A newspaper announces shocking news: "Navy HQ officer dead! Vice Admiral T-Bone killed." The narration says Vice Admiral T-Bone was adored by civilians and Marines alike, and that news of his death shocked the world, but the Navy refused to comment on the details of the incident. At Navy HQ, officers wonder whether they have caught the man who did it. One says not yet, but the culprit is probably well off after this. Tsuru says the civilians the Marines swore to protect are stabbing them in the back, and calls it unbearable. Another Marine notes that pirates are not the only ones interested in money now that bounties have been placed on Marines. Tsuru observes that poverty and wealth make people adapt, especially in a kingdom where over a thousand die of starvation every year.

Inside Navy HQ, Tsuru continues that she is not defending the culprit, but that if the Marines constantly look over their shoulders, how can they protect and serve the people? She warns, "If we don't neutralize this 'Cross Guild' group soon... this will kill the morale of every Marine and weaken the whole Navy." Hina asks if anyone has seen Garp. A Marine reports that he said he was off to save Koby a few days ago, and Hina guesses he has probably teamed up with SWORD, with Kujaku along at least. Tsuru and Hina react in alarm, realizing Garp and the others may have gone to Hachinosu.

On Emptee Bluffs Island in the New World, Cross Guild's followers celebrate the man who killed T-Bone. The crowd praises him: "Good job crossing the seas and making it here!" and "Everyone is proclaiming the birth of a new star! A champion of evil!" The frightened man says he heard his family received the payment and thanks them, explaining that even if he can never see his family again, it is better than watching them die of starvation. Buggy, presented as Cross Guild's charismatic face, laughs and calls him "evil charisma incarnate," telling him not to be humble after taking down one of Navy HQ's finest vice admirals. Other pirates say the stunt shocked the Marines and warn that the Navy will have his head if they catch him.

Buggy welcomes T-Bone's killer as a fellow pirate, saying Cross Guild will take care of him. The crowd insists he is on another level because one of the Emperors is taking him under his wing, "the bombastic clown himself, Buggy-sama." They chant, "Buggy in the flesh!!" and say he is standing face to face with a living legend. Buggy complains that the phrase makes him sound like cereal, but basks in the praise. The page then reveals that Buggy has shipwrights working under him. They report, "We've finished it, sir!" Buggy orders them to leave the ship to him, boasting that he has talented shipwrights and promising a ship worthy of Cross Guild.

Cross Guild's new ship is unveiled, and it is a giant clown-themed vessel shaped after Buggy himself. Buggy screams with pride, "Kyaaaahaaah!!!" and says he thinks it turned out great, while the crowd praises the obvious choice of making the figurehead Chairman Buggy. Crocodile and Mihawk are far less impressed. In the meeting room, they stare at the ridiculous ship in silence before Crocodile asks, "You expect us to use this thing...?" Buggy suggests taking it to the meeting room, then cheerfully shouts outside, "Let's hear it for the greatest ship ever!" and "You guys really outdid yourselves!" The page contrasts Buggy's theatrical cult of personality with the cold annoyance of his supposed partners.

In the meeting room, Crocodile outlines Cross Guild's rising influence. Public awareness of Cross Guild is growing as planned, and the Navy is starting to understand the threat they pose. Crocodile says they need unparalleled influence to form their utopia and become a strong military state, but before all that they must establish overwhelming power. Buggy, battered and hanging nearby, protests that this is wrong and not how he wanted his life to go. He questions how they can call themselves pirates with schemes like that. Crocodile says they need an enormous amount of wealth first, but Buggy objects that wealth and power first means doing everything backwards. Mihawk coldly asks what the cockroach just said, while Buggy knows he may pay for speaking up.

Buggy says Crocodile and Mihawk must have heard that Red Hair Shanks is making his move too. He remembers that they used to be on the Pirate King's crew together, but circumstances prevented them from going to Laugh Tale with the others. In a flashback to twenty-four years ago, the day Gol D. Roger was executed, young Buggy tells Shanks that when he sailed with him, Shanks shone so brightly with potential that Buggy knew he could not measure up and gave up on his own dream. Shanks says he is not ready to go for it yet, but he has changed his mind and will still be a pirate. He invites Buggy to come with him, but Buggy refuses to work under him, calling him an idiot and a coward.

