'"TOM'S WORKERS" WERE SUCCESSFUL IN OPENING THE "SEA TRAIN" TO THE PUBLIC.' A large panel shows the Sea Train crossing the ocean toward a domed city as a voice exclaims 'THE WOOD FROM ST. BURABO IS HERE!!!' with the sound effect 'ボボボー!!!'. In the next panels, a frantic man with a spotted shirt yells 'SO THE SHIPYARD IS STILL BANKRUPT. WE'LL DO SOMETHING THIS TIME!' while others discuss 'SAN FALDO'S IRON, IT'S EXPENSIVE.' and 'NO. THEY'RE TAKING ADVANTAGE OF OUR NEED FOR MATERIALS.' A man asks 'WAS THE TRADE GOODI' The bottom panels show rubble and a destroyed area with narration: 'TOM WAITED FOR THE JUDGEMENT OF THE "SHIHOUSEN".' 'WHETHER IT WOULD BE EXECUTION OR ACQUITTAL WILL BE DECIDED IN 3 DAYS.' with the sound effect 'ヒィィィ...'.

Franky stares with wide eyes and an open mouth, declaring, "AND..." In the next panel he continues, "I DON'T KNOW WHO YOU ARE, BUT I KINDA HIT YOU WITH THE CANNON!!" while a background figure yelps, "OW!! SORRY!!" The caption reads, "BATTLE FRANKY NO. 35 RETURNS!!!" Below, a long-haired man with a headband glares and mutters, "IS INCORRIGIBLE...!!!" "THAT IDIOT..." while distant onlookers cry out, "IT'S AT LEAST 100M LONG!!" and "LOOK!! IT'S HUGE!!" as a huge dark shape looms over the water.

Amid the chaos of scattered machinery and battleship parts, a voice screams, "AAAAAH!! STOP IT, AHOBURG!!!" Franky yells back, "IF YOU CAN'T DO IT, I'LL TURN IT INTO SCRAP FOR YOU!!!" while another figure demands, "YOU'RE STILL MAKING THESE WEIRD BATTLESHIPS!!!" and "HOW MANY TIMES DO I HAVE TO TELL YOUI" Close-up, a sweating Franky faces the long-haired man, who shouts, "NMAA!! LISTEN, FRANKY. YOU BEAT A SEA KING, RIGHT!I THAT MEANS THIS THING IS REALLY DANGEROUS!!!" Franky laughs, "TAHA...!!!" as the long-haired man continues, "I DON'T GET WHY YOU LEAVE DOZENS OF THEM LYING AROUND!" In the lower panels the long-haired man insists, "TOM-SAN, SAY SOMETHING!! HE'S DIRTYING THE COMPANY NAME!!" while a round figure stammers, "HE... HEY..." and a woman with dark hair and a man with curly hair discuss, "I'M NOT TALKING ABOUT YOUR WILL!! I'M QUESTIONING THE EXISTENCE OF SUCH DANGEROUS WEAPONS, BAKANKY!!!" "IT'S NOT LIKE THEY'RE GONNA ATTACK PEOPLE ON THEIR OWN!!!"

Three imposing men in coats and hats stand before a large "CP5" sign. One shouts, "AND LISTEN TO WHAT I HAVE TO SAY!!!" while another warns, "HEY, WAIT A MINUTE!!! YOU SHOULD APOLOGIZE FIRST!!!" A close-up shows the long-haired man replying, "NO, I DON'T KNOW ANYTHING ABOUT THAT." A fish-man-like figure asks, "HUHI WHAT'S THAT ABOUT..." and "IS THIS ABOUT THE TRIAL...I" while another growls, "YOU'RE FROM THE GOVERNMENT..." In the lower section a curly-haired man laughs, "HE'S PROBABLY SOMEBODY OTHER THAN THE GUYS FROM THE 'SHIIHOUSEN'..." "THEY LACK ORGANIZATION..." Inside a brick warehouse lined with bookshelves, the same man notes, "HE'S IN THE BRICK WAREHOUSE WITH THE GOVERNMENT GUY." "HIM AND THAT GUY ARE TALKING ALONE..." while a background figure wonders, "WHERE'S TOM-SANI" and another asks, "WASN'T IT SPAN-DAMI"

