At the Udon Prisoner Mine executive tower, a new disturbance erupts. A woman with horns, goggles, and a feathered outfit named Solitaire stands with swords drawn, shouting "WHAT THE HELL HAVE YOU LOT BEEN DOING!!I DIDN'T ANY OF YOU SEE THE CULPRIT!I" Guards panic: "SOMEBODY TOOK THE KEYS TO THE SEASTONE HANDCUFFS!!" "MASTER SOLITAIRE!! THE KEYS WERE STOLEN!!" A sign labels her "PRISONER MINE VICE WARDEN (AND HEADLINER) SOLITAIRE MONKEY SMILE USER". In a flashback panel, a beaten guard admits "HE LEFT A FAKE SET OF KEYS IN THE SAFE... I WAS OUT-CRABBED!!" while another yells "YOU BASTARD!! YOU'RE UNFIT TO BE A GUARD!!" Solitaire growls "GRRR RRRRRHH HHHH!!!" as she demands answers.

Solitaire orders "TEAR EVERY INCH OF IT APART!! EVEN THE ATTIC!! HE MUST STILL BE SOMEWHERE IN THE TOWER!!!" Meanwhile, inside the mine, a cloaked figure with a wide grin and headband shouts "NIN-NIN... NIN-NIN..." while running through debris. The figure, identified as "ONE OF THE NINE RED SCABBARDS (AND A NINJA) RAIZO OF THE MIST", declares "IT TOOK A WHILE, BUT... HOLD ON JUST A LITTLE LONGER, LUFFYTARO!! THE TIME TO ESCAPE THIS PRISON HAS COME!! ALL THAT'S LEFT IS FOR US TO MAKE A STEALTHFUL ESCAPE!!" He yells "NIN-NINININININ!! THIS IS A NINJA'S TRUE STRENGTH!! I STOLE THE KEYS!!" as he dashes away with motion lines and impact effects.

At the Prisoner Mine, a massive sign declares the #1 rule: "THE #1 RULE IN WANO COUNTRY'S PRISONER MINE IS AS FOLLOWS:" while a huge anguished scream "わああああああああ!!" echoes over the facility. A guard warns a prisoner, "IF YOU TALK BACK TO A GUARD, YOU WILL BE PUNISHED." The punishment for the first offense is dismemberment of both arms; for the second, dismemberment of both legs; and for the third, execution. Luffy, bound in heavy cuffs, is hurled through the air by a massive armored figure. He lands with a wide, defiant grin, sweat flying, as the brutal rules are spelled out around him.

The massive armored Vice Warden Daifugo lands in a dramatic pose, identified as "VICE WARDEN (AND HEADLINER) DAIFUGO SCORPION SMILE USER". Prisoners scream "MASTER DAIFUGO!!!" and "EXECUTED!!" while others wail in terror. Text boxes explain that touching a guard means immediate execution. Daifugo kicks violently, sending prisoners flying amid massive impact effects "どんっ!!". Below, chaos erupts as the crowd panics: "EXECUTION!!! EXECUTION!!! PREPARE TO BE EXECUTED!!!" and "HE KICKED THE VICE WARDEN...!!!" while noting there were witnesses this time.

Luffy, still cuffed, shouts with fierce determination: "I'LL NEVER FORGET YOU, LUFFYTARO!! AND I GUESS GRANDPA HYOU WILL FINALLY MEET HIS END, TOO...!!!" Nearby prisoners react in shock. One remarks on the admirable final action of the Straw Hat. Luffy insists he is training right now so that when the cuffs are removed he will be stronger, even if only by a little bit. He questions the sea-stone cuffs' effect, declaring his extraordinary willpower. The massive elephant-like warden looms as prisoners yell "WARDEN!!" and discuss how the cuffs should weaken ability users.

The Prisoner Mine Warden, labeled "PRISONER MINE WARDEN (AND HEADLINER) OLD MAID ELEPHANT SMILE USER", towers with a furious glare and demands why anyone would want to get stronger when they won't even live to see tomorrow. He unleashes his technique "ELEPHANT SNEEZE!!!" with a massive trunk blast and the onomatopoeia "パオ パオ パオ パオ パオ パオ パオ パオ!!" and "どゴォォォ". The explosion hurls prisoners and debris everywhere. Luffy is blasted back, eyes wide, shouting "GWAA AAAH!!" amid smoke and impact lines.