Buggy continues the flashback, shouting that Shanks does not even care about following in Captain Roger's footsteps. He says Shanks has not forgotten, and accuses him of losing the treasure map. Young Buggy yells that it is Shanks's fault he lost that map, while Shanks tells him to watch his back next time they meet. In the present, Buggy says that useless Shanks is finally making his move and asks why now. Through luck, chance, or whatever else, Buggy believes he and Shanks are on equal footing again. He then turns to Crocodile and Mihawk and declares, "I wanna be King of the Pirates!!" Buggy says that if things are this way, he may as well say it, and Crocodile adds, "Power? Wealth? Why stop there when we can have it all?!"

Crocodile explodes at Buggy, asking if he thinks they are just going to carry him to the top and reminding him that they let him keep the title because it benefits them. Mihawk adds that they are not playing pirates and that this is serious business. He asks whether Buggy really expects them to fight Red Hair, Blackbeard, and Straw Hat. Buggy insists they do not have to let alone a plan and says it is a scramble for treasure, with some words lighting a fire in every pirate's heart because all pirates set sail for the same reason. He snatches a loudspeaker and addresses his men: "Listen up, men!!" Crocodile and Mihawk try to stop him, but Buggy calls out that every moment one clings to life might be the last, and asks why they should ignore the screaming urge inside. He declares it is time to set sail, reach out, and grasp what they all desire most: "It's time for us to finally go and claim... the One Piece!!" The crowd roars while Crocodile and Mihawk glare in furious disbelief.

The scene shifts to Kamabakka Kingdom in the New World. Revolutionary officers spot a ship offshore and wonder if it is about a ship, an enemy, or something else. Several vice captains are introduced: Jiron of the South Army, Gambo of the South Army, Ahiru of the East Army, and Ushiano of the West Army. The group debates whether to bet on the approaching ship; one says it sounds good to him and he will put one million on it being Sabo, making a safe return, while another complains. The page sets up the Revolutionary Army's nervous wait and shows the unusual officers stationed at Kamabakka.

Sabo returns safely to Kamabakka, and the island erupts in celebration. People shout, "Dragon-san! Iva-san! Sabo-san's back!!" Ivankov exclaims, "So he made it home okay?! Thank goodnesss!!" Sabo arrives aboard a strange, Lulusia-related ship and says, "That's a Lulusia ship." Koala asks if he means the country that vanished, and Sabo says he will explain later but asks them to help these people first. The survivors thank him, welcome him back, and tease each other about betting on his return. Sabo apologizes for worrying everyone, while the Revolutionaries crowd around him with relief, shouting, "Sabo! You safe! Me happy!" and "Sabo-kuuun!"

Koala scolds Sabo for going radio silent, asking how he could do that to them. Sabo apologizes, explaining that he could not get his hands on an encrypted transponder snail and that all his calls would have been monitored. He says he used the usual three-beat code to signal he was all right, though he was not even on Lulusia when the incident happened. The note clarifies that the beat may reference earlier sound effects. Morley rushes in crying, "Saaaabooo!!" and the boys panic at Morley's display of affection. Belo Betty tells the Lulusia refugees she remembers them and says it is a shame what happened to their home, but she heard they were hoping to join the cause. She orders them to get some rest first and promises they will straighten them out afterward.

Sabo sits with Dragon and Ivankov to explain what happened. Dragon says he heard about Kuma and suggests Kuma might have been programmed to return to Mary Geoise as a contingency. Sabo apologizes for letting everyone's work go to waste, but Dragon tells him not to worry because he knows the two of them are taking it the hardest. Ivankov asks whether Sabo does not want the captains hearing what he has to say, and Sabo answers that simply hearing it might put their lives at risk. He says, "There was some major trouble at the Reverie." In the final panel, Sabo leans forward and declares, "I'll tell you all about what really happened... at the Holy Land of Mary Geoise!!" The chapter ends with the truth about the Reverie about to come to light.
