Kalifa's room. Sanji vs. Kalifa. Sanji leaps through the collapsing ceiling of the ornate government building as rubble and dust explode around him. Below, Kalifa stands on a pile of debris and looks up. A voice wonders, "IF YOU'RE WONDERING ABOUT NICO ROBIN..." Kalifa speaks calmly: "OR SHOULD I SAY SHE'S APPROACHING 'HELL'I" She adds, "SHE'S GETTING CLOSER AND CLOSER TO THE GATES OF JUSTICE." Sanji lands in a crouch, sweat flying, and shouts desperately, "...HOO, HOO... EVEN WITH YOUR YELLING, THE KEY WON'T APPEAR THAT EASILY. IF YOU TRY TO GET IN MY WAY, I WON'T TAKE INTO CONSIDERATION THAT YOU'RE A WOMAN!! RIGHT, ROBIN-CHAN'S LIFE IS AT STAKE!!! I'M PERFECTLY AWARE OF THAT!!! NOW, GIVE ME THE KEY THAT YOU HAVE, BEFORE YOU GET HURT!!!!"

Kalifa stands with one hand behind her head, smirking confidently. "AS LONG AS I HAVE THE EXTERMINATION ORDER, I'LL JUST TAKE YOUR LIFE. YOU DON'T HAVE TO THINK OF ME AS A WOMAN... I DON'T LIVE IN SUCH A LENIENT WORLD." Close-ups show her face and Sanji's tense expression as he holds something small. She asks, "WELL THEN, SHALL WE BRING TEA TIME TO A CLOSEI IS THE KEY TO ROBIN-CHAN'S HANDCUFFS." Sanji growls, "I WON'T GIVE YOU MY LIFE. WHAT I WANT..." Suddenly Kalifa blurs into motion with a powerful kick. The page erupts in speed lines and impact effects as she declares "SORU."

Kalifa's superhuman kick slams into Sanji with devastating force. Massive impact SFX "ガギィィィ!!!" and "ビシィィ!!!" explode across the panels as Sanji is hurled backward. An observer notes, "INDEED, SHE HAS SUPER-HUMAN POWER." In the next clash, Kalifa delivers another high kick while Sanji blocks desperately. The force sends him crashing through furniture and walls. Onlookers react with shock: "HAWE...!!!" "HON-GAH!!!" "!!!!" Kalifa stands over the destruction and states coldly, "ONE BLOW FOR ME."

Kalifa stands over the fallen Sanji with a cold smirk. "SOMETHING LIKE THAT WOULD BE 'ONE BLOW,' WOULDN'T ITI" she asks. Sanji suddenly launches upward with a burst of speed. "GEPPOU." Kalifa cries out in pain as the kick connects, "NGGG!!! YOU FIEND~~~!!!" She counters with a rapid finger thrust while Sanji dodges low. The fight intensifies as Sanji flips backward and Kalifa is sent crashing through debris with a heavy "THUMP!!" Impact lines and dust clouds fill the corridor.

Sanji is slammed into the wall by Kalifa's crushing kick. "SHIGAN." "YOU LOST. NOW GIMME THE... I JUST CRUSHED YOU WITH MY LEG...!!!!" she declares. Kalifa thinks, "HE'S SO FAST...!!!" Sanji recovers instantly and spins into a powerful spinning kick. "RAN-KYAKU." The strike shatters the surroundings as Kalifa is hurled backward with a shocked "UGH!!!" Cracks spread across the floor and walls from the force.

Sanji demands, "JUST GIVE ME THE KEY!!!" Kalifa retorts, "HEY, SHUT UP!!! YET A TERRIBLE COWARD. YOU'RE A PIRATE..." She adds, "I'VE HAD ENOUGH OF YOUR EMPTY THREATS." Sanji launches another high kick. "RAN-KYAKU." Kalifa warns in close-up, "IF YOU DON'T COUNTER-ATTACK... YOU WON'T SURVIVE IT." Sanji grins fiercely through the smoke, "LET'S DO SOMETHING FUN..." The elegant hall shakes from their rapid exchanges.

Nami flees down the corridor, thinking "HE'S NOT COMING AFTER ME..." while Kumadori looms behind her. A sign reads "First floor, VIP floor, Nami vs. Kumadori." Kumadori activates his technique, "SEIMEI KIKAN.**" Nami thinks, "I BET MY LIFE WOULD END RIGHT THERE...!!! I'LL JUST RUN..." She is suddenly grabbed and spun violently through the air. "WAH!!!" "... KUGH...!!!!" Kumadori chants, "AYOI YOI YOI YOYOYOI!!!" as Nami struggles in his massive arm.

