Yuba, Base of the Rebel Forces

A massive, dark sandstorm sweeps across the desert landscape, engulfing the buildings of a town in the distance. The wind howls with a loud "VWOOOOOOOO" sound effect. In the foreground, Nami yells out in alarm, "IT'S A SANDSTORM!" Vivi looks on with a shocked expression, sweat on her face, exclaiming "!!?" and then realizing with horror, "YUBA'S BEING HIT BY A SANDSTORM!" The rest of the crew, including Luffy, Sanji, Usopp, and the camel Matsuge, watch the approaching storm from a distance.

The sandstorm clears, revealing a devastated town half-buried in massive dunes of sand. A sign sticking out of the sand reads "Kingdom of Alabasta, Yuba Oasis" with a loud "DOON!!" sound effect. In the foreground, a gaunt old man wrapped in a dark cloak is digging in the sand with a shovel, making "ZAKU... ZAKU..." sounds. He notices the crew and says, "Travellers, eh?...Well then, you must be awfully tired." He continues digging and adds, "Sorry to tell you folks this town's a little bit dried up right now." Vivi stares in disbelief, saying, "Oh my god... It's swallowed the oasis up! Look at all this sand..." Luffy, looking exasperated with his tongue hanging out, complains, "Where's the water!? Wasn't this supposed to be an oasis town, Vivi?" Usopp, standing next to Sanji and the camel, remarks, "Frankly speaking, there ain't much a difference between here and that abandoned town Elumalu! What a mess...!"

The old man continues to speak to the group, saying, "We've got plenty of inns and rooms to spare... That's one of the things Yuba's known for. But you folks still ought to rest here for the night." Vivi clutches her cloak with a "GRAB" sound, looking hesitant. The old man pants slightly as he leans on his shovel, making "ZAKU... ZAKU..." sounds as he digs. A caption identifies him as "Townsman Toto". Vivi steps forward and asks, "Umm... Excuse me, but I heard the rebel forces were using this town as a base. Is that tr-" Toto suddenly stops, his eyes widening in shock and anger. He glares at them and asks sharply, "You have business with the rebels?"

Toto suddenly flies into a rage, hurling a wooden bucket and a barrel at the crew with a "BYUN BYUN!!" sound effect. He yells, "DON'T TELL ME YOU'RE ANOTHER BUNCH OF DEGENERATES THAT WANT TO JOIN THE REBELS!" Usopp and the camel Matsuge dodge the flying objects, with Usopp screaming, "AHHHHH! W-WHAT'S WITH THIS OLD MAN FLIPPING OUT ALL OF A SUDDEN?" Toto turns his back to them, slamming his shovel into the sand with a "GOON!!" and mutters, "Those fools..." He resumes digging with "ZAKU... ZAKU..." sounds and reveals, "Are no longer in this town...!" Luffy and Usopp yell in unison, "WHAT!" while Vivi looks completely stunned, exclaiming, "IT CAN'T BE!"

Toto continues digging, explaining the situation: "You saw the sandstorm just now, didn't you... Well, let me tell you that sandstorm wasn't the first one this town's had... This town's been regularly hit by sandstorms! And because of that, the oasis is now in the sorry state you see before you." He pauses, leaning on his shovel. "Ever since the drought started 3 years ago, Trade caravans have since stopped coming here, And the rebels realized they couldn't hold out here any longer, So they relocated to Katorea and set up their main base there." Vivi is shocked by the name. "KATOREA? Why, where's that, Vivi?" Luffy asks. Vivi replies, "It's an oasis town beside Nanohana!" Usopp is furious, yelling, "BESIDE NANOHANA!? THEN WHAT THE HELL DID WE COME ALL THE WAY OUT HERE FOR!?" Hearing the name, Toto suddenly stops and turns around, his eyes wide. "!! Vivi...? Did you say Vivi just now...?"

Toto stares at Vivi, asking, "Vivi? Princess Vivi, is that really you...?" Vivi, caught off guard, stammers, "....Wha? Umm... No, I'm not..." Toto suddenly yells at the rest of the crew, "S-SHE'S NOT PRINCESS VIVI IF THAT'S WHAT YOU'RE THINKING! SHUT UP!" He then turns back to Vivi, tears streaming down his face. "I'M SO GLAD TO SEE YOU'RE STILL ALIVE! IT'S ME! DON'T YOU RECOGNIZE ME!?" He rushes forward and hugs her tightly with a "GRAB!!" sound. "Guess I can't blame you, I did lose quite a bit of weight..." Vivi looks closely at his face and gasps, "Is... Is that you, Toto?" Toto cries, "Yes...!" Luffy watches, confused, asking, "Toto?" Toto, still crying, tells Vivi, "Vivi... I still believe... I still believe in the king! He's not the type that could ever betray his country and subjects...! I'M RIGHT, AREN'T I...!?"

