On the deck of the Thousand Sunny at sea, the Straw Hats react to recent events. A speech bubble states, "THEY WERE CLEARLY PREPARING TO ATTACK US AGAIN." Another notes, "IT LOOKED LIKE THEY GOT SOME MESSAGE." and "THE FLYING FISH... I WONDER WHERE THEY WENT." with sound effects "KUU". In the next panel Sanji, Nami, Usopp, Franky and others discuss strategy. Sanji says, "ANYWAY, THOSE FLYING FISH WILL BE WHERE WE'RE HEADING TO." Usopp exclaims, "THEY CAN FLY FOR FIVE MINUTES!!" while Luffy jumps excitedly, "I WANT TO RIDE ONE OF THOSE FLYING FISH!" Nami replies, "MAYBE THEY GOT THE ORDER TO WITHDRAW." Franky adds, "WE NEED TO GET READY FOR BATTLE... WHO WOULD'VE THOUGHT THEY'D COME FROM THE SKY...I" and "WE DON'T KNOW WHY...". A close-up shows a fish-man character warning, "YOU'RE THE ONE THAT MAKURO'S REALLY AFTER. YOU SHOULD WORRY ABOUT YOURSELF." Sanji answers, "I HOPE HACCHIN'S OKAY...". A large establishing shot shows the Flying Fish Riders' headquarters east of the Shabondy Archipelago, a sprawling wooden fortress with towers, a tall central structure, and a black flag bearing a jolly roger. Sound effects "どーん!!" and multiple "ZAPA" mark impacts. A box reads, "East of the Shabondy Archipelago, the Flying Fish Riders' headquarters." A subordinate reports, "TWO OF OUR RIDERS HAVE RETURNED." and "DUVAL!!". Inside a wooden building, crew members argue. One says, "WE COULD'VE CAPTURED BOTH THE MERMAID AND THE PIRATES..." while another retorts, "IF YOU HAD LEFT IT TO US." Duval, wearing his iron mask, stands angrily and demands, "DUVAL, WHY DID YOU GIVE THE ORDER TO RETREATI". A close-up of the mask shows an angry glare with the sound "....!!!".

Iron Mask Duval sits imposingly on his striped throne, legs spread wide, guns and weapons strapped across his muscular chest and belt. Explosions and debris erupt around him as subordinates are blasted backward. "UWAAAH!!" one screams while another voice yells "YOU MORON!!!" A framed sign at his feet reads: "Head of the kidnapping gang 'Flying Fish Riders' Iron Mask Duval". Duval leans forward with intense fury, declaring "HOW MUCH I'VE LONGED FOR THOSE PIRATES TO APPEAR!!!" A subordinate voice adds nervously, "THERE'S NO WAY YOU DON'T KNOW..."

Duval's crew panics around their rampaging boss. One subordinate shouts "EVERY DAY EVERY DAY... I'VE HATED DAT BASTARD MO AND MO!!!" while another pleads "BOSS!! P-PLEASE CALM DOWN!!" Duval clutches his back in pain, growling "JUST THINKING ABOUT THAT MAN, MY BACK...!!! IT MAKES THIS WOUND ON MY BACK THROB SO BAD...!!!" In close-up he roars "I'M GONNA KILL HIM, RIGHT HERE AND NOW!!!" while crew members react with shock: "LIWAA, WHAT RAW... RAGE!!!" "DIS IS WHAT I'VE WANTED MY WHOLE LIFE...!!!" Makuro crew members urge "DO EGZACTLY WHAT I SAY!!! HAA... HAA..." and "Y-YES, SIR!! BOSS!!" as one yells "HEY!!! MAKURO CREW!!" Duval's rage peaks with "DAT'S WHY!!! CAUSHASLY!!! PROPALY...!!! WE'VE GOT TO DESTROY DEM!!!" and "Y-YES... THEY CAN'T BE LEFT ALIVE!!" "GET IT!!I DO YOU GET ME!!I"

The Makuro crew reacts in confusion. Gyaro yells "YOU GUYS ARE TOO RUDE! EVERY SINGLE ONE OF YOU!!!" while Makuro demands "'DUVA'!I 'AH'!I WHAT THE HELL WAS THAT!!I" and Tansui blurts "AH!I" Makuro continues "JUST SHUT UP ALREADY!!!" as the boss figure retorts "THE BOSS IS SUCH A REDNECK, UHEHE." Crew members mock with "YOUR ORDERS!I" "HEI!! BOSS DUVAL!! HEI HEI!!" "DAAH, WHAT-EVER!!" and "AU AU, 'DUVA'... THAT'S HILARIOUS." Large nameplates identify the three: "Makuro Crew Gyaro (Pop-eyed goldfish fishman)", "Makuro Crew Boss Makuro (Makuropharynx fishman)", and "Makuro Crew Tansui (Arowana fishman)".