The long-haired fighter looms over his opponent with a manic grin, blade in hand. "SHALL I STAB YOU TO DEATH~~~I OR SHALL I STRANGLE YOU~~~I" he taunts. The victim gasps, face twisted in pain, "I'M....! CHOKING... UGH...!!!" The attacker presses the assault, shouting "NOW, NOW, NOW!!!" as massive impact lines and "SHI-....!!!!" erupt. A sweeping narration box reads: "TO SCATTER THEM IN THE DISMAL WINDS IS THE KINDNESS OF MY HEART. BUT FIRST, TO SEE THE FLOWER BLOOM, THE LOVELY SCARLET PETALS OF YOUR SOUL, IS THE DUTY OF COMPASSION." The fighter unleashes a devastating strike labeled "KOKUTEI ROSEO*!!!" while crying "HARU GIN JOU*!!!" and "NOW, DIE, DIE, DIE!" The victim screams "NOO!!!" as the attacker declares "I'M... I AM~~~... KILLING WELL!!!" and adds, "ONCE YOU'RE IN THE NEXT WORLD... PLEASE TELL MY LATE MOTHER..."

The brutal exchange continues with a massive overhead strike. The attacker yells "BYO!!I" while swinging a staff-like weapon marked "ROSEO*!!!" A note explains "*KOKUTEI ROSEO MEANS ENGRAVING HOOF SAKURA". The victim is hurled backward amid shattering debris and "THUD..." SFX. The fighter lands with a fierce expression as "BOEI!!!" and heavy impact lines "ドギャーン!!!" fill the panel. Close-ups show the attacker's snarling face and the victim's pained reaction amid flying rubble.

Elsewhere, Chopper checks on Nami. "ARE YOU OKAY!!I" he shouts. Nami coughs violently, "GAHA!!! COUGH!! COUGH!! HAA..." Nearby, a bearded man in a hat yells "NAMI!!!" and "LET'S LEAVE HERE ASAP!!" Nami replies, "WHY!!I WE WON'T GET THE KEY UNLESS WE BEAT HIM!!" The group faces the long-haired fighter, who is now on the ground. "I COULDN'T COUNTER IT AT ALL!" one says. "NO IDEA! HIS HAIR MOVES LIKE AN OCTOPUS. WHAT IS THAT!I IS HE A DF USER!I" A small wolf-like creature holds up a key, exclaiming "THIS'S IT, ISN'T IT!I" while the bearded man cries "HEY, HEY, WHAT'S THE NUMBER ON IT!I" and "AW, CRAP, USELESS."

A sudden crash interrupts as something falls from above. "SOMETHING... FELL!!" a voice cries. "EH!!I A DOLL!!I" another reacts amid "KYAH!!" and "OOWAH!" The long-haired fighter is sent flying by a powerful kick from a figure in a black coat. "SANJI!!I" someone shouts. "NO!!!" the fighter yells as massive impact SFX "ドギャーン!!!" and "ビリビリ..." shake the scene. Debris flies everywhere while the attacker demands, "WHAT!I WHAT HAPPENED TO HIM!!I"

Nami stares in horror at the destruction. "I CAN'T BELIEVE SANJI-KUN WAS DEFEATED...!!! THERE MUST BE A DF USER IN CP9 WHO CAN DO THIS...!!!" In the rubble, Sanji lies battered and shiny as voices cry out, "SANJI!!! HEY, WHAT'S GOING ON!!I" "HE'S LIKE A GLASS DOLL!!! HIS ENTIRE BODY'S SO SHINY... AND SERIOUSLY INJURED!!" Sanji weakly lifts his head. "S... SOWWY... I LOST!!! I COULDN'T GET... THE KEY." Nami rushes forward, shouting "SANJIII!!!" A close-up shows her determined face as she declares, "H-HOLD ON, SANJI!! I'LL GIVE YOU FIRST AID!!" Nearby reactions question the fight: "COULDN'T WIN...I YOU REALLY DIDN'T FIGHT HER SERIOUSLY...I"

Sanji struggles to stand amid debris. "I WAS TAUGHT NEVER TO KICK A WOMAN... THAT'S WHY..." He refuses despite the danger. "I'M JUST SAYING THAT IF YOU KEEP HOLDING ON TO YOUR STUPID KISHIDO, YOU'LL BE ENDANGERING YOUR LIFE!!! WILL YOU STILL KEEP IT, EVEN IF YOU END UP LIKE THIS!I WHAT IF YOU DIE!I" Nami answers firmly, "IT'S NOT THAT!!!" Sanji roars, "I REFUSE TO KICK A WOMAN...!!!!" Nami turns sharply. "HEY, WHAT'RE YOU DOING, NAMI!!!I" Chopper reacts in panic, "IDIOT!!" Nami murmurs, "IDIOT..." as Chopper adds, "OOH...!!!"

