Feet pound across wooden planks as pirates flee upward. A voice shouts, "THIS IS OUR ONLY CHANCE! EVERYONE GET ON BOARD!!" The massive ship Noah looms over the Fish-Man District as it crashes through buildings with huge sound effects "ゴゴゴゴゴ" and "ゴゴゴオオ". Crew members yell, "ALL HANDS, MAN THE OARS!! SET SAIL!!!" and "SILENCE!! SILENCE!!" In lower panels the ship Gyro races away while panicked voices cry "HURRY IT UP!!!", "...WE'RE NEVER COMING NEAR FISHMAN ISLAND AGAIN...", "GIVE UP ON THE MERMAID CAFE- IT'S NOT HAPPENING!!", "EHHH HHHHI!", "HURRY!!", and "ALL RIGHT!! WE'RE OUT, AND THEY HAVEN'T FOUND US!!!".

Crab-Hand Gyro stands prominently with his massive spiked weapon, sweat flying as he rants: "...THEN WE FIND OURSELVES SURROUNDED BY A WHOLE HORDE OF SEA MONSTERS, TEN THOUSAND METRES BELOW THE SURFACE... AND THE FISHMEN ASK US TO SUBMIT TO THEM OR DIEI! IN A SITUATION LIKE THAT, WHAT CHOICE IS THERE BUT TO SUBMIT TO THEM TEMPORARILYI!!" A box labels him "PIRATE FROM SOUTH BLUE CRAB-HAND GYRO (BOUNTY: 73,000,000 BELI)". Nearby panels show crew fleeing sea creatures while Gyro continues, "HONESTLY... THIS IS OUTRAGEOUS! FIRST WE MAKE A NARROW ESCAPE FROM A DOZING KRAKEN...", "HURRY!! WE'VE JUST GOTTA MAKE IT THROUGH THE RED LINE!!!", "I SAID GIVE UP ON IT ALREADY!!", "BUT... MY MERMAID CAFE...", "...THEY RAN FOR ITI", "WE'RE LUCKY ENOUGH JUST TO BE ALIVE!!!", "QUIT MOPING AROUND AND GET MOVING, MEN!!!", and "YES, BOSS!!".

Hordy Jones lounges in the center, identified as "CAPTAIN OF THE NEW FISHMAN PIRATES HORDY JONES (GREAT WHITE SHARK FISHMAN)". Around him sit his officers with nameplates: Ikaros Much ("MEMBER OF THE NEW FISHMAN PIRATES IKAROS MUCH (GIANT SQUID FISHMAN)"), Daruma ("MEMBER OF THE NEW FISHMAN PIRATES DARUMA (COOKIE-CUTTER SHARK FISHMAN)"), Zeo ("MEMBER OF THE NEW FISHMAN PIRATES ZEO (WOBBEGONG SHARK FISHMAN)"), and Dosun ("MEMBER OF THE NEW FISHMAN PIRATES DOSUN (HAMMERHEAD SHARK FISHMAN)"). Hordy smirks and says, "LET THEM RUN... JAHAHAH AHAHAH!! I CAN USE THEM TO SET ANOTHER EXAMPLE...!!!!" Ikaros adds, "MUHHHHH!!!! THEN I SHALL TAKE CARE OF THEM!!!" while the others laugh "KYAK KYAK!!", "SHALL I TEAR THEIR FLESH TO SHREDSI!!", and comment "HUMANS LIKE TO RUN...", "SO THEY RAN AGAIN...", and "THESE HUMANS NEVER LEARN...!!!!".

A fish-man with a massive open maw is handed a small pill while a voice orders, "PREPARE A BUBBLE." In the next panels a bearded fish-man yells "I WILL TAKE CARE OF THEM...!!!" only for Ikaros to roar back "MUHHH!!! ROGER THAT!!" and "NO, YOU WILL NOT, IKAROS!!" The pill is swallowed. The central fish-man, now hugely muscular with a star emblem on his belly, convulses violently as onomatopoeia crackles around him: "...GGGG GHHHA AAAAAA AAAHHH!!" and "NNNNN NNGGG GGG..." Someone screams "GAHHHHH HHH!!! YOU CAN'T SWALLOW THAT MANY AT ONCE!!! THAT DRUG IS POWERFUL!!" while the transformed man grunts "MNN..." A gigantic eye fills the bottom panel as laughter echoes "HAHAHA HAHAH..."