Duval towers over the Makuro crew in the village square. He says "I'M SO GRATEFUL TO YOU THAT I CAN'T EVEN FIND THE WORDS TO SAY..." while a crew member replies "HEHEHE... THAT'S FINE. YOU GUYS... ARE LIKE MESSENGERS FROM HEAVEN, SENT TO BRING ME GOOD FORTUNE." Another adds "THESE GUYS ARE MORONS, SO THEY HAVE NO IDEA HOW TO BEHAVE THEMSELVES!!" and "MY APOLOGIES, BOSS." Tansui is scolded: "SAY SOMETHING." "I TOLD YOU TO SHUT UP, TANSUI!!!" A crew member mutters "..." Duval muses "'STRAWHAT'... HUH... WHO ARE THEY...I" and declares "THANKS TO YOU GUYS... I'LL FINALLY GET A CHANCE TO MEET THE 'STRAWHAT CREW'...!!!" His rage returns as he attacks, with crew shouting "BOSS!! BOSS!! YOU'RE GETTING TOO ANGRY!!! YOUR ACCENT!!!" "I'LL NEVA FORGIVE HIM!!!" "DE MAN... DE MAN I'VE ALWAYS WANTED TO KILL IZ ON DAT SHIP!!!" and "LOOKS LIKE HE REALLY RESENTS THAT GUY..." A final panel shows a shocked face with "STRAWHAT....." and "I KNEW I HEARD RIGHT, NYUU-!!"

Bound tightly in ropes, the octopus fishman Hatchan panics as the name "Strawhat" echoes around him. "WHO WOULD'VE THOUGHT I'D HEAR THE NAME 'STRAWHAT' AGAIN OUT HERE!I" he cries. Nearby pirates shout "THAT'S BOSS DUVAL TO YOU, OCTOPUS BOY!!" and "NYUUU-!! HEY, YOU!! BIG GUY!!!" Hatchan sweats heavily, realizing "THIS IS BAD--!! NYUU-!! EVEN WORSE THAN BEFORE, THOSE GUYS... CAMIE WAS CAPTURED BY THE 'STRAWHAT PIRATES'!!I" He wonders aloud if they are coming. In the lower panels, the Flying Fish Riders discuss their plans: "AND SELL 'EM IN OUR 'HUMAN SHOP'!!!" "AS LONG AS WE'RE HERE, WE'LL CATCH 'EM ALL." One rider notes the mermaid who sought help from the Strawhats, while another says "YEAH, THEY'RE COMING HERE."

Still tied up, Hatchan mutters desperately, "I'VE GOTTA FIND A WAY TO ESCAPE BEFORE THEY GET HERE... I'M SURE THEY'LL KICK MY BUTT, TOO. THIS IS SO BAD, NYUU-!!" He recalls past misdeeds with Arlong and fears Nami's grudge. Suddenly the crew spots the approaching ship: "IT'S THE 'STRAWHAT PIRATES'!!!" "DUVAL!!!" A crew member confirms "YES, SIR!! THERE'S NO MISTAKE!! HE'S THERE!!!" Duval reacts with fury, yelling at Makuro, "HEY!! MAKURO!! I'LL MAKE YOU SOME TAKOYAKI IF YOU LET ME GO!" while another warns "AS IF, YOU MORON!!! DO YOU THINK I'M A GLUTTON OR SOMETHING!!!" The scene erupts into motion as the pirates prepare to confront the newcomers.

The Thousand Sunny arrives at the Flying Fish Riders' floating base. "THAT'S IT!!! WE'RE HERE!!" the crew exclaims. Sanji notes, "SO THIS 'HACCHIN' GUY IS BEING HELD THERE." Inside, the crew discusses the situation: "THAT'S A BIT MUCH, DON'T YOU THINK!I" "THE MAKURO CREW ALONE HAS ABOUT 30 TIMES..." Nami blushes as Sanji reassures her, "WE'LL HAVE HIM OUT IN A SECOND, CAMIE-CHAN." The group lands on the circular ocean platform. Luffy peers ahead while someone remarks, "THIS ISN'T AN ISLAND; IT'S JUST A PLATFORM BUILT IN THE MIDDLE OF THE OCEAN..." The area appears eerily quiet as they advance.

