At the Dressrosa royal palace, CP-Aigis0 investigates the weapons and buyer lists. Someone reports that there is no trace of the list of secret buyers, but there is clear evidence that some sort of theft happened. The weapons and ordnance left in the underground trade port were stolen at some point after the incident, and because this was not just one or two guns but a huge number, it is definitely the work of an organization. The Marines were in a huff over it too. Spandam asks if it could have been the revolutionaries, while Rob Lucci says it does not matter and to return now. Lucci adds that this is a country of tragedy, just like Spandam.

The narrator says one tragedy after another rained down on Dressrosa and the strings of darkness were hung, yet as those countless tragedies fell, the people held back their tears, danced and sang to the resounding melody of their clapping hands. Now the curtain draws back from the cheerless, long, wretched, nameless stage, and words of truth reach the people: "Our king has returned! All is well! Peace is upon us!" King Riku steps forward and says he has something he would like to ask of them all.

King Riku introduces the Tontatta publicly. The Tonta chief Gancho says, "I am the chief of the Tonta! The name's Gancho!" and explains that, as King Riku has told everyone, Mansherry beside him is his daughter. The crowd erupts with cries of "So cute" and "I'm Mansherry" as Princess Mansherry smiles and the tiny people are revealed. King Riku says that upon visiting the country, the reverie is this year and the day draws near, so it seems other countries have all started their preparations. Leo and the Tontatta are shown among the cheering citizens.

The narrator says travelers would certainly find one thing quite strange throughout the city: the tiny silhouettes of dwarves living alongside humans naturally and freely. Citizens happily call for ham and mansherry, while the Tontatta insist there are still houses left to build and that the work is of utmost importance. The narrator concludes, "This is a country of love... of passion... and of fairies." Dressrosa becomes a place where the Tontatta move openly, building and laughing with humans rather than hiding as legends.
On the open ocean Marine fleet, Tsuru tells Fujitora that once they have finished the escort mission, she will be off on her aimless journey. Fujitora says he will not be allowed into a base until he takes Straw Hat and Law's heads. Tsuru says that if he just apologized, Sakazuki would surely feel the slight to his honor rectified, but Fujitora refuses, saying he has his own honor to abide by. Doflamingo, chained in the hold, laughs and calls Fujitora an idiot while saying that if the Navy had joined him in putting those little shits in their place, this was their one and only chance.

Doflamingo says things would not have turned out like this because he held the reins of the world's monsters, and that the Marines were fools to cut his hands off. Tsuru calmly tells him to quit his pathetic blabbering because what happened is what is real: plain and simple, he lost. Doflamingo laughs and admits he cannot hold a candle to cold-hearted people like her, then asks what will become of the world of pirates now. Since the monsters have lost their feed and their chains have been cut, he wonders what they will do and asks, "Who now stands atop this sea?"

Doflamingo's question becomes a survey of all powers competing to rule the seas. He asks whether it will be one of the emperors of the sea, the Yonko, or perhaps one of the sly Shichibukai, or one of the little shits of the Worst Generation. He also names the Marines, who rule the sea with the armies of justice, the will of the people and the Revolutionary Army, and the beasts powerful enough to scare anyone. Images of the Yonko, Shichibukai, Worst Generation, Revolutionary Army and Marines fill the page, showing the world order ready to shift.

Doflamingo continues that the clan of D is always smoldering amid the embers of history, and asks who can tell when and where they will appear, who will join hands with whom, and who will betray whom. He says to tell the Tenryubito perched atop their ivory towers in Mariejois that they will be yanked from their golden thrones. Doflamingo reminds them it has been 25 years since Gol D. Roger first ruled the Grand Line, while Roger's archenemy Whitebeard never ascended to that throne and ruled kneeling before it. Now, in the eyes of the countless pirates that plow the seas, there is one conspicuously empty throne.

As four battleships sail in a storm, Marines realize the convoy has too many bigshots for a regular escort, and that it must be Lord Doflamingo's convoy. Someone suggests aborting because retrieving Joker is impossible, but elsewhere Jack dismisses that and orders them to take Doflamingo back. Doflamingo laughs that they are on a one-way trip to Impel Down and says if it is not too much to ask, he would like a newspaper every day because that should stave off boredom. He declares that it shall begin: the greatest war for hegemony this world of pirates has ever seen.

Elsewhere, Luffy's group encounters the Barto Club pirate ship, the Going Luffy Senpai, a ridiculous vessel with a Luffy figurehead and huge "Barto Club" balloon. The crew asks if they are seeing things and why this ship seems to have a better chance of carrying Luffy than their own ship, while Bartolomeo happily says hearing that makes him happy even though it is not a compliment. He presents the real Luffy-senpai on deck. A rustling paper points the way: "And in the direction this vivre card points..."

The Barto Club welcomes Luffy and the Straw Hats aboard with fanatical enthusiasm, thanking them for giving them the honor of stepping foot aboard their humble vessel. Bartolomeo and his crew are all the Barto type, and Luffy remarks that Bartolomeo is so bright he cannot see his face. Luffy explains that Sabo made the vivre card for him and says he guesses he will take a piece just in case, though he is not going to be anyone's underling. Bellamy quietly asks for a piece too, and Luffy agrees with a smile.

The group says goodbye for now to the new Straw Hat Grand Fleet. The representatives call out, "Straw Hat Luffy!" and hope they meet him again somewhere, while Luffy answers, "Later, guys!" Back aboard the Going Luffy Senpai, Luffy says the banquet was sweet and he is starting to like the new allies. Bartolomeo reminds him they should hurry to Zou. Robin says Nami is with the others, so navigation should be fine, but she wonders if Sanji and the others made it there and who knows what happened between them and Big Mom's ship.

Zoro notices that the Straw Hats' bounties seem to have shot up. Bartolomeo reveals that he wanted the posters hung up in his room and has framed them, along with autographs he got from the crew. He says Trafalgar Law's poster was in the trash and gives it back, noting that Law went up to 500 million too; Law dryly replies, "Oh. Thanks. This is me caring." Bartolomeo then shows the Straw Hats' wanted posters and tells them to feast their eyes. Luffy grins at the display and asks whether they were not aware.

The new bounty posters are shown. Straw Hat Luffy now has a bounty of 500 million. Pirate Hunter Zoro is 320 million. Devil Child Nico Robin has gone up again to 130 million. Cyborg Franky is 94 million, but he is furious that he has not broken 100 million and that the poster still uses General Franky's picture. God Usopp is 200 million and panics that people will now gun for him even harder, though he admits the amount makes him happy. The crew still needs Nami and the others, but the bounty jumps already show how much the Dressrosa incident raised their danger level.

More posters are revealed. Black Leg Sanji now has a bounty of 177 million, and the crew is shocked that his poster finally has no portrait on it; instead, it says "Only Alive." Soul King Brook is 83 million, with someone noting it looks like a concert poster. Cat Burglar Nami is 66 million with another glamour shot, and Cotton-Candy-Loving Chopper remains at only 100 berries, leaving him speechless. Aside from the Straw Hats not involved in the Dressrosa incident, everyone else's bounties have gone up by an even 50 million, while the crew wonders what is going on with Sanji and why the bounty is only valid if he is alive.
