In the city, people say that such incredible destructive force means Doflamingo cannot possibly be alive after that. The crowd starts declaring that Luffy defeated Doflamingo. But other witnesses keep looking at the sky, and one person says, "Look up at the sky..." because the true sign of Doflamingo's defeat has not appeared.

The people realize the danger is not over. Luffy pants and looks upward, muttering that it is no good. The Birdcage remains in place, still pressing inward, and citizens scream as the threads continue cutting through the city. A fighter shouts, "The Birdcage isn't vanishing...!!!" The camera returns to Doflamingo's ominous, blood-covered face. Although he has taken a devastating hit, his power is still active, proving that he has not yet fallen.

Luffy decides he has to finish it with "one more hit!!!" He winds up again, his fist inflating and hardening as the strain grinds through his body with "Grrk... grrk..." A citizen recognizes the setup and shouts, "Gomu Gomu no!!!" Doflamingo hangs battered in the air while the crowd watches. The attack stalls as Luffy's Gear Fourth reaches its limit; steam and air leak out, and the effort begins to collapse before he can land the finishing blow.

Luffy suddenly shoots backward and crashes down into the city instead of attacking. The citizens cry out, "Hey, what's wrong?!" and "Huh?!" as he smashes into the ground with a heavy thud. Luffy lies collapsed and panting, no longer in control of the momentum that had carried him through the battle. A voice calls, "Straw Hat Luffy!!!" Burgess lands near the battlefield with a crash, and the people recognize him as "Champion" Burgess. Citizens shout for others to stay back and not go near him because he is a pirate too. Some say they still cannot trust Luffy, but others remember that King Riku called Luffy their hope. While the crowd argues, Luffy lies panting and someone asks, "Hey you! Did you finish him off already?" Others wonder what happened to Doflamingo. The sound of cracking and the continuing Birdcage prove the crisis is still alive.

The crowd realizes that Doflamingo is still alive and that the pirates' fight is not over yet. Everyone is being chased by the Birdcage toward the central district, and there is nowhere to run. Citizens yell, "Everyone get out of here!!" and "The pirates' fight isn't over yet!!!" Across the city, the contracting cage throws buildings and people into chaos. Doflamingo's battered but menacing face appears again as people scream, confirming that his reign and his Birdcage have not yet ended.

Doflamingo smirks while Luffy trembles, pants, and cannot move. Civilians warn each other, "Get away from the pirate!!" and another insists that if people get closer, they will be mixed up in the fight and die. Some notice that Luffy looks like he cannot fight anymore. Trafalgar Law reaches the collapsed Luffy and shouts, "Pirate Straw Hat!!!" The scene underlines that Luffy has lost his fighting ability at the worst possible moment, with Burgess approaching and Doflamingo still alive.

Gats, the announcer from the Colosseum, reaches Luffy and asks, "Do you recognise me?" He introduces himself and says that even he is starting to like Luffy. Gats understands Luffy's request: if he can buy Luffy ten minutes, that will end Doflamingo's reign. He asks whether Luffy is saying that he will free them from the Birdcage if they hold out that long. Luffy, badly beaten and barely standing, answers with a firm promise: "I promise...!!!" Gats accepts with "All right!!!" This turns the fight into a desperate ten-minute survival mission for everyone still trapped inside the Birdcage.

Gats rallies the fighters from the tournament, shouting, "We need ten minutes!!! Are you ready boys?!" The Colosseum fighters answer with a huge roar. They apologize to Luffy for giving in to the temptation of the bounty placed on him and say they never dreamed he would actually be able to corner Doflamingo. The fighters announce that as a sign of their repentance they will trust in Luffy's words and put their lives on the line. They even apologize in advance if they are beaten first. Gats cheers them on, shouting, "Right! Half of you, follow me!!" But Burgess charges forward, laughing and yelling, "Die, Straw Hat!!!" He launches himself toward the helpless Luffy, ready to kill him before the ten minutes can pass.

Before Burgess can reach Luffy, Sabo intercepts him with a powerful kick, knocking Burgess away in midair. Gats shouts in shock, "B...! Burgess!!" Luffy sees who has arrived and calls, "Sabo!!" Sabo stands between Luffy and Burgess, calm and protective, while Luffy realizes he is not alone. The page closes the chapter's crisis by placing Luffy's ten-minute survival in the hands of Sabo and the fighters now defending him.