A large furry creature bellows, "I DON'T KNOW!! I DON'T HAVE ANY SUCH BLUEPRINT!!" while laughing, "TAHA...!!!" In the warehouse, a cloaked figure seated at a desk says, "I CAN ASK FOR INFO ABOUT YOUR BACKGROUND, AND I'LL GET THE BLUEPRINT ANYHOW!!!" and asks, "TAHAHA, DO YOU HAVE PERMISSION TO INVESTIGATE MEI" The cloaked man retorts, "LIAR!! DON'T PLAY DUMB WITH ME JUST BECAUSE I'M TRYING TO BE POLITE!!! I'VE ALREADY RESEARCHED EVERYTHING ABOUT WATER SEVEN!!" A small panel shows a fleeing figure as someone yells, "IF YOU'RE THE INFORMATION GUY, RESEARCH IT YOURSELF! SEE YA!" "HEY WAIT!! I'M NOT DONE TALKING YET!! WHO DO YOU THINK I AMI!!" The cloaked man continues, "WHAT ARE YOU TALKING ABOUTI!I THEN WHY HAVEN'T YOU BEEN CAPTUREDI!I" "THE GOVERNMENT ALREADY KNOWS THAT." Finally he declares, "I DO!! TOM...!! I KNOW THAT YOU'RE THE SHIPWRIGHT WHO BUILT GOLD ROGER'S SHIP!!! NOW THAT YOU'RE A CRIMINAL, YOU'RE MINE!!!"

In a dimly lit bar, patrons discuss Tom. "He's a great guy, that Tom is...!!!" "I think his charges will be dropped in the trial three days from now..." "Yeah... Tom's already kept his promise with the Shichibukai..." A shocked voice exclaims, "WHAT!!I" The scene shifts to a vast government building under stormy skies. Narration explains there is no realistic way for the government to contend with pirates who protect the "blue-print." A close-up shows a furious man with a scarred face shouting, "A great criminal who once associated with Roger will be pardoned!!I You're kidding me..." In the grand chamber of the Gorosei, one elder declares, "This isn't the time to peacefully say we must prevent the return of the ancient weapons!! We, the government, who must reinforce justice, need to bare our fangs!!!" Another notes, "It's been 10 years since 'the great pirate era' began... The pirates will only get stronger and increase in number!!"

Spandam looms in a dramatic close-up, roaring with rage, "AND WE WILL PUT AN END TO THIS PIRATE ERA!!!!" A voice adds, "The 'ancient weapon' will be acquired by us..." The Gorosei respond calmly: "Leave this matter in your hands, Spandam." "We will..." "We'll talk then." "Then get this said blueprint..." "There's no question about the direction the era is moving in..." Spandam, sweating and determined, clenches his fist and shouts, "I've worked hard for this chance! I won't let it go this easy!!" as he dramatically kicks over a table with a loud "TIP!" and impact effects.

Spandam reacts in shock, sweat pouring down his face: "What 'acquittal', just you watch...!!!" He panics, "I'm in trouble!! Me!!!" and yells, "If he's not a criminal..." while slipping with a loud "SLIP" and "SPANDAM-SAN!!!" sound effects. He orders, "Call in five more agents!!" From a balcony overlooking the city, a voice calls, "..... Hey!!" and another answers, "YesI" Later, a large man with horns tells two figures, "I wanna give you something important. You two, come over here." The pair respond, "Franky." "Iceburg." "HmI" as Spandam is heard shouting from off-panel, "SPANDAM-SAN!!!"

Franky, Iceburg, and a large reptilian creature examine a large sheet of paper. Franky exclaims, "Be made by a person..." Iceburg questions, "Can this thing..." and "Why would anyone..." with intense close-ups showing their serious expressions. In a flashback panel, the large horned man states, "The government's aware of this blueprint, and they've started to move... It's too dangerous for me to hold on to it any longer." The scene returns to the present where he continues, "It's the nastiest monster... in the history of shipmaking."

Franky leans in with wild eyes and a huge grin, shouting "LET'S MAKE IT!!!" while Iceburg stares back tensely. Iceburg replies, "BUT ALRIGHT, I'LL TAKE CARE OF IT!!" and mutters "IT'S SCARY....." Franky laughs "TAHAHA...!!" and adds "YEAH, THE WORLD WILL BE DESTROYED." Iceburg snaps, "STUPID IDIOT!!! THINK BEFORE YOU SPEAK!!" as Franky continues, "I'M GONNA TAKE CARE OF IT! DON'T YOU GET ITI! IF YOU MAKE THIS THING EXIST IN OUR WORLD..." A smaller panel shows Franky saying "BUT, DO WHATEVER YOU DAMN WELL PLEASE!! IF IT GETS TOO DANGEROUS, JUST THROW IT OUT OR SOMETHING." At the bottom of the page, a massive wanted poster unfurls showing Nico Robin's face with the text "NICO ROBIN" and a bounty of "79,000,000". Iceburg's voice continues, "I'LL TELL YOU ANOTHER THING THAT WORRIES ME... AND ONE MORE THING....."

