Hiyori stays behind instead of going to the others. Though she is worried about O-Toko, she tells Kawamatsu, "I will not go with you two to meet everyone yet. It is forbidden to rouse emotions before the start of a war." Then she bows deeply and asks them, "Please... Join together and... Protect Wano!!" The retainers panic at the sight of the princess lowering her head: "Princess!! You cannot bow to us!" In Kuri's Amigasa Village, the news reaches the allied samurai, and shock spreads at once: "Lady Hiyori is alive?!" "Is that true?!"

The old grief around Hiyori turns into relief. Someone cries to Kawamatsu, "Kawamatsu!! I could only imagine the worst after you were caught!!" and another marvels, "That tomboy said something so courteous! She really has grown up!!" Momonosuke suddenly launches a "Flying kick!!" at his retainer, and Kawamatsu immediately asks, "Where is she now...!? Is someone protecting her!?" Zoro answers, "Rest assured. We left her at a safe location." Kawamatsu breaks down with joy: "Anyway, I am so glad!! Seriously!!" O-Tama thanks Zoro: "Was it you who saved her, Zorojuro? I am forever grateful!" Zoro mutters that Hiyori may be crude but is actually a weak cry-baby, and he teases Momonosuke for still thinking of her as his little sister: "How long are you gonna live in the past? She's 18 years older than you now." Momonosuke imagines how painful that flying kick would be from someone eighteen years older.
The conversation briefly turns awkward when the others realize Hiyori was the beauty who had been with Zoro earlier. Someone flatters Momonosuke, "Momonosuke, is there anything I can do for you?" while another snaps, "Don't try to butter up to her older brother, you dumbass..." Then Hitetsu declares that the preparations are complete and asks whether this is really okay. There is no turning back. Zoro returns the sword Luffy carried out of Udon, saying, "Sir Hitetsu! I retrieved this from Luffytaro in Udon." Hitetsu identifies it as the Nidai Kitetsu, and Zoro realizes Luffy had grabbed a famous sword without permission. Hitetsu then announces himself properly: "My name is Tenguyama Hitetsu!! I am a bladesmith of Wano!! For 20 years, I have been waiting for the day... that I would be able to return these to the two of you!"

Hitetsu presents the two blades left by Kozuki Oden: "The blade said to be able to cut even the skies, Ame-no-Habakiri," and "the blade said to be able to slice through hell itself, Enma!!" They are Oden's beloved swords, two of the 21 great grade swords, said to be on the same level as Shusui. Enma is offered to Zoro, but Momonosuke hesitates before his own inheritance. When Hitetsu asks, "What do you think of my masterpiece, Lord Momonosuke?" the boy admits, "Well... I think I am not yet ready for it!" Zoro likewise asks that Enma be held a little longer, insisting, "It... it is not because I am scared," while the weight of Oden's blades settles over everyone present.
Hitetsu explains that no one has ever tamed Enma except Oden. Zoro tests the sword on a tree, but the blade does far more than cut wood: it tears away the whole cliff behind it. The witnesses scream, "He cut the whole cliff off!!" and then, seeing Zoro's arm withered from the sword draining his Ryuo, cry, "Gyaaaah!! Zorojuro's arm!!!" Enma has not merely obeyed him; it has pulled power out of him against his will.

Zoro forces his stolen power back into his arm and snarls at the blade, "Give it back to me!!" Hitetsu explains that Enma forces its wielder to release excessive amounts of Ryuo, creating unnecessarily large strikes; a normal swordsman would have had all his energy sucked out and collapsed immediately. Hitetsu offers him a different sword, but Zoro refuses: "No, I'll take it!!! Enma...!!" He understands what the danger means and asks, "So what this means is... once I've gotten used to this sword... I'll be even stronger?" Kawamatsu watches him with admiration: "What an amazing man... Kappappa!"

With three days left until the raid, the alliance counts the enemy at Amigasa Village. Robin reports that the Beasts Pirates have around 20,000 soldiers, while Orochi will bring about 10,000 men in the shogun procession. On the day of the raid, that means roughly 30,000 enemies on Onigashima. Kinemon says they cannot involve commoners and admits that even with the mansion blueprints, enemy territory gives Kaido's side the advantage. Their own forces number only about 4,000. Meanwhile, at Kuri's Port Itachi, workers rush to repair ships for the crossing.

The shipwrights argue while hurrying to make the vessels sturdy enough for the raid. One shouts, "We don't have much time!!" another insists they need ships sturdy enough to carry 10,000 people, "just to be safe!!" and someone else protests, "There will not be that many..." The answer comes back, "You idiot!! There's nothing wrong with making sure we have extra!!" while others complain it is a waste of time and effort, then turn it into a bet over how many people they will gather. In Udon, Luffy keeps training his advanced Haki, striking with "GUN!!!" as Hyogoro corrects him: "You are using too much brute strength..." Luffy answers, "It's not enough..." Back in the bamboo forest, Momonosuke tells Zoro he was warned not to say "Sunacchi." Zoro says the old men in his village used to say it back in the day, so he simply picked it up.

