Luffy answers the long-range call to the Five Elders and cheerfully says, "Hello?! I'm Monkey D. Luffy! I'm the man who will become the Pirate King!!" He declares that the Straw Hats are in an alliance with Dr. Vegapunk and demands that the Marines withdraw their fleet from around the shore if they care about York's safety. At the World Economic Journal headquarters, Morgans, Vivi, and Wapol listen in and panic over what they are hearing, with Morgans noting that the Marines really are as evil as the rumors say. In the Room of Authority, the Elders count the people alive in the Labophase and recognize Nico Robin's voice. Usopp and Nami scold Luffy for saying too much, while Saturn insists there are three things they must protect: York's physical safety, the Punk Records that constitute Vegapunk's brain, and the power plant needed to produce the Mother Flame.

Saturn tells the Marine command that Rob Lucci and his group are still in the Labophase along with the other Cipher Pol agents, so he is considering the worst possible scenario. He says the most important factors must be prioritized and gives orders that humans are no different from insects: if their numbers are reduced, they will simply multiply again. York cries that she made a deal with the Five Elders and warns that if they hurt her, they will erase the island from existence just as they did to Ohara. Inside the Labophase, the Straw Hats and Vegapunks recover from the night of fighting. Robin's wounds are being treated, Nami beats up York for her betrayal, and the crew has the Seraphim sealed in bubbles made with the same properties as Sea Prism Stone. Lilith and the others cry for Shaka, Pythagoras, and Edison, while Lucci quietly reports to Kizaru that two Vegapunks are dead and the state of the Stella is severe.

In the laboratory underground basement, the captured Cipher Pol agents and other prisoners shout up that everything is all right and thank the Straw Hat crew for saving them, but Luffy tells everyone not to call them out because they are still enemies. He says they saved the captives as thanks for the food and because the prisoners owe their lives to him, while Zoro warns they should not keep the government agents too close. S-Snake, S-Hawk, S-Bear, and S-Shark sit trapped in resilient bubbles. Vegapunk explains that the bubbles are even bomb-blast resistant and are made from the same bubble shield used by the Pacifista Mark III, giving them Sea Prism Stone-like properties and making them effective weapons against Devil Fruit users. S-Snake assures Luffy that she and the Seraphim are no concern to him and are not receiving orders to eliminate the Straw Hats.

The Straw Hats realize S-Snake is cooperative, and Vegapunk says they remain grateful to her. Franky finds her behavior strange because he does not remember programming her to act that way, but Luffy calls her Hancock and begs her to save his friends from petrification. He tells her that they are his comrades and asks her to undo the stone effect. S-Snake blushes, says she will undo it, and insists Luffy stop staring into her eyes directly. Vegapunk observes that the Seraphim are one of the pieces of information transferred through the lineage factor during cloning and are still in the learning process. He finds it very interesting that a Seraphim based on Boa Hancock shows the same emotions toward Luffy, while Jinbe laughs that she is a perfect copy of Hancock because she looks down on everyone else except Luffy.

S-Snake restores the petrified crew members, and Luffy thanks her again while she becomes flustered. Stella says the communication system is working again but that he still cannot open the Frontier Dome; unless they can disable the barrier, they cannot escape. York laughs that it is useless because she locked everything with a password and did not share that information with her other brains. She says the password and the World Government are the two armors that protect her, then complains that she is hungry and that Luffy is getting on her nerves. Nami tells Stella they are surrounded on every side and reports that the fleet consists of one hundred ships and nearly thirty thousand Marines. She asks whether he said her name was Nami and whether she is the navigator, while Stussy calmly asks if anyone wants coffee despite the dire situation.

The Straw Hats consider their destination. The Log Pose is not pointing to a new island yet, but Nami says they can still follow the other directions recorded in Wano, with one pointing northeast. Stella identifies that direction as Elbaf, the island of the giants, and Luffy and Usopp explode with joy because they have dreamed of going there for so long. Nami reminds them that Egghead is under a complete Marine blockade and that escaping from the coast is impossible. Stella says the Thousand Sunny is already on the Labophase Stratum, and fortunately Vegaforce 01 is stationed next to it. The plan becomes to go northeast to the other side of the island, where Vegaforce 01 can help launch the Sunny from the Labophase despite the encirclement.

