A figure shoots through the sky with a "Woosh!!" as the caption asks, "Kuma's destination?!" The chapter title reads, "Chapter 1071: A Hero's Offensive." At Red Port, the base of the Red Line, the real Bartholomew Kuma crashes into the World Government structure with a huge impact, "Ka-bam!!" Civilians scream "Unwah!!" and "Kyah!!" as smoke and debris burst outward. Kuma's sudden arrival below the Red Line throws the area into chaos.
The people at Red Port recognize the fallen figure and shout, "It's Bartholomew Kuma!!" and "Where did he come from?!" Rumors spread immediately: someone heard he fled the Holy Land, while another says he was meant to be the Celestial Dragons' invincible slave. Kuma lies in the wreckage, and bystanders wonder what he is doing there. When he begins to move, the crowd panics, screaming "Uwaah! It moved!!" and "Kyah!!" The North East District is sectioned off, and someone identifies Kuma as a former Warlord of the Sea.
Red Port authorities warn civilians to evacuate immediately because Bartholomew Kuma has just appeared by the Bondola Gate. Orders go out: deploy all available Marines to his location, and civilians should be advised that he is extremely dangerous. The warning adds that Kuma is a man with no shred of humanity, his current purpose and programming are unknown, he may serve the Celestial Dragons, and no one should approach him. Meanwhile on Egghead, the island of the future in the New World, the order is given to lock down any and all possible escape routes for Vegapunk.
CP0 and the Vegapunks assess the sealed situation on Egghead. Agents attempt to block off all exits and likely take care of the ships too, leaving Vegapunk's group able to fly only on the island. The satellites are frustrated that CP0 will not let them get away without a fight, but Shaka says fighting back is not their objective; the main body's escape must come first, and as satellites they are expendable. Lucci orders the ships destroyed if needed and refuses to accept Straw Hat as an Emperor. Stussy calls him hopeless and says he is determined to ignore the Navy, while the Frontier Dome continues to be a nuisance even with the Seraphim back under control.

Vegapunk apologizes to Sentomaru, saying that what happened was because Sentomaru was so loyal. The satellites consider another ally on the island and ask whether they should call them, though Nami worries there will be nowhere left for that ally to hide if they come within the government's sights too. Vegapunk decides to call anyway, and the ally answers, "Of course. I've always been prepared for this order." The ally asks so shamelessly for rescue that the room reacts, but Vegapunk's side is relieved: if CP0 is kept busy, escape should be easy now, especially because the Stella has secured passage on the Straw Hat ship. Vegapunk tells the group, "Well, folks... I'm all packed. Please take the seven of us to your ship-quasar." The Straw Hats are startled that all seven Vegapunks are coming, and someone says it sounds like a pain, but Sanji is delighted about a voyage with seven faces of the world's best scientist and says he does not care as long as Lilith tags along. Bonney suddenly charges after Vegapunk inside the lab, shouting for him to wait and calling, "That Vegapunk!!" She is furious because he stood to gain using bugs against her. Luffy notices the commotion and asks what Bonney is mad about, while Bonney says she promised to get the old-timer out alive but tells Luffy not to beat him up.

The Labostratum Frontier Dome suddenly goes offline. Alarm tones beep across Egghead as the system repeats, "The Frontier Dome is offline," and the satellites react in shock. Someone asks why anyone would disable it and for what purpose, while Pythagoras notes that their detectors are not picking up anyone in the control room. Lucci immediately recognizes the opportunity, saying that if those deterrents are really down, it is a golden chance. Kaku warns that it may be a trap and Stussy says the malfunction sounds a little too convenient, but CP0 still prepares to exploit the opening.

The Straw Hats see the Thousand Sunny in the distance and are relieved that they have gotten this far. Vegapunk says the heavens have abandoned him because his life is at stake. CP0, however, has already taken care of all the ships down below and now only needs to destroy the Sunny. Kaku volunteers, saying, "Leave it to me!" and launches a Tempest Kick, "Sky Slicer!!" toward the Straw Hat ship. The attack races toward the Sunny's structure, threatening to cut off their escape before they can board.

Kaku's slash is stopped at the Sunny. A figure wakes from a nap with a bubble popping and a blade flashing, intercepting the attack with a sharp "Shing!!" Kaku is shocked and asks, "What the?!" while the ship survives the impact. The defender is Roronoa Zoro, who glares and asks, "Who the hell... interrupted my nap?" Kaku recognizes him in alarm as "Roronoa!!" Zoro's sudden appearance keeps the Thousand Sunny from being destroyed and turns CP0's ship attack into a direct confrontation.

Inside the Labophase, Shaka announces that the Frontier Dome is back online, but the CP0 agents have already infiltrated. He says they were too late because the agents will target the Straw Hat ship. The crew also sees that another fight is already happening: Zoro is fighting a CP0 member who had been guarding the ship. Shaka warns that if they do not hurry and back Zoro up, they will lose their ride out of Egghead. The crew realizes they have to go to war after all, while Luffy and the others are still moving through the Labophase and trying to regroup.

The Straw Hats are already leaving, but Luffy wants to stay too because he cannot help it, since this is a government island. Nami tells him they have to go and asks why he is rushing things. Franky realizes Luffy already bumped into Rob Lucci. Sanji tells Luffy that if he has not seen Bonney, she is a pretty lady with long hair. Robin asks where Vegapunk is now that Bonney has been mentioned. Elsewhere Bonney is chasing Vegapunk in a rush, demanding, "Can you turn my dad back to normal?! Yes or no?!" Vegapunk says no, apologizing that he simply cannot, and insists there is a reason for it.

Somewhere in the waters of the New World, the Kid Pirates approach a huge island-like shape in the mist. The crew shouts, "Woah!!" and asks whether the fish is bigger than normal. Killer reads quietly while the others wake Kid, telling him they are near land and asking whether they should look around. Kid says he knows the island is probably the home of the giants. Killer identifies it by name: "Elbaf!!" Kid smiles broadly, and the crew reacts in shock, repeating, "Elbaf?!" The long-awaited island of the giants has appeared in Kid's path.

At the G-14 Naval Base, Vice Admiral Garp's ship suddenly appears, throwing the base into panic. Marines shout that it is a pirate attack, but then realize it is Garp's ship and call for Helmeppo to get out there. Garp announces that they are about to head over to Egghead and cannot spare any of their men. Doll warns that launching an offensive against an Emperor is no joke and asks whether Garp cleared this with the top brass. Garp laughs that it is fine because he is already there. Helmeppo cries that Koby was captured by Blackbeard and that he could do nothing to stop it, while Hibari says she wanted to see Garp. Garp tells them to get on board already because they are going to Hachinosu to beat the snot out of those pirates and save Captain Koby. The chapter ends on the hero of the Marines, Garp.
