The New World

In the Room of the Gorosei at Mariejoa, five elderly figures discuss the shifting balance of power. One states, "The lay of power amongst the pirates, too, should be undergoing change." Another replies, "We should first wait to see how the new world responds." They debate filling the empty Shichibukai seats and note the terrible state of the three great powers. A long-nosed elder adds, "It held the significance of representing interracial harmony... His loss will be sorely felt," referring to Jimbei's decision to oppose them after his induction. They question the connection between Straw Hat Luffy and Rayleigh, remarking it seems appropriate that he is Garp's grandson. The discussion turns to those who carry the D, the threat of Blackbeard, and the need to stop any man who might consume two Devil Fruits. A tall figure in a black suit stands with arms crossed while the Gorosei listen, one noting, "Red Line, Holy Land of Mariejoa: The Room of the Gorosei."

The scene shifts to Marine Headquarters. Kong, the World Government Supreme Military Commander, sits with arms crossed, his tattooed arms visible. He states that Garp has abandoned his position for all intents and purposes. "I attempted to stop him..." Elsewhere in Mariejoa, Kong continues, noting Garp's official rank will remain unchanged and he will stay in the military for training young soldiers. Sengoku appears in close-up, his face stern with stitches visible. Kong addresses him directly: "Sengoku... Then I ask that you at least do the same. If you mean to forfeit your post as Fleet Admiral..."

Kong continues speaking to Sengoku, noting that the two men who have led the Marines since Roger's age will be retiring from active duty. He calls it the most serious news. A wide view shows the vast ocean with a giant octopus, a whale, and a fish swimming above a Marine base as narration reflects on the pirate age on the verge of rebirth and the escaped prisoners from Impel Down Level Six. Sengoku, in close-up, responds gravely: "More importantly, Kong-san... For my successor as Fleet Admiral... I would like to nominate Aokiji." He adds, "Justice is a system of values... It cannot overcome the gap of generations..." Kong replies that he will accept the proposition, though it does not sound like a bad way to spend his remaining years.

At Marineford Marine Headquarters, soldiers discuss recent events. "HAVE YOU HEARD THE NEWSI STRAW HAT IS UP TO HIS ANTICS AGAIN." "SO HE WAS ALIVE! IMPRESSIVE." "...INDEED." Inside an office, one Marine reads a newspaper while another lounges nearby. "WHO CAN SAY...I MORE IMPORTANTLY..." "WHAT ABOUT MY REASSIGNMENT REQUEST...I" "HE CERTAINLY HASN'T WASTED ANY TIME..." "SIXTEEN CHIMESI! IS THIS SOME KIND OF MESSAGEI!" The reclining Marine presses, "...YOU'RE ASKING TO BE SENT TO THE NEW WORLD..." The seated officer replies, "THE FIFTH GRAND LINE OUTPOST... IN OTHER WORDS... G5 ISN'T THE KIND OF PLACE YOU CAN JUST REQUEST TO BE ASSIGNED TO... IT'S GOT A MOUNTAIN OF PROBLEMS TO DEAL WITH..." "...WELL, I WILL SEE WHAT I CAN NEGOTIATE WITH SENGOKU-SAN, BUT... ARE YOU SERIOUSI" The determined Marine answers firmly, "I PREFER TO KEEP MY TARGET CLOSE AT HAND."

At the Marine Headquarters Medical Centre, a bandaged patient sits up in bed, overwhelmed. "THE POWER KNOWN AS 'HAKI'... THIS IS QUITE CLEARLY ONE OF ITS MANIFESTATIONS." Marines react in shock: "HAKI...I! THIS IS...I!" "ORDINARILY, THE ABILITY CAN ONLY BE BROUGHT OUT BY LENGTHY PERIODS OF TRAINING..." "IT MUST HAVE AWAKENED AS A RESULT OF THE SHOCK YOU EXPERIENCED ON THE BATTLEFIELD..." The patient clutches their head, sensing presences: "I CAN FEEL THE PRESENCE OF THE PEOPLE AROUND ME SO STRONGLY... IT'S ALL TOO MUCH..." Nearby, a large Marine doctor and others react as the patient cries out, "I DON'T UNDERSTAND ANY OF THIS EITHER!!" "DAMMIT...!!! IT'S LIKE YOU'RE SUDDENLY A HUGE STEP AHEAD OF ME... IT PISSES ME OFF!!" The doctor grins widely and says, "HEY, DOCTOR!! DO YOU THINK I'LL BE ABLE TO ACHIEVE THE SAME THINGI!" "THE TWO OF YOU ARE GARP'S APPRENTICES, YESI HE SHOULD BE ABLE TO TEACH YOU!"