Toto pleads with Vivi, "THOSE REBELS ARE ALL OUT OF THEIR MINDS! PLEASE! YOU HAVE TO STOP THEM...! YOU'RE THE ONLY ONE WHO CAN!" Vivi looks at him sympathetically, saying, "Toto..." A flashback begins, indicated by a caption: "Alubarna, 11 years ago". A younger, plumper Toto is shown saying, "...Vivi, you better grow up to be a good princess!" The scene shifts to a young boy with a bandage on his nose, yelling angrily, "The town dried up...! WHY DIDN'T YOU HELP US!?" A loud "DON!!" sound effect accompanies his outburst. A caption identifies him as "Village boy, Kouza".

The flashback continues inside the royal palace. King Cobra addresses young Kouza calmly: "I'm afraid the weather is the domain of gods. Even as a king, there's nothing I can do about it. The things I can do are still limited to things achieved through human means." Young Kouza yells back, "BUT MY DAD SAID THE KING COULD DO ANYTHING!" Suddenly, a guard announces, "YOUR MAJESTY! A MAN CALLING HIMSELF AS THIS BOY'S FATHER HAS JUST ENTERED THE PALACE!" A younger, much heavier Toto rushes into the throne room, sweating profusely and bowing deeply with a "DON!!" sound effect. He shouts, "FORGIVE THE INSOLENCE MY MANNERLESS SON HAS SHOWN, YOUR MAJESTY! I ACCEPT FULL RESPONSIBILITY FOR HIS ACTIONS SO PLEASE PUNISH ME AS YOUR MAJESTY SEES FIT!" A caption identifies him as "The village boy's father, Toto".

King Cobra looks down at Toto and asks, "You said your name is Toto, correct...?" Toto replies, "Yes, your majesty!" Toto then grabs Kouza and starts hitting him on the head repeatedly with "POKA POKA POKA!!" sounds, scolding him, "You idiot, you idiot, you idiot! Lower your head this instant and apologize!" Kouza cries out, "OW! OW! OW!" King Cobra announces his decision: "The state will provision all homeless villagers affected by the recent draught. In the meanwhile, they are permitted to move here to the capital and think about what to do with their lives from now on." Toto bows deeply again, crying tears of gratitude, "Your majesty's benevolence is truly astounding! We are grateful from the bottom of our hearts!" However, Kouza breaks free with a "GRAB!!" and yells at the King, "YOU THINK THAT'S SUDDENLY GONNA FIX EVERYTHING? YOU DON'T HAVE A CLUE HOW THE VILLAGERS FEEL!" He runs away with "DADA DADA!!" sounds as Toto yells after him, "KOUZA, COME BACK! I SAID COME BACK!"

King Cobra smiles gently and tells Toto, "Toto... That's a good son you've raised there. He said 'how the villagers feel' just now. That means he came all the way here to speak with me for their sake." Toto looks up, surprised, "Y-yes, your majesty!?" Suddenly, a young Princess Vivi appears and points at Kouza, calling him a "Crybaby!" Kouza stops and glares at her, "What did you call me, pipsqueak?" He pulls at his face aggressively with a "GUIII...!!" sound. Meanwhile, Igaram approaches King Cobra. "Your majesty. I'm afraid I must inform you that we... Currently do not have enough funds to fully provision all the villagers..." Cobra yells angrily, "YOU FOOL! Wring out the money from the royal family's personal spendings if you have to!" Igaram immediately chops himself on the head with a "KING CHOP!!" and a "SMACK!" sound, saying "OWW! As you wish..."

A guard bursts through the doors, shouting, "YOUR MAJESTY! THE PRINCESS...! PRINCESS VIVI HAS BEEN...!" A loud "DOOOON!!" sound effect fills the panel as young Vivi stands there, her face covered in bruises and bandages, sniffing. She bluntly states, "I got in a fight....And I lost." King Cobra looks shocked, yelling, "VIVI! PRINCESS VIVI!" Igaram completely loses his composure, screaming, "HOW DARE THAT BRAT HARM THIS KINGDOM'S PRINCESS!" Cobra tries to calm him down, "IGARAM, CALM DOWN!" Young Toto is shown crying hysterically, bowing with a "DON!!" sound effect, and shouting, "PLEASE FORGIVE MY SON, YOUR MAJESTY! I SHALL COMMIT RITUAL SUICIDE TO ATONE FOR HIS SINS!"

