Burgess reveals Ace's last request: "Please don't tell my little brothers." Sabo admits the weight he has carried since Marineford: "I've spent every night since that day agonizing over what they might have been!" He tells Burgess, "I don't need a piece of shit like you to explain that to me!" Burgess tries to secure the Mera Mera no Mi: "I ain't gonna let the Mera Mera no Mi slip through my fingers!" Sabo replies, "I don't know how that kinda regret doesn't kill ya... that despite having all yer status and power... and that's why I refuse to carry any more regrets!" Burgess spits, "You weren't able to go save your own brother!"

Sabo blasts Burgess away with a huge fire attack, the page dominated by the shout "FIRE!!" and heavy impact SFX. Burgess is hurled through the air and crashes into the ruined city while flames and smoke coil around Sabo. The Den Den Mushi continues to ring, "Pururu," as Sabo stands amid the destruction. The action resolves the confrontation without more debate: Sabo will not allow Burgess to threaten Luffy or steal Ace's inherited power.

Koala finally reaches him by Den Den Mushi: "Hello? Sabo-kun? Where the hell are you!? Burgess was trying to hunt down Luffy just now so..." She says she was worried and tried to call on the Den Den Mushi. Sabo answers, "Oh. My bad. Didn't notice." Koala says she found the list; Sabo tells her to go group up with Hack underground, while she snaps, "Who told you to hang up, Jebbrain?"

The scene shifts to the defeated Donquixote Family. Marines and fighters move among the fallen bodies, confirming, "The Donquixote Family... Executives... All eight of them." They further report, "The three top executives as well... confirmed." Panels show the fallen officers, including Diamante, Pica, Trebol, and the other executives, being secured while someone warns, "Careful!" The victory is now administrative as well as physical: Doflamingo's organization has been brought down.
The Marines focus on restraints and reporting. One orders, "Make it your top priority... to properly restrain every last one with Sea Stone!" Another says, "Almost all of the executives are Devil Fruit users!" When asked, "What about our report to headquarters?" the answer is, "Well, Isshou-san has... asked us to hold off on that for now." Meanwhile, in the neighboring country Apple Nine Island, a broadcast from Dressrosa begins: "Looks like there's a transmission feed coming in from Dressrosa!" and "We are broadcasting from Dressrosa..."

Vice Admiral Maynard appears on the broadcast to the neighboring three countries. He announces, "I am Marine HQ Vice Admiral... Maynard!" and explains, "What you are looking at... is the current state of Dressrosa!" Viewers react, "What's with all the rubble behind him?" and "What the hell happened over there!?" Maynard says Dressrosa seems to be transmitting smoothly inside the Video Den Den Mushi's broadcast range, and orders someone to fill him in on all the details and go after Isshou-san.

King Riku stands before the people and says, "Though misconceptions about what actually happened appear to have been dispelled, I simply cannot return to the throne." The citizens beg, "No, please... don't say that, I beg of you," and shout, "King Riku-sama!" He argues that the Riku clan are pushovers and asks if the country can accept that. The people answer, "We're fed up with violence!" "You are the rightful ruler of this country!" and "We just want you to turn your back on wars as the 'king that refuses to fight'!" They even cry, "We don't care if we meet our doom!"

The citizens keep pleading, "Please, King Riku-sama!" and "Yes, King Riku-sama!" saying, "We don't care if we have to live in poverty... just make Dressrosa the country of peace it once was!" Elizabello laughs and tells Riku, "Gahahaha! As a 'king that fights,' you're killing me over here!" Others celebrate, "King Riku's back," while aides warn, "The Den Den Mushi have been ringing non-stop with calls from the kings of our neighboring countries! You must hurry back to the palace!" Elizabello says Riku's last ten years have really done a number on him.

Elizabello names Riku "The king of miracles, Riku Dold!" and urges, "Bring him back!" Then Fujitora steps forward, addressing "King Riku-dono!" He says, "It's just as he says. This incident with Doflamingo... I would never forgive myself if you felt like you bore even the slightest bit of responsibility for it!" Speaking to "Citizens of Dressrosa" and "Members of the Royal Family," he states that Doflamingo exploited the system of the "Ouka Shichibukai," made himself king of a country and its lands, and subjugated none other than the World Government itself.
Fujitora prostrates himself before Dressrosa and declares, "In place of the World Government, I ask most humbly for your forgiveness!" Reporters and viewers erupt: "The downfall of the underworld broker, Doflamingo..." "The false majesty of the power Dressrosa appeared to possess belied its darker, true identity..." and "The prostrate apology of Marine HQ Admiral Fujitora!" The news is sent to press: "The huge incident confined inside that cage... will finally now be revealed to the rest of the world!" The final panels say, "The pirate alliance of those two has brought down Doflamingo!" while Akainu glares and growls, "It kills me... to know that we're the ones who put you through this...!"