Three days later, the city bustles near Tom's Workers as someone calls out "HEY FRANKY!!" A sign reads "THE DAY OF THE TRIAL". Franky walks with a large coin, declaring "TOM-SAN WAS INNOCENT TO BEGIN WITH..." while a woman warns him, "IF YOU GO INTO TOWN IN YOUR SWIM PANTS, THEY'LL THINK YOU'RE WEIRD." Franky retorts, "SHUT UP, I'M JUST BUYING A FEW THINGS..." and "A CELEBRATION, JUST BECAUSE HE'S GONNA BE FOUND INNOCENT....." Inside a room, someone yells "TODAY'S THE TRIAL!! GO GET READY ALREADY!!!" as a large figure lies face-down on the floor. A small figure with goggles shouts "WAKE UP!! TOM-SAN, ICEBURG..." while the prone man remains motionless amid scattered papers and "....." and ".....!!!" sound effects.

A massive government building rises from the sea as voices shout "THE SHIHOUSEN'S HERE!!" and "TOM'S GONNA BE TRIED AGAIN!!" Inside the grand courtroom filled with spectators, an elderly judge with a long beard states, "I DON'T THINK ANYONE HAS ANY PROBLEMS WITH HIS INNOCENCE." A tall man in a top hat replies, "YES, I RODE ON IT ONCE. HE'S DONE A GOOD JOB TURNING IT INTO A REALITY." Another official asks, "YOUR HONOR, HAVE YOU SEEN THE 'SEA TRAIN'I" Franky stands among the crowd looking around and asks, "WHERE'S TOMI" while a woman nearby remarks, "WOW, IT'S BEEN 10 YEARS ALREADY." The packed hall buzzes with anticipation as the trial is about to begin.

Chaos erupts as multiple ships marked "BATTLE FRANKY" and "BF" open fire on the city. Explosions rock the docks with massive "ドゴォ" and "ゴゴゴ" impacts. Crowds scream "THERE!!" "WHAT ARE THOSE SHIPS!!I" "ABANDON SHIP!!!" and "IT'S A GROUP OF WAR SHIPS!!!" Panic spreads as people shout "WAA AAA AAA AAA!!" "WAAA! ARE WE UNDER ATTACK!!I" "HUH!!I" "WHAT IS THAT...!!" and "WHERE IS THIS COMING FROMI!!" Franky stares in shock with wide eyes, muttering "HUH..." while others yell "PIRATES!!I" and "WHAT!!I" Smoke and debris fill the air as the Battle Franky fleet continues its assault on the waterfront.

Panic erupts across the city as unknown ships bombard the area. Explosions rock buildings while civilians and Marines scatter in terror. A man shouts, "UNKNOWN SHIPS ARE ATTACKING!!" Another yells, "WHAT THE HECK'S WITH THOSE SHIPS, THEY ONLY HAVE WEAPONS!!!" A wide-eyed figure questions, "WHY...I" and "WHO'S... MY SHIPS..." while a frantic voice cries, "HURRY!!! GET THE WOUNDED TO THE HOSPITAL!!" and "HELP! MY SON'S UNDER THERE!" In the lower panels, a long-haired man insists, "I KNOW!!!" A woman replies, "HEY WAIT, IT'S NOT FRANKY OK!I HE'S OUT BUYING..." A close-up shows a fierce expression as someone realizes, "FRANKY'S SHIPS FROM THE SCRAP ISLAND ARE ATTACKING THE SHICHOUSEN!!!" The final panel features a man roaring, "TOM-SAN!!!"

A massive sea creature-like figure growls, "PIRATES!I OR IS THIS THE GOVERNMENT'S...!!!" while a sweating man with long hair declares, "I KNOW THAT HE WOULDN'T DO ANY SUCH THING...!!!...THAT'S WHY THIS IS SOMETHING BIG...!!!" Another man shouts, "DAMMIT WHO IS IT!!! I'M GONNA KICK YOUR ASS!!!" as a voice orders, "GET AWAY FROM THE SHIPS!!" Explosions and impacts continue with SFX "グォイオイオイオイオ" and "バシュ!!!" A determined close-up shows the long-haired man stating, "LET'S START THE TRIAL... TOM'S WORKERS..." The page ends with a small figure and the title "ONE PIECE" as laughter echoes, "...HAHAHA..."