The Straw Hats arrive at a towering, mushroom-shaped building labeled "Cri★min." Luffy shouts "THIS IS MY HOUSE!!!" while others exclaim "IT'S HUUUGE!!" and "WE HAVE ARRIVED!!!" A mermaid recognizes the owner: "AH! IT'S MONSIEUR PAPPAG!" Inside the store Nami complains "NOW LISTEN HERE!!! WHY IS EVERYTHING IN THIS SHOP SO RIDICULOUSLY EXPENSIVEI!" Pappag, wearing star-shaped sunglasses, proudly declares "OHOHOHOHOHO!!! DID I GIVE YOU A SHOCKI!! I MAY JUST BE A STYLISH STAR-FISH IN THE WORLD ABOVE... BUT HERE ON FISHMAN ISLAND, I'M MEGA-CELEBRITY DESIGNER PAPPAG, PRESIDENT OF THE CRIMINAL BRAND COMPANY!!" Luffy points excitedly as a customer protests the prices.

Nami beams while Luffy panics in the background. Pappag pleads "PLEASE, MADAM, BE REASONABLE!! THAT'S UNDER HALF THE ORIGINAL PRICE!!" Nami retorts she'll pay only ten thousand. Pappag then offers "YOU CAN TAKE WHATEVER YOU LIKE, FREE OF CHARGE!!" after recalling a two-year-old debt. He explains he is a famous luxury designer. Nami is shocked as the group reacts with "AHHHHHH!! MONSIEUR PAPPAG!! WONDERFUL TIMING!!" The scene ends with Pappag yelling "HAVEN'T YOU HEARD OF RESTRAINTI!!!" while the Straw Hats stand surprised outside the now-empty store.

Pappag panics "WHAT'S WRONGI!! MONSIEUR PAPPAG!! IT'S TERRRIBLE!!!" as the group notices commotion outside. A fish-man points upward: "WHAT'S THISI! THERE SEEMS TO BE SOME KIND OF COMMOTION OUTSIDE THE STORE..." In the sky a tiny figure rides a flying object. Someone shouts "HE HAS TRAVELED HERE FROM THE PALACE!" while another cries "THAT'S NOT AN EXPLANATION!! WHAT ARE YOU TALKING ABOUTI!!" Luffy stares in shock as a whale-like creature appears. Citizens panic: "THIS CAN'T BE HAPPENING!! IT MUST BE SOMETHING TERRIBLE!! EVERYONE EVACUATE!!!" and "DON'T TELL ME THE ISLAND HAS BEEN INVADED BY A MIGHTY PIRATE...I!"

A massive close-up reveals the enormous black whale Hoe with wide eyes and an open mouth, shouting "HOEEEEE EEEEEE EEEELL!!!" Behind him towers the stern, muscular form of King Neptune, arms crossed, trident in hand, his face framed by flowing hair and a crown as he bellows "NEPTU UUUUUU UUUNE!!!" A smaller inset panel shows Hoe swimming through the waters of the Ryugu Kingdom while Neptune laughs "HOHO HOHO..." Large bold lettering declares: "RULER OF THE RYUUGUU KINGDOM SEA GOD NEPTUNE (A COELACANTH MERMAN) HOE & HOE (HIS BELOVED WHALE)".

The Straw Hats stare up in awe at the giant Neptune and his whale. Nami exclaims, "THAT'S A CUTE WHALE!" Luffy shouts, "SHOW SOME RESPECT, GUYS!!!! YOU'RE SUPPOSED TO BOW!!!" while Usopp yells, "THAT'S ONE WEIRD-LOOKING SHAGGY OLD DUDE...!" Brook adds, "I THINK I PREFER MERMAIDS TO MERMEN, MYSELF..." and Franky notes, "...THAT'S ONE BIIIG MERMAN..." Nami wonders, "HUHI THAT SHARK... WE SAW IT BACK BEFORE WE REACHED THE ISLAND..." Usopp asks, "YOU ARE SURE THESE ARE THE HUMANS IN QUESTIONI" as Megalo the shark swims nearby. Neptune extends an invitation: "HEY!! STRAW HAT HUMANS!! I HEREBY INVITE YOU......TO JOIN ME IN RYUUGUU PALACE!!!" while the group reacts with shock, one figure stammering "R-R-R-R... RYUUGUU PALACEEE-EEEEEI!"

Aboard a small ship caught in swirling deep-sea currents, a crew member cries, "I KNEW WE SHOULD HAVE HAD THE SHIP FITTED WITH A PADDLE WHEEL!! WE'LL NEVER SURVIVE THE NEW WORLD LIKE THIS...!!!" Another complains, "IT'S NOT EASY NAVIGATING DEEP-SEA CURRENTS, YOU KNOW!!" A sign reads "THE DEPTHS, NEAR THE FISH-MAN DISTRICT 'NOAH'". Suddenly the crew spots a chained figure ahead. "HORDY JONES!!!" they scream in terror. "H...HE'S FOUND US!!!" "H...!!!!" "...HUH...I CAPTAIN!! THERE'S SOMETHING AHEAD!!" The chained man, Hordy Jones, grins wickedly and laughs "JAHHAHAHAHAH..." while muttering "WHAT THE...I HE... HE'S WEARING HANDCUFFS!!!"

