The clock tower in the palace square ticks down the time, showing ten minutes remaining. A heavily bandaged Usopp, wearing his goggles, looks shocked and yells, asking how they are supposed to find the one shooting the bomb. Vivi, looking distressed and sweating, reasons that if the bomb has a blast radius of 5 kilometers, the shooter might be aiming from a place at least 2.5 kilometers away, rather than close to the square. Nami points out urgently that there's no time to think since the bomb will go off in just 10 minutes. A wide shot shows the chaotic battle raging in the palace square below, with crowds of people fighting. Chopper is horrified, realizing that Crocodile doesn't care if his own agents die in the blast. Nami grimly notes that's just the kind of person Crocodile is. Usopp yells in confusion, wondering why Crocodile would do this since he'd only get caught up in the explosion himself.

Zoro, his swords drawn and looking serious, says they should hurry up. Pell looks down in surprise. Sanji, with a cigarette in his mouth, mutters, "Some boss he is...!" Zoro and Sanji charge into the fray, fighting off the Baroque Works agents while Vivi stands behind them. Zoro slashes with his swords and Sanji delivers powerful kicks, clearing a path. Usopp yells out in the background. Several Baroque Works agents are struck down, one falling backward with blood spurting from his mouth, his shirt clearly bearing the letters "B.W."

A large group of Baroque Works agents, known as the Billions, cheer as they spot Vivi. They yell out, "Found ya, princess!" and "I wonder how high I'll be promoted once I kill you!" and "It's the Billions!" Zoro and Sanji stand side-by-side, ready for battle. Zoro, with a sword in his mouth, states they don't have time to waste by talking. Sanji, smoking his cigarette, calculates, "10 minutes minus... How many seconds?" A dramatic close-up on Zoro and Sanji's intense eyes reveals their confident answer: "2 SECONDS."

Nami, Usopp, and Chopper run away from the approaching Billions. Nami yells that they will go on ahead, while Usopp suggests splitting up but first needing to get out of the dust cloud. The Billions charge forward with battle cries of "ORAA!" and "GYAAA!" Vivi, looking determined, realizes this is the very last time limit. Zoro and Sanji engage the enemy, agreeing to get going too. Vivi sprints forward, thinking of the 10 minutes remaining, dedicating her desperate run "FOR THIS COUNTRY!"

At the top of the palace stairs, Crocodile stands before the large, ornate doors, laughing menacingly with a "HAHAHA!" Crocodile looks down at Luffy with a sinister grin, his hook gleaming, and asks, "YOU REALLY THINK YOU CAN BEAT ME...!?"

Crocodile commends Luffy on his escape from death's door but insists there is still an insurmountable gap between them, declaring himself to be on the level of a Shichibukai. Luffy yells back angrily, his mouth wide open, "So what if you're a Shichibukai!? If that's how it is, I'll just be a Hachibukai!" Crocodile stares back in silence, seemingly unamused by Luffy's wordplay, the wind blowing past them.

Crocodile recalls past events, asking who the man is and noting he's a pirate who has saved the princess yet again. Miss All Sunday (Nico Robin) smiles knowingly, chuckling "Fufu..." Crocodile realizes Luffy is the one who escorted Vivi safely back to Alabasta. Without hesitation, Luffy stretches his arm back and launches a powerful "GOMU GOMU... PISTOL!" straight at Crocodile's face.

Crocodile easily dodges the punch by turning his upper body into sand, stating it's a simple dodge and that Luffy's attacks are meaningless whether wet or not. He then grabs Luffy's outstretched arm, his hand glowing as he declares, "THE PALM OF MY HAND CAN ABSORB ALL MOISTURE...!" Luffy looks panicked and pulls his arm back, realizing his mistake: "CRAP! I FORGOT YOU HAD THAT ABILITY!"

