Fujitora states his principle plainly. The military should always fight so as to minimize damage to the populace, and if Straw Hat's goal is to take Doflamingo's life, then Luffy will not hesitate to cause massive destruction. Stopping that, Fujitora says, is his justice. Doflamingo presses him about what he wants, and Fujitora admits that he may be a recent recruit through the world conscription, but given his position as admiral, there is something he wants to accomplish.