Nami charges forward, sword drawn, shouting "GET OUT HERE, MAKURO!! ARE YOU OKAY, HACCHIN!I GIVE US HACHI BACK!! HEY, HACCHIN!!" The Strawhat Jolly Roger is raised high. The crew spots the enemy flag and reacts: "CRAP, IT'S REALLY THE STRAWHATS' SHIP!!" Approaching the platform, they notice the eerie silence. "NO MATTER HOW YOU LOOK AT IT... THIS IS OBVIOUSLY A TRAP!!" "WHAT LUCK, CAMIE!! THERE'S NOT EVEN ANYBODY AROUND!! IT MUST BE SNACK TIME OR SOMETHING!!" "HUHI IS IT HACCHINI" "IT LOOKS LIKE... THERE'S SOMEONE IN THAT CAGE." The Strawhats realize they are being targeted.

Nami cries out in panic, "NYU!! I'M HERE, CAMIE!!! I'M FINE, SO DON'T WORRY!!" while Sanji and Usopp react with shock. Someone shouts, "THAT'S WHY YOU TWO GET CAUGHT ALL THE TIME!!!" and another adds, "...I DIDN'T EVEN THINK OF SOMETHING THAT UNDERHANDED......WHAT INSIGHT!" A large SFX "はっ!!!" erupts. Below, the group stares at a large fishman-like figure trapped inside a hanging iron birdcage. Nami yells, "NYU!I NO, THIS IS... WELL, NEVER MIND. THIS IS A TRAP, SO GET AWAY!!" as the caged figure replies, "YOU KNOW HOW STRONG I AM, RIGHT!I I'M FINE, SO JUST GO!!" Camie screams from off-panel, "KYAAAH!! HACCHIN, YOU'RE ALL BLACK!!! WHAT HAPPENED!I" and someone asks, "WERE YOU BURNED!!I" In the bottom panels, Sanji calls out, "HEY!! HOW'S ARLONG DOING!I" while Luffy, Zoro, and Nami look on. Zoro notes, "...THAT VOICE SOUNDS FAMILIAR, AND THAT SILHOUETTE... NAMI, WHAT DO YOU THINKI" Nami replies, "WHATI" as Luffy wonders, "HMMMM... IT DEFINITELY LOOKS KINDA... SUSPICIOUS..."

Luffy recognizes the voice and exclaims, "I MANAGED TO ACHIEVE MY DREAM OF OPENING A TAKOYAKI STAND, THOUGH. THEY'RE ALL STILL BEING HELD BY THE MARINES!! I BROKE OUT BY MYSELF." The fishman silhouette answers, "ARLONG..." Nami reacts in horror, "NYUU!I AHH!! ARLONG!I ARLONG!I ARLONG AND CHU AND KUROOBI," as the full figure of Hatchan appears behind bars. The crew stares in shock. "IT REALLY IS YOU!!!" someone yells. Hatchan sweats, "OH, CRAP!!!" In the next spread, the Straw Hats discuss the situation. Sanji notes, "HAAN... SO YOU KNOW THIS GUY..." while Usopp adds, "THAT OCTOPUS WAS A LIEUTENANT OF THE CREW!!" Nami explains, "NAMI'S HOME TOWN USED TO BE RULED BY A FISHMAN PIRATE CREW CALLED THE 'ARLONG PIRATES.'" Hatchan replies, "AH, WAY BACK..." Someone asks, "WHAT'S GOING ONI" Robin observes, "BUT IT LOOKS LIKE HE MANAGED TO BREAK OUT..." as Franky comments, "I SEE... IT TRULY IS A SMALL WORLD." Camie adds, "THE FISHMEN SHOULD HAVE BEEN JAILED BY THE MARINES," and Pappag finishes, "WELL, OF COURSE. I TOOK THE OTHER GUYS AND WE CRUSHED THEM...!!!"

Luffy shouts furiously, "IF WE HAD KNOWN THAT, THERE'S NO WAY WE WOULD HAVE COME TO HELP YOU!!!" and "SO, 'HACCHIN,' THE TAKOYAKI VENDER, WAS REALLY YOU ALL ALONG!!!" while Hatchan sweats, "NYUU..." The crew reacts with mixed surprise. Sanji asks, "COULD IT BE THAT YOU GUYS ARE ALL HACCHIN'S FRIENDS!I" Zoro mutters, "HOW MORONIC..." Nami warns, "DON'T BE SO EASILY SWAYED AWAY BECAUSE OF HUNGER!!" Usopp questions, "BUT...!!! IS YOUR TAKOYAKI...!!! REEEALLY THAT GOOD!I" In the lower panels, Camie pleads with tears, "BUT... BUT THEN YOU... YOU WON'T HELP RESCUE HIM...!I" Nami places a hand on her head and says, "I'M SORRY, CAMIE. I NEVER IMAGINED THAT YOUR FRIEND WOULD BE THAT GUY." Luffy yells, "NAMI-CHIN!! TURN THE SHIP AROUND." Hatchan screams in panic, "WE'RE NOT FRIENDS!!!" with a large SFX impact.