Two days before the raid, Speed brings O-Tama safely to Amigasa Village. Tama calls out, "We made it, master!!" and Chopper and Luffy rush to her, relieved: "O-Tama!! I was so worried!!" Kinemon announces that they have gathered 200 more people, bringing their force to around 4,200. The regional bosses celebrate, but worry remains: they still have no word from Law. Luffy has trained so hard that he is sleeping like the dead. Shinobu grumbles that he will not wake up, but others insist, "No, he is insanely strong, Shinobu!!" Someone even snaps, "Who cares if he joins or not!?" The alliance is nearly ready, but not all of its pieces are in place.

In the Flower Capital's Rasetsu District, the prisoner showcase still holds the captured rebels. Kinemon can only report the bitter truth: "The people caught in the capital... It is regretful to say, but there is nothing we can do." Even their families have been caught, and though the hardest samurai are there, rescuing them would break the plan. A prisoner yells, "Hey, guard!! The festival is soon!! I want to attend it!!" and the guard barks back, "Not a chance!! Silence!!" The allies swallow the pain because this is their final chance. Kinemon tells everyone, "You have worked hard, everyone!! Use the remaining time to move and prepare for the upcoming battle!!" The answer rises back from the gathered fighters: "We shall meet at the promised port!!" "Understood!!"

One day remains until the raid. In Kuri's Amigasa Village, Kinemon's group prepares to leave ahead of the others. Luffy smiles and says, "The Sunny is on the beach here, so we'll be fine!!" The group warns him, "Don't get captured!!" and Kinemon answers, "Of course! We will be on high alert!!" They clasp hands and promise, "All right!! Let's meet at the port!!" "Yeah!!" Elsewhere, the narration turns to Wano's suffering: in this country there are countless industrial chimneys, and even more unfortunate labourers. Someone hears the truth and asks in shock, "Is it true...?" then, "What do you mean!?"

Rumors of Yasuie's message move through the oppressed people. One man says, "Hey, did you hear that rumour about Lord Yasuie?! They said that he covered for the red scabbards!" Another realizes, "That paper?! Apparently, it was not just a prank!!" and an old woman confirms, "It was a hidden message for a raid." Hope is dangerous in Wano, and some cannot bear to touch it: "Do not give me false hope..." "The Kozuki family met such a terrible fate 20 years ago..." "Even if Kinemon and the others have survived somehow... their minds must be scattered at this point. They will not be able to stand up to them again..." Near the factories, a worker collapses as others cry, "Hey!!" and "Hang in there!!" Another voice despairs, "We will never be free." In a closed-off country, no help will come; there is no one able to stand up against Kaido.

The same despair becomes the reason to move. If the alliance wins, the dead will be honored: "If we emerge victorious, we will make sure to build them grander graves!!" Usopp, Nami, and Robin quietly stand by the graves marked Yasuie and Pedro, carrying the memory of the fallen with them. Hitetsu checks on Zoro's progress with Enma, while also revealing a connection to Zoro's own sword: "That sword you wield, the Sandai Kitetsu, is my creation." He says the Sandai Kitetsu and Enma are similar in that neither can be wielded by the weak. Then the remaining red scabbards set out. The narration says, "20 years past... Burdened with the weight of being unable to avenge their master, they wander across these lands as ghosts." Now, together with seven of the red scabbards, one ninja, and one leading figure, they depart in silence. The sun shines over the withered earth as the land's hollow cries ring like winter frost.
Hitetsu explains why Zoro adapts to Enma so quickly: the white sword Wado Ichimonji and Enma were made by the same person, Shimotsuki Kozaburo, who left Wano illegally over 50 years ago. Hitetsu adds that perhaps Hiyori noticed Zoro's blade and chose to give him her father's keepsake because of it. Enma has yet to become a black blade, but Hitetsu is sure Zoro can reach that level. Zoro trains with Enma, Luffy sharpens his Haki, and the enemy side continues to receive reports. Orochi asks, "Udon is fine?" and is told, "Yes, there are no problems at all!!" Suspicious of the port change, he says, "So, it has changed from Port Habu to Port Tokage...!! Kozuki Hiyori is alive...!! At the Northern Graveyard, hm..." He decides that as long as he can suppress the matter, it will be okay. Meanwhile, the Flower Capital fills with clear blue skies and cherry blossoms. The shogun procession passes through, the Fire Festival begins, and the war that will shake the fate of the world itself is ready to start. The chapter closes: "Wano Country Act Two FIN."
