The seven representatives ask Luffy to drink sake and become captain commander of the Grand Fleet, but Luffy smiles and flatly says, "There's no way I'm drinkin' this!" He says it is not about the taste, though he admits he does not really like alcohol. The allies argue that with 5600 underlings at his beck and call he could finally openly become a bigshot pirate and would need that many people to take over the world. Orlumbus says even the strongest cannot best strength found in numbers, and that a day will come when Luffy needs them. Zoro says to leave it because Luffy does not take to this kind of stuff, while others want to kick back and have beer.

Luffy calls the whole idea "too uptight" and looks ready to puke, while someone says his nose tells him they are preparing a banquet. Bartolomeo worries that Luffy's attention has switched to food. Cavendish protests that this is no time for tomfoolery because Straw Hat, their senpai and the star himself, is doing them the amazing favor of letting them join under him. Bartolomeo says that is a fine way to talk to the person they want as captain, but Sai tells them to get the food and drink while Luffy is eating. The group keeps arguing over whether Luffy is calling them weak or treating him as their savior.

Luffy shouts, "Like I said! I'm gonna be the Pirate King! I've got no interest in being some poofty bigshot!" Law hears him and asks if Luffy really just said that. Luffy refuses the sake ritual, calling it "not half-bad" but rejecting the hierarchy. Bartolomeo says this cup was invented so people can at least pretend to have manners, and Luffy tells him not to stick his hand in it. The allies are left stunned by Luffy's simple refusal to become a conventional boss.

Luffy tells the representatives that if they ever get into a pinch, they should just yell for him and he will help; if they are ever in trouble, they have his word that he will be there before they know it. Bartolomeo starts to understand that this is Luffy-senpai's idea of a Pirate King. Suddenly cannon fire erupts and someone reports cannon fire and a bigshot who is free. The scene cuts to hostile ships opening fire, as if another problem has arrived in the middle of the argument.

The allies wonder whether the attackers are Marines, but Leo says there is no way because they stitched all the Navy ships together before coming. Orlumbus's enemies announce themselves from their own fleet, saying they were in the middle of a crucial negotiation with Doflamingo until Orlumbus meddled and ruined it. They identify 500-million-berry Straw Hat as being among the group and say that if they bring him forward, they will be taking his head. Orlumbus declares his group a fleet alliance made of those who bear a grudge against Straw Hat, and says that if the island's king changed, they would also have to make the new king see that the score is completed. He orders, "Fire! Fire!"

Hajrudin and Bartolomeo want to get things started, with Bartolomeo saying there is no need for Luffy to drink his parent portion anyway. Cavendish admits Luffy has a point, saying both sides should just do what they feel is best and that Luffy is not the type to prevent anyone from exercising free will. Orlumbus announces that they are acting on their own and asks Luffy to watch. His Yonta Maria Grand Fleet opens fire, and Orlumbus boasts that people will definitely remember the name of the guy who sinks that bad boy.

As more cannon fire rings out, Marines tell Dressrosa's citizens to return to the mainland because it is not safe, warning that Fujitora will attack if they do not leave. The Yonta Maria Grand Fleet blasts the enemy fleet apart. Ships are hurled and crushed under falling rubble, and allies shout that the rubble is falling on the enemy fleet. Fujitora recognizes it as "a parting gift, Straw Hat," as Luffy is pulled away and the allied ships continue leaving the harbor.

The seven representatives kneel and raise cups of sake, declaring: "We hereby swear to, at any time and circumstance... become thy shield! Or thy sword! As repayment for all thou hast done for us!" They continue, "We 7, with every fiber of our being, do hereby very selfishly take, with these cups of sake, our vows to be your underlings!" Luffy and the others react in shock as the leaders proceed with the pledge anyway, turning Luffy's refusal into a voluntary oath rather than a formal command.

The seven drink the sake with a loud gulp while Luffy watches in surprise. When he asks what they are doing, they cheer from the ships and say it is time to celebrate the formation of the 5600-strong Straw Hat Grand Fleet. Luffy notices the cup is empty and complains, "I haven't actually had a single drop, you doofs! And yet this thing is empty!" The allies laugh and say the banquet is ready, everything is set, and now they can openly celebrate. Someone marvels that an underling's vow is something they have never even heard of.

The new underlings call out, "Big Boss Straw Hat! We're looking forward to working under you!" Cavendish says they have simply pledged vows of fealty and Luffy can keep acting the way he always has; if anything happens, they will come of their own accord to aid him. Luffy wonders if it would not hurt to have people under him who have no responsibility toward him, but Zoro tells him to stop crying because he is too overwhelmed. Luffy, still emotional, says he cannot stand it. The others plan the banquet and yellow-cub riding while noting that Luffy's main course will be fighting fish steak.

In the waters off the coast of Dressrosa, the weather is described as "rubbley and later sunny," with a strange weather pattern observed. Bastille reports that the rubble has finally begun to fall and asks whether the Straw Hats are finally done. Maynard says all the debris is somehow missing the boats and asks what is going on. Fujitora admits he really has no right to pursue them all and says that for all Luffy has done in keeping the government's ass clean, he would like to keep it a secret, but he thanks them from the bottom of his heart. Far away, Rebecca says it looks like they set sail safely, and Kyros says he is glad, wondering if he will ever meet Luffy again. Rebecca touches his hand and says it feels warm, ever so warm, while he denies crying.

As the new fleet sails away, the narrator states that today seven rogues declared themselves Straw Hat Luffy's underlings. Each will soon grow into their own and leave a mark on history; they will be responsible for a pivotal occurrence in this age, but that tale has yet to be told. On the flagship, Luffy grins and says, "Now then, boys... time to celebrate that in our fight with Mingo's family, we won!" The entire group erupts into cheers and parties. A note calls it "a most unprecedented underling's vow" that took place here today, marking the birth of the Straw Hat Grand Fleet.