Hordy Jones examines a small vial labeled "SUPERDRUG 'ENERGY STEROID'" and declares, "THIS IS QUITE THE NASTY ITEM WE'VE GOT OUR HANDS ON...!!!" He swallows it and instantly transforms, muscles bulging as he smashes through the ship in a violent rampage. Crew members yell "HE'S INSIDE THE SHIP!!!" "AAAAAARGHH HHHHHH!!!" "WH... WHERE DID THAT FISHY BASTARD GOI!!!" "HE CHARGED STRAIGHT AT THE SHIP!!! HE'S OPENED A HOLE IN OUR HULL!!!" "TAKE HIM OUT!!! HE'S ONLY ONE MAN!!!" while Hordy laughs maniacally amid the destruction.

A massive, muscular fish-man with a captain's hat and spotted skin roars in fury as he breaks free, his body surging with power. "I'VE FACED FISHMEN BEFORE!!!" he bellows. "YOU HAVE NO IDEA WHAT I'VE BEEN THROUGH TO MAKE IT THIS FAR....!!!" His crew watches in shock as he smashes through restraints. "CAP-TAIN!!" one shouts. The fish-man howls "AAAAA GHHHHH HHHHH!!!" and "HAAAAA HHHHHH!!!" while a giant shark-like creature lunges forward. Explosive impacts and motion lines fill the page as he overpowers his opponents in a frenzy of destruction.

The fish-man leader continues his rampage, handcuffs shattering as he fights bare-handed. "!!I" his crew reacts in alarm. "...HE'LL TAKE US ALL OUT WITHOUT EVEN USING HIS HANDS...I!" one exclaims. "THOSE HANDCUFFS... IS HE TRYING TO SAY..." another wonders. Narration reveals the truth of the energy steroid pills: "IN RETURN FOR THIS MIRACULOUS POWER, THE USER'S VERY LIFE IS DRAINED SLOWLY AWAY!! BUT WE CARE NOT... WE WILL EXECUTE OUR PLAN, WHATEVER THE COST!!!" "BUT SWALLOW A SINGLE ONE OF THESE ENERGY STEROID PILLS... AND THAT STRENGTH IS DOUBLED, TO TWENTY TIMES A HUMAN'S STRENGTH!!! AND A SECOND PILL WILL DOUBLE IT ONCE MORE!!!" "ALL FISHMEN ARE BORN WITH A PHYSICAL STRENGTH TEN TIMES THAT OF AN ORDINARY HUMAN!!" The leader declares, "WE, THE NEW FISHMAN PIRATES!!!!" as flashbacks show Fisher Tiger and their vow: "THE WILL OF ARLONG!! WE WILL PUT AN END TO IT ALL... TO THE ENTIRE CRUEL HISTORY OF OUR KIND....!!!" "THE LIFE OF FISHER TIGER, CUT SHORT BY THOUGHTLESS HUMANS!!" A subordinate panics, "WH... WHAT'S HE PLANNING TO DO...I!"

Explosions rock a massive ship trapped inside a giant bubble as debris and smoke fill the scene. Small figures tumble through the water below. Hody Jones, bloodied but grinning, raises his chained fists and shouts "ROGER, BOSS!!" A subordinate cries out, "...DEAR, DEAR... I DO HOPE THEY'RE NOT ALL DEAD AFTER THAT..." Another voice calls, "TAKE THEM TO THE NEW WORLD..."

Hody Jones looms with a savage grin, declaring, "LET FEAR STRIKE THE HEARTS OF THE LAND-DWELLING HUMAN SCUM!!! TELL THEM ALL, HUMANS!!! TELL THEM WHAT HAPPENED TO YOU IN THE OCEAN DEPTHS... TELL THEM WHO DID THIS.......!!!" He continues, "I NEED THEM ALIVE BUT SCARRED... READY TO TAKE MY MESSAGE TO THE WORLD ABOVE....!!!" while laughing "JAHAHAHAHA HA!!...THEY'D BETTER STILL BE ALIVE....!!!" His crew hauls terrified humans through the water. Hody proclaims, "AND WE WILL HAUL THE HUMANS DOWN INTO THE BLACKEST DEPTHS!!! FOR WE WILL SEIZE FISHMAN ISLAND, CENTRE OF THE WORLD, FROM THE HANDS OF THAT WORTHLESS 'GOD', NEPTUNE!!! WE WILL PROVE ONCE AND FOR ALL THAT FISHMEN ARE THE ONE TRUE MASTER RACE!!!!" with massive sound effects and dramatic motion lines emphasizing his declaration.