From the ship, Luffy yells, "NYUU~!! CAMIE!! IT'S FINE!! JUST TURN BACK!! THIS IS A TRAP!!" while Hatchan calls out, "HACCHIN...." In the next panels, Sanji snaps, "YOU IDIOTS! SHUT IT!!!" as Hatchan protests, "YEAH!! KEH!! I DIDN'T KNOW THESE GUYS WERE SO HEARTLESS!!" Camie cries, "PAPPAGG!!" Nami shouts, "YOU'RE ALWAYS HELPING US OUT!!" while Luffy insists, "NO!! I... I'LL SAVE YOU!!" The fishman crew reacts in panic. Hatchan yells, "YOU'VE GOT TO BE KIDDING ME!!!" as the group is splashed by waves. Camie screams, "HACCHIN!! I WON'T ABANDON YOU!!!" while others shout, "WE'VE GOT YOU, CAMIE." and "JUST WAIT THERE, HACCHI!!!" A large fishman with a top hat laughs, "YOU'VE GOT TO BE KIDDING ME!!!" amid chaotic splashes and SFX.

The Flying Fish Riders swarm around Camie and Pappagg, shouting threats. "NYUU-!! CAMIE!! PAPPAGG!!" one cries while another yells, "WE WON'T LET YOU GET AWAY, CA-MIE-!!" and "HACHI CAN'T COME TO YOUR RESCUE THIS TIME!!" They laugh, "UUU!! MOHAHA MOHAHA!! WE'RE ALL GONNA BE RICH!!" A voice insists, "I TRIED TO WARN YOU!!!" Sanji and Nami arrive. Sanji declares, "IT'S FINE!! LET'S SAVE HACHI, TOO." Nami warns, "HOLD ON, SANJI-KUN....THOSE BASTARDS!! CAMIE-CHAN DIDN'T DO ANYTHING WRONG!! LET'S JUST SAVE HER." Luffy appears with a serious expression. Someone notes, "YOUR EYES LOOK LIKE TAKOYAKI!!!" Luffy responds, "IF YOU'RE FINE WITH IT, THEN WE'VE GOT NO CHOICE! WE'LL SAVE TAKOHACHI, TOO." Nami smiles and reassures, "HACHI'S FINE!! HE'S REALLY A HARMLESS GUY!!" Sanji swoons, "NAMI-SAAN. ♥...I MEAN, WE MADE A PROMISE TO CAMIE, RIGHT!I"

The Flying Fish Riders line up on the water. One asks, "ARE YOU READY, 'FLYING FISH RIDERS'!I" A calm reply comes, "OF COURSE. ANYTIME." The fish bikes charge forward with loud engine roars. Hachi is struck hard, sending him flying as the attackers shout "HM!I" and "WAH!!" "UOH!" A rider is sent spinning through the air. Someone yells, "YO!!" Another exclaims in shock, "MOWAH!! DAMN, HE'S GOT A DEVIL FRUIT ABILITY!!!"

Luffy lands on the dock with Camie and Pappagg, declaring, "ALL RIGHT!! WE GOT 'EM BACK!!" The cage and rope snap with a loud "GASHAN!!" Enemies react in fury: "OH, YOU!!" "LUFFY-CHIN!!" "THAT BASTARD!!!" Luffy shouts, "ZORO!! CUT DOWN TAKOHACHI'S CAGE AND ROPE!!!" Zoro answers, "GOT IT!!!" Hachi cries out gratefully, "NYUU!! STRAWHAT!! THANK YOU!!! I'M IN YOUR DEBT!!! I'LL NEVER FORGET THIS!!!"

A warning rings out: "YOU'RE ALREADY IN THEIR TRAP!!! THE FLYING FISH RIDERS ARE GONNA COME OUT FROM THE WATER AND SURROUND YOU!!! STRAWHAT, BE CAREFUL!!!" Luffy grins confidently and replies, "BRING THEM ON!! WE'LL DESTROY THEM!!! I DON'T CARE IF THEY COME FROM THE SEA OR FROM THE SKY!!" The enemy leader orders, "SIR!! GET THEM!!" The Straw Hats prepare for battle as Luffy raises his fist and shouts, "YEAH!!!" Brook calls out, "ALL RIGHT, GUYS!!! IT'S TIME FOR BATTLE!!!"