King Cobra yells at both Igaram and Toto, "CALM DOWN, BOTH OF YOU! It's nothing but a kids' fight, that's all!" Igaram, still panicking, hits himself on the head with both hands, yelling "DOUBLE KING CHOP!" with a "SMACK!" sound, groaning "UGH...". A large "DOOOON!!" sound effect transitions the scene. A caption reads "The Capital, Alubarna". The bustling city is shown with people walking around and "WAI WAI GAYA GAYA" chatter sounds. Another caption reads "Outskirts of the city". A group of kids is gathered, cheering with "WA- WA-" sounds. One kid points and yells, "IT'S A FIGHT!"

A crowd of kids is cheering loudly. One yells, "Don't go easy on her just 'cause she's the princess, Kouza!" Another adds, "Yeah, teach that bratty princess a lesson!" Others cheer, "You can do it, Vivi!" and "Hey! Did you forget that Kouza's our leader!?" In the center of the crowd, young Vivi and young Kouza are facing off. Kouza points at himself and declares, "If I win, I'm your new leader!" A large "DO DON!!" sound effect emphasizes the moment. Vivi, with her fists raised, retorts, "IF you win, pipsqueak! I'll have you know I've always been the leader back in my village." The kids around them continue to cheer with "WA- WA- WA- WA-" sounds.

Young Kouza stands next to young Vivi, holding her arm up in victory with a "DOON!!" sound effect. He announces to the crowd of kids, "Listen up, guys! From today, Vivi's the vice-leader of our Sand-sand gang! Any complaints with that!?" The kids cheer back, "NOPE!" Watching from behind a wall, Igaram says, "...Look, Igaram. Yes... Vivi's got herself some new friends." King Cobra, standing next to him, smiles and says, "In order to govern Alabasta well in the future... That's the most important thing she can have!" Suddenly, one of the kids notices them and yells, "Ah, it's the king! King Cobra's here!" Cobra and Igaram flinch with "GIKU GIKU!!" sounds. Another kid adds, "And so is Igaram, captain of the Royal Guards."

Young Vivi approaches young Toto, who is sweeping outside his house. "Good morning, Toto! Ma'am! Is the leader here?" Toto replies, "If you're talking about Kouza, He already left home. I'm guessing he's at the usual place right now." A woman inside asks, "Vivi, will you be having lunch with us?" Vivi smiles and waves, "Yeah! Thanks again!" Toto watches her leave, thinking, "Haha... What an odd country this is... For a princess to freely go in and about the homes of commoners... Yes, it's proof of this country's peace..." As Vivi walks away, she turns and asks, "Umm... Do you want lunch as well, Igaram?" Igaram, who is hiding in a bush wearing a disguise, replies, "No, no, I'm fine. I packed myself a little something for the day already." He rustles in the bush with "KASA KASA" sounds. Vivi says, "Excuse me then!" and runs off. Igaram turns around and is shocked to see King Cobra also hiding in a disguise. "!! YOUR MAJESTY...!? Y-YOU'VE COME TOO!?" Cobra, wearing a fake mustache and glasses, replies defensively, "Well, I... I can't help it as a concerned father!"

Igaram scolds King Cobra, "PLEASE RETURN TO THE PALACE! THIS IS NO PLACE FOR A KING!" Cobra protests, "WHAT! PLEASE, YOUR MAJESTY!" Meanwhile, young Vivi is walking alone when two shady men approach her. One of them, Agotogi, says, "Hey there, princess. Heading out somewhere, are ya? Mind if we accompany ya?" Suddenly, young Kouza and the Sand-sand gang charge in with a "WAA!!" sound. Kouza yells, "ATTACK, SAND-SAND GANG!" Agotogi is caught off guard, "WHA!? I THOUGHT WE KNOCKED THESE KIDS OUT ALREADY!" The kids grab onto the bandits with a "GASH!!" sound. Vivi looks confused, "Leader! Guys! What's going on?" Kouza, struggling against the bandits, yells at her, "VIVI, RUN FOR IT! THESE GUYS ARE TRYING TO TAKE YOU AWAY!"
