFFERENT!" Shirahoshi urges, "DO NOT ACT IN HASTE! WE'LL ALL TAKE THEM ON AT ONCE!" as Neptune attacks. A massive strike lands with "GUAGH!" and the command "STOP THAT, CHARLOS!" echoes amid the clash.

Outside, chaos erupts as someone shouts, "WHO WAS THATI! SOMEONE JUST PUNCHED THE CELESTIAL DRAGON!" A bystander stammers, "N-NONE OF THIS HAS ANYTHING TO DO WITH ME! I WASN'T INVOLVED, YOU HIPPOS!" Neptune grabs the Celestial Dragon, yelling, "LET GO OF THE PRINCESS, YOU LUNKS!" The Celestial Dragon screams, "CELESTIAL DRAGONI!" while panicking with "HAA... HAA... I'M SO EMBARRASSED! PLEASE, FORGIVE ME!" Neptune states, "BUT I OWE A GREAT DEBT TO THE RYUGIU KINGDOM. I HAVE WAITED LONG FOR THIS DAY. THE DAY THAT YOU ALL COME HERE." Vivi watches silently as the apology unfolds.

Inside Pangaea Castle, the Five Elders stand in the chamber of highest authority. One says, "BUT, GIVEN WHO YOU ARE, WE WILL GIVE YOU THE TIME OF DAY. THESE POLITICS ARE NOT FOR YOU. IT IS REVERIE. GIVEN WHO YOU ARE, THAT PROMPTED YOU TO COME ALL THE WAY HEREI WHAT IS IT YOU WANT," while another replies, "I KNOW. THANK YOU." A close-up shows Sabo thinking, "AH... COULD YOU BE..." as flashbacks reveal a young Celestial Dragon being saved and transformed. Saint Donquixote Mosgard declares, "I WANT TO SUPPORT YOU ALL WITH EVERYTHING I HAVE!" A voice states, "WE SHALL HEAR YOU OUT. LEAVE US, SOLDIERS!" and another adds, "I WISH TO TALK WITH YOU ABOUT A CERTAIN PIRATE."