In the Marine Headquarters Conference Hall, high-ranking officers gather. "IT IS UTTERLY INEXPLICABLE!!!" A Marine slams down papers and declares, "THE PIRATE, MONKEY D LUFFY!!!" A wanted poster of Luffy is displayed as the speaker continues, "THIS MAN, WHO WAS REVEALED OVER THE COURSE OF THE ULTIMATE WAR TO BE THE ADOPTIVE BROTHER OF PORTGAS D ACE, THE SON OF DRAGON THE REVOLUTIONARY......AND WHAT IS MORE, THE GRANDSON OF OUR VERY OWN VICE-ADMIRAL GARP..." The officers discuss his accomplices: "AS FOR HIS ACCOMPLICES IN THIS LATEST ENDEAVOUR... FIRSTLY, WE HAVE THE TRAITOR......FORMER SHICHIBUKAI, 'KNIGHT OF THE SEA' JIMBEI!!!" Another adds, "HIS WHEREABOUTS WERE UNTIL RECENTLY UNKNOWN, BUT NOW IT SEEMS THAT NOT ONLY IS HE ALIVE......BUT HE HAS REAPPEARED WITHIN THE BOUNDS OF MARINE HEADQUARTERS ITSELF!!!"

A close-up shows a Marine officer sweating as he announces, "'DARK KING' SILVERS RAYLEIGH!!!" "FURTHERMORE, HE SEEMS TO BE WORKING WITH THE FORMER FIRST MATE OF THE PIRATE KING'S CREW!!!" Outside, Marineford remains under reconstruction amid crowds. "ALL IN ALL, THERE ARE GREAT NUMBERS OF CIVILIANS COMING AND GOING... AND MEANWHILE, OUT AT SEA......AS A RESULT OF WHITEBEARD'S DEATH, PIRATES HAVE BEGUN INSTIGATING ONE INCIDENT AFTER THE NEXT!" Reports note, "MARINEFORD IS CURRENTLY POPULATED WITH LABOURERS WORKING TO RESTORE THE TOWN ITSELF......ORDINARY CITIZENS WHO HAVE GATHERED FROM ACROSS THE GLOBE TO WITNESS THE AFTERMATH, AND HORDES OF REPORTERS FROM VARIOUS NATIONS." The narration continues, "AS IF TO TAKE ADVANTAGE OF THE SITUATION, THESE THREE HAVE SUDDENLY APPEARED AT HEADQUARTERS, STOLEN A BATTLESHIP......AND USED THAT SHIP TO SAIL A FULL CIRCLE AROUND MARINEFORD, IN WHAT IS KNOWN TO MEN OF THE OCEAN AS THE 'RITE OF BURIAL'!!!" "THE VAST MAJORITY OF AVAILABLE MARINE FORCES ARE OF NECESSITY AWAY FROM HEADQUARTERS......AND SECURITY IS AT AN ALL-TIME LOW..."

Narration recounts Luffy's actions after the war: "AND FINALLY, STANDING BEFORE THE WAR SCARS THAT ARE STILL EVIDENT IN THE PLAZA......HE SCATTERED FLOWERS THEREUPON, AND ENGAGED IN A FLAGRANT MOMENT OF 'SILENT PRAYER'...!!!" He then reaches the westernmost Ox Bell and rings it sixteen full times. Reporters react in shock: "THIS ARTICLE HAS ALREADY BEEN DISTRIBUTED AROUND THE ENTIRE WORLD! INCLUDING THE FACT THAT WE ALLOWED HIM TO SLIP RIGHT THROUGH OUR FINGERS...!!! THIS IS A DISGRACE!!" A furious figure with sunglasses and an afro declares, "TO SOUND THAT BELL SIXTEEN FULL TIMES CAN ONLY SERVE AS A DECLARATION OF WAR!!" Another voice notes the sixteen chimes could be seen as a memorial for Whitebeard and the fallen, but the silent prayer and sixteen rings turn the event into a tragic declaration of war.

