Chapter title page: "CHAPTER 790: HEAVEN AND EARTH." As the countdown reaches zero, the crowd erupts: "We've been waiting for you!!" and "Here comes Luuuuuuuuuuucccyyyyyy!" Gats announces Luffy's return while Zoro, Usopp, Cavendish and others look on. Viola, seated on the ground, says, "Straw Hat..." Rebecca pants, "Haa haa," and cries with relief.

Doflamingo faces the returned Luffy and mocks him: "That was a rather flamboyant resurgence..." He adds, "I bet your Haki's barely returned, if at all..." and "It's probably all you can do... Just keeping yourself upright, no?" Luffy stands between Doflamingo, Rebecca, and Viola, panting, "Haa- Haa-" Both fighters are clearly exhausted, but Luffy has come back just in time to protect the two women.

Luffy answers through heavy breaths: "I could... Say the exact same thing about you!!!" Doflamingo fires threads and drives him back, turning the exchange into an immediate close-range attack. Rebecca and Viola scream, "Lucy!" as the strike tears across the ground and forces Luffy into motion. Luffy's body is still sluggish after Gear Fourth, but he refuses to fall before Doflamingo.

Law intervenes from nearby with his power: "Poof," "Boom," "Poof," and Rebecca cries, "Kyah!" Law groans, "Uuugh! Rebecca!" as he moves her and Viola out of danger at the last second. Doflamingo notices him: "Hmph! So you're still skulking around here, eh, Law? No matter. Watch closely." Law is wounded and barely able to act, but his swap keeps Doflamingo from using the women as casualties.

Doflamingo awakens the surroundings into threads and declares, "Ever White!" and "White!" A translator note says the kanji reads "Whitecaps of the Sea." The city section turns into rolling strands, as if the stone and buildings have become a sea of white string. Onlookers shout, "Lucy!" and "This entire section of the city's turned to threads!" The battlefield itself is now Doflamingo's weapon.

Doflamingo launches a mass of white thread spears: "Thousand Arrows..." and "\"Flap\" \"Thread\"!" A translator note says the kanji read "Wing Attack Thread." Luffy is caught in the transformed ground, crying "Wagh!" as the threads "Tangle" around him and surge toward him like a flock of sharpened wings. The attack fills the whole page with upward thrusting lines and leaves Luffy with almost no room to dodge.

Luffy hardens himself: "Armament!" with a note that it is literally "Busou," as in Busoushoku. Doflamingo taunts, "And you say your Haki's come back!? I can't hear you, Lucy!!" Threads pierce and scrape Luffy with "Pierce" and dripping blood, but he forces through the assault. The page emphasizes that his Haki has returned only barely, yet his will is enough to keep him driving forward under the hail of threads.

A huge impact throws up a massive cloud over the city. Rebecca cries, "Lucy!" Citizens shout, "Hurry, Lucy!" and warn, "Bird cage hasn't disappeared yet!" Others ask, "Did he win? Lucy..." and note, "Look at the size of that impact cloud... Now that was a massive boom..." The Birdcage still presses in, so everyone understands that Doflamingo is not defeated and Luffy has only moments left to end it.

Doflamingo says, "Looks like you just barely survived again, Luffy. What happened to that Kong Gun of yours?" He threatens, "You're a tenacious little bastard, I'll give you that... How about I just skewer you head to toe?" Luffy staggers: "Uuugh... My body... It's moving... on its own..." and pants, "Haa- Haa-" with "Step step." In memory, Luffy thinks of Rayleigh: "That was the problem, Rayleigh. This one..." Rayleigh had said, "This thing was way bigger than the last one! Your Kong Gun didn't do crap!" and advised, "Looks like you've got to come up with an alternative when faced with a similar situation again: Gear 4... Simply puts too much stress on your body."

Doflamingo claims, "If all you little pests would have just quietly let me control you inside my cage... We wouldn't have had to see this much blood spilled today!" Luffy snaps back, "I'm sick and tired of your bullshit! Control? Cage?" The people yell, "Come on, Luffy!" and "The Royal Plateau's gonna be sliced to bits!" Luffy activates again: "Gear Fourth," with "Snap snap." Doflamingo says, "How predictable..."

Doflamingo mocks Luffy's condition: "You can barely stand... I wonder how long you'll be able to keep that form up!" As Luffy tears through the threads, someone gasps, "He tore through the threads!" Luffy rises into the air and warns, "Picking midair as your battleground with me as your opponent... you've got massive balls, kid! I'll show you how it's really done... A true one-hit K.O..."

Doflamingo laughs, "Fufufu! I simply can't stand the sight of anyone standing over me!" Luffy condemns him: "You've tried to keep everything within your grasp imprisoned away in your clutches... Trying to control... manipulate... everyone and everything..." Panels show the people Doflamingo has trapped and hurt across Dressrosa, turning Luffy's accusation into a verdict on the whole kingdom's suffering.

Doflamingo declares, "Blame the blood that runs in your veins! Every last one of you were born beneath me... destined to be ruled over by another! You peons and I are on completely different levels!" Luffy says, "I'm sick of it all! It makes me wanna puke! I'm gonna shut that mouth of yours and then get the hell outta here!" Doflamingo challenges, "Do it if you can, boy!" and creates "Spider's Web!!" while Luffy winds up: "Gomu Gomu no..."

On a double-page spread, Doflamingo unleashes his final defense and attack: "God Thread!" with a note that the kanji reads "Holy Execution," then "16 Sacred Bullets of the Assassin..." He says, "Beasts that cannot be tamed... must be put down." Above him, Luffy compresses an enormous fist and calls the attack name in pieces: "King" and "Kong." The image sets Doflamingo's heavenly execution against Luffy's descending blow.

Luffy completes the attack: "Gun!" His King Kong Gun shatters Doflamingo's God Thread and Spider's Web, smashing him down through Dressrosa as the battlefield breaks apart with "Shatter." Narration says, "In certain lands, There are those who call... The clan of \"D\" this, God's natural enemy." The final line reads, "\"D\" pierces the heavens!" End marker: "CH. 790 END."