Queen the Plague bursts onto the stage in the Prisoner Mine, his massive striped body shaking as he sings and dances with wild energy. Prisoners cheer wildly while others cower. "QUEEN!! QUEEN!!" they shout. Queen grins, "OH, IT'S SHOWTIME." A female performer adds, "SHE'S WASTING HER TIME WITH OROCHI!!" Queen flexes and declares, "IT'S TIME TO SING AND DANCE!! I MAY SEEM ROUND BUT IT'S ALL MUSCLE!!" He strikes poses as the crowd roars "FUNK!!" and "HOW EXCITING!!!" In a side panel, Luffy is blasted away by an unseen force, yelling "STRAW HAT-MAN!!" Queen continues, "SO THAT'S WHY I STAY BIG!! IF I LOST WEIGHT, I'D BE TOO POPULAR!!" Below, his massive face fills the frame with the title "BEASTS PIRATES - ALL-STAR QUEEN THE PLAGUE BOUNTY: 1.32 BILLION." He bellows, "SORRY TO KEEP YOU ALL WAITING, YOU BUNCH OF TRASHY SCUM!!!" The audience erupts in panic and excitement as Queen dominates the show.

Queen sits on his throne-like drum set, strumming and singing "DA-RA-RA-RA-RAAAAA-DAN!!" while ordering, "GO AHEAD AND RANK YOUR PROBLEMS... YOU CAN START WITH NO. 3 ON THE LIST!!" A cloaked figure replies, "LET'S HEAR IT, OLD MAID." Suddenly the mood shifts as frantic voices scream, "WHAAAA AAAAAAAA AAAAAAT!!! THE KEYS FOR THE SEASTONE HANDCUFFS WERE STOLEN." "AND NO. 2I" "WHAAAAAAAA AAAAAAAT!!!I EUSTASS KID HAS ESCAPED." Queen roars from off-panel, "GO CATCH HIM, YOU DIMWITS!!" In the lower scene, a massive prisoner grabs a guard as chaos erupts. "WHAAAA AAAAAAAA AAAAAAAT!!!I STRAW HAT LUFFY IS TRYING TO ESCAPE RIGHT NOW." Smoke and debris fill the air as the prisoners panic and guards scramble.

The scene shifts to Ebisu Town. A sign reads "EBISU TOWN." Inside a ruined house, a man laughs heartily, "AHAHA HAAAAA!! FEEL FREE TO MAKE USE OF THIS EMPTY HOUSE TO YOUR HEARTS' CONTENT!!" Another voice answers, "YOU SAID THAT YOU ARE FRIENDS OF YOUNG MASTER ZOROJURO, DID YOU NOTI IT'S FINE, DON'T WORRY ABOUT IT!! YO-YOOO OOI!!" Outside, an old man with a skull staff sits with a spotted-fur child. "BUT BACK TO THE MATTER AT HAND... YOU ALL WERE JUST A BIT LATE. ALL I CAN DO IS LAUGH, AHAHAHA!!" The child laughs, "WHAT'S SO FUNNY ABOUT THAT...I" The old man explains his rumbling stomach and hunger. In the next panels, the group discusses Zorojuro bolting out of town. "WHERE DID BLACK LEG-YA GOI" "I THINK IT'S VERY UNLIKELY THAT HE'LL BE ABLE TO FIND HIS WAY BACK HERE..." "AND HE SURE MADE A BIG FUSS ABOUT IT!! I DON'T KNOW HOW FAR HE'S GONE, OR WHO HE'S CHASING, BUT... HE SAID HIS SWORD WAS STOLEN..." The spotted child grins widely.

At the Flower Capital bath house, steam rises around three women relaxing in the hot spring. A sign reads "THE FLOWER CAPITAL BATH HOUSE." One woman with pigtails sighs contentedly, "HAAAAAH~ I'M FEELING LESS FATIGUED BY THE MINUTE~" The dark-haired woman in the center says, "ISN'T IT RISKY FOR US TO TAKE A BATH IN PUBLICI...WHAT WILL WE DO IF SOMETHING HAPPENS...I" The blonde replies, "YOU'RE QUITE THE CAUTIOUS ONE, AREN'T YOU, FRIEND OF THE NINJAI" The dark-haired woman continues, "WHILE IT'S TRUE THAT WE DEMONIC ARTS USERS CANNOT USE OUR POWERS WHEN SUBMERGED IN WATER... IT'S FINE FOR US TO RELAX RIGHT NOW. OUR ENEMIES WILL NOT FIND US HERE." The blonde adds, "THE CITIZENS PREFER IT THAT WAY. In the crowded unisex bathhouse, a large group of excited men stare at the women with hearts floating around them. One woman thinks, "IS IT REALLY SO STRANGE FOR SUCH A CROWD TO BE IN A BATHHOUSEI I KNOW THAT THEY'RE ALL HERE FOR ME, BUT..." Another adds, "THERE IS NOTHING I CAN DO ABOUT IT. YOUNG MEN ARE JUST..." A man yells, "GET OUT OF THE WAY, YOU OLD HAG!!" Shinobu stands confidently wrapped in a towel and declares, "BACK IN THE DAY, THE YAKUZA WERE ALLIES OF THE COMMONERS!! ALTHOUGH, MOST YOUNGSTERS DON'T KNOW ABOUT THOSE DAYS..." A voice snaps, "WHAT ARE YOU TALKING ABOUT, YOU FOOL!I" while another shouts, "NINJA ARTS-BALL BUSTER!!! G'AAAAA AAAAHH!! SHINOBU!!" Shinobu continues, "NOW THAT OUR BODIES ARE WARMED, WE SHOULD HAVE THE MALE BATHHOUSE ATTENDANTS SCRUB OUR BACKS." She recalls, "IN THE PAST, THERE WAS A MAN NAMED HYOGORO OF THE FLOWER. HE WAS AN OUTSTANDING YAKUZA BOSS." Another woman notes, "...IN ANY CASE, THAT KYOSHIRO GUY IS A SCARY ONE. I CAN'T TELL WHAT HE'S THINKING. IT MAKES SENSE... HE IS A YAKUZA BOSS, AFTER ALL..."