A wide shot shows a desolate landscape with the words "STRAW HAT LUFFY LIVES"... echoing across "THE NEW WORLD". SFX rumble with "ドゴォォ...". Killer, wearing a mask with spiral patterns and a spotted outfit, explains the Ox Bell: "THE OX BELL IS A SACRED BELL......SITUATED UPON THE OX ROYCE, A FAMED BATTLESHIP FROM ANCIENT TIMES." He continues, "SIXTEEN CHIMES TO THE NEW AGE AT MARINEFORD"... WHAT IS THIS 'OX BELL', ANYWAYI" Killer elaborates on its meaning: "THAT IS THE MEANING OF THE SIXTEEN CHIMES... HOWEVER, IT IS QUITE EVIDENTLY OUT OF SEASON. IN OTHER WORDS... THIS SOUNDING OF THE SIXTEEN CHIMES CAN BE INTERPRETED AS A TRIBUTE TO THE ENDING OF ONE AGE, AND THE BEGINNING OF A NEW. AT THE END AND THE BEGINNING OF EACH YEAR... THE BELL IS SOUNDED EIGHT TIMES TO SEE OUT THE OLD YEAR, AND EIGHT TIMES TO SEE IN THE NEW. AS SUCH, THIS MARINE TRADITION INVOLVES SOUNDING THE BELL SIXTEEN TIMES IN FULL."

Killer reads a newspaper and muses, "...AND HE'S TRYING TO SAY 'I'LL CREATE THE NEW AGE MYSELF' OR SOMETHING, IS HE...I" A wild-haired figure with goggles laughs uproariously: "HAHAHAH...!!! MAN, THAT KID GETS ON MY NERVES." Another crew member replies, "...OF RETURNING TO THE PLACE WHERE HE LOST HIS BROTHER, WILLFULLY REOPENING HIS OWN FRESH WOUNDS, UNLESS HE HAD A GRAND PURPOSE OF THAT NATURE. I HARDLY THINK HE WOULD GO TO THE TROUBLE..." The goggled man grins confidently: "BUT I'M NOT FOOL ENOUGH TO LET HIM HOLD ON TO THAT ADVANTAGE FOR TOO LONG. OKAY, SO AFTER WHAT HAPPENED IN THE WAR, HE'S CLEARLY MADE HIMSELF STAND OUT FROM THE REST OF US ROOKIES."

Eustass "Captain" Kid stands triumphantly amid wreckage and weapons, his massive metal arm extended. His crew panics in the background: "PARADISE"I YOU MEAN, LIKE, BACK TO YOUR FAMILIES...I PLEASE, FORGIVE US! WE'RE ON OUR WAY OUT OF THIS OCEAN RIGHT NOW! JUST LET US RETURN TO PARADISE ALIVE!!" Kid roars back, "TO BE FRANK, I'D EXPECTED MORE OF THE NEW WORLD... WHAT'S THE DEAL WITH THIS BUNCH OF COWARDSI...THEN YOU SHOULDN'T HAVE COME HERE IN THE FIRST PLACE!! IT'S DO OR DIE OUT HERE!!! IF YOU DON'T HAVE THAT KIND OF RESOLVE..." The massive text "EUSTASS 'CAPTAIN' KID" dominates the bottom of the page as his crew looks on in terror.

High above the ocean a massive ship begins to lift into the air as panicked voices cry out. "THE SHIP!! IT SEEMS TO HAVE STARTED FLOATING ABOVE THE OCEAN SURFACE!!" "SPLASH" "WHATI!!" A desperate shout rings, "FATHER....!!!" The box declares "THE NEW WORLD". Below deck inside an ornate room, Capone "Gang" Bege sits at a table surrounded by his alarmed crew. "FATHER!! THERE'S SOMETHING FALLING DOWN FROM THE SKY..." Bege snaps back furiously, "WHAT ARE YOU TALKING ABOUTI! DON'T BE RIDICULOUS!! JUST SAIL THE SHIP PROPERLY!!!" Outside, several burning objects plummet from the clouds toward the sea. "AAG HHHH H...!!!" "NO... WE'RE THE ONES BEING SUCKED TOWARDS IT!!!" "EHHI!!" Impact lines and debris fill the air as the mysterious objects draw closer.

On the open sea a small ship sails beneath a banner reading "GRAND LINE... UPON THE WAVES..." Aboard, Luffy lies heavily bandaged on a bed surrounded by Kuja warriors. "OH, THAT'S FINE! WE'RE USED TO LONG VOYAGES!" "I'M REAL SORRY ABOUT MAKING YOU GUYS GO ALL THIS WAY..." One warrior declares, "IT'S HEBI-HIME-SAMA'S ORDERS!" Another calls down, "WHAT ARE YOU ALL DOING DOWN THEREI" Luffy continues speaking while resting, "WELL, SINCE HEBIHIME-SAMA GOT OVEREXCITED AND COLLAPSED JUST NOW... WE'RE KEEPING WATCH TO MAKE SURE THAT YOU KEEP GETTING PLENTY OF REST!" In a series of smaller panels Luffy reflects, "THOUGH IT MAY BE JUST A FEELING... I HAVE FAITH THAT YOUR COMPANIONS WILL UNDERSTAND YOU PERFECTLY. THE FACT THAT IT'S QUITE UNLIKE YOU IS IN ITSELF THE KEY. IF THEY READ THE ARTICLE, THEN THEY'LL UNDERSTAND..." He wonders aloud, "D'YOU THINK THEY'LL ALL GET MY MESSAGE...I" A crewmate notes, "YOU DID HAVE ONE COMPANION WHO DIDN'T SEEM PARTICULARLY QUICK ON THE UPTAKE... BUT I'M SURE HE'LL FIGURE IT OUT."

