On Momoiro Island in the Kamabakka Kingdom, the Revolutionary Army has moved after losing its long-standing base at Baltigo. Their leadership summit and main base of operations are now in this intense land. Ivankov is ecstatic over the news about Luffy and Sanji: "As expected of your bloodline!! Straw Hat-boy is amazing!! And I had no idea that Sanji-boy was a prince of Germa 66!! He never mentioned it at all!! What a cheeky boy-chaburu!!" The World Government has also attacked Germa because of the Whole Cake Island incident, and the executives are running late. Someone notes that the chief of staff has been grinning nonstop since reading the news about Luffy-kun, while another shouts, "Sabo! Why have you been laying over there so long-chaburu?!"

Sabo answers a ringing Den Den Mushi while lying happily in the grass. Lindbergh calls, "Sabo! We ran into a little trouble someplace nearby..." and Sabo replies that it is fine as long as they are not in danger, asking if arriving a little later than scheduled is acceptable. The island residents are excited that all the Revolutionary Army executives will gather there, but Sabo's focus sharpens when the actual plan is raised. Dragon asks whether they should finalize the plan for the operation before everyone arrives. Sabo answers with a smile: "Yes. It'll be our declaration of war... against the Celestial Dragons...!!!" The chapter shifts from Luffy's fame to the Revolutionary Army's direct challenge against the world's rulers.

At the Lulusia Kingdom port on the Grand Line, the absence of protection has created disaster. The town cries, "Help!! Someone, help meeee!!" and "Haul in all the valuables!!" while people ask, "Where are the marines!?" Pinkbeard, captain of the Pinkbeard Pirates with a bounty of 52 million berries, declares that under the flag of Emperor Blackbeard he has been given the name Pinkbeard. He mocks the idea of "fill-in" marines because the king and strongest forces have left for the Reverie. He orders the town to remember his name and cower before Blackbeard, framing his raid as an extension of Blackbeard's power over undefended territories.

Pinkbeard's men tear through the poor town with violence. One orders, "Kill anybody who resists!!" while a citizen pleads, "Please, stop!! This is a poor town!!" The villagers beg him to spare the only valuable thing in the town: the celestial gold meant for the king and the Celestial Dragons. Pinkbeard answers that they still have to give the celestial gold or be killed, but then demands to know where the celestial gold in the town is. The pirates order, "Search the town!!!" and chaos spreads. When the people are trapped and desperate, a strange instruction arrives: "Go, Morley!" and the ground begins to shift with a soft "Squish," signaling that help has already entered the town from below.

A giant suddenly rises from under the town. Morley bursts up with a cry of "Heave-ho!!!" and laughs, "Fuhahaha hahaha!!!" The terrified pirates ask why a giant has emerged from the ground and why he is dressed so strangely. Morley, speaking with exaggerated politeness, asks, "Oh my~! What are you staring at~?!" and "Do you have a crush on me~!?" The attackers panic at the accusation and shout that it is false, ordering their guns fired. Morley wields a huge harpoon-like weapon and the ground itself bends with his movement. The page includes notes that his speech uses a feminine form and that his name and weapon are pronounced similarly, emphasizing his strange, theatrical presence.

Morley keeps pushing the attackers around while citizens and pirates struggle to understand him. Someone asks whether giants live underground and whether he is a marine, but another notices that the ground is moving around like clay. When one woman wonders what to do about the chaos, she is called "compliant... trash." The Revolutionary Army begins to reveal itself. A woman steps forward and says, "We are..." while the pirates demand to know who they are and why they are calling them trash. The answer is not yet spoken fully, but the silhouettes and confidence make it clear that this is not a random rescue. The commanders have arrived in Lulusia, and the pirates have picked the wrong helpless town.

More Revolutionary Army commanders enter the battle. Pinkbeard's men shout that two more have appeared, but Lindbergh is already eager: "I have a new invention that I've been waiting to use...!!" Pinkbeard's subordinate recognizes the group: "Captain Pinkbeard, those guys are... those four!!! They're normally scattered around the world!!" Another admits that instead of waiting, they went ahead and started fighting them first. Karasu arrives in a mass of crows, while Lindbergh lands with experimental gear and a weapon ready. The pirates' raid changes instantly from a one-sided robbery into a clash with four major Revolutionary Army commanders.

The four commanders are named in full. Karasu is introduced as the Revolutionary Army North Army commander, his name noted as Japanese for "crow." Lindbergh is the South Army commander and immediately wants to test his new weapon. Belo Betty is the East Army commander, while Morley is the West Army commander. The townspeople whisper in shock: "The Revolutionary Army...!? Why are the four commanders of the Revolutionary Army gathered here in this town!?" Others make crude guesses about Morley, but the commanders ignore the confusion. Karasu mumbles, Lindbergh asks Betty if he can finish the pirates off, and the pirates finally understand that the people before them are not local defenders but international revolutionary leaders.

Belo Betty turns the fight over to the townspeople. Standing above the frightened civilians, she demands, "Now, what are you trash going to do!? Will you die? Or will you fight?" She tells them, "Choose your own fate!!" and asks whether they think being a hero is someone else's duty. The battered citizens pick up sticks and blades, and the pirates realize the town has armed itself. Betty's power is not to fight for them but to make them rise. She calls to Lindbergh and Karasu to support the other side, but when they ask whether she wants them to fight too, she says, "Leave it to us!!" The town's fear becomes resistance.

Lindbergh explains Belo Betty's ability: "That's right!! That's the power of Betty's Cheer-Cheer Fruit!! With one wave of her flag... she's able to awaken the latent power in every person!! Betty is the flag-bearer of freedom!!!" The townspeople charge, shouting, "Chase the pirates out of our town!!" and the pirates cannot understand why the terrified villagers have become so aggressive. The townspeople discover that getting shot is painful, but the pirates suffer worse when their guns freeze. Lindbergh fires his invention, shouting, "Take this!! Cool Shooter...!!!" The weapons are covered in ice, and the citizens beat back the invaders while yelling, "Get out of here, you pirateeeesss!!!"

Karasu's crows sweep through the battle, snatching weapons from pirates while the citizens fight back. Someone screams, "The crows are taking our swords!!" and Pinkbeard's men panic as their advantage disappears. Pinkbeard himself, worth 50 million, is left exposed and humiliated. A pirate insists, "Blackbeard-sama... won't let you get away with this!!" but one of the commanders answers that unfortunately for Pinkbeard, he is not the type of person to care about those serving under his flag. The town survives not because a distant emperor protects it, but because the people stand up with help from the Revolutionary Army. The chapter closes its battle with Pinkbeard defeated and his borrowed terror broken.

After the fight, Belo Betty insults the townspeople directly: "Idiotic townspeople!!!" and "You cowardly, weak and..." But she immediately gives them what they need: contact information for the Revolutionary Army. "You guys did a good job here...!!" she says, then promises, "You can call us anytime! We won't abandon... weaklings who want to rise up!!" The people chant her name, "Belo Betty-samaaaaaa!!" while Morley asks what they are meeting for this time. Betty answers, "We're going to start a fight with the Celestial Dragons." She tells Karasu to turn on the loudspeaker, and the narration states that the many variables of the world have begun to move. Time until the Reverie: two days.