The women continue their conversation in the bath. One says, "TO BE HONEST... AT OUR CURRENT RATE, IT'S GOING TO BE IMPOSSIBLE TO GATHER 5,000 PEOPLE BY THE END OF NEXT WEEK. WE'LL PROBABLY BE ABLE TO GATHER 500, AT BEST..." Another asks, "IS HE REALLY THAT AMAZING!I" A third wonders, "ARE THEY TALKING ABOUT THE MAN KANJURO MENTIONEDI" The discussion turns to Hyogoro: "THEY'RE NOT WRONG. IF BOSS HYOGORO OF THE FLOWER WAS STILL AROUND, ALL OF THE SAMURAI WOULD'VE JOINED OUR CAUSE ALREADY." A large flashback panel shows a younger, powerful Hyogoro wielding a sword with flames around him. Narration explains, "20 YEARS AGO, HE WAS THE FACE OF WANO COUNTRY'S UNDERWORLD. HE WAS IN CHARGE OF ALL UNDERWORLD DEALINGS IN THE FLOWER CAPITAL. HE EVEN HAD SWAY OVER THE FIVE YAKUZA BOSSES OF THE OTHER REGIONS. HE WAS KIND TO THE PEOPLE, AND POSSESSED BOTH POWER AND POPULARITY. HE WAS THE EPITOME OF CHIVALRY. EVEN ODEN ADMIRED HIM IN HIS YOUNGER DAYS..." The scene shifts to a street view with the line, "THIS IS A TALE FROM 20 YEARS AGO. ACCORDING TO CERTAIN RUMOURS......IN THAT CASE, IF WE CAN FIND HIM, WE'LL BE ABLE TO...!!"

Shinobu recounts more history while bathing: "CHOSE TO SERVE UNDER OROCHI. FUKUROKUJU, WHO HAD ALSO SUPPORTED THE KOZUKI FAMILY ALONGSIDE BOSS HYOGORO... ON THE OTHER HAND... THE LEADER OF THE ONIWA-BANSHU, HE REFUSED TO BOW TO THE KUROZUMI FAMILY, AND WAS EXECUTED BY OROCHI!!!" She adds, "AT THE SAME TIME... I, A SUBORDINATE OF FUKUROKUJU... COULD NOT FORGIVE HIM FOR HIS TREASON... AND ESCAPED TO A LIFE AS A FUGITIVE FROM OROCHI'S ARMY..." In the present bath, a woman complains, "BOSS HYOGORO... HE'S NOTHING BUT AN OLD TALE NOWADAYS..." while another reacts with shock at octopus-like creatures, "I'Yo ooooh!! Pon! THEY'RE THE MALE BATHHOUSE ATTENDANTS. THEY ARE THIS BATHHOUSE'S SERVANTS. BY THE WAY, WHAT'S WITH THESE OCTOPUSES!I" Shinobu smiles and says, "SO THAT'S WHY YOU KNEW THAT GUY! YOU'RE AMAZING, SHINOBU!"

Elsewhere, Queen looms over a restrained Hyogoro and declares, "WHAT BAD TIMING...!! I HAVE THE KEY YOU NEED!! SHUT UP!! I DON'T WANNA!! I'LL PERSONALLY ASK KAIDO TO PARDON YOU FOR YOUR CRIMES!! LIKE I SAID BEFORE, IF YOU JOIN OUR CREW..." Queen laughs, "THIS BRINGS BACK MEMORIES, HYOUGORO!! YOU SURE IMPRESSED KAIDO AND OROCHI BACK THEN. I NEVER THOUGHT THE LEGENDARY CHIVALROUS MAN WOULD BECOME SUCH A MALNOURISHED GEEZER... AND THAT HE WOULD DIE A PITIFUL DEATH!! MUHAHAHAHA!!" Luffy kneels and begs desperately, "I BEG YOU!!! PLEASE SPARE THIS YOUNG MAN!!" Hyogoro shouts, "I DO NOT CARE WHAT BECOMES OF ME, BUT...!!" while a massive "あぁぁぁぁぁぁ!!" sound effect echoes in the background.