Across the seas, reactions to the newspaper spread. In East Blue atop a giant bridge a woman with dark hair reads and says, "HUHI! WHAT IS IT, ROBIN-SANI" "UNDERSTOOD." A bird flies past with "CAW" and "AHHH HHHH HH!!" In another scene a bandaged reindeer shouts excitedly, "LUFFY!!! I GOT IT!!" "OF COURSE... OF COURSE!!" At the Shikearu Ruins a group pores over the paper. One exclaims, "JUST A MINUTE...!!! THERE'S SOMETHING HERE..." Another complains, "HEY!! ARE YOU NOT DONE YETI! MY ARMS ARE GETTING TIRED!!" A blond man with a cigarette concludes, "I SEE... LUFFY... LUFFY ISN'T THE SORT OF GUY TO DO THIS KIND OF THING... IF RAYLEIGH'S WITH HIM, THEN THIS MUST'VE BEEN HIS IDEA... THERE'S GOT TO BE SOMETHING MORE TO IT...!!!" A sign reads "Kamabakka Kingdom" as someone mutters, "EXCUSE ME."

Further scenes show the world's response. On Sky Island Weatheria a bandaged girl cries, "HEY, LITTLE GIRL! THEY'RE STILL AFTER YOU!" "I CAN'T BELIEVE THIS... DOESN'T HE HAVE ANY CONSIDERATION FOR OTHERSI!!" In Boin Archipelago a large man yells, "WHAT IS IT NOWI! USOPPUN....!!" then realizes, "...I GET IT!! I GET IT, LUFFY!!!" At Tena Gena Kingdom a skeleton performs for a crowd, "AHHH, SO THAT'S IT!!!" A showman announces, "FEAST YOUR EYES ON THIS UNBELIEVABLE MOVING SKELETON!!! IT'S THE ONE YOU'VE ALL BEEN WAITING FOR, FOLKS!!!" In Future Land Baldimore a figure with a massive weapon declares, "I SEE..." while smaller panels show distant clouds and the sound effect "-" "-" "-" "-" "-" across the sky.

On a tropical island shore, Basil Hawkins sits calmly playing cards while a large sign reads "THE EVER-STORM NEW WORLD." A cat-like figure stands nearby. Brownbeard, a massive bearded pirate, looms aggressively and declares, "THE NAME'S BROWNBEARD!! THE ONE AND ONLY PIRATE BROWNBEARD, WITH A BOUNTY OF OVER 80 MILLION BELLI!!!! YOU'D BETTER REMEMBER THAT NAME!! AND THIS... IS MY TERRITORY!!!" Hawkins replies coolly, "I DIDN'T QUITE HEAR." Brownbeard continues, "LET ME TELL YOU TWO THINGS. FIRSTLY, I DETEST JOKES." Hawkins responds, "I SEE. IT WAS SUCH A RIDICULOUS NAME, I THOUGHT I MUST HAVE MISHEARD." Brownbeard growls, "JOKES!I" In a close-up, Hawkins states, "...I SEE THE MARK OF DEATH UPON YOU." Brownbeard answers, "AND SECONDLY... TODAY..." A screech sound effect appears as tension rises.

Lightning strikes the island violently. A crew member shouts, "ARE YOU SERIOUSI THE LOG POSE IS ACTUALLY......POINTING TO THAT ISLAND...I!I!" Another yells, "IT'S COVERED IN LIGHTNING...!!!" Urouge, a massive muscular pirate with a shaved head and beads, appears dramatically and roars, "DON'T BE RIDICULOUS!!! HOW ARE WE SUPPOSED TO LAND THEREI!" A narration box explains, "...REFER TO THE FIRST HALF OF THE GRAND LINE BY THE SAME NAME." Another box reads, ""THAT OCEAN," THEY SAY, "WAS A PARADISE..."" A grinning hooded figure asks, "AN UMBRELLAI!" and offers, "CARE TO BUY AN UMBRELLAI" The crew panics, "WHO IS IT...I!" "HIGH PRIEST!! SOMEBODY'S COMING THIS WAY!!"