Luffy attempts a kick to Crocodile's head, but it simply passes through as Crocodile's head turns to sand. Crocodile then grabs Luffy's leg, draining the moisture from it. Luffy groans as his leg shrivels up and droops. However, Luffy quickly flexes his leg, returning it to normal. Crocodile watches, reminding Luffy of his own words: "Do you remember telling me, That devil fruit powers can grow more powerful, Depending on how you use them...!"

Luffy, carrying a large barrel of water on his back, stretches both arms far back and unleashes a rapid-fire barrage of punches, yelling "GOMU GOMU PISTOL! SHOTGUN!" The multiple strikes hit Crocodile, turning his body into sand. Crocodile retaliates by slamming his hand into the ground, unleashing a "DESERT SPADA!" sand blade attack, calling Luffy a cheeky brat.

The massive sand blade cuts through the ground, heading straight for Luffy. The attack continues past the courtyard, slicing through the palace walls and down into the city below, causing a massive explosion of sand and debris among the buildings. Luffy manages to dodge the attack, looking back at the destruction and noting it was a "Close call!"

Crocodile looks annoyed, questioning if Luffy really intends on winning by using the same attacks again and again. Luffy confidently replies, "YUP! AND I'M 100% CONFIDENT!" He launches another "GOMU GOMU..." punch, but Crocodile easily dodges it, his body turning to sand as Luffy's fist passes through.

Luffy's punch misses completely as Crocodile's sandy form flies upward. Crocodile forms a swirling sandstorm in his hand, saying, "This is..." Luffy looks up, grinning, "Exactly what I've been aiming for!" Crocodile unleashes the attack, yelling "SABLES! (Sandstorm)". Luffy looks shocked as the sandstorm engulfs him, with Crocodile adding, "As if that wasn't obvious enough... GET SOAKED!"

The massive sandstorm rages through the palace courtyard, tearing up the ground. Luffy is caught in the swirling winds and cries out as his barrel of water is ripped from his back. The barrel lands on the ground nearby. Luffy falls to the ground, panting. Crocodile laughs triumphantly, "KUHAHAHA! AREN'T YOU LOOKING QUITE DESPERATE, STRAWHAT!?"

Crocodile stands tall, mocking Luffy by saying that without the barrel, he wouldn't be able to do a thing, and that things haven't changed at all since their last fight. Luffy looks up and agrees, "...You're right." Crocodile looks confused for a moment. Luffy continues, "It's the same as last time if I keep holding onto this!" Crocodile looks shocked, asking if he's serious. Luffy glares fiercely, declaring, "NOW I'M NOT THE SAME LUFFY YOU'VE FOUGHT!" He then smashes the barrel of water with his hands, yelling, "BUT WHAT ABOUT NOW!?"

Luffy has consumed all the water from the barrel. His stomach is massively bloated and perfectly round. He proudly declares himself "WATER LUFFY!" and lets out a loud burp. Suddenly, water starts leaking from his mouth, and he panics, "OH CRAP! I'M LEAKING!" Miss All Sunday (Nico Robin) watches and laughs in amusement. Luffy holds his mouth, looking uncomfortable and complaining that he's too full and probably wasn't supposed to drink so much water. Crocodile stares at him, utterly dumbfounded and furious, wondering if the brat is serious.

The clock tower continues to tick. Crocodile is enraged, wondering if Luffy understands the current situation or if he's just trying to make fun of him. He yells, "STOP JOKING AROUND, YOU LITTLE BRAT!" and charges forward. Luffy, still bloated with water, runs towards Crocodile. As they close the distance, Luffy spits a large glob of water directly at Crocodile.

Luffy looks serious, stating, "I'm always serious!" The glob of water hits Crocodile squarely in the face and chest. Crocodile recoils, realizing his body won't turn to sand where the water hit. He curses, "Just who the hell is joking around!? CURSES..." Luffy takes advantage of the opening, stretching his arms back and launching a powerful "GOMU GOMU... BAZOOKA!" The double-palm strike hits Crocodile directly in the stomach, sending him flying backward.