Nami leaps into action. "TO ME!!! I WON'T LET HER GET AWAY WITH THIS." A woman with glasses watches from above. "LEAVE THAT WOMAN." "IT'S A TOTALLY DIFFERENT STORY TO WASTE YOUR LIFE LIKE THAT!!!" Nami retorts, "IF 'RUNNING AWAY' IS ALSO AGAINST YOUR KISHIDO, THEN YOU SHOULDN'T BOTHER WITH IT!!" The woman replies, "SHE SAID... I DESERVE SOME LOVING FOR THAT." Nami concedes, "I GUESS YOU DESERVE SOME CREDIT FOR THAT. AND AS FOR YOUR KISHIDO... WE MIGHT GET ALONG WELL... SAME HERE. WON'T BE SO SWEET TO YOU!!" A large impact effect erupts as the woman smiles, "I WON'T BE SO SWEET TO YOU!!"

A long-haired figure lunges forward shouting, "I WON'T...!!!! I WON'T LEEEET YOOOU GET AWAAAAY!!!" Below, Sanji growls, "KOKUTEI"... while Nami calls, "YOU HANDLE THAT WOMAN, NAMI!!" "OKAY!!" The attacker yells, "OCTOPUS-MAN!!" A massive impact explodes as the figure screams, "YOYO-GOH!!!" and unleashes "CROSS"!!!

A massive explosion rocks the sea as Luffy's boat is blasted forward amid roaring waves and debris. "HABABEDE BOBIRANUGA BEBIRANUGA RAPA!" someone yells. Chopper cries "Nyaaa, Nyaaa!!!" while Luffy shouts "UWAAAAH!! PIRATE-BRO, WHAT'RE YOU DOING!!!I" The craft slams violently into the water with a huge "ドーン!!" impact. Panicked voices urge calm: "CALM DOWN!!!" "HAA... HAA. IT'S 'CAUSE ROBIN WAS TAKEN TO THAT GATE!!!" "WE'VE GOTTA HURRY OR IT'LL BE TOO LATE!!!" Chopper squeaks "Nyaaa!" as another voice asks "ARE YOU AN IDIOT!I THERE'S NO WAY YOU CAN CROSS THIS SEA WITH A BOAT!!" The group presses on desperately toward the towering gate ahead.

The crew descends a staircase into an underground passage beneath the sea. "LUCCI AND THAT BLACK HAIRED LADY WENT IN HERE, TOO!" a subordinate reports. "WAAAAH HAAHAA. THEY CAN'T FOLLOW US!" another laughs. They reach a massive steel door marked "WORLD GOVT" with a cross emblem. The subordinate touches a panel: "THE SUBORDINATE TOUCHED SOMETHING HERE EARLIER... SO I BET YOU CAN OPERATE IT USING THIS KEYHOLE!!" A small figure replies "BUT WE DON'T HAVE THE KEY..." Luffy examines the door closely. Suddenly he declares "THIRD" "GEAR" and begins inflating his arm as Chopper and Usopp react in shock: "...!!I WHOA!!!" "EH!I WHAT'RE YOU GONNA DO!I" "WE CAN GET TO THE GATES OF JUSTICE FROM HERE, RIGHT!I...GUYS, GET BACK."

Luffy's massive Gear Third fist smashes into the tower with a thunderous "ドカーン!!!" The structure cracks violently as "CREE" echoes from the stone. "IT OPENED..." the crew notes in awe. Luffy's enormous arm swings through the air while Chopper and Usopp stare in disbelief. "EEEH!I WHY'D YOU SHRINK!!!I" they scream as Luffy returns to normal size. "HERE I GO!!!" Luffy shouts, charging forward with "トムプ トムプ" steps amid swirling dust and debris. The massive gate and tower loom ahead as the assault continues.