Vegapunk explains the limits of Vegaforce 01. The giant robot can carry the Sunny through the Marine blockade and hand it off just before the ship completely leaves Egghead's air-field range, but it can only fly within Egghead's air field and will fall shortly after leaving that range. Franky is thrilled that the ship could fly a full kilometer and that the machine is powered by cola, while Stella agrees that it is a very well thought out plan. Bonney says they must disable the Frontier Dome first or escape is impossible. York taunts them that they will never get the password from her, so Vegapunk, Lilith, and the others decide they will simply hack it. Stella angrily tells York not to underestimate the great Vegapunk.

Luffy leaves command of Vegaforce 01 to Lilith, who accepts. The group rushes to move the ship to the other side of the Labophase, knowing that the barrier could open at any moment and that disabling it will allow escape but also expose them to enemy fire. As they run, the crew jokes about food: Luffy says they will not get to eat more island food tomorrow and asks for more pizzas; another says they have cheese on the ship so Sanji can make some. Bonney, now in a good mood after giving up on killing Vegapunk, admires Sanji's cooking and fighting ability. Luffy asks why she is suddenly cheerful, and Bonney says she has never left the island before. The escape plan is underway, even though the mood keeps bouncing between crisis and comedy.

Outside, Rob Lucci has made contact with the Marines. The fleet is told to relay the information to everyone at once, and Kizaru and Saturn learn that the Straw Hats are talking arrogantly to deceive them. Saturn says the crew believing they control the whole situation does not change the fact that they are still cornered like rats. He asks Kizaru whether he can go through the Frontier Dome since he is a light human, but Kizaru says that might be possible while noting that one of his friends, Vegapunk's guard stationed at the dome, is there. Saturn suggests simply ignoring him, yet Kizaru says he cannot ignore a man determined to fight for his duty because doing so would go against his ideals. The discussion reveals both the tactical value of Lucci's report and Kizaru's personal restraint toward Sentomaru.

Saturn and Kizaru continue weighing the attack. Saturn says they should start the assault immediately, because if they delay then Sentomaru will surely order the Mecha Sea Beast Weapons and the fifty Pacifistas under his command to sink the fleet, causing enormous casualties. Kizaru recognizes that the situation has grown more complicated, but says Rob Lucci is shrewd and cunning and has already sent all the information they need. The Navy now knows the conditions inside Egghead, including the apparent location of the power plant. The page shows Saturn's ruthlessness and Kizaru's professional focus: the government force has enough intelligence to act, but any move risks heavy losses from Egghead's defensive machines.

The Navy moves to battle stations. Orders go out to tell all Rokushiki users to stand by because the assault will begin soon, to free all Cipher Pol agents from the pirates, and to aim for the Mecha Sea Beast Weapons. Bombardment units are reminded that blast attacks will not work on the Pacifistas. On the Labophase, Luffy, Vegapunk, and the others arrive at the Sunny and Vegaforce 01. Luffy yells that he loves the sky island grounds, while others remind him not to forget the real goal. The page cuts between the Navy preparing its full assault and the Straw Hats reaching the vehicle that may let them escape, compressing both sides into the same countdown.

Kizaru activates "Yata no Kagami," the Sacred Yata Mirror, and travels as light by reflecting along a route toward Egghead. A beam streaks over the water and structures as he prepares to enter the battlefield. Sentomaru notices the movement and says, "Ojiki!" using a familiar address for Kizaru, while Pacifista units receive orders to obliterate all enemies. Kizaru's light path cuts across the island, and the page makes his arrival feel sudden and surgical rather than like a normal landing. The Marine assault is no longer just a surrounding blockade; the admiral himself is crossing into the defensive zone.

Kizaru reaches Sentomaru and tells him to prepare himself. Sentomaru raises his guard, saying his defense is the toughest in the world, and the two clash with a heavy impact. Below, Vegaforce 01 and the Straw Hats sense the disturbance. Someone shouts that light is coming from below, and Luffy suddenly freezes, realizing that someone very strong is coming. The page closes the chapter on the clash between Kizaru and Sentomaru and on Luffy's recognition of the admiral's presence. The escape plan is still moving, but the strongest Marine on the field has finally entered Egghead directly.
